KH asked whether able to authorise small orders, but as there must be segregation of duties, not possible until other admin staff involved in the accounting process.

Annual Governors Report Finance Statement written by MS/KH. Budget Update Balanced 3 year budget plan was presented to the board. 2017-18 in year deficit of £1,800 funded through cumulative carry-forward. Preschool numbers need to grow for 2018-19 to ensure roll is full, currently surplus places but full class of Reception from September 2018. Difficulties of estimating extended schools and need to run separate budgets to analyse strategic plan. New CDAT accounting and budgeting system being introduced September 2018 will help. CHESS Services Buy-Back Buy-back of services from Cheshire East same as last year; includes office IT support at £1170 and Attendance model with EWO support £500. Staff Insurance – Moved to Part 2 Update On Expenditure Agreed For Projects Authorisation for expenditure. MIP replace by CDAT Financial procedures and policy manual HT 10k limit with Nat West account - needs approval from CEO for BACS payment), over £20k must be authorised by CDAT. HT authorised to write off school meal debts up to £50.

Source Of Funds For 18-19 Incl. SEND Pupil unit funding £2,928.98 (£10 increase from 2017-18). Very low funds for deprivation. LCHI (Low Cost High Incidence) monies contributes to teaching assistants as is money for supporting children who require support as they leave Reception, this money will reduce in following years. MFG will continue for next two years - we lose £5k. FEEE money is Government money for free hours and is adjusted in year as claimed through numbers claimed by school preschool. Discussion of funding for Special Educational Needs and Disability (SEND) – statements x3 (now ECHP Educational Care and Health Plans) Extended School Budgets A small profit was returned which is to be used to support staffing in pre-school in the Autumn term and to fund a transitional phase in OOSC under a new supervisor. Devolved Formula Capital (Building Works) £12,454.30 remaining 2016/17, together with £6k for 2017-18 DFC allows us to pay the school’s contribution of £18-19K towards the new heating system funded through CIF bid (DFE). Work to be undertaken before September 2018. School had email to confirm DFC and forwarded this to CDAT- response pending.

Numbers on Roll Projected numbers for Reception starters for Sept 18 are 29. Year 1 is now at 16 children. School roll is currently 186. 29 Year 6 are leaving Pupil Premium Review on the website We only receive a very small amount of Pupil Premium, it is spent on TA support.

Sports Premium The review is posted on the school’s website. A forest schools cabin has been installed in May half-term which will allow a longer season for the after school club. Lewis’s Memorial Fund Current total is £14,269.44 Fort ‘Lewis’ was built June half term costing 12K some maintenance money is needed. 1K held for maintenance costs with agreement. This ends memorial fund raising for Lewis, with surplus money being transferred from school budget to ‘Team Lewis’ by end of financial year. 6.2 PREMISES The Premises (including H&S) Committee meeting was held on 19th June 2018. 6.5 QUESTIONS AND COMMENTS FROM THE MINUTES OF SUMMER 2018 COMMITTEES (As above) The Chair informed the board there is a CDAT Celebration Day on 10th October 2018. All Governors are welcome to attend. The board received feedback from the Parents Forum “a very positive meeting”. Minutes from Parent Forum have already been published on the school website.

Mrs Marion Simmons informed the board that she has attended the CDAT regional committee meeting. The outcome from the meeting is that CDAT are requesting a governor to join the HUB. They see that the HUB as “pivotal”, moving forwards.

Q: How often are meetings going to be for the HUB? A: Initially, it is anticipated that it will be 1 meeting per term. However, there may be more as the systems and procedures develop. Q: If one of our governors take on this role, will it affect their responsibilities in other committees? A: Yes – it will have an impact, but it is difficult to gauge at this stage how much. It was proposed and agreed that Mrs Marion Simmons would be Wybunbury’s representative for the CDAT HUB. 6.7 APPROVAL’S & REVIEWS

Fort Lewis - The School opened Fort Lewis on 4th June 2018, a piece of play equipment as a memorial to Lewis Crossley. The project has been fundraised through activities in school, donations and sponsorship.

Staffing - Staffing for September 2018 was confirmed.

Personnel committee - The Personnel committee ratified some redeployment within the school.

Staffing structure - Leadership, teaching and support staff to be reviewed in line with funding cut backs through the National Formula funding and discussed with Governors and CDAT.

Age-Range of school – The ‘Significant Change’ form has been submitted to the DFE following the consultation in March 2018. A case worker has been allocated and it is due to go before the Regional School’s Commissioner.

Admissions - 30 children have accepted places for Reception in September 2018. New Starters meetings and sessions have taken place.

Working with CDAT-

CDAT Cheshire East Hub - Mrs Chesters attends Cheshire East CDAT hub. This group are looking at ways to support and forge partnerships between the CDAT Cheshire East schools for the benefit of our pupils.

SBM Meetings - Mrs Hughes attends the SBM meetings with the other CDAT schools, working on shared-practices, best value and common procedures for CDAT schools.

Cheshire East CDAT Governors meeting - Mrs Simmons attended the Cheshire East CDAT Governors meeting.

(CDAT- Chief Operating Officer - Andrew Ross was welcomed as a regular visitor to school.

SIP Neil Le Feurve as the school’s SIP visited school on 20.06.18 (Mrs Chesters has visited his school, St. Bridget’s West Kirby)

CDAT Director – Andrew Morris had his first visit to the school. He met with staff, parent, children and governors

SIAMS - Mrs Chesters and Mrs Taylor attended SIAMS training at Church House

Senior Leaders Day - Mrs Chesters and Miss McCurrie attended CDAT Senior Leaders day at Church House, focusing on Vision (27.06.18)

CDAT update - Neil Arnott and Mrs Chesters attended the CDAT update at Church House (04.07.18).

Future task: Governors to align Vision of school with CDAT MMU Partnership - School work in partnership with MMU. Miss Chloe O’Shea successfully completed her placement in Year 1 during the Spring term, and has returned to volunteer this term. 7.2 Governor Business The governor visits and reports were emailed to the Governors prior to the meeting for acceptance. S106 Money: A meeting (SLT and Lisa Taylor) with Jacky Forster and Jos Saunders was held on 02.05.18.

Premises: Philip Jackson has made his ½ termly visits (16.02.18, 19.06.18, 02.07.18) and his report was shared at committee level. Parents Forum- The Parent Forum is led by parent governors and reported on school website. Teaching and Learning Governors – T&L Governors have visited school for the following learning walks:

Senior Leadership Team: Neil Arnott (Chair) has visited the school on the 21st May 2018 and met with SLT. Safeguarding: Steve Walsh (Foundation) visited the school on Wednesday 27th June 2018 for a Safeguarding meeting with DSL, Natalie McCurrie to update the Safeguarding audit and prepare the annual report to CDAT. Governor Annual Reports – Reports to be collated by the end of term. Annual Coffee & Cake morning: Governors have been invited to the annual ‘Coffee and Cake’ morning on Friday 6th July 2018

7.5 Datapoint Reports The HT informed the board the KS2 SATs results are due into school on July 10th and will be shared with governors at the Standards committee on Friday 13th July. The data will be analysed by standards committee in the Autumn term, once results are confirmed and ASP data available.

The Chair commented that the results are indicative of the “excellent work and effort” the teachers and TA’s have done. The board concurred.

The HT informed the board that the school had been externally moderated by Cheshire East as part of their statutory duty for all KS1 assessments and KS2 reading paper. The Record of Visit was completed.

8 SEN The HT is checking the Source of Funds for SEN funding for 2018-19 Figures on the Census for SEND records:

15 children on SEN register including 3 EHCP

4 children are identified currently as First Concerns. Total SEN spend = £110,038

12 DIRECTOR’S REPORT – Summer Term 2018 Governance

CHESS – school have purchased service packages from Cheshire East through CHESS, agreed at committee.

HTPM – Neil Le Feuvre will make a visit in the autumn term to review HTPM.

Governors responsible for training will look at funding which can be used for governor training.

Travel Policies

To note the changes to Education Travel Policies for Compulsory School Age Children; SMOTS (Sustainable modes of transport survey).

To note the consultation on the new strategy and its implications for schools.

A school survey will have to take place 2018-19. Virtual Schools (LAC and Post LAC children) Governors are required to appoint a designated teacher, ensure that they undertake appropriate training and consider an annual report from the designated teacher; The network meetings form part of the ‘appropriate training’ and so it is recommended that all schools are represented. Miss McCurrie will take this role from September 2018. Free School Meals

Be aware of the impact on funding as a result of these changes to national guidance.

Consider the policy on discretionary payments Free School Meals (FSM). eligibility for Universal Credit claimants has changed from 1st April 2018.

School will update their website with details the changes. Make the Mile Campaign The school are planning a route round the school field that will promote physical activity alongside mental well-being. Sports premium funding will be used to pay for ground work to lay a path so that the path is accessible in all weathers. Quotes to stimulate reflection and positive thinking will be posted at intervals. Elective Home Education Consultation Governors need to be aware and ensure the school takes note of the consultation, responding if required. School seeks advice from John Fowler at Cheshire East for individuals as required. CDAT will also consider an across academies approach. Primary Safeguarding Termly Conferences Miss McCurrie is establishing a pupil safeguarding team for 2018 – 19. Timely support for children and families Ensure policies and action thresholds are in line with the document Miss McCurrie as Designated Safeguarding Lead will share policies and action thresholds with staff, particularly the checklists so that all staff can be pro-active. Signs of Safety Miss McCurrie will review and share the 'Signs of Safety Strategy' document with Safeguarding governor and all staff.

Local Safeguarding Board: School ensures that all external providers have DBS checks and these are recorded on the single central record. Noted. Governing Board Documents Mrs Hughes has been working with CDAT to ensure policies in place for GDPR.

15 PLANNED RESIDENTIAL VISITS YR6 visit - Stanley Head Outdoor Education Centre - 9th July 2018. YR6 Residential to PGL Boreatton Park – 12 to 14th September 2018.

16 CHAIR’S ANNOUNCEMENT Neil Arnott informed the board this will be Carolyn’s last LGB as Headteacher of Wybunbury Primary School as she will be retiring from her headship at the end of July 2018. Neil shared with the board his privilege as Chair and working with Carolyn. “We had have had some laughs, some extremely challenging conversations, and shared some great achievements. However, the greatest gift Carolyn leaves with us, is her legacy and shared vision for Wybunbury Primary School. The board concurred and Carolyn received a huge round of applause. The Chair concluded; “The greatest compliment is for us all to continue your legacy and share your vision” The Chair on behalf of the board wished Carolyn a happy and healthy retirement.
