1 WORKSHOP PURPOSE AND PROCESS

Linton Pike (workshop facilitator) welcomed participants explaining that the workshop purpose was to: Build awareness of the project within the community Understand stakeholder and community aspirations, opportunities, issues and concerns associated with the project Establish a process for stakeholder and community input during the project development phase to inform the request for proposal documentation Inform the development of deliverables for the project development phase.

The workshop agenda is provided at Attachment One. Each participant provided a brief personal introduction.

2 PREVIOUS MEETING

Linton Pike asked for comment or changes on the previous meeting summary. While not changes to the previous summary, it was noted that: Harminder Singh noted that page 4 of the previous meeting summary shows that improvements to local roads are subject to local funding. This will

be difficult for the City of Wanneroo and impacts for local roads directly impacted by the project should be funded by the project. This would potentially apply to the east of Wanneroo on St Stephens Crs and Clarkson Ave and potentially others of interest to the city.

Simon Cox noted that this would also apply to bus movements Chris Raykos explained that Burns Beach Road and Joondalup Drive roundabout is a separate project that is already funded. If there are impacts

for local roads that result from this project Main Roads will consider a suitable solution. No changes were requested to the previous meeting summary.

ACTIONS ARISING

ACTIONS ARISING FROM AUGUST 2017 MEETING RESPONSE PROVIDED AT OCTOBER MEETING

220 crashes were reported from 2010 to 2015 for this section of Wanneroo Road including all sections covered by 3 scope components. We will confirm the crash statistics and coverage.

ACTION: John

Data is available from MRWA intersection ranking tool which shows crash stats for last 5 years to the end of 2016. Data shows frequency as the 5th highest reported crash frequency in the state with 230 total crashes (204 were rear enders) over 5 years with 54 casualties (no fatalities) at or on the approaches to the intersection. MR relies on accurate and timely data and this is the best available. It can be sourced from https://mrapps.mainroads.wa.gov.au/icr/

CLG feedback was received as follows: Please limit works to day time period as much as possible Please construct noise walls first where they are required; and Please install a noise monitor in this area.

Not addressed tonight but we will get further advice. Noise monitors have been out in the field.

POST MEETING NOTE: Two noise loggers were installed at 33 Drovers Place, Wanneroo and 39 Sandilands Circuit, Tapping on 9

October 2017 and collected on 17 October 2017.

Main Roads and MRIA are also looking at other options for Drovers to improve this with direct discussion with Drovers who have raised their concerns with us. There are a number of options to consider and this will be a future discussion topic.

We will continue to liaise with Transperth and current traffic light activations to ensure safe and convenient pedestrian and cyclist movements’ result.

Bus patronage numbers and pedestrian and cycle movements will be presented tonight.

Present the Burns Beach Road and Joondalup Drive roundabout treatment for discussion at a future meeting with the Microsimulation traffic model if possible.

The concept plan is not yet published pending Drovers access resolution. A high level concept plan will be available at the public displays and can be downloaded from the Main Roads website (https://www.mainroads.wa.gov.au/BuildingRoads/Projects/UrbanProjects/Pages/WannerooJoondalupInterchange.aspx) under ‘More Information’ and then ‘Concept Overview’. Please contact Annie to receive the concept plan when it is available if you would like a copy.

Consider making use of “Wanneroo What’s Happening” to communicate this project as an opportunity for discussion with CoW’s Communications Group.

Water Corporation’s planned Recharge Main works along Wanneroo Road will result in a new line from the treatment plant and run along Wanneroo Road and Joondalup Drive passing by Drovers. Include these works for future meeting discussion as concurrent works.

MRIA and MRWA have been talking with Water Corporation to link the projects given their close proximity. WC is willing to provide a future update possibly at the next CLG meeting. CLG members agreed that would be of value.

Traffic Surveys – October 2017

Traffic surveys have been completed in October 2017 at key intersections within and surrounding the project area. The data shown provides a one hour snapshot of the number of vehicles travelling in certain directions at peak times, and the percentage of vehicles making key movements.

Drovers Place access options: 1. Left in / left out only with emergency access 2. Roundabout 3. Right turn signals into Drovers Pl with left in/left out and possible 5th leg exit to the roundabout

Major variables to consider: Overall road network operations Access into Drovers Pl for the public and emergency services Transperth requirements Pedestrian / cyclist requirements Service impacts

CLG discussion raised the following points:

Left in and left out supported provided there is emergency vehicle access in all directions. Roundabout will disrupt free flowing movements. When it comes to public transport, there are concerns at turning right at lights and best to keep them moving along Joondalup Drive. There may be

associated impacts for bus stops. Priority should go to the majority “on” the bus. We then need to deal with pedestrian crossing opportunities with some students using the services.

Main Roads remains open minded subject to modelling but left in/out is safer and provides for all movements albeit with some additional travel distance. Traffic lights will only provide a short window of safe crossing opportunity.

There will be further direct discussion with Drovers Place business regarding the preferred option once traffic modelling has been completed. The options presented tonight are the last of a range of options considered. Left in / out is best suited and probably safest but a roundabout may be an option from a Main Roads perspective.

Could we make the egress to Wanneroo Road two way i.e. right out? Difficult but could be considered and will be considered with CoW with cost contribution.

St Stephens Crs and Joondalup Drive Intersection

CLG discussion raised the following points: If Clarkson Ave / Wanneroo Road intersection modifications are not part of this project PTA will find it difficult to provide bus services with the

proposed modifications. If no right turn at St Stephens for buses then the bus must go to Clarkson Ave via Wanneroo Road and need to offer the same return journey. Route 390 would be affected with no opportunities for paired bus stops. PTA would like to see a signalised intersection at Clarkson Ave or Waldburg Road intersection with Wanneroo Road to provide matched stop. Best for PTA is to go to Clarkson Ave with a signalised right turn out to Wanneroo Road.

This issue will be resolved off line with PTA – Simon Cox. ACTION: Alex

Pedestrian and Cycling Access Strategy

A number of questions and answers resulted throughout the discussion as follows:

Q. Will Joondalup Drive experience continuous westbound flows now as a result of grade separation at Wanneroo Road interchange A. Yes potentially, subject to Drover Place access and movements to and from Drovers. Microsimulation modelling work is pending and will address this. Throughput is manageable at Burns Beach Road and Joondalup Drive intersection. We are confident that the proposed configuration will work well.

Q. Will the left out only at Drovers further impact on movements at the roundabout with people using that to turn around and head east? A. Right turn movements break up free flowing traffic flows a little. Microsimulation will confirm the intersection performance and final configuration and will be available in the next few weeks. Morning and afternoon peaks change but are manageable. Ramp metering is also an option with a traffic signal potentially introduced on one leg of the roundabout with trigger queue lengths to activate it. If a brief queue and then clears then is ok. Horton Drive will be Sidra modelled to confirm its suitability and may be similar in configuration.

Q. Is the 34% pm through movement on Joondalup Drive and Burns Beach Road roundabout correct with current traffic queues not as bad as they were? A. Yes, and this will also provide some spare capacity to future proof the intersection to avoid congestion to 2031.

Q. Has planned future development to the south of Drovers been considered in the modelling? A. The current Structure Plan provisions are included in the modelling. We have been liaising with Drovers and Department of Communities with around 220 dwellings planned and factored in. We have also spoken to developers of land further south.

Q. Is there no southbound slip lane for vehicles wishing to head east along Joondalup Drive? A. No, with minimal volumes and a bus stop to consider.

Q. What provision is made for Restricted Access Vehicles (RAV)? A. Planning provision is made for RAV 4 network vehicles or B double design movements.

Q. Could we see an overlay of the proposed design over the existing configuration to better understand it? A. Yes, this will be provided at the next meeting.

4 URBAN DESIGN FRAMEWORK

Faron Mengler, Urban Design Lead, Metropolitan Road Improvement Alliance (MRIA) provided an overview of the urban design framework noting the following:

Faron concluded explaining that:

It is early days in the urban design process, with more information to follow The “blend” may be tested if community views are different with bright or colourful preferred by the community Your views on colour are welcomed.

A number of questions resulted as follows:

Q. Could we get some input from those residents that are directly affected? A. Yes, the public displays provide an opportunity to do so. We could show these images at those forums.

As a team we will focus on a conceptual design and include that in the tender documents to provide guidance to the construction contractor without limiting them and providing scope for them to work with the community. The contractor may also come up with some ideas or concepts. Please encourage potentially interested community members to attend the displays and provide feedback. The CLG preference identified during the workshop was to blend in with minimal impact and not use bright or colourful solution.

Q. Will the preferences identified by this group be lost as a result of cost? A. Main Roads wants to create something fitting and special and will participate in the detailed design to carry these themes through with various design options available to us.

Q. What will street lighting be like? A. Lighting will be provided on the bridge and we are still working through the options. It could be centrally placed or placed at the edge but not likely to be dramatically different in effect and style. Elevated lighting be considered to address light spill.

5 COMMUNITY AND STAKEHOLDER ENGAGEMENT

Ann’Elisha Stephen, Stakeholder Engagement Consultant, Metropolitan Road Improvement Alliance (MRIA) explained that: • Notice to residents has gone out – Intermittent night work for site investigations (to 30 October) • Shopping centre information displays are planned

– 21 October, Wanneroo Central – 28 October, Carramar Village

• Consultative group meetings are planned – Drovers Place businesses toward the end of October. – Community Liaison Group; next meeting likely to be the last meeting during project development phase – Technical Working Group

• Project newsletter is being prepared for the conclusion of the development phase process toward the end of November 2017.

CLG members identified the following issues and opportunities for further consideration:

I am concerned that the Burns Beach Road and Joondalup Drive roundabout will have fewer breaks in flows for north then east bound movements.

Ian Hammond I would like to see the Houghton Drive / Joondalup Drive intersection treatment.

Simon Cox

The Wanneroo Road / Clarkson Ave intersection treatment is important to PTA. Drovers Place access that retains buses on Joondalup Drive is our preference. Public transport patron and transfer access is important to discuss at a future opportunity and the PTA welcomes further meetings as soon as possible to resolve these matters. Community meetings may flush out some questions regarding bus route preferences.

Eamon Gilmore I have nothing to add. Steve Bennett I have nothing to add. Harminder Singh I have nothing to add. Jean Castro I have nothing to add.

Barry McEloney I support the left in and out solution at Drovers Place on Joondalup Drive. Bus route impacts are an important consideration.

Steve Hamilton

Cheriton Drive remains an issue for me with no clear picture of how will that be configured or resolved. Chris Raykos explained that Main Roads is doing further traffic analysis for this intersection. Existing problems will not be addressed however, if this project makes it worse we will intervene. This can be a future CLG discussion and Main Roads acknowledge the concern with good discussions with CoW to date.

Sarah Fry My concerns mostly addressed at meetings held with Drovers Place businesses. The intersection configuration and ramp visual impacts are of concern affecting aged care residents.
