This Memorandum of Understanding (MoU) is intended to be an agreement between VET
agencies providing training for the qualifications taken into account by the I CARE
project, and aiming to set the framework for credit transfer.
The MoU formalises the ECVET partnership by stating the mutual acceptance of the
procedures for assessing competences coherently with the I CARE model. The MoU can
be signed either by a network of competent institutions (VET agencies) from different
countries, or on a bilateral basis.
The MoU forms the framework for cooperation between competent institutions. In these
case, VET agencies agree to use the same tools (matrix of competence, test,
correspondence table between matrix and test) for assessing the competences acquired
by the candidate within the training path for acquiring a qualification in another country.
The corresponding Units of Learning outcomes can be automatically recognised (or re-
assessed through the I CARE tools) and the training path leading to the qualification could
be shortened accordingly.

1. Assessment
Since both technical contents and communication skills are important in socio-
medical professions, the assessors should be a professional of great experience, able
to adequately assess the competence of the candidate.
As regards the Socio-Assistance Assistant, the Care Operator and the Family
Assistant profiles, two assessors are required:
• A professional nurse having at least five years of working experience
• A psychologist/social worker having at least five years of working experience.
As regards the Baby Sitter profile is required one assessor: a nursery school teacher
having at least five years of working experience.
As regards the Dental Assistant profile is required one assessor: a professional Dental
Assistant having at least five years of working experience.
The assessment consists of:
1. Simulation → the candidate must simulate with the help of a dummy and the
required equipment some key actions for the care of the assisted person
2. Oral questions → The candidate is often asked to describe the actions he/she
would perform without simulating them in front of the assessor
3. Written test → the candidate must answer some multiple choice questions on
topics that do not need to be assessed with a simulation, or questions that aim
to get deeper into aspects that are only hinted at in the practical test.
In case of mobility from one country to another, language competences (national
language of the hosting country) will be assessed.

2. Validation
A transcript of assessed competences is included in the I CARE test.
4. Recognition
Only the recognition of the outcomes of Learning Units can be done by VET
agencies within the context of the training path leading to the qualification.

The duration of the Memorandum of Understanding is of one year, automatically renewed
for one additional year if no changes in the qualification will occur. In case of major
changes in standards, training content, rules, …, the Memorandum of Understanding has
to be revised accordingly and signed again by the interested parties
