1. INTRODUCTION

1.1. The Project

1. The Government of Viet Nam has requested assistance from the Asian Development Bank (ADB) to

finance the construction of Mong Duong 1 Thermal Power Plant (MD1) (under Loan No.2350 and 2610)

which is a coal-fired thermal power electricity generation project with a capacity of 1,000 MW located in

Quang Ninh province (Northern part of Vietnam). MD1 comprises of two 500 MW generating units and

associated supporting infrastructure whereas Mong Duong 2 power plant is built on the same plot of land

under a BOT scheme comprises of two 600 MW generating units.

2. The construction of MD1 was completed on 10 October 2015 (unit 1 PAC – Provisional Acceptance

Certificate) and 3 December 2015 (unit 2 PAC), and they have been in commercial operation since then up to

now.

1.2. Report Purpose

3. MD1 project has been classified as category A in accordance with ADB’s Environmental Assessment

Guidelines (2003). To ensure that negative environmental health and safety impacts are minimized and

addressed effectively throughout the project implementation and operational phase, MD1’s Environmental

Management Plan (EMP), detailing mitigation measures and a monitoring program during various project

phases, was developed as an integral part of the Environmental Impact Assessment (EIA) of the Project which

was completed and approved by ADB in 20061.

4. This monitoring report is highlighting the environmental monitoring tasks and quality observations

performed based on required contents as mentioned in the MD1’s environmental monitoring plan included in

the EIA. The report covers the period from January to December 2017 and provides a summary of current

problems, conclusions and recommendations on how to best mitigate impacts on affected parties and

environment.

2. Compliance with applicable government laws, regulations and requirements

2.2. Status of compliance with other government environmental requirements

6. Given to Environmental Laws and Decrees published by Vietnam Government, Ministry of Natural

Resources and Environment (MONRE) issued its letter requesting Thermal Power Projects Management Board

1 (TPMB1) to implement in compliance with the License No. 2881/GP-BTNMT dated on 9 November 2015 on

discharge into water resources; the License No.12/GP-TNMT dated on 14 Jan 2016 on permit for water

resource exploration and the License No. 32/GP-TCMT dated on 22 March 2016 on certification of completion

of environmental protection facilities.

7. On 24 January 2017, TPMB1 signed monitoring contract with Environmental Monitoring Center of

Quang Ninh Province which has been conducting monitoring activities as required in the afore-mentioned

licenses. The contract will be valid until 31 December 2017.

2.2.1. Requirements specified in the License No. 2881/GP-BTNMT

8. The license for discharge into water resources issued by MONRE on 9 November 2015 requires

TPMB1 to conduct environmental monitoring as follows:

Monitoring of Waste water

Automatic monitoring:

- Automatic continuous monitoring of cooling waste-water at the discharging location to cooling water

discharge canal of the Plant, with some parameters such as pH, temperature, extra Chlorine and waste

water flow.

- Automatic continuous monitoring of cooling waste-water and domestic water at the after-treatment

waste water outlet from waste water treatment plant of the Plant prior to discharging to waste water

discharge canal of the Plant, with some parameters such as pH, COD and waste water flow.

Periodic monitoring of waste water flow and quality every 02 months at the discharging location to

discharge canal of Mong Duong Power Complex and at the location in the discharge canal of Mong

Duong Power Complex prior to discharging to Luong Gac river, with parameters as specified in the

Table 1 of this License (including 25 major parameters listed in the Code QCVN 40:2011/BTNMT).

Monitoring of received water source:

- Monitoring location: 01 location at the Luong Gac coastal area, around 200m distance from discharge

point of Mong Duong Power Complex discharge canal to Luong Gac

- Parameters: as specified in the National Code for coastal sea-water quality QCVN 10:2008/BTNMT.

- Monitoring frequency: every three (03) months.

2.2.2. Requirements in the License No. 12/GP-TNMT

9. The permit for water resource exploration use issued by Quang Ninh Department of Natural

Resources and Environment (DoNRE) on 14 January 2016 requires TPMB1 to conduct environmental

monitoring as follows:

Monitoring and supervision of water quality:

- Monitoring locations: at 02 locations: 01 location nearby water intake of the Pump Station and 01

location at the upstream of Thac Thay River, 100m distance prior to leading to the Reservoir.

- Monitoring parameters: as mentioned in the Code QCVN 08:2008/BTNMT- National technical

regulation on surface water quality (A2 column), assure minimum 06 parameters: pH, TSS, BOD5,

Ammonia, Clorua, Nitrit, Nitrate, As, Sb, Fe, Mn, Hg, mineral lubricants, E. coli, coliform.

- Monitoring frequency: every six (06) months.

Monitoring and supervision of water source supplied for potable use:

- Monitoring locations: 02 locations: 01 location at the clean water tank inside after-treatment water

treatment plant area of Mong Duong 1 TPP and 01 location at clean water tank inside after-treatment

water treatment plant area of Mong Duong 2 TPP (after-treatment water supplied for domestic use).

- Monitoring parameters: as specified in the Code QCVN 02:2009/BYT - National Technical Code on

potable water quality, including: colour, taste, turbidity, extra chlorine, pH, Ammonia, sum iron

contents, Permanganate, hardness (CaCO3), chlorine, fluorine, arsenic, total coliform, E. coli or fecal

coliform.

- Monitoring frequency: minimum every three (03) months.

2.2.3. Requirements specified in the License No. 32/GP-TCMT

10. The certification of completion of environmental protection facilities issued by General Department of

Environment - MONRE on 22/3/2016 requires TPMB1 to conduct environmental monitoring as follows:

Monitoring of waste water:

Production waste water:

- Monitoring frequency: every 03 months.

- Monitoring location: 02 locations (at discharge outlet to Mong Duong canal and at the cooling water

discharge point to Luong Gac)

- Parameters: pH, DO, TSS, COD, BOD5, total-N, total-P, sulphur, N-NH4+, lubricants, Fe, Mn, Zn,

Cd, Cu, Pb, Cr(III), Cr(VI), Ni, As, Hg, F-, S2-, extra chlorine, Coliform

- Standard code: QCVN 40:2011/BTNMT National Technical Regulation on Industrial Wastewater

Automatic monitoring of cooling waste water:

- Monitoring frequency: continuous.

- Location: at cooling water collector pipe.

- Supervision parameters: flow, pH, temperature, Chlorine.

- Standard Code: QCVN 40:2011/BTNMT.

Automatic monitoring of waste water:

- Monitoring frequency: continuous.

- Location: at waste water discharge piping to the discharge canal.

- Supervision parameters: flow, pH, temperature, Chlorine.

- Standard Code: QCVN 40:2011/BTNMT.

Monitoring of emissions:

Monitoring of emissions:

- Monitoring frequency: every 03 months.

- Monitoring locations: 04 locations (at 04 Stacks)

- Monitoring parameters: dust, SO2, NO2, CO.

As, Cd, Pb, Hg, Cu, Zn, Fe and Coliform.

- Standard Code: QCVN 08:2008/BTNMT - National technical regulation on surface water quality

Monitoring of sea-water:

- Monitoring frequency: every 03 months.

- Monitoring locations: 03 locations (cooling water intake, 100m distance from Luong Gac coastal,

after the discharge point from discharge canal).

- Monitoring parameters: temperature, pH, TSS, DO, BOD5, COD, N-NH4+, Cl-, P-PO43-, surface

active agent, lubricants, As, Cd, Pb, Hg, Cl, Coliform.

- Standard Code: QCVN 10:2008/BTNMT - National technical regulation on coastal water quality.

Monitoring of atmosphere:

- Monitoring frequency: every 03 months.

- Monitoring locations: 03 locations (inside Plant boundary).

- Monitoring parameters: temperature, noise level, humidity, dust, CO, SO2, NO2.

- Standard Code: QCVN 05:2013/BTNMT; QCVN 26:2010/BTNMT.

3. ARRANGEMENT OF ENVIRONMENTAL MONITORING DURING THE

OPERATION PHASE

11. During operation phase, TPMB1 has been closely coordinating with the Consultant (Environmental

Monitoring & Analysis Center (EMAC), Quang Ninh province and Environmental Monitoring Center of Viet

Nam environment administration) to conduct environmental monitoring activities for MD1 in compliance with

the Permits/Licenses which were granted by Authorized Agencies. Scope of work of the Consultant is

monitoring and evaluation of environment value according to Permit No.2881/GPBTNMT dated 9 November

2015; 12/GP-TNMT dated 14 January 2016; and 32/GXN-TCMT dated 22 March 2016 (See para. 6). After

getting monitoring results, TPMB1 will summarize, give evaluation and submit reports to ADB. Progress:

- EMAC, Quang Ninh province carried out monitoring work from 1 January 2016 to 30 April 2016 in

compliance with the contract No.19/2016/HĐ-NĐMD-TTQT.

- Environmental Monitoring Center of Viet Nam environment administration carried out monitoring work

from 1 April 2016 to 31 December 2016 in compliance with the contract No.40/2016/HĐ-NĐMD-

TTQTMT.

- EMAC, Quang Ninh province carried out monitoring work from 1 January 2017 to 31 December 2017 in

compliance with the contract No.004/2017/TV.

12. The monitoring reports which cover the period from 1 January 2016 to 31 December 2016 were sent

to Quang Ninh DoNRE according to the dispatch No.86/NĐMD-AT dated 23 January 2017. The Quang Ninh

DoNRE has not sent any respond about these reports.

13. In 2017, TPMB1 continues to sign one supplementary contract with EMAC of Quang Ninh Province

for monitoring activities as per the contract No. 054/2017/TV to observe in June and July of 2017. In addition,

MD1 keeps signing the contract No. 004/2017/TV with EMAC to observe as the license from 1 January 2017

to 31 December 2017. The observation of measures to minimize environmental impact is controlled by the

Environmental Safety Division of TPMB1.

15. Following the EMoP, current velocity at Luong Gac in vicinity of cooling water discharge (2-3

stations) should be monitoring by automatic current meters continuously for two weeks in dry season and two

weeks in wet season in first year of plant operation.

16. The monitoring of current velocity was conducted at 3 locations (LG-1, LG-2 and LG-3 in Table 2,

Figure 1, Figure 2) for four times in June and July 2017, but not continuously for two weeks. The result is

summarized in Table 3.

4.1.2. Ash pond leachate

17. Following the EMoP, heavy metals of ash pond leachate should be monitored semi-annually,

however, there is no leachate discharged because the water from the ash pond is circulated in a closed system.

Based on ambient groundwater quality monitoring result in item 4.1.4, it was shown that quality of

groundwater surrounding the Plant and the Ash Pond is under permitted limit in comparison with the Code

QCVN 09-MT:2015/BTNMT – National Technical Regulation on groundwater quality. Therefore, PMB1

assumes that there is no leak of water from the Ash Pond to ambient environment.

4.1.3. Ambient surface water quality

18. Following the EMoP, ambient surface quality (T oC, TSS, DO, N, P, heavy metals (As, Cr, Cd, Cu,

Pb, Zn, Ni, Hg, Fe, Mn, Se), oil and grease) should be monitoring at several locations annually.

a) Water quality at Ash pond

19. In 2017, water samples were taken at 3 points in the ash pond (AP-2, AP-3, AP-4 in Table 4, Figure

1, Figure 2) for one time on 15 June 2017 and analysed. The result is summarized in Table 5. All the

parameters are within the Vietnam Standard Code QCVN 40: 2011/BTNMT for National Technical

Regulation on Industrial Waste Water2.

wells (PW-01 to PW-09) annually.

23. In 2017, water samples were taken at 8 points (PW02, PW04, PW07, PW08, PW09, GW01D, GW02,

GW05 in Table 9, Figure 1, Figure 2) for one time on 15 June 2017 and analysed. The result is summarized in

Table 11. All the parameters except for Coliform are within the Vietnam Standard Code QCVN 09-

MT:2015/BTNMT – National Technical Regulation on groundwater quality. It is assumed that the coliform

level exceeds the standard because the wells are no longer used (therefore no cleaning has been done for a long

24. Mong Duong Ward is located nearby Cua Ong Ward of Quang Ninh Province, so the climate in Mong

25. Following the EMoP, ambient air quality (TSP, NO2, SO2, CO, PM10) should be monitoring at 5 EIA

baseline air quality monitoring stations monthly for the first year of operation and quarterly thereafter.

26. In 2017, samples were taken at 3 points (KK1, KK2 and KK3 in Table 12, Figure 3) for 4 times every

4.1.9. Noise level

27. Following the EMoP, day time and night time noise levels dB(A) should be monitoring at two nearest

residential receivers; at site boundary; within site where workers are exposed to noise. Frequency is weekly for

the first 3 months; monthly for the first year; and quarterly thereafter. In 2017, noise levels were monitored at

4 points (KV1, KV2, KV3, KV4 in Table 14, Figure 2, Figure 3) for 8 times but only in June and July. The

result is summarized in Table 15. All the parameters are within the Vietnam Standard Code QCVN 26:

4.1.10. Fishery and aquaculture activity and catch – species, productivity

28. Following the EMoP, fisher and aquaculture activity and catch – species, productivity should be

monitored through interviews with sample of households at Mong Dong River, Cam Hai, De Dach River, and

Thac Thay River, quarterly for the first two years and biannually thereafter. A map of rivers (Figure 4), a map

of surface freshwater resources in the Project Area (Figure 5), and a map of sampling stations for

oceanographic studies (Figure 6) are in the next page.

29. In 2017, EMAC of Quang Ninh Province conducted investigation and took a census of fishing

activities and catching of aquaculture species at Thac Thay River, De Dach River, Mong Dong River and other

coastal areas of Cam Hai (which are on EMAC’s regular investigation route) on 19 June 2017. At this time,

quite numerous number of ships and boats were at Van Don bridge and it was easily recognized that these

boats had just finished cuttlefish night fishing because the boats loaded many kinds of lights and cuttlefish

fishing tools.

30. The investigation result showed that number of aquaculture households remain unchanged since

before the MD1 was constructed and there is no household who implement aquaculture activity in cage and

raft. There is only one household – Mr. Nguyen Van Thanh – who has around 8.5 hectare of aquaculture

activities, and this area is nearby MD1. His aquaculture system is quite modern, the whole system is embanked

by planted coconut trees to strengthen the embankment against the sea wave attack. Based on an interview, he

is raising shrimp and there have been no epidemic diseases, so the productivity has been remaining stable.

Quality of coastal water is qualified for aquaculture activities. At monitoring time, there were few local people

who go fishing, instead there are some households who is spreading net along the river.

31. Detailed investigation results of respective area are shown as below:

32. De Dach River: Starting at high mountain area of Mong Duong ward, the main section of the river is

located in the northern area of National Highway No. 18. Final section (about 3.4 km) of the river has been

used as the discharge canal of Mong Duong Power Complex. Before reaching MD1, the river goes through

many residential areas of Mong Duong and influenced by domestic waste water as well as waste water from

coal exploitation activities at the upstream area. The downstream area is also influenced by processing and

trading/exporting activities at coal ports of Duc Trung Company and Duc Ngoc Company. All these activities

caused heavy sedimentation of De Dach River and its bed is dried up during dry seasons. Moreover, the river

water is usually edulcorated when the tide is down and salinized when the tide is up. With the above

conditions, there is no aquaculture activities at De Dach River area. Other catching activities could be observed

little only during rainy seasons.3

33. Mong Duong River is the longest river in the area. About 1.2 km of Mong Duong River at estuary

section was diverted in 2010 for the construction of Mong Duong thermal power complex (MD1 and MD2).

The original river path was backfilled, and bed of the diverted river was dredged as part of Mong Duong

thermal power complex construction. During the field survey on 19 June 2017, valuable fish were no longer

observed, but very low economic and scientific value fish (such as bee fish, halfbeaks, golden rabbit fish) were

found at the mouth of the river. No aquaculture activities were observed at river’s estuary and the section

between mouth and Mong Duong town, although some fish cages were found at the mouth of the river. 4 It is

assumed this is mainly attributed to the water pollution caused in the upstream which is dominated by pit coal

mine activities of Khe Cham and Mong Duong coal exploitation companies. The river also passes through

centre crowded area of Mong Duong town, and becomes the main discharge canal of domestic waste water and

solid waste (at some locations) in the downstream. As recorded from a local newspaper (Quang Ninh News)

in June 20125, the river was heavily contaminated by the excavated soil from coal mining activities and

domestic wastewater discharged by local people. The lower reaches of the river starting at Mong Duong town

are brackish and strongly influenced by the tidal cycle.

34. Thac Thay River is located quite distantly from coal ports such as Khe Day port, Cam Y port. Water

quality of this area is in good condition, and some small-scale aquaculture pools and some households who do

fishing were found.

35. At Thac Thay River area and outfall, aquaculture benefit remains at average level; in details there are

around 58 households who do fishing, among which 20 households do coastal fishing, 15 households do

aquaculture activities, 04 households raise aquaculture by cage. For the households who raise fish by industrial

method during autumn and summer season: there are still households who raise fish by cage and raft but not so

many, other catching activities are still in normal, but the quantity is little.

+ There are some catched fisheds such as Spaus latus, Epinephelus akaara, Mugil cephalus Linnaeus,

Epinephelinae, Notopterus notopterus Pallas, Sepiidae.

+ Bivalvia, shellfish: Andara granosa, Anadara subcrenata, clam, Austriella corrugate, B. Chinensis

+ Some kinds of shrimp, crabs, snow crab.

36. The condition at coastal area of Cam Hai sea is quite good for fishing and catching and aquaculture

activities. In this area, there are some mangrove plants; this is resident location of some aquaculture species

which can bring benefits to local people and authority.

37. At Luong Gac area, there are some households who often do catching activities, mainly use net and

trap to catch fishes and shrimps.

38. Via investigation, we concluded some results as below:

+ For natural fishes: species are diversible and stable in quantity, some fish, such as Spaus latus,

Epinephelus akaara, Mugil Cephalus Linnaeus, Epinephelinae, cuttle shrimp, Arcidae, Cirripedia, can

bring benefits to local fisherman. However, compared with 1990s, the quantity of species has been

reduced due to influence of surrounding environment and especially destruction catching method by

local fisherman. With catching tools from China such as Cha By, it can allow catching and destroy

aquaculture network, for a long time it can make bad influence to living environment of other species.

Up to now, the households who caught numerous number of aquaculture do not catch at this area

because of low productivity, so it does not satisfy their living standard.

4.1.11. Condition of Mangrove Plantation

39. TPMB1 was required to offset affected mangrove areas. TPMB1 signed contact with Natural

Resource Investment and Development Company to replant 52 ha of affected mangrove area. The mangrove

replantation activity was implemented from 2009 to 2013 in Dong Rui commune, Tien Yen district, Quang

Ninh province. The mangrove plantation was completed and on 10 December 2015 TPPMU 1 and Dong Rui

commune signed an agreement to handover 52 ha of mangrove rehabilitation areas to the commune for

managing. TPMB1 visited mangrove area several times after handing over to Dong Dui commune and ensured

that mangrove trees are well grown up. The latest visit was conducted on 9 February 2018, and it was

confirmed that mangrove trees are still developing well. The below pictures show the mangrove status which

was observed during the last visit.

4.2. Project performance monitoring

4.2.1. Emissions Stack Air Quality

40. Following the EMoP, SO2, TSP, PM10, NO2, CO levels in emission stack should be monitored

continuously.

41. An online monitoring system was installed at 4 stack emission locations (Table 16) for monitoring

parameters such as TSP; SO2; NO2…; the system has been transferring the data to Quang Ninh DoNRE for

their monitoring. However, the system for Stack 2A (Unit 1) broke down in 2016 and was replaced in October

2017. The data of the period from the beginning of the operation (October 2015) until October 2017 was lost

and cannot be restored.

42. When the online monitoring system was replaced in October 2017, TPMB1 started monitoring O2

instead of CO, following the Circular No. 31/2016/TT-BTNM dated 14 October 2016 of MoNRE on

environmental protection of industrial clusters, business and service centers, craft villages and production,

business and service establishments, which requires continuous monitoring of the volume, TSP, temperature,

SO2, NOx, and O2 of air emission from thermal power plants and the results’ transfer to provincial DoNRE.

- The parameters are monitored at Elevation 80m of the Plant Chimney.

43. The summary of the online monitoring result is in Table 17 and Table 18 for Unit 2 (for Stack 2A and

Stack 2B respectively) and in Table 19 and Table 20 for Unit 1 (for Stack 1A and Stack 1B respectively).

44. During the monitoring period between January and December 2017, the emission’s quality (SO2 and

TSP) exceeded Vietnamese Standard (permitted code QCVN 22:2009/BTNMT for National Technical

Regulation on Emission of Thermal Power industry) for several times. All these cases happened when the

boilers started up their operation. The exceedance of the standard was predictable therefore TPMB1 sent a

report to Quang Ninh Provincial People’s Committee, Cam Pha District People’s Committee, Mong Duong

Commune People’s Committee, and Quang Ninh DoNRE, Quang Ning Department of Public Security in

advance of the ignition at each time. This happened for three times for Unit 1 (on 19 March, 26 July and 21

August) and two times for Unit 2 (on 27 January and 12 December). To avoid the exceedance of emission’s

standard and to reduce damage on emission gas treatment system, TPMB1 is planning to change the starting-

up fuel from fuel oil (FO) to diesel oil (DO) by October 2018.

4.2.2. Treated Wastewater Quality

46. Following the EMoP, the quality of treated wastewater (BOD, COD, E.coli, coliform, heavy metals,

TSS, Fe3+

, pH and other parameters required by Decree 67/2003/Nd-CP) should be monitored. COD and pH

should be monitored continuously, while BOD, E. coli/coliform, and TSS should be monitored monthly for the

first year of operation and quarterly thereafter, if monitoring shows proven performance of treatment plant.

47. An online monitoring system at wastewater discharge location for monitoring parameters (such as pH;

temperature; extra Chlorine and waste water flow) was installed, and has been transferring data to Quang Ninh

DoNRE for their monitoring.

48. The summary of the online monitoring result is in Table 22, although MD1 faced with technical

issues which could not extract data of temperature and residual Chlorine from system.

49. If the system detects pH out of the range between 6 and 8.5 (while the Vietnamese standard is

between 5.5 and 9), the outlet of the wastewater treatment plant will be automatically closed, and chemical will

be added to the plant to adjust the pH level to ensure the compliance of the environmental standard. The outlet

will be reopened only after the pH level is adjusted. This case happened 4 times in 2017.

50. If the chlorine level goes beyond the Vietnamese standard (1.8 mg/l), the system gives an alarm so

that the staff can take an action to ensure the compliance of the Vietnamese standard (dilute the wastewater

with seawater before discharging). This case has not happened so far. Other parameters such as COD, BOD,

and turbidity are monitored every day to assure that wastewater discharged to outside will be under permitted

limit as per the code QCVN 40:2011/BTNMT of MONRE for national technical regulation on industrial

wastewater.

51. The summary of the daily monitoring result is in Table 23. In 2017, COD, BOD are under the

permitted code QCVN 40:2011/BTNMT. There is no applicable standard of Turbidity.

4.2.4. Discharged Cooling Water’s Quality (chlorine levels and temperature)

56. Following the EMoP, Chlorine levels and the temperature of discharged cooling water should be

monitored at a cooling discharge point weekly, on schedule of varying times and days. At the cooling water

discharge point, MD1 has installed the extra chlorine and temperature meter. At present, all points are online

connected and can transfer data to Quang Ninh DoNRE for their monitoring, inspection and supervision.

Between January and December 2017, the range of the chlorine level is below 0.5 mg/l, and always controlled

far under 2.0 mg/l (QCVN 40:2011/BTNMT).

57. The temperature of surface water (at the inlet of the cooling water) was measured only for 3 times in

2017. According to the 2016 data of the Center for Environmental Monitoring, the temperature of the cooling

water at two locations (inlet of the cooling water/sea water, end of discharge channel) is as follows:

+ On 16/02/2017:

Temperature of the inlet of the cooling water: 21.3oC

Temperature of the end of discharge channel: 21.4oC

Difference: 0.1oC

+ On 14/6/2017:

Temperature of the inlet of the cooling water: 25.8oC

Temperature of the end of discharge channel: 25.8oC

Difference: 0.0oC

+ On 11/9/2017:

Temperature of the inlet of the cooling water: 24.9oC

Temperature of the end of discharge channel: 25.1oC

Difference: 0.2oC

+ On 5/12/2017:

Temperature of the inlet of the cooling water: 22.1oC

Temperature of the end of discharge channel: 23.3oC

Difference: 1.2oC

58. Based on these data, at least on those three days when the temperature of surface water was measured,

the difference of the input cooling water temperature and the output discharge water temperature is not more

than 3oC in difference, which matches with EIA requirements.

4.2.5. Condition of storm water outfall

59. Following the EMoP, the storm water outfall should be monitored by observation monthly. Via

inspection and supervision through storm and typhoon, plan of MD1 has not been flooded, so no damage

occurred for equipment system and human during the monitoring period

4.2.6. Condition of oil separators

60. Following the EMoP, the condition of oil separators in the periphery of MD1 should be monitored by

observation monthly. Condition of oil separators have been checked weekly and no problems have been

identified and it has been in the good condition. During operation stage, at the locations which are easy for oil

spilling, MD1 has designed and installed spillway. After that re-collected oil will be pumped up to oil-mixing

wastewater treatment system. There have been no oil spilling cases during the monitoring period.

4.2.7. Quantity and type of aquatic biota captured at intake screen

61. Following the EMoP, the quantity and type of aquatic biota captured at intake screen should be

monitored by observation and weighing during the screen cleaning. During operation stage up to now; at the

cooling water intake screen, only small quantity (about a few kilograms per week) of aquatic biotas such as:

shrimp and squid have been captured; after that, these aquatic biotas were gathered and treated as domestic

waste by Tuan Dat Environmental One Member Limited Company.

4.2.8. Ash volumes deposited and reused

62. Following the EMoP, ash volume deposited and reused should be measured monthly for the first year

and biannually thereafter. By the end of 2017, 2,104,810 tons of ash was discharged since MD1 came into

operation in October 2015 (for Unit 1) and December 2015 (for Unit 2). In 2017, 279,151 tons of bottom ash

and 533,292 tons of fly ash was disposed. 100 % of bottom ash was sold to Dong Bac Infrastructure

Development Company and reused for cement manufacture, while all of fly ash was disposed in Ash Pond

which is located in the premise of MD1. The monthly volumes of deposited/reused ash are shown in Table 26.

63. The capacity of Ash Pond 1 is 2,250,000 m3 (3,260,000 tons) and it was filled by 65 % as of 31

December 2017. As of 26 February 2018, 1,661,181 m3 of ash has been disposed at Ash Pond 1, therefore the

remaining capacity is 588,819 m3, which will serve for only 9 more months. This means that the Ash Pond 1

will be full by January 2019.

64. TPMB1 plans to construct a second Ash Pond (Ash Pond 2) at Ha Chanh village, Cong Hoa

commune, which can be used for four years. The detail planning was submitted to Quang Ninh Provincial

People’s Committee for approval on 9 March 2018 and is expected to be approved by 15 June 2018. After

preparation and approval of (i) investment project document, (ii) environmental impact assessment report, and

(iii) resettlement plan, the construction of Ash Pond is expected to start on 15 August 2019 and completed by

15 December 2020.

65. For proper operation of MD1 and sustainable ash disposal in the upcoming years, TPMB1 is planning

to use ash for the ground levelling of some areas (about 30 km away from MD1). Nowadays, the big amount of

ash discharged from thermal power plant became a problem in Vietnam, and Ministry of Construction has

submitted Technical Guidance for use of ash from coal thermal power plant for construction material (the

Technical Guidance) to the Prime Minister for his approval (expected in Q2 2018). Once the Technical

Guidance is approved, TPMB1 will prepare detail plan of the ash use, which will be submitted to GENCO 3

for approval. Once the plan is approved, both (i) the ash disposed in Ash pond 1 (about 1,600,000 tons) and (ii)

fly ash which will be generated in 2018 and 2019 (about 1,350,000 tons) will be transported by authorised

firms to other areas for ground levelling purpose. This solution could help to avoid disposal fly ash in Ash

Pond 1 over two years and increase capacity for Ash Pond 1 to be filled up to 3.5 years. Therefore, it means

that Ash Pond 1 can be used for 5.5 years.

4.2.9. Breaches of security at ash disposal areas

66. To prevent environmental pollution caused by ash pond leachate, MD1 has one deposit water re-

circulation system returning from ash pond for discharging ash. The water will be treated with neutralized

chemicals prior to returning. Therefore, this system’s water will be operated in the closed circulation manner,

and not discharged to the outside.

67. Following the EMoP, breaches of security at ash disposal site should be monitored by observation at

ash pond monthly. TPMB1 always arranges security 24/24 hours, and closely coordinate with local police so

as to control and assure safety and security around MD1. Therefore, from MD1 entered commercial operation,

there are no safety and security violation at the ash disposal area.

4.2.10. Dumping of waste outside project site or in rivers and Luong Gac

68. During operation stage of MD1, there are no waste dumping to outside of the project site and in rivers

and Luong Gac. MD1 always arrange classified waste bins at all operational locations of the plant,

concurrently require operators to collect and classify waste to the specified waste bins. Collected waste has

been transported for treatment by Thuan Thanh Environmental Joint Stock Company (an environmental

company that TPMB1 hired). Thuan Thanh Environmental Joint Stock Company was granted Business

License for Hazardous Waste Management No. 1234.036.VX (05th times) on 28 September 2015 by MONRE.

Hazardous waste discharged during the operation stage includes: waste cloth contaminated by oil, waste oil,

grease, asbestos from insulation material, light bulb etc. For normal solid waste: TPMB1 has signed the

contract No. 30 / HDKT-NDMD-MTTĐ with Tuan Dat Environmental One Member Limited Company for

moving and handling from 4/1/2016 to 4/1/2018. Tuan Dat Environmental One-Member Limited Company is

licensed by the Department of Planning and Investment of Quang Ninh Province with the first registed No.

5701445969 on 6/12/2010.

69. Mong Duong Thermal Power Company always highly concentrates on general site condition and

cleanliness so as to assure clean and green landscape.

4.2.11. Covering of trucks

70. At present, Mong Duong Thermal Power Company sells bottom ash to outside companies; to protect

surrounding environment, Mong Duong Thermal Power Company always supervise and require the buyer to

comply with environmental protection rules; and overload transportation is not allowed to avoid dust polluting

outside environment.

71. Via observation and supervision, the ash on the trucks for transportation is covered, and there is no

dust generated outside, so it means that environment inside and outside is clean.

4.2.12. Environmental approvals at source of limestone, fuel oil, chlorine and coal

72. The following licenses were approved at source of limestone, fuel oil, chlorine and coal.

- The License No. 312/GP-UBND of Quang Ninh People's Committee dated 13 February 2014 and

Decision No. 786/QD-UNND dated 29 March 2013 on agreement for exploitation of stone to be

used as construction material in Dong Vai village, Thong Nhat commune, Hoanh Bo district, Quang

Ninh province.

- Decision No. 3443/QD-UBND dated 26 October 2012 of Quang Ninh PC on approval environmental

impact assessment for Project of building coal transport system from Khe Cham coal selection

company to Mong Duong thermal power plant in Mong Duong ward, Cam Pha city, Quang Ninh

province of Cam Pha Vinacomin;

- Confirmation letter No. 04/XN-STC dated 17 July 2015 to confirm the measures to prevent and

respond to chemical incidents of AKA Vietnam Joint Stock Company.

- Decision No. 1249/QD-UBND date 27 April 2009 on approval of oil spill incident response at B12

Oil Port.

73. The following is the list of other licenses approved for MD1.

- The License No. 2881/GP-BTNMT; The license for discharge into water resources issued by

MoNRE on 09 November 2015.

- The License No. 12/GP-TNMT; The permit for water resource exploration and use issued by Quang

Ninh DoNRE of on 14 January 2016

- The License No. 32/GP-TCMT; The certification of completion of environmental protection issued

by General Department of Environment - MoNRE on 22 March 2016.

- The License No. 1786/XN-SCT for the measures to prevent and respond to chemical incidents issued

by the Quang Ninh Department of Industry and Trade on 27 August 2015.

- The License No. 3450/QĐ-UBND; The Plan of Oil Spills Response at Mong Duong 1 Thermal

Power Plant approved by the Quang Ninh People's Committee on 11 November 2015.

- The License No. 2004/GP-BTNMT; The license for exploitation and use of sea water issued by the

MoNRE on 10 August 2015.

4.2.13. Registration papers and compliance certificates of construction vehicles

with Government approved environmental emissions standards

74. Time beings, construction stage of the Plant has been finished. Therefore, construction vehicles are

not used.

4.2.14. Dust and noise emissions in the vicinity of the coal transfer system

75. Coal transferring system of MD1 is closely covered, dust collectors are arranged at each coal

transferring points. Therefore, dust and noise level are not impacted (Figure 10).

4.2.15. Conditions at waste storage areas

76. Mong Duong Thermal Power Company constructed waste storage warehouse, all the hazardous

warehouse is classified as per specific types and stored in separated areas (Figure 11).

4.2.16. Disturbance of mangroves and other vegetation

77. Following the EMoP, the evidence of direct or indirect disturbance of mangroves and other vegetation

outside defined worksite boundaries should be monitored by observation weekly. No evidence of direct or

indirect disturbance of mangroves and other vegetation outside defined worksite boundaries is found.

4.2.17. Stabilization, rehabilitation and landscaping of all land surfaces affected

by project

78. Following the EMoP, Stabilization, rehabilitation and landscaping of all land surfaces affected by

project in accordance with Landscape Rehabilitation and Maintenance Plan requirements should be monitored

by observation monthly. Mong Duong Thermal Power Company always pays attention to stabilization,

rehabilitation and landscaping of all land surfaces affected by the project. Mong Duong Thermal Power

Company already planted grass and green trees covering all empty lands of the Plant; green trees, grass and

small trees around the Plant are usually looked after by the Company’s workers (Figure 12).

5. Key Environmental Issues

5.1. Key Issues Identified

79. TPMB1 has always complied with environmental requirements specified by Vietnam Government.

During operational period, there are no incidences or accidents occurred. Environmental issues are complied

with applicable laws and standards of Vietnam Government. In 2017, TBMP1 conduct several additional

environmental monitoring as per EMoP of ADB. In general, all monitored environmental quality parameter

were within the regulated value stated in the relevant technical standards of Viet Nam government.

80. During the monitoring period, the emission’s quality (SO2 and TSP) exceeded Vietnamese Standard

for several times. All these cases happened when the boilers started up their operation. The exceedance of the

standard was predictable therefore TPMB1 sent a report to Quang Ninh Provincial People’s Committee, Cam

Pha District People’s Committee, Mong Duong Commune People’s Committee, and Quang Ninh DoNRE,

Quang Ning Department of Public Security in advance of the ignition at each time. To avoid the exceedance of

emission’s standard and to reduce damage on emission gas treatment system, TPMB1 is planning to change

the starting-up fuel from fuel oil (FO) to diesel oil (DO) by October 2018. (para 44)

81. There is no longer fishery and aquaculture activities in Mon Duong River and De Dach River,

however TPMB1 considers this is due to external factors (water pollution caused by coal mine activities and

local people’s waste water in the upstream). (paras 32, 33)

82. Ash Pond 1 is expected to be full by January 2019, therefore TPMB1 is considering some plans for

proper operation of MD1 and sustainable ash disposal in the upcoming years (paras 63, 64, 65).

5.2. Issues from previous report

83. Many environmental quality parameters were not monitored as per requirements during 2016. Thus,

TPPMU1 signed contract with Quang Ninh EMAC for conduct environmental monitoring for several missed

indicators, which are included in the EMoP of the project.

6. Complaints

84. From PAC to date, there is no any complain of resident who live around the plant about environment

of the plant, TPMB1 arrange monthly for resident to go into MD1 to visit and introduce environment treatment

system. After each visit, representative of the residents always highly evaluates environment protection of the

plant.

7. Conclusion and Recommendation

85. In 2017, TBMP1 conducted environmental monitoring tasks as requested in the EMoP of the EIA.

Apart from environmental monitoring as per the requirement of EMoP, TPMB1 also conducted monitoring

activities as per granted environmental Licenses by Vietnam Government. It demonstrates that TPMB1 pays

attention to environmental protection issue in the project area.

Appendix 1 Environmental Team Organization Chart

Technical department has 19 staff with the main responsibilities for (i) overall management of proper and safe operation of the systems (including environment system), all equipment and machines; (ii) monitoring of operation indicators of all system including the environmental parameters of online system; (iii) and preparation of environmental monitoring report(s) during operation phase for submission to ADB.

Safety Department has 5 staff. The main tasks are to; (i) supervise the compliance of environmental and safety issues of MD1 operation; (ii) conduct periodic environmental monitoring as required by Viet Nam regulations and relevant licenses; (iii) share the monitoring results with Technical Department for the reporting to ADB; (iv) prepare annual environmental monitoring report for DoNRE (both during construction and operation phase); and; (v) provide safety training to MD1 staff.

Appendix 2: Organization Chart for External Environmental Monitoring

Ministry of Natural Resources and Environment (MoNRE): Decree No. 36/2017/NDD-CP dated 4 April 2017 indicates that MoNRE is state agency who is responsible for state management of land, water resources, mineral resources, geology, environment, hydrometeorology, climate change, mapping, integrate management of coastal areas and islands, and remote sensing. MoNRE approved EIA before MD1 construction started and issued operation licenses

6 before MD1 came into operation. During the operation phase, MONRE is

supposed to conduct site inspection annually, although there was no site visit conducted by MoNRE in 2017.

Quang Ninh Department of Natural Resource and Environment (Quang Ninh DoNRE) is authorized by MoNRE to supervise and monitor the compliance of environmental requirement of MD1. DoNRE (i) monitors the data of online environmental monitoring system; and (ii) conducts site inspection annually to check the operation of treatment facilities and take environmental samples to verify the results from online system.

Cam Pha Division of Natural Resource and Environment, in coordination with Quang Ninh DoNRE, conducts site inspection of MD1 to check operation of treatment facilities at least once a year.

Quang Ninh Environmental Police conducts site visit at least once per year to check operation of treatment facilities (Environmental Police does not take environmental sampling). In 2017, they conducted site visit twice.
