Minutes of the 374th meeting of the State Level Expert Appraisal Committee held on 08/02/2018
at Geer Foundation, Indroda Park, Sector – 9, Gandhinagar.
The 374th meeting of the State Level Expert Appraisal Committee (SEAC) was held on 08th February,
2018 at Geer Foundation, Indroda Park, Sector – 9, Gandhinagar. Following members attended the
meeting:

The agenda of Category 8 (a) cases was taken up. Twenty [20] cases of Category 8 (a) were taken
up. The applicants made presentations on the activities to be carried out along with other details
furnished in the Form-1, Form-1A and conceptual plans.

Appraisal.
The project was taken up in the meeting of SEAC held on 12/10/2017. During the meeting held on
12/10/2017, it was presented that due to some mistake in calculating the built up area of the project, it was
shown as 42,601.90 m2 in the Form-I & project plan submitted along with the application. Actual built up
area of the project is 43,000 m2. There is no change in FSI area & other project details. It was presented
that the project site is falling in Transit Oriented Zone. Project proponent has submitted a Notarized
undertaking stating that no any kind of manufacturing activity shall be allowed in the commercial units of
the proposed project and the commercial units of the project will not be sold / allotted for storage of
chemicals, flammable substances, explosives, fire crackers or any other material of hazardous
characteristics. The project proponent was suggested to increase the capacity of STP, to provide two
staircases in all the three buildings and to provide parking area provision as per the requirement of the
NBC norms. After detailed discussion, it was decided to consider the project further only after submission
of the following:
1. Revised Form-I & project plans as per the proposed built up area of the project.
2. Zoning certificate from Ahmedabad Municipal Corporation showing that the project site falls in the
Transit Oriented Zone.

3. Copy of permission obtained from Airports Authority of India for the proposed building height.
4. Details of the Sewage Treatment Plant including its increased capacity, size of each unit, retention
time, other technical parameters etc. along with the plan & budget allocation for its installation,
operation & maintenance. Quality of treated sewage and application wise break-up of treated sewage
quantitytobe recycled / reused in flushing & green belt development, its location on the layout plan,
STP sludge management plan, design details of dual plumbing system etc.
5. Revised details on parking area provision for the project as per the requirement of the NBC norms with
parking plan & back up calculation.
6. Provision of two staircases in all the three high rise commercial buildings having floor area more than
500 m2 on each floor along with the plans showing the same.
7. Details & plans showing floor wise emergency evacuation for the proposed project.
8. Details of fire fighting system including location of fire water tanks & capacity, separate power system
for fire fighting, automatic sprinkler system, fire detection system with alarms & automatic fire
extinguishers, location of fire lift and fire retardant staircases, details of qualified and trained fire
personnel & their job specifications, nearest fire station & time required to reach the proposed site etc.
9. Details on common amenities like drinking water facility, sanitation blocks, first aid facilities etc. to be
provided at each floor.
The project proponent had not submitted the details sought during the meeting of SEAC held on
12/10/2017 even after 90 days from the SEAC meeting. The project proponent was reminded to submit the
details within 30 days vide this office letter dated 28/12/2017.
Project proponent vide their letter dated 02/01/2018 submitted the above mentioned details. The
submission dated 02/01/2018 of the project proponent was considered during the meeting of SEAC held
on 30/01/2018 and during the meeting it was decided to call the project proponent in of the next SEAC
meetings.
Project proponent along with their expert/consultant attended the meeting. During the meeting, the project
was appraised based on the additional details submitted as well as facts presented before the committee.
During the meeting, it was found that the project proponent has submitted 1. Revised Form-I & project
plans as per the proposed built up area of the project, 2. Copy of permission obtained from Airports
Authority of India for permissible building height of 130 m above ground level, 3. Zoning certificate
obtained from Ahmedabad Municipal Corporation stating that the project site falls in the Transit Oriented
Zone and 4. Details of the proposed STP of 240 KL/day capacity. It was presented that parking area will be
increased by providing mechanical parking in one of the three level basements and after the proposed
increase the parking space will be equivalent to 598 CPS which is more than the parking requirement of
GDCR. Further it was presented that the usable/ saleable carpet area, other than common facilities, is
worked out to be less than 500 m2 and hence they have provided one staircase in each building. It was
requested to consider the parking space provided by them & provision of one staircase in all the three
buildings. It is proposed to provide first aid facilities & separate toilet blocks for male & female on each
floor. Drinking water facility will be provided at strategic locations within project. Fire fighting facilities like

underground fire water tank of 175 KL & 3 nos. of overhead tanks each of 25 KL capacity, fire alarm
system with smoke detectors, hydrant valves, hose reel, fire extinguishers one CO2 type & one DCP type
fire extinguishers on each floor, automatic fire detection & sprinkler system in basements etc. will be
provided. Opinion from Fire & Emergency Services Department of AMC has been obtained & copy of the
same has been submitted.

During the meeting, the project proponent was suggested to provide parking space as per the requirement
of NBC & to provide two staircases in all the three buildings. The project proponent requested to consider
the provision of 1 staircase in the buildings considering that the usable/ saleable carpet area, other than
common facilities, is worked out to be less than 500 m2 & it is proposed to provide a staircase of 2 m
width. The project is located at the outskirts of Ahmedabad City and requested to consider the parking
area provided by them as per the requirement of GDCR. The committee considered the request of
provision of 1 staircase but the project proponent was suggested to provide parking area provision as per
the NBC norms. After the detailed discussion, it was decided to consider the project only after submission
of the following:
1. Revised details on parking area provision for the project as per the requirement of NBC norms along
with the backup calculation, parking plan, details of the proposed mechanical parking, basement height

During the meeting, It was presented that none of the existing trees, which are at the periphery, will be cut.
The project proponent was suggested to provide STP for treatment of sewage to be generated during the
operation phase, to reuse treated sewage within premises, to utilize solar energy at the extent possible, to
provide in-house Organic Waste Convertor for treatment of organic waste to be generated during the
operation phase, to provide D.G.sets and to increase the parking area provision for the project. After
detailed discussion, it was decided to consider the project further only after submission of the following:
1. Proposal for providing STP for treatment of sewage to be generated during operation phase of the
project along with the details of the Sewage Treatment Plant including its capacity, size of each unit,
retention time, other technical parameters, plan & budget allocation for its installation, operation &
maintenance etc. should also be submitted. Quality of treated sewage and application wise break-up of
treated sewage quantity to be recycled / reused in flushing & green belt development, location of the
STP on layout plan, STP sludge management plan, design drawing of dual plumbing system etc.
2. Revised details on water requirement and sewage generation for the project considering reuse of
treated sewage for gardening & flushing purposes within premises.

treated sewage quantity to be recycled / reused in flushing & green belt development, location of the
STP on layout plan, STP sludge management plan, design drawing of dual plumbing system etc.

that the applicant is one of the partners of Radhe Developers. .
During the meeting, it was observed that construction work for the row houses is almost completed. While
asking by the committee, it was clarified that Initially they have planned to construct 35 row houses only
comprising of built up area less than 20,000 m2, for which they have got plans approved for 35 row houses
as well as obtained rajachiththi from GUDA for starting construction work for the same. Afterwards they
have purchased adjacent land and got benefit of additional FSI due to adjacent land available with them.
After the availability of the additional land & additional FSI, the built up area of the project increased
beyond 20,000 m2. It was presented that in addition to the existing constructed row houses, they are
planning to expand the project with2 residential buildings of 13 floors and construction work for the
proposed residential buildings has not been started. The project proponent was suggested to provide STP
for treatment of sewage to be generated during the operation phase, to reuse treated sewage within
premises, to segregate the solid waste at source and to provide in-house Organic Waste Convertor for
treatment of organic waste to be generated during the operation phase. After detailed discussion, it was
decided to consider the project only after satisfactory submission of the following:

that the project site falls in the Transit Oriented Zone. Copy of permission obtained from Airports Authority

During the meeting, it was found that the project proponent has submitted a copy of zoning certificate
obtained from Ahmedabad Urban Development Authority stating the project site falls in the Transit
Oriented Zone & Residential Affordable Housing Zone. Project proponent has submitted a notarized
undertaking stating that they will ensure through written agreement with the unit owners that there shall not
be any kind of manufacturing activity in the proposed commercial units and that any commercial unit will
not be sold / allotted for storage of chemicals, flammable substances, explosives, fire crackers or any other
material of hazardous characteristics. It was presented that the existing bungalow will be demolished for
the proposed development & the measures to be taken during the demolition process as well as demolition
waste management plan was presented & discussed during the meeting. Details of proposed mechanical
parking and provision of ventilation & lighting arrangement in basements were also discussed during the
meeting. It was presented that from the total 50 existing trees at the project site, 8 trees will be cut & 42
trees will be transplanted. The project proponent was asked to obtain necessary prior permission from
concerned competent authority for cutting the trees. After detailed discussion it was decided to consider

During the meeting, it was found that the project proponent has submitted a copy of permission obtained
from Airports Authority of India for permissible building height of 133.24 m above ground level. The project
proponent was suggested to provide STP for treatment of sewage to be generated during the operation
phase, to reuse treated sewage within premises, to increase parking area provision for the project, to
segregate the solid waste at source and to provide in-house Organic Waste Convertor for treatment of
organic waste to be generated during the operation phase. After detailed discussion, it was decided to
consider the project only after submission of the following:
1. Revised details on increased parking area provision for the project along with the parking plan & back up calculation.
2. Proposal for providing STP for treatment of sewage to be generated during the operation phase. Details of the Sewage Treatment Plant including its capacity, size of each unit, retention time, other technical parameters etc. along with the plan & budget allocation for its installation, operation & maintenance. Quality of treated sewage and application wise break-up of treated sewage quantity to be recycled / reused in flushing & green belt development, its location on the layout plan, STP sludge management plan etc.
3. Revised water balance details considering the reuse of treated sewage for purposes like flushing, gardening etc. within premises.
4. Proposal for providing in house Organic Waste Converter (OWC). Details of the OWC like its capacity, type, its location on the layout plan, cost of installation, operation & maintenance, end product management plan etc. should be submitted.

court case pending on the project, directly or indirectly, and no notice is received under EP Act 1986 and
Air Act 1981. It was presented that there will be only stilt parking & storage space at ground floor of each
row house. The project proponent was asked to submit the details of the actual parking space to be
provided at ground floor of each type of row house. After detailed discussion, it was decided to consider
the project only after submission of the following:

During the meeting, while discussing regarding availability of water supply & drainage connection to the
project, it was clarified that the water supply as well as drainage connection will be provided by VUDA
during operation phase and a copy of minutes of Board Meeting of Vadodra Urban Development Authority
stating that the basic facilities like water supply & drainage connection will be provided to the area on east
side of National highway including Ankhol area. The project proponent was suggested to provide STP for
treatment of sewage to be generated during the operation phase, to reuse treated sewage within premises
and to install Organic Waste Convertor for converting the biodegradable waste into useful end products.
The project proponent agreed to the suggestions of the committee and mentioned that Grey Sewage
Treatment Plant will be provided. After detailed discussion, it was decided to consider the project only after
submission of the following:
1. Proposal for providing STP for treatment of sewage to be generated during the operation phase.
Details of the Sewage Treatment Plant including its capacity, size of each unit, retention time, other
technical parameters etc. along with the plan & budget allocation for its installation, operation &
maintenance. Quality of treated sewage and application wise break-up of treated sewage quantity to be
recycled / reused in flushing & green belt development, its location on the layout plan, STP sludge
management plan etc.
2. Revised water balance details considering the reuse of treated sewage for purposes like flushing,
gardening etc. within premises.
3. Proposal for providing in house Organic Waste Converter (OWC). Details of the OWC like its capacity,
type, its location on the layout plan, cost of installation, operation & maintenance, end product
management plan etc. should be submitted.
4. Environment Management Plan with respect to various environmental attributes- Water, Air, Noise,
Solid wastes, land, waste management etc. of the project both during construction and operation phase
and strategy for its implementation with financial outlay.
5. Details of green belt development plan including area of tree plantation, its demarcation on the map,
number and types of trees and budget allocation thereof. Also provide the break-up of the greenbelt
viz. the tree covered and lawn covered area.

proponent has also submitted a compliance report with reference to the conditions stipulated in the
Environmental Clearance order no. SEIAA/GUJ/EC/8(a)/570/2017 dated 30/04/2017 as well as a notarized
undertaking stating that as per the records available, there is no court case pending on the project, directly
or indirectly, and no notice is received under EP Act 1986 and Air Act 1981. Out of the total 4 buildings,
construction of 3 buildings has been completed. The project proponent was suggested to convert organic
waste into the useful end product by installing in house Organic Waste convertor and to increase tree
covered area. After detailed discussion, it was decided to consider the project only after submission of the
following:
1. Revised details on increased tree covered area and number of trees to be planted within premises.

This office has received an application for Environment Clearance of the above project vide proposal no.
SIA/GJ/NCP/70738/2017 on 21/11/2017.
The project was appraised during the meeting of SEAC held on 27/12/2017. Based on the details sought
during the meeting of SEAC held on 27/12/2017, the project proponent vide their letter dated 06/02/2018
submitted that out of the total 10 existing trees, only 2 trees will be cut. Common open plot area of
1,294.44 m2 will be provided, which is 10.5 % of the total plot area. Copy of a bond signed for purchase
of FSI under Transferrable Development Right from Safal Constructions Pvt. Ltd has been submitted
and the bond is endorsed by Ahmedabad Municipal Corporation.
The said submission of the project proponent was considered by the committee during the meeting and
as it was found satisfactory, it was decided to recommend the project to SEIAA Gujarat for granting
Environment Clearance subject to the strict compliance of the following project specific conditions as
well as the standard conditions finalized during the meeting of SEAC held on 02/08/2017 and approved
during the meeting of SEIAA held on 08/09/2017 for The Building Construction projects falling under
project activity no. 8(a) as per the schedule of the EIA Notification 2006:
Project Specific Conditions with which Environment Clearance is recommended:
SPECIFIC CONDITION:
1. Necessary permission from concerned competent authority shall be obtained prior to cutting the
trees within premises.
CONSTRUCTION PHASE :
WATER:
2. Fresh water requirement during the construction phase shall be 30.0 KL/day and it shall be met
through the local water tanker suppliers. No ground water shall be tapped during the construction
phase.
3. Sewage generated during the construction phase shall be disposed off through septic tank & soak
pit system.
OPERATION PHASE:
WATER:
4. Total water requirement during the operation phase shall be 212.0 KL/day, out of which fresh water
requirement of 102.0 KL/day shall be met through the water supply from Ahmedabad Municipal
Corporation (AMC) and the remaining 110.0 KL/day of water requirement shall be met through
treated sewage. No ground water shall be tapped during the operation phase. Metering of the water
shall be done and its records shall be maintained.
5. The sewage generation during the operation phase shall be 163.0 KL/day, which shall be treated in
the proposed onsite Sewage Treatment Plant.
6. The unit shall install and efficiently operate STP of adequate capacity for treating the sewage to be
generated during operation phase to achieve the GPCB norms at the STP outlet. Treated sewage
conforming to GPCB norms shall be utilized within premises for gardening & flushing purpose at the
maximum extent possible. Only remaining quantity of treated sewage shall be disposed off through
drainage line of Ahmedabad Municipal Corporation.
7. A proper logbook of STP operation and also showing the quantity of treated sewage utilization

within premises & quantity of treated sewage discharged into the drainage line shall be maintained
and furnished to the GPCB from time to time.
8. Dual plumbing system with separate tanks and lines shall be provided for utilization of treated
sewage for flushing.
9. No new bore well shall be constructed and existing bore well/s shall be either sealed or converted
into the recharge well upon completion of the construction work.
10. Rain water harvesting from rooftop and paved areas and ground water recharge through 3 nos. of
percolation wells shall be carried out as per the details submitted. Before recharging the run off,
pre-treatment must be done to remove suspended matter.
AIR:
11. D. G. sets (1 x 200 KVA) proposed as backup power shall be of enclosed type and confirm to
prescribe standards under EPA rules. Necessary acoustic enclosures shall be provided at diesel
generator set to mitigate the impact of noise.
12. The exhaust of the D. G. Set shall be at least 3 m above roof top.
13. The gaseous emissions from the D.G. Sets shall conform to the standards prescribed under EPA
Rules as amended from time to time. At no time, the emission levels shall go beyond the stipulated
standards.
SOLID WASTE:
14. The solid waste generated shall be properly collected and segregated at source. The recyclable
waste shall be sold to vendors, bio-degradable waste shall be treated in the proposed onsite
Organic Waste Convertor whereas the other garbage shall be disposed off properly as per the
provisions made by the Ahmedabad Municipal Corporation (AMC). STP Sludge shall be used as
soil conditioner within premises after adequate treatment.
SAFETY:
15. All the staircases and lifts shall open out at ground level from the highest point of building [with
access from each floor] for emergency evacuation. Two staircases shall be provided in each
building having floor area more than 500 m2 on each floor.
16. Fire fighting facilities like Fire extinguishers of CO2 type (4.5 kg) and DCP type (5 kg) on each floor,
hose reels, wet risers, manually operated electric fire alarm system, underground water tank of 200
KL capacity, automatic sprinkler system in basement, CO sensors in basements etc. shall be
provided as proposed.
17. In basement at least two separate ramps of adequate width and slope shall be provided, located
preferably at opposite ends.
18. Provision for adequate air changes per hour in the basement shall be made so as to avoid build up
of CO in the area.
19. Car park exhaust system equipped with CO (Carbon Monoxide) sensor shall be provided to ensure
operation of exhaust fans as CO concentration levels.
PARKING / TRAFFIC CONGESTION:
20. Minimum parking space of 39,316.40 m2 [617.11 m2 in hollow plinth + 1,219.0 m2 as open surface
parking + 24,680.29 m2 in basement + 12,800.0 m2 as mechanical parking in basement] shall be
provided as proposed.

21. Energy conservation measures viz. solar powered LED lights for common plot, lawn area,
streets/internal roads & building passages, use of variable frequency drive motors to optimize
power consumption, maximum use of light & silent colours in the building envelope so that UV
absorption is reduced & associated cooling requirements are minimized, maximum use of LED
lights etc. shall be implemented as proposed.
GREEN BELT:
22. Green belt area of 2,169.6 m2 comprising of 1,067.77 m2 tree covered area with 250 trees within
premises shall be developed as proposed. The other open spaces inside the plot shall be suitably
landscaped and covered with vegetation of indigenous tree species.
2. Building Construction Project at F.P. No. 111, T.P.S. No. 19, Parvat-Magob, Tal.: Udhana, Dist.:
Surat proposed by Surat Municipal Corporation.
This office has received an application for Environment Clearance of the above project vide proposal no.
SIA/GJ/NCP/69441/2017 on 15/11/2017.
The project was appraised during the meeting of SEAC held on 27/12/2017. Based on the details sought
during the meeting of SEAC held on 27/12/2017, the project proponent vide their letter dated 06/02/2018
proposed to provide STP of 400 KL/day capacity for treatment of sewage – 348.80 KL/day to be
generated during the operation phase. Treated sewage will be reused for flushing (218.25 KL/day) &
gardening (5.5 KL/day) within premises. Remaining quantity of treated sewage will be discharged into
the drainage line SMC. Total parking area provision for the project will be 3,342.54 m2 [1,437.12 m2 in
hollow plinth + 1,905.42 m2 as open surface parking] which is equivalent to 134 CPS.
The said submission of the project proponent was considered by the committee during the meeting and
as it was found satisfactory, it was decided to recommend the project to SEIAA Gujarat for granting
Environment Clearance subject to the strict compliance of the following project specific conditions as
well as the standard conditions finalized during the meeting of SEAC held on 02/08/2017 and approved
during the meeting of SEIAA held on 08/09/2017 for The Building Construction projects falling under
project activity no. 8(a) as per the schedule of the EIA Notification 2006:
Project Specific Conditions with which Environment Clearance is recommended:
CONSTRUCTION PHASE :
WATER:
1. Fresh water requirement during the construction phase shall be 10.0 KL/day and it shall be met
through the water supply from Surat Municipal Corporation (SMC). No ground water shall be tapped
during the construction phase.
2. Sewage generated during the construction phase shall be disposed off through drainage system of
SMC.
OPERATION PHASE:

3. Total water requirement during the operation phase shall be 440.0 KL/day, out of which fresh water
requirement of 216.25 KL/day shall be met through water supply system of Surat Municipal
Corporation and the remaining 223.75 KL/day of water requirement shall be met through treated
sewage. No ground water shall be tapped during the operation phase. Metering of the water shall

4. Sewage generation during operation phase shall be 348.80 KL/day which shall be treated in the
proposed onsite Sewage Treatment Plant.
5. The unit shall install and efficiently operate STP of adequate capacity for treating the sewage to be
generated during operation phase to achieve the GPCB norms at the STP outlet. Treated sewage
conforming to GPCB norms shall be utilized within premises for gardening & flushing purpose at the
maximum extent possible. Only remaining quantity of treated sewage shall be disposed off through
drainage line of Surat Municipal Corporation.
6. A proper logbook of STP operation and also showing the quantity of treated sewage utilization
within premises & quantity of treated sewage discharged into the drainage line shall be maintained
and furnished to the GPCB from time to time.
7. Dual plumbing system with separate tanks and lines shall be provided for utilization of treated
sewage for flushing.
8. No new bore well shall be constructed and existing bore well/s shall be either sealed or converted

energy efficient motors & pumps, water efficient taps, solar lights in open & landscape areas – 15

18. Green belt area of 1,171.38 m2 comprising of 400.74 m2 tree covered area with 150 trees within
premises shall be developed as proposed. The other open spaces inside the plot shall be suitably
landscaped and covered with vegetation of indigenous tree species.
3. “Seven Leisure” at Survey No. 262, 284 to 287, 288/p, 290, Village: Sannad, Dist.: Ahmedabad
proposed by M/s. Seven Leisure Pvt. Ltd.
SEIAA Gujarat has accorded Environmental Clearance to M/s Seven Leisure P. Ltd for the project of
Hotel & Club named Club-O7 at S.No.262, 284 to 287, 288/P & 290, Village: Shela, Ta: Sanand, Dist:
Ahmedabad vide order no. SEIAA/GUJ/EC/8(a)/249/2011 dated 20/12/2011.
Project proponent vide their online proposal no. SIA/GJ/NCP/20271/2011 submitted application for
amendment in the Environmental Clearance order no. SEIAA/GUJ/EC/8(a)/ 249/2011 dated 20/12/2011.
The project proponent along with their expert / consultant attended the meeting of SEAC held on
06/12/2017. During the meeting held on 06/12/2017, it was presented that the Environmental Clearance
was granted to the project with a condition no. 30 as mentioned below:
“30. During operation phase, out of total water requirement of 525.5 KL/day, fresh water requirement of
242.85 KL/day shall be met through AUDA water supply system whereas rest of water requirement
shall be met with by reuse of treated sewage.”
It was requested to amend the condition no. 30 for source of fresh water supply during the operation
phase i.e fresh water requirement during the operation phase will be met through ground water instead
of water supply from Ahmedabad Urban Development Authority.
During the meeting held on 06/12/2017, the project proponent was asked submit the detailed
justification with authentic supporting documents for seeking the proposed amendment in the
Environmental Clearance order dated 20/12/2011. It was decided to take up the proposal in one of the
next SEAC meetings.
Project proponent along with their expert/consultant attended the meeting of SEAC held on 21/12/2017.
During the meeting held on 21/12/2017, the project was appraised for the proposed amendment based
on the details submitted along with their application, details submitted vide their letter dated 15/12/2017
& facts presented before the committee.
During the meeting held on 21/12/2017, It was presented that the Environmental Clearance dated
20/12/2011 was granted with a condition to use water supply from Ahmedabad Urban Development
Authority during the operation phase. A letter dated 16/06/2011 obtained from Ahmedabad Urban
Development Authority, stating that all the basic facilities like water supply, drainage connection, street
lights etc. will be provided to the project after the approval of the T.P. scheme, has been submitted.
Based on the EC granted to the project, the construction activity was started, which is still going on and

will take approximately two years to complete the construction of the entire project. The project
proponent has also obtained Content To Establish from Gujarat Pollution Control Board (GPCB). For
management purpose, they have to use the constructed part of the project. But as per the latest
communication, the AUDA has refused to supply water to the project. Project proponent has also
submitted a letter dated 14/07/2017 obtained from AUDA stating that presently no project, related to
water supply, has been initiated. So due to non-availability of water supply from AUDA, they have
started purchasing water from outside for operation of the constructed part of the project. It was
mentioned that water requirement for the ongoing construction activity is being met through water
tankers as per the condition stipulated in the EC order. Meanwhile the project site was visited by
officials of GPCB with reference to the CCA application made. Copy of site visit report dated 06/06/2017
of GPCB has been submitted and as mentioned in the site visit report, the project proponent was asked
to obtain permission from Central Ground Water Authority for using ground water, as a source of water,
from the borewell of the adjacent land of S.No.288/P/B. They have applied for amendment in EC order
as per the instruction given by GPCB officials during the site visit. While asking the committee, it was
replied that in absence of water supply from AUDA, they are purchasing water from the adjacent land
which is not owned by their company. It was presented that they have applied to CGWA for ground
water abstraction for the project. The committee viewed it seriously that the project proponent is using
the source of water other than the source mentioned in the condition of Environmental Clearance
granted to the project without prior amendment in the condition of EC. Further the committee was not
convinced that the land of 288/P/B, from where the ground water is being used for the project, is not
owned by their company though the Environmental Clearance was granted for the project including the
S.No. 288/P. At this project proponent clarified that subdivision of the S.No.288/P was done after the
Environmental Clearance obtained for the project and now, as per the subdivision made, the land of
288/P/B is not owned by them.
During the meeting held on 21/12/2017, after detailed discussion, it was decided to consider the project
only after satisfactory submission of the following:
1. Detailed justification regarding using the source of water other than the source mentioned in the
condition of Environmental Clearance granted to the project without prior amendment in the
condition of EC and as to why it should not be considered as a non-compliance of the Environmental
Clearance condition.
2. Detailed justification along with authentic supporting documents regarding ownership of the land of
288/P/B from where the ground water is being used for the project.
3. Compliance of all the points raised by GPCB during the site visit dated 06/06/2017. Current status of
the CCA application of the project.
Copy of application made to CGWA for ground water abstraction for the project. Plan for rain water
harvesting and ground water recharge revealing that quantity of ground water extraction would be
compensated by equivalent or more quantity of rain water recharged, with proper scientific
calculations considering rainfall in the region, catchment area, land / soil characteristics, ground
water recharge rate, duration of rain water harvesting etc. Details of provisions of pre-treatment of
the rainwater in the case of surface run off is to be harvested. Location of recharge percolation wells
on the layout plan.

With reference to the details sought during the meeting of SEAC held on 21/12/2017 the project
proponent vide their letter dated 27/12/2017 submitted a copies of Notice of directions under Air Act-
1981 & Water Act - 1974 issued to the project by GPCB and compliances submitted by them. It was
mentioned in the letter that after finalization of the T.P.Scheme in Shela village, the land area of the
project is changed as per the allotted F.P.numbers and reduced to 50,596.0 m2 instead of 84,327.0 m2
as mentioned in the Environmental Clearance order dated 20/12/2011. From the revised land area of
50,596.0 m2, the 39,131 m2 land area will be developed for the proposed Club & Hotel project and
remaining 11,415 m2 land area will be kept for future development. The EC granted to the project on the
survey numbers including the survey number 288/P, which was subdivided into 288/A & 288/B, the two
equal portion of 8043 m2. Only 288/B comes under their plot area of 50,596 m2. These 288/A & 288/B
were further converted into F.P.Numbers 43/1 & 43/2 respectively after finalization of T.P.Scheme and
the revised area of F.P.No. 43/2 is 4,825 m2 as per final T.P.Scheme. It was further mentioned that the
land of 288/B is owned by the company whereas the owner of the land of 288/A is Mr. Abdulbhai
Husseinbhai. It was clarified that actually land of 288/A is having borewell and they do not have borewell
in their premises. Due to miscommunication, it was noted as 288/B instead of 288/A in the visit report of
GPCB. It was submitted that within the plot area of 39,131 m2, approximately 22,006.5 KL/annum rain
water can be harvested through total 7 recharge percolation wells against the total fresh water
requirement of 88,640.25 KL/annum. It was mentioned that from the total fresh water requirement of
242.85 KL/day, 60.3 KL/day (total ground water recharge quantity 22,006.5 KL/annum ÷ 365 days) will
be met through ground water and remaining water requirement of 182.55 KL/day will be met through
Narmada water supply from Sardar Sarovar Narmada Nigam Limited (SSNNL) or water tankers. Project
proponent submitted a letter obtained from SSNNL for supply of water from Dholka branch canal (23.8
Km distance) after submission of requisite documents. They have submitted a receipt obtained from
SSNNL against the processing fees paid by them for getting water on industrial rate from Dholka Branch
Canal at distance of 23.85 Km.
The matter was discussed during the meeting and it was decided to consider the project only after
verification of borewell’s location on 288/A or 288/B through GPCB and after submission of the
following:
1. DILR map, satellite imagery and latitude & longitude for the project site.
4. “Jay Ambe Township” at 293-294/P329-334 at Manpura, Viramgam-Bechraji Road, Nr. Vitthalapur
Cross Road, Mandal, Ahmedabad proposed by M/s LTC Real Estate LLP.
This office has received an application for Environment Clearance of the above project vide proposal no.
SIA/GJ/NCP/62885/2017 on 27/03/2017.
The project was appraised during the meetings of SEAC held on 30/08/2017 & 06/12/2017. Based on
the details sought during the meeting of SEAC held on 06/12/2017, the project proponent vide their
dated 02/02/2018, submitted the revised Form-I, IA and the notarized undertaking sought during the
meeting of SEAC held on 06/12/2018.
The said submission of the project proponent was considered by the committee during the meeting and
as it was found satisfactory, it was decided to recommend the project to SEIAA Gujarat for granting

Environment Clearance subject to the strict compliance of the following project specific conditions as

project activity no. 8(a) as per the schedule of the EIA Notification 2006:

through the local water tanker suppliers. No ground water shall be tapped during the construction

3. Total water requirement during the operation phase shall be 231.44 KL/day, out of which fresh
water requirement of 74.0 KL/day shall be met through the ground water and the remaining 157.44
KL/day of water requirement shall be met through treated sewage. Metering of the water shall be
done and its records shall be maintained.
4. Necessary permission from Central Ground Water Authority shall be obtained for ground water
withdrawal for the proposed project prior to digging up of the borewell/s within premises. Metering of
the water shall be done and its records shall be maintained.
5. The sewage generation during the operation phase shall be 185.22 KL/day, which shall be treated
in the proposed onsite Sewage Treatment Plant.
6. The unit shall install and efficiently operate STP of adequate capacity for treating the sewage to be
generated during operation phase to achieve the GPCB norms at the STP outlet. Treated sewage
conforming to GPCB norms shall be completely utilized within premises for gardening & flushing
purpose by providing dual plumbing system. Hence there shall not be any kind of sewage discharge
outside the premises.
7. A proper logbook of STP operation and also showing the quantity of treated sewage utilization
within premises shall be maintained and furnished to the GPCB from time to time.
8. Dual plumbing system with separate tanks and lines shall be provided for utilization of treated
sewage for flushing.
9. Rain water harvesting from rooftop and paved areas and ground water recharge through 15 nos. of
percolation wells shall be carried out in such a way to make the project water positive by recharging
the ground water with equivalent or more quantity of ground water to be withdrawn for the project as
per the details submitted. Before recharging the runoff, pre-treatment must be done to remove
suspended matter.
10. To measure the quantity of water being recharged, current meter shall be installed in each recharge
well and its records shall be maintained and submitted to the SEIAA/GPCB for reviewing every year
11. Rainwater harvesting system shall be properly maintained & kept functional and periodical cleaning
of the same shall be undertaken specifically including the period before onset of the monsoon.

rules as amended from time to time. At no time, the emission levels shall go beyond the stipulated
standards.
14. The stack height of the D.G.sets shall be equal to the height needed for the combined capacity of
all proposed D.G.sets.

waste shall be sold to vendors, bio-degradable waste shall be treated in the proposed onsite
Organic Waste Convertor whereas the other garbage shall be disposed off properly as per the

17. Fire fighting facilities like portable fire extinguishers on each floor etc. shall be provided as
proposed.

ENERGY CONSERVATION:
19. Energy conservation measures viz. maximum use of natural lighting through architectural design,
solar lighting in open and landscape areas, energy efficient motor & pumps, use of LED lighting
fixtures, roof-top thermal insulation, use of suitable sizes of power cables so as to limit the
distribution losses within 1% of the total power usage etc. shall be implemented as proposed.
GREEN BELT:
20. Green belt area of 15,091.15 m2 comprising of 9,431.79 m2 tree covered area with 575 trees within
premises shall be developed as proposed. The other open spaces inside the plot shall be suitably
landscaped and covered with vegetation of indigenous tree species.
5. “Sahjanand Viha” at Block No. - 625, F.P.No. – 90/A+90/D, Sub Div.2 Paikey Sub Plot No.2A,
O.P.No. - 90, T.P.S.No.- 25 (Mota Varachha), Mota-Varachha, Surat proposed by M/s. Prince
Palace Construction Pvt. Ltd.
This office has received an application for Environment Clearance of the above project vide proposal no.
SIA/GJ/NCP/69862/2017 on 28/10/2017.
The project was appraised during the meeting of SEAC held on 24/01/2018. Based on the details sought
during the meeting of SEAC held on 24/01/2018, the project proponent vide their letter dated 30/01/2018
proposed to install 20 KW capacity solar photovoltaic module on building terrace and 10 nos. of solar
street lights.
The said submission of the project proponent was considered by the committee during the meeting and
as it was found satisfactory, it was decided to recommend the project to SEIAA Gujarat for granting
Environment Clearance subject to the strict compliance of the following project specific conditions as

project activity no. 8(a) as per the schedule of the EIA Notification 2006:
Project Specific Conditions with which Environment Clearance is recommended:
CONSTRUCTION PHASE :
WATER:
1. Fresh water requirement during the construction phase shall be 15.95 KL/day and it shall be met
through the water supply from Surat Municipal Corporation (SMC). No ground water shall be tapped
during the construction phase .
2. Sewage generated during the construction phase shall be disposed off through septic tank & soak
pit system.
OPERATION PHASE:
WATER:
3. Total water requirement during the operation phase shall be 72.0 KL/day, out of which fresh water
requirement of 41.0 KL/day shall be met through water supply system of Surat Municipal
Corporation and the remaining 31.0 KL/day of water requirement shall be met through treated
sewage. No ground water shall be tapped during the operation phase. Metering of the water shall
be done and its records shall be maintained.
4. Sewage generation during operation phase shall be 60.0 KL/day which shall be treated in the
proposed onsite Sewage Treatment Plant.
5. The unit shall install and efficiently operate STP of adequate capacity for treating the sewage to be
generated during operation phase to achieve the GPCB norms at the STP outlet. Treated sewage
conforming to GPCB norms shall be utilized within premises for gardening & flushing purpose at the
maximum extent possible. Only remaining quantity of treated sewage shall be disposed off through
drainage line of Surat Municipal Corporation.
6. A proper logbook of STP operation and also showing the quantity of treated sewage utilization
within premises & quantity of treated sewage discharged into the drainage line shall be maintained
and furnished to the GPCB from time to time.
7. Dual plumbing system with separate tanks and lines shall be provided for utilization of treated
sewage for flushing.
8. No new bore well shall be constructed and existing bore well/s shall be either sealed or converted
into the recharge well upon completion of the construction work.
9. Rain water harvesting from rooftop and paved areas and ground water recharge through 2 nos. of
bore holes shall be carried out as per the details submitted. Before recharging the run off, pre-
treatment must be done to remove suspended matter.
AIR:
10. A D. G. Set (1 x 85 KVA) proposed as back up power shall be of enclosed type and confirm to
prescribe standards under EPA rules. Necessary acoustic enclosures shall be provided at diesel
generator set to mitigate the impact of noise.
11. The exhaust of the D. G. Set shall be at least 3 m above roof top.
12. The gaseous emissions from the D.G. Sets shall conform to the standards prescribed under EPA
rules as amended from time to time. At no time, the emission levels shall go beyond the stipulated

standards.
SOLID WASTE:
13. The solid waste generated shall be properly collected and segregated at source. The biodegradable
waste shall be converted into useful end product by treating it into the proposed onsite Organic
Waste Convertor and the recyclable waste shall be sold to vendors whereas the other garbage shall
be disposed off properly as per the provisions made by the Surat Municipal Corporation (SMC).
SAFETY:
14. Fire fighting facilities like fire extinguishers, hose reel, wet riser, automatic sprinkler system in
basement, manually operated electric fire alarm system, underground fire water tank of 75 KL,
terrace tank of 10 KL etc. shall be provided as proposed.
15. All the staircases and lifts shall open out at ground level from the highest point of building [with
access from each floor] for emergency evacuation. Two staircases shall be provided in each
building having floor area more than 500 m2 on each floor.
16. In basement at least two separate ramps of adequate width and slope shall be provided, located
preferably at opposite ends.
17. Provision for adequate air changes per hour in the basement shall be made so as to avoid build up
of CO in the area.
18. Car park exhaust system equipped with CO (Carbon Monoxide) sensor shall be provided to ensure
operation of exhaust fans as CO concentration levels.
PARKING / TRAFFIC CONGESTION:
19. Minimum parking space of 8,730.66 m2 [815.78 m2 in hollow plinth + 7,914.88 m2 in basement] shall
be provided as proposed.
ENERGY CONSERVATION:
20. Energy conservation measures viz. maximum utilization of natural light, LED lighting fixtures in
common areas, 20 KW capacity solar photovoltaic module on building terrace, 10 nos. of solar
street lights, maximum use of aerated blocks etc. shall be implemented as proposed.
GREEN BELT:
21. Green belt area of 917.03 m2 comprising of 330.23 m2 tree covered area with 110 trees within
premises shall be developed as proposed. The other open spaces inside the plot shall be suitably
landscaped and covered with vegetation of indigenous tree species.
6. Building Construction Project at T.P.S.No. 28, F.P.No. 107 & 116, Choryasi, Surat proposed by M/s.
Siddhi Developers & Builders.
This office has received an application for Environment Clearance of the above project vide proposal no.
SIA/GJ/NCP/70168/2017 on 17/11/2017.
The project was appraised during the meeting of SEAC held on 21/12/2017. Based on the details sought
during the meeting of SEAC held on 21/12/2017, the project proponent vide their letter dated
30/12/2017, submitted revised Form-I & IA mentioning that total plot area of the project will be 44,196.0
m2 and net plot area i.e area under proposed development will be 33,291.0 m2.
The said submission of the project proponent was considered during the meeting of SEAC held on
01/02/2018. The committee found that the project proponent has not submitted the details sought during
the meeting of SEAC held on 21/12/2017. It was decided to inform the project proponent to submit the

details within 30 days for further processing of the application of the project and failing to which the
application will be delisted from the list of applications pending with the SEAC.
Project proponent vide their letter dated 05/02/2018 submitted that construction & demolition waste will
be disposed as per the provisions of Construction & Demolition Waste Management Rules – 2016.
Construction & demolition waste will be reused within premises for back filling & resurfacing and
remaining waste will be handed over to M/s Surat Green Precast Pvt. Ltd., a private company appointed
by Surat Municipal Corporation. It is mentioned that from the total water requirement of 1,282.0 KL/day,
200 KL/day will be met through treated sewage and the treated sewage will be reused for gardening &
flushing purpose.
The said submission of the project proponent was considered by the committee during the meeting and
as it was found satisfactory, it was decided to recommend the project to SEIAA Gujarat for granting
Environment Clearance subject to the strict compliance of the following project specific conditions as
well as the standard conditions finalized during the meeting of SEAC held on 02/08/2017 and approved
during the meeting of SEIAA held on 08/09/2017 for The Building Construction projects falling under
project activity no. 8(a) as per the schedule of the EIA Notification 2006:

4. Sewage generation during operation phase shall be 1,018.0 KL/day which shall be treated in the
proposed onsite Sewage Treatment Plant.

generated during operation phase to achieve the GPCB norms at the STP outlet. Treated sewage
conforming to GPCB norms shall be utilized within premises for gardening & flushing purpose at the

surface parking] shall be provided as proposed.
ENERGY CONSERVATION:
17. Energy conservation measures viz. use of transformers & motors having minimum efficiency of
85%, use of LED or solar lights in common areas, use of light colors for walls & ceiling to reduce the
light absorption & to minimize cooling requirement etc. shall be implemented as proposed.
GREEN BELT:
18. Green belt area of 566.27 m2 comprising of 400.0 m2 tree covered area with 142 trees within
premises shall be developed as proposed. The other open spaces inside the plot shall be suitably

proposed project and 3. Compliance report in respect of the stipulated Terms & Conditions in the
permission obtained from Urban Development & Urban Housing Department for the proposed FSI &
Ground coverage. Total parking area provision of 27,065.68 m2 [1,534.90 m2 as open surface parking +
25,530.78 m2 in basement] whihc is equivalent to 865 CPS, will be made.
The said submission by the project proponent was considered during the meeting and as the
submission by the project proponent was not found satisfactory, it was decided to inform the project
proponent to submit the below mentioned details within 30 days for further processing of the application
of the project and failing to which the application will be delisted from the list of applications pending with
the SEAC.

SIA/GJ/NCP/69369/2017 on 13/11/2017.
The project was appraised during the meetings of SEAC held on 15/11/2017 & 24/01/2018. Based on
the details sought during the meeting of SEAC held on 24/01/2018, the project proponent vide their
letters dated 30/01/2018 submitted that the total parking area provision of 35,038.0 m2 [1,426.0 m2 as
open surface area + 8,403.0 m2 in upper basement + 8,403.0 m2 in lower basement + 8,403.0 m2 as
mechanical parking in upper basement + 8,403.0 m2 as mechanical parking in lower basement] whihc is
equivalent to 1114 CPS.

premises shall be developed as proposed. The other open spaces inside the plot shall be suitably
