25 MARCH 2019 AT 6:00PM IN COUNCIL CHAMBER, CIVIC CENTRE, ALICE SPRINGS

1.1 Opening of the Meeting by the Mayor (Chair)

The Mayor Damien Ryan declared the meeting open at 6.00pm and welcomed all present

to the meeting.

Mayor Damien Ryan acknowledged the Central Arrernte people who are the traditional

4.1 Mr David Mortimer – Resident of Alice Springs

Mr Mortimer is a member of the Cemeteries Advisory Committee.

Mr Mortimer referenced the Conservation Management Plan for the Alice Springs General

Cemetery that was discussed at the Technical Services Committee Meeting on 11 March

2019.

Recommendation:

“That Council endorses the Alice Springs General Cemetery Conservation Management

Plan to go out to community engagement.”

It should be noted that the Cemeteries Advisory Committee recommends the Conservation

Management Plan (CMP) goes out for community engagement with a cover letter

(Attachment A) (now headed Disclaimer) from Council attached to the CMP.

Mr Mortimer asked: “Is my interpretation correct?”

Mr Mortimer noted that the correct title for the plan is “Alice Springs General Cemetery

Conservation and Management Plan”.

Mr Mortimer asked if Disclaimer is the appropriate word in relation to Appendix A headed

Disclaimer and offer some interpretations of the word disclaimer.

Mr Mortimer advised the following “Appendix A in part reads: The views and opinions

expressed in this publication are those of the authors and do not reflect those of the Alice

Springs Town Council.”

“The Minutes of the Cemeteries Advisory Committee between November 2012 and

February 2018, often record the refusal of the authors to remove parts from the

Conservation and Management Plan, that Council Officers, and members of the

Cemeteries Advisory Committee’ did not agree with.”

Mr Mortimer asked the following questions:

“Have the authors been contacted by a Council Officer and advised of the wording of the

Disclaimer. If so what was their response?”

“Has copyright and ownership of the Conservation and Management Plan been

investigated and established?”

“Will Council consider re-writing the Disclaimer, clearly defining what will be supported, and

what will not be supported, in an honest and transparent manner, before the Conservation

and Management Plan is considered to go out for community engagement?”

“Have you received enough information and briefing to confidently endorse the

recommendation as suggested to you?”

Mayor Ryan requested that Mr Mortimer’s questions be emailed through to the Elected

Members.

13.2.21 ASALC 2019 Winter Season Initiatives (Agenda Item 20.1)

This report provides an overview of proposed initiatives to implement at ASALC, during the

2019 winter season (1 May – 31 August). Key initiatives relate to a reduction in pool

opening hours, implications for staffing, tailoring kiosk stock; and plant room energy use.

The purpose of proposed initiatives is to improve ASALC cost-recovery during the winter

season, when patronage is considerably lower. All initiatives reduce costs, except the

recommendation to heat the 50 metre pool which is aimed at increasing patronage and

goodwill amongst dedicated lap swimmers. Internally at ASALC and with relevant

stakeholders, these initiatives have been discussed and agreed as reasonable, as well as

prudent, for the upcoming winter season.

Through workshops, a competitive exhibition, a touring exhibition and participation in national events, the Beanie Festival celebrates the humble beanie, the creativity and storytelling of Indigenous artists and Beanie Makers from across the country and the globe.

$4,000 The annual Desert Song Festival (DSF) is quickly establishing its status as a national festival attracting 56% of its 7500+ audience in 2018 from interstate. For its seventh annual appearance, DSF will present over 40 events in Alice Springs and ‘on country’ - in Tjoritja/the West MacDonnell National Park, including : ‘Main stage’ concerts; a festival club; a ‘Fringe’ showcasing emerging talent; ‘Pop-up’ performances; workshops in the community and in Alice Springs Schools; new musical works and artists’ talks.

Sustainable Couture

$4,000 Sustainable Couture contributes, inspires and encourages sustainable ways of living and is a voice in the national and global movement of recycling. In 2019 Sustainable Couture aims to provide a range of activities which show the town’s creativity, provide opportunities for the community to participate and develop skills in recycling, and promote the town as a centre of excellence in sustainability.

St John Ambulance (NT) Inc*

$5,000 The Alice Springs AED Project will install 2 public access automated external defibrillator units (AEDs) in the Alice Springs town, increasing community resilience and ability to respond to sudden cardiac arrest. Community members will receive training by St John NT in how to use the AED units in the case of sudden cardiac arrest.

Totem Theatre

$5,000 Totem Theatre would like to play a central role in invigorating the performance sector of Central Australia through the production of a short play festival translating original stories of this region into theatrical presentations. This grant would be used for Phase 3 of the project which involves the staging of between 6-8 original scripts by local writers which would be presented as a short play festival in July 2019 over two weekends (4 nights and 1 Matinee), engaging paid technicians and coordinators and volunteers, actors and tech staff.

Incite Arts $5,000 Unbroken Land (UL) will see Incite collaborate with Alice Springs’ diverse communities to create a community event celebrating cultural voices; connecting & uniting people in the sharing of stories about our unique place in this ancient, unbroken land. Since inception in 2015, UL has built community trust, confidence & increasingly diverse participation. In 19-20 and we will continue to build on long term community collaborations and invest in new partnerships to develop creative content for the 4th iteration of UL to be presented at the Alice Springs Desert Park, our key host partner.

The grant will be used to assist in fuel costs in the running of the bus.

$1,500 Naatyam is a short term project to train the children in Alice Springs under the age of 15 with two South Indian dance forms 'Margamkali' and 'Thiruvathira'. The project will be announced through social media inviting participation from the wider Alice Springs community who are interested.

Central Australian Aviation Museum

$1,300 To enable the 9th Children’s Aviation Art/Literary program to be held during April through to November 2019. Members of the local community as well as local and remote area schools and pre-schools will be able to bring their children to the museum where they can learn about the history of aviation in the NT.

8CCC $1,490 The purpose of the grant is to purchase 10 pairs of studio headphone to assist in delivering the volunteer broadcasters and community media training programs. The headphones will be accessible for use in the Media Lab by 110 members and to the broader community through partnerships with community organisations and public events.

Alice Springs Toy Library

$1,360 Grant funding for this project will be used to purchase baby care safety capsules to make available for hire to members and non-members for a minimal cost. The project promotes, encourages and enables the sharing of an essential piece of baby equipment which is only utilised for a short period of time for families and their new born infants, and the option of hiring minimises unnecessary spending for our local families minimising monetary expense for new parents.

Alice Springs Running and Walking Club

$1,500 The West Macs Monster Trail Running event is the biggest event of the Alice Springs Running and Walking Club calendar for 2019. The aim of the event is to provide a safe and professionally run trail running event that caters for most runners, with high levels of local participation, and interstate competitor interest which will lift the profile of Central Australia as a trail running destination and increase the number of Central Australians engaged in running or walking for their health and other benefits.

Women’s Safety Service Central Australia

$1,500 April is Sexual Assault awareness month (SAAM). The purpose of the event is to screen the documentary/film ‘Consent’ followed by a Q&A session. This is aimed at supporting parents, teachers, youth workers and the local community around having discussions with youth around consent. This community event planned for Youth Week in April, will assist parents and others involved in teenagers lives with additional resources connected to community support, and develop capacity to have conversations with young people around consent and most importantly youth to have more broadened awareness and understanding of consent and be encouraged to have conversations around consent.

Georga Ryan (Ghost Gums Blues)

$1,500 Ghost Gum Blues is an evening of music celebrating local and national musicians together linking enjoyable music, a beautiful environment and a genuinely shared community experience. Attracting a wide and varied audience through inviting residents and tourist to share an experience of the natural environment in which we live, as a key part of what makes us who we are as a community. The amount requested through the Community Assistance Grant will contribute to finance the production of the evening.

Rotary Club of Alice Springs*

$1,500 Bangtail Muster has been an annual event run by Rotary in Alice Springs for the last 60 years. The event provides the opportunity for schools in the community to participate in the themed parade to showcase the talents of our children and their abilities to create floats for the theme.

Alice Springs Community Garden

$1,500 To improve the amenity of the Alice Springs Community Garden (ASCG) by providing a new secure access gateway for the community on the western fence line (parallel with Burke Street). Common feedback from visitors to the ASCG site is that they have found it difficult to locate the site. To improve community awareness of the ASCG and lessen visitor confusion new signage on Burke Street is essential.

Alice Springs Tennis Association

$1,500 Getting the tennis coaches of Alice Springs educated and qualified as Junior Development coaches. The grant money will go directly to lowering the costs of the course fees to the coaches participating and help Tennis Australia bring the course back to Alice Springs after 18 years.

With the grant, CAAFLUAC seeks usage of Araluen Arts Centre to officially launch the video and use Witchetty’s to allow young local artists to perform music and celebrate their safer community initiative.

a national approach to recycling textiles and clothing waste to minimise waste being

that Council discuss how to support the Master Plan going forward.

Cr de Brenni commented that the focus needs to be on the Alice Springs Hospital car

parking.

Cr Melky suggested that Council needs to consider funding it’s our own Master Plan.

Mayor Ryan advised that this needs to be discussed in a budget discussion.

CEO Rex Mooney referenced the Council resolution from the Ordinary Meeting held on

Monday 30 July 2018 on page three of the Master Plan Briefing document and the

consideration of also approaching the Commonwealth Government to financially invest in

the preparation of a Master Plan for Alice Springs.

“That Council approach the Northern Territory and Commonwealth Government to

financially invest in the preparation of a Master Plan for Alice Springs.”

Cr Banks made a suggestion for Council to fund up to $500k towards the Alice Springs

Master Plan over the next two financial years.

CEO Rex Mooney advised that it would be less than $500k for a Master Plan and that the

Commonwealth Government has not yet been approached to fulfil all components of the

original resolution as recorded in Council’s Alice Springs Master Plan Briefing document

2050.

15.2 Mayor Ryan – Comments to the media tomorrow

Mayor Ryan will speak to the media tomorrow and advise that Council have always been

supportive of building a National Aboriginal Art Gallery in Alice Springs and look towards a

favourable outcome.

16.1 Cr Paterson – Jim McConville Fencing

That the Director Technical Services Scott Allen provide costings and concept

plans for possible picket fencing for Jim McConville Oval, similar to what is at

Albrecht Oval.

16.2 CEO Rex Mooney – Obligations under Local Government Act Sections 75 and 76

The CEO Rex Mooney reminded all Elected Members about their obligations under the Local

Government Act, particularly Sections 75 and 76. There are certain requirements and duties

that have to be obeyed by Elected Members and by staff. Penalties are up to two years in

jail and financial.

16.3 Cr Melky – Confidential CEO Report No. 50/19cncl, Agenda Item 25.1.1

Cr Melky stated that he does not support this item to have been listed in confidential.
