1. WELCOME, APOLOGIES AND INVITATION FOR AGENDA ITEMS Chris Leatt-Hayter welcomed those present and reported:

• Welcome to Gaye Page-Burt and Richard Bain. • Extra agenda items: James Point Port (David Earl); port noise in White Gum Valley (Mary

Chila); CY O’Connor building, on Victoria Quay (Ron Davidson). • Action from June meeting: Information on the status of the Fremantle Waterfront Masterplan

and the Phillimore Integrated Master Plan was requested for the next meeting. (Agenda item 4)

2. MINUTES AND ACTIONS FROM PREVIOUS MEETING Minutes of the previous meeting held on 18 June 2013 had been circulated and were accepted (with Jon Strachan’s name added to attendance list). 3. TRADE UPDATE Information provided by Chris Leatt-Hayter: Container growth was subdued in 2012-13 (2% growth compared to 9% previous year); averaging about 5.5% for past 9 years; first few months of this financial year equally subdued in terms of growth; exports grew, imports declined. Motor vehicle growth strong but expected decline in growth due to FBT changes. Expecting a decline in live sheep exports due to shortage of stock. Comments/questions:

• Ron Davidson commented that during the City of Fremantle Vision workshops people have talked about closing the harbour, showing that they don’t understand the important role the port plays in Fremantle.

• Gaye Pages-Burt said Gibson Park Precinct residents were concerned about port growth and the impact on residents. Mary Chila said that noise had increased from the port and she had been contacted by a Nanine/Hope Sts, White Gum Valley resident that she hears a “grinding noise” from the port during the winter months. Maryrose Baker said inner city residents had not reported any noise from the port. Gino Valenti responded that any residents in White Gum Valley hearing noise should contact Fremantle Ports when noise occurred so that it could be investigated. Chris Leatt-Hayter said Fremantle Ports was willing to investigate all complaints and address them.

• David Earl asked about James Point Port (Chris said it was a private project and was separate to Fremantle Ports) and adverse comments in the newspaper about container handling times. (Chris said the article was related to Henderson not Fremantle Port and container handling rates at Fremantle Port were better than most in Australia.) Action: See the Waterline statistical report (#52), published by the Federal Department of Infrastructure and Transport (http://www.bitre.gov.au/publications/2013/water_052.aspx). In December quarter 2012, the crane rate/productivity in containers per hour statistics were: 30.1 in Melbourne; 28.3 in Sydney; 28.2 in Brisbane; 30.6 in Fremantle; and 26.1 in Adelaide (Table 2.1).

4. COMMERCIAL PRECINCT UPDATE Information provided by Gino Valenti: • Planning process encompasses the three precincts (Commercial, Railway and Pioneer

Reserve) • Concept plans have been prepared by CODA based on input from project partners (CoF, PTA

& FP), stakeholder reference group, urban design workshop, Notre Dame students and initial community presentation

• Resolution of bus port design and entry (Market St vs Queen St) is being sought prior to progressing to next step which is planned to be the two community open days

• Preliminary work was done indicating that both bus entries are feasible and have respective advantages and disadvantages, however, CoF would like greater certainty and this cannot be provided without more detailed design and modeling work

• Discussion in relation to height, bulk and scale is continuing between project partners. Phillimore St precincts: Phillimore Street Integrated Master Plan identified two inter-related precincts:

• Cliff Street Precinct: Reconfigure existing intersection (Cliff & Phillimore Streets); creation of a new public plaza linking Victoria Quay Waterfront to Fremantle

• Railway Station Precinct: Reconfigure bus terminal to create public plaza; provide prominent at-grade pedestrian crossing; create new signalised intersection at Pakenham Street; create new signalised intersection at Market Street.

Comments/questions: Questions related to who were the architects who had been briefed about the three-precinct planning, relating to article in Fremantle Herald (Reply: City of Fremantle Design Advisory Committee); the amount of parking that would be in the Victoria Quay commercial precinct (Reply: Considerably less that in the ING plan but it would depend on the developer and what they would needed. The precinct is adjacent to the train/bus station so office workers could use public transport.) Jon Strachan commented that there was an international shift towards not providing a lot of parking in buildings that were near a rail station so that people would come to the destination by train not car. Ron Davidson commented on the Heritage Council’s letter about heritage significance of the CY O’Connor building. Chris said any development proposal involving that building would need to be referred to the Heritage Council. The State Heritage Office’s letter dated 31 December 2012 confirms that the level of cultural significance previously ascribed to the Waterside Workers’ Amenities Building can no longer be supported and that the new research increases the cultural significance of this building. The letter also confirms that consideration of the possible impact of development on the cultural significance of a place is best made on the basis of the development that is being proposed at the time. This is referring to the Development Application stage, and when any application on this site is received, this will be referred to the State Heritage Office for comment. 5. ROUS HEAD UPDATE Information provided by Gino Valenti: The Truck Marshalling Area, where trucks can park and are called up to container terminals electronically, and the Caltex truck stop and café opened in June this year. Large lots on the reclaimed land will be developed by tenants to assist the container trade. North Mole Drive will run around the seawall to separate trucks and public vehicles as far as practicable, and will have a bike path. Ferry passengers, however, will still need to use some of the existing roads to access the ferry terminal. A landscaped area for the public and potentially an area for fairy terns are planned near the start of North Mole Drive, near Sandtrax beach. Comments/questions: Gerry MacGill said there had been severe erosion at Port Beach during winter and it was not stabilising. (Action: Update on Port Beach/Sandtrax at next meeting.) Gaye Pages-Burt asked what could be done about bike safety/paths on Tydeman Rd. (Reply: Fremantle Ports has discussed bike access in Tydeman Rd with the CoF.)

6. LOSS MANAGEMENT REPORT Communication of significant incidents, complaints and improvements relating to Inner Harbour operations, and that may be of interest to Community Liaison Group members. Information

provided by Gino Valenti for the period June - August 2013: • Incident 1/8/13: A Rosslyn Hill sea container with lead carbonate was damaged while being

loaded onto a vessel at North Quay. No lead carbonate was spilled but container was removed from the vessel and stored at the container terminal while Rosslyn Hill worked with the regulators to determine the preferred method of repacking the container. Container is being held in rail terminal awaiting approval of procedure for opening, inspection and repacking.

• Incident 16/7/13: As a result of overnight storm conditions empty containers on two premises at Rous Head were dislodged, with one container coming to rest on the roadway. Hazard cones were placed around container on roadway until site operator recovered the container. Formal requests for incident reports forwarded to site operators.

• Incident 4/7/13: North Quay patrol received a call from the container terminal supervisor to report a leaking ISO Tank container onboard a container vessel. The leaking liquid was reported as Aviation Fuel. Response: The Fremantle Ports incident notification plan was followed. FESA controlled the incident by removing the leaking tank container and placing it inside a containment trailer. Security Centre and North Quay Patrol monitored until FESA departed at midnight. Formal incident report received from stevedore.

• Incident 28/6/13: Stevedore’s contractor was washing livestock races in an area adjacent to a stormwater drain. He was informed that this was not acceptable. His reply was that he had been instructed by the stevedoring supervisor to wash all the livestock residue off the wharf surface, because if he left any mess on the wharf he would be responsible for the cost of any cleanup. Port Services Officer moved contractor to a suitable location to continue cleaning the race. Formal request for explanation forwarded to stevedoring company.

• Complaint 2/8/13: Email received saying loudhailer noise from the wharf had been particularly noticeable over past few weeks and when was Patricks putting in a different system to reduce the noise impact? External Affairs emailed and spoke to Patrick’s terminal manager who advised that a two-way radio system was being installed within the next month. Advised complainant accordingly.

• Complaint 8/7/13: Email received complaining about trucks using East Street and inquiring about when height barrier would be built at Gate 3, Victoria Quay to prevent trucks turning left out of gate and accessing East St. Email reply saying MRWA had ordered height barrier and it would be in place by end of July 2013 (photo shown at meeting of height barrier in place).

7. MARITIME DAY - SATURDAY 31 AUGUST Information provided by Ainslie de Vos: Thousands of people made their way to Fremantle Ports Maritime Day on Saturday 31 August to tour a range of ships and boats, sample fantastic food from the Fremantle Ports vs Navy cook-off, look at historical port photos and let their children enjoy the free entertainment. Comment: Cr Wesley Davies commended Fremantle Ports on Maritime Day.

8. COMMUNITY CONTRIBUTION Information provided by Ainslie de Vos: Information about support for Kick to Kick with the Dockers afternoon for 40 boys and girls who had entered a website competition; hosting of tall ship visits in July and August - all-abilities ship STS Lord Nelson, three Dutch ships and Indonesian naval ship KRI Dewaruci (many people visited the ships); sponsorship of new IRB (Inflatable Rescue Boat) for Fremantle Surf Lifesaving Club; donations of used mooring rope to North Fremantle Primary School and worm farms to North Fremantle PS and Richmond PS; half-day visit to Fremantle Ports, including a harbour tour on FP Response, by Kwinana Industry Council’s iDiversity group, which comprised 12 secondary students with intellectual disabilities from Cockburn/Kwinana/Rockingham schools.

9. GENERAL BUSINESS • Cr Jon Strachan said he would provide information on CoF statistics on traffic on Hampton

Road (please see Appendix 1 attached for information provided by Jon Strachan from the City of Fremantle plus photos of types of trucks around the port provided by Des Snooks, Main Roads WA when he briefed members at the March 2013 meeting).

• Dennis Claughton said Merchant Seafarers Day was 1st September. The Flying Angel Club for Seafarers unveiled a plaque at the club commemorating Maxwell Rochfort, a merchant seaman who was the first Australian killed in WWII.

• Maryrose Baker asked if Fremantle Ports was monitoring the camper vans parked along South Mole. Reply: They have been regularly moved on by port officers. She also asked if Fremantle Ports was aware of a “rabbit plague” near the administration building. Action: Rabbits will be investigated. (Update: The City of Fremantle has a baiting program. Fremantle Ports monitors the situation around Victoria Quay and if it is warranted has baiting done.)

• Rod Murray asked Richard Bain to look at the timing of traffic lights during non-peak times at the Tydeman Rd/Stirling Hwy intersection and Gaye Pages-Burt asked him to look at the Marmion St/Stirling Hwy traffic lights timing during non-peak times. Action: Richard Bain to report at next meeting about timing of these two sets of traffic lights.

Conclusion: Meeting concluded at 6.30pm.

Appendix 1: Information from the City of Fremantle (via Cr Jon Strachan): The information below refers to the section of Hampton Road from High Street to Wray Avenue. A heavy vehicle is considered a vehicle of class 3 and above. The level of daily traffic on Hampton Road has remained fairly consistent over the last 15 years. At least according to the traffic data we have at the city and also sourced from Main Roads WA. In terms of heavy vehicle use, the trend has seen fewer larger RAV vehicles and more smaller as of right heavy vehicles. If we simplify the equation and ask; “Has there been an increase in the level of trucks using Hampton Road?” the answer is yes however the percentage of heavy vehicles has remained around 5% of total daily traffic. The increase in heavy vehicles has scaled with overall daily vehicle traffic.

What is a Restricted Access Vehicle (RAV)?

A vehicle is classed as a Restricted Access Vehicle (RAV) if that vehicle alone or together with any load, exceeds one or more of the following limits:

mass limit prescribed in Part 3 of the Road Traffic (Vehicle Standards) Regulations 2002; or

one of the following dimension limits: o a width of 2.5 metres; o a height of 4.3 metres; o a length of 12.5 metres in the case of a motor vehicle that is not part of a

combination; or o a length of 19 metres in the case of a combination; o any other dimension specified in the:

Road Traffic (Vehicle Standards) Regulations 2002; or Road Traffic (Vehicle Standards) Rule 2002.

What is a General Access (as of right) Vehicle?

Any vehicle that is not a Restricted Access Vehicle (RAV), commonly known as "as of right". For example, rigid trucks and semi trailers.

These vehicles generally do not require any permits or exemptions from regulatory requirements.

General access vehicles may operate state-wide provided they are: o not a road train or b-double; o within regulation axle mass limits; o 19 metres or less in combination length (or a maximum 12.5 metres for rigid

vehicles); o total combination mass less than 42.5 tonnes; o width less than 2.5 metres (excluding mirrors and lights); and o height less than 4.3 metres.

Class 1 RAVs

Class 1 Restricted Access Vehicles (RAVs) are:

special purpose vehicles (i.e. cranes);

agricultural machines or implements;

vehicles carrying or designed to carry large indivisible items;

that are not:

road trains or b-doubles;

which together with their loads exceed a regulation mass or dimension limit.

Common RAV Class 1 vehicles include:

Prime-movers with semi-trailer (including low-loaders) - with or without a dolly - that are carrying an item and are oversize or over-mass;

Platforms, trailers;

Cranes;

Tractors and road-going earthmoving equipment.

What are permits?

Permits are required to operate certain types of Restricted Access Vehicles (RAVs) in WA and are an instrument issued by the Commissioner of Main Roads Western Australia to grant access to these vehicles to certain parts of the road network under specific operating conditions.

All RAVs require a permit, unless they are authorised under a class of notice issued by either the Commissioner of Main Roads or the Director General, Transport.

There is a number which can be called at the Heavy Operations Centre at Main Roads WA to

report oversize vehicles.

The process involves identifying the vehicle (rego, company name, etc.) and completing a

Public Information Form. The HVO number is 9311 8450.

Road Design and Catering for As of Right Vehicles

Restricted Access Vehicles on Hampton Road

Hampton Road has a small length of RAV network 2 between Culver Street and Rockingham Road to service the industrial area close by. There is a condition attached to this in that it is a low volume route, i.e. occasional use. Apart for this, Hampton Road is not part of the RAV network and therefore should not see the previously described vehicles that are RAV 1 and higher.

Hampton Road as a District Distributor

As a district Distributor road, the function of this route is to connect higher priority roads. In

the case of Hampton Road this would include High Street/Leach Highway, Cockburn and

Rockingham Roads and South Street.

It is expected that this class of road in the network carry high volumes, have limited private

access (crossovers ), be a truck/bus route and have intersections controlled by traffic

signals. See Table 1: Metropolitan Functional Road Hierarchy – Road types and Criteria.

As a comparison, Berrigan Drive has similar traits which is also a District Distributor A. It

differs however in that it is a dual lane divided carriageway. Berrigan Drive has a high

percentage of trucks as well as considerable residential access. There is no on street parking

in this location.

Berwick Street in Victoria Park is another Distributor road with residential frontage.

Traffic Lane Width Hampton Road exhibits lane widths between 3.2-3.5m between Ord St and Wray Avenue. The below was taken from the Austroads publication Urban Road Design.

The width of traffic lanes usually depends on traffic volumes, number of commercial vehicles, presence of cyclists, accident rates, driver expectations, available road reserve width and side friction. Lane widths on curves are also affected by the extra tracking width required by large vehicles (refer Section 9.7). The lane width is to be 3.5 m. There is no evidence that wider lanes would improve the situation in terms of road safety. It was also reported that most freight-efficient vehicles could travel comfortably along roads that have a useable lane width of 3.5 m, although newer vehicles such as the rigid-plus-three and the A-triple require 3.7 m wide lanes (Ref. 82). Therefore, it is appropriate to continue the current Australian and NZ practice of using 3.5 m wide traffic lanes (measured to the face of kerb) for major urban roads. Narrower lanes (suggest down to 3.0 m – Ref. 16) may be considered where any of the following apply:

The road reserve or existing development form stringent controls preventing wider lanes;

The road is a low speed environment;

There is little or no truck traffic;

Finance for road construction is limited; or

The alignment and safety records are satisfactory in the case of a reconstructed arterial.

Main Roads Western Australia

Main Roads is the sole regulatory body for signage and line marking on roads in Western

Australia.

Main Roads Western Australia prescribes a set of criteria to determine minimum lane width.

These include the classification, speed limit, bus route and cycle route. Hampton Road

should, as a District Distributor A, have a lane width of 5 m or 3.5 m as the minimum.

Should a local authority wish to construct a road which does not meet these standards, the

Commissioner of Main Roads WA will not allow regulatory signage or line marking to be

installed. Should a local authority install line marking and signage, these would not be able

to be enforced by Police as well as transferring any liability to that local authority. This

would also apply to any modifications or traffic calming devices.
