Buddhist, Christian, Jain Muslim, Sikh and Zoroastrian (Parsis) pl rsuing studies in India in a Government or recognized private university/institute/ college/school. 2. Madam I Sir,

The Ministry of Minority Affairs implements three Scholarship Schemes viz. Pre-Matric, Post-Matric and Merit-cum-Means based Scholarship Schemes for the Minorities as Central Sector Schemes through National ScholarhiD Portal (NSP) of the Government of India and the students can apply under these schemes through URL www.scholarshios.oov.in. or through the link available on www.minorityaffairs.gov.in or through Mobile App- National Sc, olarships (NSP). 3. The States/UTs should publicise the Schemes through advertisements in leading local newspapers and other popular means in their res ective State/UT to enable maximum minority students to avail the benefits of these scholarship schemes. A copy of draft Advertisement for their use, as appro ed by MoMA is at Annex-I. At the National level, Ministry of Minority Affairs ill be issuing an advertisement.

4. The State-wise/Community-wise physical allocation under three Scholarship Schemes for the financial year 2021-22 is yet to be done a . the scheme and guidelines are likely to be revised shortly. Hence, the same shall be intimated separately in due course. In so far as Renewal applications are oncerned, there is no target for them and all Renewal applications are eligible for scholarship during the year. The actions to be taken by the State Governments/ T Administrations related to the implementation of the 3 Scholarship Schemes is at Annexure-1 for strict compliance.

Actions to be taken by the State Governments/UT Adminis rations related to the implementation of the 3 Scholarship Schemes:

(i) State Government/UT Administration should publicise the Schemes through advertisements in leading local newspapers and other suitable ~ublicity media in their respective State/UT. The advertisement will enable the minoritY, students to avail the maximum benefits of scholarship schemes. The advertisement s~ould also mention that " All renewal applicants/students, who have got scholarship durin 2020-21 , shall apply by giving their existing Application ID".

(ii) All Universities/Institutes/Colleges/Schools, havin OISE/NCVT/SCVT codes, located in the State/UT should b themselves and their courses details on the NSP at the earliest can apply and they can verify such applications on the Portal withi

valid AISHE/U-advised to register o that their students the timelines.

(iii) The timelines need to be adhered to strictly. Technical issue, if any arising during the process of online submission, generation of merit lists nd payment lots may be resolved immediately in consultation with the NIC HQ or State ICs at the earliest.

(iv) It has been observed that after the last date (s) of ver'ific tion, a large number of Fresh as well as Renewal applications are left pending for veri cation at L 1 level by Institute Nodal Officers and L2 level by State/District Nodal Offices (SNOs/ONOs). All States/UTs are advised to look into this issue and ensure that n application remains unverified after the last date (s) of verification during 2021-22.

(v) All Verification Authorities (INO/DNO/SNO) can mark a application fake if he/she is satisfied that the applicant is not a bonafide student. In ot er circumstances, in case of non-fulfillment of eligibility criteria or inconsistency of r cords, the verifying authority may either reject the application or mark it defective an , give the applicant another opportunity to correct their records.

(vi) It needs to be noted by all the INOs, DNOs and SNOs hat in case if any application is marked fake at L2 Level by the ONO or the SNO then the entire bunch of applications from that School/Institute will go back to the respectiv INO login of that School/Institute for re-verification. Hence the DNOs/SNOs are a viced to exercise caution while using the option of marking an application fake.

(vii) In addition to the above, all State Governments/UT Administr tions may note the following for necessary compliance as requested vide this Ministry's letter No.15/13/2020-SS dated 02.08.2021 a copy of which is attached as nnex-11.

a. Aadhaar based demographic authentication of lnstitute/O strict/State Nodal Officers.

b. The option of rejecting a payment file on the basis of 'fake' app ications has been restricted and therefore the SNOs may exercise utmost caution while ejecting payment file on NSP Portal.

c. Aadhaar demographic authentication based on applicant's etails i.e. name, gender and year of birth as given in Aadhaar, has been introduced on SP Portal.

Subject: Implementation of Pre-Matric, Post-Matric and M rit-cum-Means based Scholarship Schemes for minorities through National Scholarsh ip Portal (NSP) in 2021-22 reg.

Sir/Madam,

This is regarding the implementation of the 3 Scholarsh p Schemes viz., Pre­Matric, Post-Matric and Merit-cum-Means Schemes of this Minis ry being implemented through the National Scholarship Portal. The Portal is going to b open shortly for the year 202 1-22 and the DBT Mission, Cabinet Secre tariat has decid d in consultation with all stakeholder Ministries/Departments to implement the :followi measures to further secure the Portal.

i. Authentication of Ll & L2 officers: Aadhaar based demo raphic authenlicatiun of Institute/ District Nodal Officers (JNOs!DNOs) has been made r andatory prior to the verification of the applications by them for which the JNOs!DNOs have to provide their Aadhaar number on NSP Portal.' The facility of Aadhaar based authentication of Ll and L2 level o Iicers has been made live on the NSP Portal and the OTP generated during the proce s will be sent to the mobile number registered with the Aadhaar of INO/DNO/SNO. SP will be using the same mobile no. for all communications and sending OTPs in f1.1tt ·e. The procedure for KYC for new Institute Nodal Officer is also attached for reference. The NSP login of the lNO would be operational post completion of KYC at NSP using e Aadhaar number of the INO.

ii. Restriction clause fo r payment file rejection on the basis f fake applicants: It has been noticed that the payment fi les are rejected several times b) the respective SNOs of the Statcs/UTs for rejecting fake appl icants. It has now been de ided that from 2021-22, the opportunity for rejecting payment files 'will be restricted to t\

1 o times only. Hence,

SNOs may be directed to verify the applications with due diligence so that the fake applications are identified and filtered at the verification stag itself and repeated rejection of payment files is avoided.

m. A feature of Aadhaar demographic authentication based on beneficiary's /studenfs name, gender and year of birth given in Aadhaar has been introduced on NSP Portal.

2. It is requested that the State Nodal Officers implementing the 3 Scholarship Schemes of MoMA, may be directed to take note of the above decision and initiate appropriate action accordingly. •
