l The Society/Trust (NGOs) seeking financial assistance under the Scheme should be registered either under Societies Registration Act or Indian Trust Act at least for the last three years. NGOs registered recently or registered under other Acts are not eligible for grants. l NGOs/Institution should be a minority institution (declared by the concerned department of the State Government or by National Commission for Minority Institutions (NCMEI). In addition to, the students belonging to the educationally backward minorities/target group should be more than 50%. l The NGOs seeking financial assistance from MAEF should be registered with MAEF. The Registration Form is available on the website of MAEF, i.e. www.maef.nic.in. NGOs can apply for registration on prescribed format. NGOs can also apply online & submit hard copy in due course. l If the documents are in regional languages then the same would be submitted along with notarized English/Hindi version. In addition to all the documents attached to the proposal should be certified by the authorized signatory of the NGOs. l MAEF sanctions grant-in-aid strictly according to the prescribed ceiling limits of MAEF and at present the maximum ceiling limit of financial assistance is 30.00 lakh only. l All activities being carried out by the NGOs should be reflected clearly in the Audit Report. The assets (land/building) owned by the NGOs should also be reflected in the Balance Sheets. l The members belonging to one family in the Managing Committee of the NGOs should not be more than 25 to 30%. l The institutions (School, College or Technical Institutes) for whose construction/ expansion the assistance is required should be in existence and recognized/affiliated to the concerned State/ Central Board/Council/University. The Institutions running as study centres of NIOS, Open Universities, NCPUL will not be eligible for grants. l NGOs should be having at least half acre land, if the project for which assistance is required is located in rural areas or at least 500 sq. yards land, if the project for which assistance is required, is located in urban/semi urban areas by virtue of registered Sale Deed/Gift-Deed/Exchange- Deed or Allotment Order. Alternatively it should have prescribed land on Lease for not less than 30years and Lease-deed should be registered. If the land is in the name of President/Secretary/ Manager or any other office bearer of NGOs or if the land is not transferred in the name of NGOs/ Institution, then it will not be accepted. The measurement of the available/proposed land/ area should be provided in acres / sq. yards. l Site-plan for the proposed construction should be properly approved. Certified copy of the Work Commencement Order/Letter approving site-plan is also must if the project is located in urban/semi-urban area and the conditions covering approval of site-plan are not mentioned on the site-plan itself. As regards rural areas, the land should be non-agricultural land and proper documentary proof for the land being non-agricultural land and NOC for construction from the Gram Panchayat will be required along with approval on site-plan.
