Oslo -based Soviet commercialpop station Radio Roks nowplans to be on air by the first weekof December, after "technicalproblems" delayed its plannedOctober 15 launch (M&M Oc-tober 13).

Initially, the station will be onair 06.00-10.00 and 18.00-20.00Moscow time, with a variety ofboth Soviet and Wesrem pop androck music. Most programmeswill be in Russian, though Efunovhimself - formerly with RadioMoscow's North America service- will present an 'English -language hour' each morning.The final shape of the format willdepend largely upon audiencereaction, says Efimov.

"Our eventual programmingwill be influenced a lot by au-dience surveys we have commis-sioned from two Soviet opinionresearch institutes, which will

begin as soon as we go on air. Wedon't know yet what the Sovietpublic wants!' He adds that thestation expects to be on air aroundthe clock by 1992.

As for advertising, expected toaccount for about four minutesper hour, "we have preliminaryagreements, mainly with interna-tional companies:' although hedeclines to name them. Farian Plans New January LP ReleaseWith asking prices reaching ashigh as DM 100 (app. US$ 68) percopy in German record stores,Frank Fenian will this week decidewhether to resume a Europeanrelease of Keep On Running as asingle in its own right. Thisfollows the news that distributorsand radio appear happy to sup-port the producer throughout thecurrent Milli Vanilli controversy(M&M December I).

But whatever happens, Farianconfirmed to Music & MediaNovember 26 that the dance trackwill remain as is, "and be publish-ed along with all other materialrecorded for an album of thesame name. We have informed allour [distribution] partners of ourplans".

All three distributors, Chrysalis(UK), Carrere (France) and BMGAriola (all other European ter-ritories), have already confirmedthey are willing to continue a rela-tionship on any new product from

Aiming For A Media Presence Throughout EuropeEuropa Plus's GeorgesPolinski was one of the

early birds when it cameto investing in Eastern

European radio. Here hetalks to Jacqueline Eacottabout his involvement inthe USSR, as well as hiscontinued commitmentto local radio in France.

Q: How would you describeEuropa Plus's strategy?A: It's simple... to have a mediapresence essentially through ra-dio, in all of Europe's majorcapitals. That's why we're calledEuropa Plus. Of course it's a

long-term development - 12 yearsor so - but in each country ouraim is to create a subsidiary andwork with local partners. TheSoviet Union is very importantfor us.

(ji Why did you decide to get soinvolved in Eastern Europe?A: The idea first came to me inOctober 1988, after an event hadoccurred which I considered to bevery important, although at thetime nobody paid much attentionto it: in July 1988 the Sovietgovernment had taken the deci-sion to stop jamming foreignradio stations broadcasting to theUSSR, notably Voice Of Americaand Radio Free Europe.

I thought, why don't we putforward the idea of creating thefirst free radio station there?I wrote to Gosteleradio, then inFebruary 1989 I went to Moscowto see how the land lay. Contraryto what most Westerners thought,the Soviets reacted very en-

thusiastically to the idea.Jean-Claude Nicoll, Kiss FM's

majority shareholder, didn't agreewith the idea of development inEastern Europe which for me wasa priority. So I went on to discussthe possibility of creating a

multimedia company, offeringmanagement and production ser-vices with the Soviets.

The result was Europe Plus,which grouped Europe 1, CaisseDe Depots, Quest France Precomand GEL. The joint companyEuropa Plus URSS (513/4 EuropePlus France) was then createdwith partners Gosteleradio andthe Soviet Ministry of Telecom-munications. The Europe PlusMoscow radio programme,broadcasting in the Russian

language 15 hours a day, mistswithin this structure It's not thesame as Nostalgic, which broad-casts in French: when theNostalgic DJ says it's the 14th, it isin fact the 16th in Moscow. That'sthe difference. For Nostalgia it'smom of a promotion, for us it'sreal collaboration.

million over three years, isn't thatquite a risk?A: The risk is obvious, but it isjust incredible that the Sovietshave given us access. But it is notjust a question of one-way m -ports. I'm trying to learn how theSoviets work and how they func-tion. Although they am basicallyWesterners, they have an orientalmentality. I'm teaming with themthrough their enthusiasm forcommunication.

At the moment our stationthere is a music media, but we -and they -am asking for mom andmore information. And to put anadvertising structure in placethey have to use our marketingmethods - the listeners' panel,audience polls etc. There's a per-manent exchange, The Sovietswanted a model, a joint companybut one which worked alongWestern tuna.

I've already noticed changes inSoviet radio, in the way it'spresented, and now people arecoming to us with programmingqueries. What interests us is togive an example in terms of crea-

fion and organisation. Butsometimes we forget that whileFrench radio has become muchmom professional, a mom credi-ble media, over the last five years,it's taken us almost 10 years toachieve the revolution. We want togive lessons, but in fact we've onlyjust finished learning ourselves.That's why it should be more ofan integration.

Qi What about involvementelsewhere in Eastern Europe?A: The situation is very com-plicated there If things changeevery day in Czechoslovakia, theychange every hour in Germany. Iremain committed to RadioNantes. It allows me a sparewhere I can work on local radioprojects. As for mixing it with myEastern Europe commitments,throes no real mchange as such.We'll promote Russian projects onthe airwaves of Radio Nantes, butnot the other way round. But wehave sent a Radio Nantes team toprovide technical back-up inMoscow. At the programminglevel, we prefer to work ratherwith Europe 2 - we have very ac-tive shareholders who want to getinvolved.

You are also president of theSIRTL How do you see the futureof independent radio in France?At The struggle of the indepen-dents is very important. We wantto avoid being ignored. The bigproblem is that private commer-cial radio stations have no realstatus. You can't compare a

peripherique IAM station] or astation like NRJ, or a network likeNostalgia, with a local radio sta-tion like Radio Nantes. Eachcategory must have defined fightsand obligations. The real com-petition is decentralised - it's notthe networks. But if the networkspractise a commercial dumping,then it will hurt us. We don't havethe same operating costs, thesame staff structures. A radio sta-tion like Radio Nantes has 20 peo-ple, RVS has 40, a franchised sta-tion has around 4 people. That'swhy we've appealed to the CSAfor all this to be reconsidered,rethought.

Qi What about the developmentof regional networks?At The future is in local media.Rather than talking about segmen

tation, as we used to, when sta-tions plan to address a particularmarket, whether its 15-20 yearolds, or 15-34 year -olds, we want a

local radio that appeals to every-one But for that to happen weneed rules established. Privateradio should have real status, eachcategory should be clearlydeveloped. And when them arefrequencies on offer, we will beprotected against programmedumping by the networks, to acertain extent, and also againstclandatine advertising, which iscurrently invading the decentralis-ed stations,

It's no secret that Radio Francehas preferential treatment, a bet-ter relay of programmes etc, andobviously you have to favour thepublic service to a certain extent,but there comes a time when youhave to say stop.

Add to that the technical pro-blems: although the monopoly ofFrance Telecom was broken, TDFis now in the process of recon-structing a technical monopoly. Ifyou're a network that wants to goon satellite, you can't.

The networks and the periphe-riques do an enormous amount oflobbying. Our resources are limit-ed in comparison. But it's betterthat French companies are theones who are doing the develop-ing, rather than everyone beingtaken over by American, Britishor Australian companies.

Ostsee Files ForFerienwelle Frequencies

Rostock -based private stationOstsee Radio has made an offer tothe state government of Mecklen-bury.Vorpommern (M V)to takeover the broadcasting operationof the former Ferienwelle (Vaca-tion Wave).

According to an Ostsee Radiospokesman, "Now that it hasbecome evident that (public radiostation] NDR intends to broad-cast throughout the new state,private radio is the only way toassure programming from and forMecklenburg-Vorpommem".

NDR says Ostsee is currently"illegally occupying" the formerFerienwelle frequencies. In theiroffer, Ostsee's board of directorsstressed they are prepared to takeover Feriemvelle's studios, equip-ment and editorial staff, and toresume broadcasting on the for-mer frequencies under the nameOstsee Radio Ferienwelle. Theyalso underlined plans to financethe station solely through adver-tising revenue, assuming themwould be no taxes or radio licens-ing fees.

Reflecting the local political

and economic situation, the MDsin early November issued a jointstatement demanding a statewideM -V frequency, saying, "We trustthat the newly formed stategovernment will quickly providethe necessary legal frameworkwithin which Ostsee Radio cancommence broadcasting. Privateradio is necessary in order to in-crease programming diversity andbalance, and to contribute to thefurther democratisation of ourstate The owners of Ostsee Radioare prepared to invest millions ofmarks in order to create work-places for numerous employeesand freelancers. The state govern-ment must, therefore, give the newstate media law top priority!'

With one station ready forbroadcast in Rostock, OstseeRadio is also planning furtherstudios in Schwerin and Vorpom-mem. The company is owned byfive newspaper publishing housesin Rostock and Schwerin, the FCHansa (soccer club), as well as theHamburg -based Axel Springerpublishing house and the UfaFilm Und Fernseb. 0

New Radio Landscape Painted

For Baden-WurttembergLfK, the Baden-Wurttembergstate licensing authority for pri-vate broadcasters, presented inStuttgart November 9 its new pro-posal to station operators for thereorganisation of the financiallyendangered private broadcastingsector.

The state's original privatebroadcasting system, initiated in1986, foresaw 50 local stationsand 23 regional broadcasters.While providing broad plurality,the system kept the broadcastingrange of most of the stations sosmall that they have not been ableto finance themselves throughadvertising revenue The LfK'snewly proposed two -tiered sys-tem, while not considering ahoped -for statewide frequency,provides for 16 local broadcastersand either four or six "areabroadcasters".

The Lf1( proposal would re-quire broadcasters at both levelsto enter into co-operative partner-ships in order to enjoy largerbroadcasting areas. The 16 localstations, which should be fmanc-ed with local advertishm, will have .broadcasting ranges from 110.000potential listeners in Lake Con-stance West to 720.000 in Stuttgart.

The Lf1( projects annual adver-tising revenues from DM 1.6 mil-lion to 5 million (US$ 1.08m -3.39m) for the new local stations.Meanwhile, the 28 broadcastersnow broadcasting from 21 regio-nal stations will have to come toan agreement to consolidate intofour or six area stations, depen-ding on which variation of theLfIC plan finds their approvalJanuary 25. The area stations willbe financed with national, regio-nal and local advertising. 0

Networks Show Their Regional DifferencesA study on how peripheriquesand FMs fare in terms of regionalaudiences shows that while thebatik intensifies between NRJand Europe 2, with MR] losing itsdominance in certain regions, themost marked differences continueto be among the peripheriques.INC remains dominant in thesouth at the expense of RTL andEurope 2, a situation which isreversed in the central and nor -them regions.

The raring positions of indivi-dual FMs vary considerably fromregion to region. Europe 2 andNRJ jostle each other closely infour main areas. Europe 2 is topin the Paris region with 6.3% justahead of NRJ's 6.2%, a scenariorepeated in the east (Europe 2,8.5%; NRJ 7.7%) and in theMediterranean coastal region:Nostalgic (9.5%), Europe 2

(7.2%) and NRJ (6.2%).NRJ takes top place in the

eastern Paris basin (8.6%), aheadof Fun Radio (5.9%), with Europe2 fourth with 3.8%. NRJ is alsolop in the western Paris basin(8.9%) followed by Europe 2(8.2%), and again in the south east(9.4%) with Europe 2 at (6.8%).

Skyrock makes a big impres-sion in the north (8.6%), followedby Nostalgia (4.2%), NRJ (3.9%)and Europe 2 (3.1%). Skyrock isalso strong in the west (7.2%),just behind NRJ (7.5%) and thesouth west (5.1%), again secondto NRJ (7.7%).

But the differences are moremarked among the peripheriques.Radio Monte Carlo bases its pro-gramming and image on its warmMediterranean roots, a successfulstrategy reflected in its highratings (23%) in this region.

France Inter has a reasonablescore (12.7%), close to its nationalaverage but Europe 1 (1.5%) andRTL (1.6%), both searching fornew frequencies in this area, re-main very weak.

The situation changes dramatic-ally in the Paris region where RTLtakes a massive 27.5% share, com-pared with RMC"s 0.6%. RMC isnot represented in the north, whichis again dominated by RTL(332%) nor in the eastern Parisbasin, where RTL registers 372%.

In the south-east the situationis more balanced where the Monte

Carlo station is considerablystronger (8.4%) while RIT(13.4%) is not so far ahead ofrivals Europe I (10.8%) andFrance Inter (9.6%). The south-west sees RTL (6.1%) lose its leadto France Inter (15.6%) followedclosely by RMC (13.6%). A recent study based on Media.metric Jan -June 1990 showed thatwhile 89.4% of the French popu-lation tune in regularly to a radiostation, more people listen to theradio in the Alsace region (92.7%of the population and mostly toRTL and NRJ) than anywhereelse Southerners are less enthu-siastic; the lowest percentages arefound in Languedoc Rouseillon(84.2%) and Provence Cote

Bulgarian a cappella choir LetMysteres Des Voix Bulgares, win-ners of this year's Grammy forbest folk recording for their dou-ble Volume I/2 compilation, areto tour Europe to promote theirVolume 3.

Dates in France are scheduledfor December, with Spain, Ger-many, Austria and Switzerland tofollow between January and June.The choir have already performedin Scandinavia and the UK, dur-ing October, and their album hasbeen available throughout Europesince July.

According to PolyGram France,which holds worldwide rights(occluding Switzerland andJapan) for the 25 -woman group,actually the female choir ofBulgarian state TV and radio,

they have found a wider audiencethan expected for their mix oforthodox and traditional folkmusic.

"It's very weird, but uniquemusi4" says A&R manager Jac-ques Sanjuan. "Most of theirtracks are purely weal, andnobody's quite able to say wherethe style comes from - but theiraudience is the widest you can im-agine!'

Although, as a compilation,not eligible for the French chart,Sanjuan says some 80.000 copieshave been sold there, with thefollow-up now also selling"steadily". He adds that AM sta-tions, particularly Europe I, hawgiven the group airplay, as well as"specialist" FMs such as RadioNova and Oui FM.

BRT TV TV Chart Show Ruffles Industry FeathersAmid controversy about not in-cluding local talent, the firstFlemish chart countdown showwill debut January II on BRT TV.The videodip programme, called"TV1 Top 30", will air Fridaysbetween 18.30-19.05, and relies onthe retail -based weekly BRTRadio Top 30 chart.

Producer Johan van den Eedenis confident the programme'sbroadcast time is perfect for his12-20 year -old target audience,"The Radio Top 30 is Flanders'most popular radio programme,and the TV show will be airingone day ahead, at the start of theweekend. It's the ideal daypart!'

Explaining the show's features,van den Eeden says, "We have thenew entries, top sellers and the tap5 records in Europe This ingre-dient will be based on the Euro-chart, and it is particularly in-teresting because that chart willgive a somewhat "delayed view"on what's going on, since coun-tries like Spain tend to follow cer-tain hits later on",

Radio & Company Delays LaunchThe launch of the new nationalcommercial station Radio &Company has been delayed,perhaps until summer 1991. Thestation is owned by newly createdcompany SCGR (Societa Ges-tione Radio) with Italy's Beta TVgroup holding a 51% sham Therest of the company is split bet-ween Rome promoter David Zard,journalist Daniela Brancati and adozen commercial stations.

Licence Allocation Delay ExpectedThe allocation of frequencies andlicences under the terms of Italy'snew broadcast law is now not ex-pected to be completed for twoyears, due to the high number ofapplications.

A total of 3.879 stations ap-plied for licences before the Octo-ber 23 deadline (M&M November10), including 3.855 local outlets,

15 national commercial broad-casters, six non -Italian stationsand the three channels owned bystate broadcaster RAI.

The job now for two govern-ment commissions is to define fre-quency areas, select successfulapplicants and lay down technicalregulations for each broadcaster,

San RemoDates ConfirmedNext year's San Remo Song Festi-val will be held from February 27to March 2 and will probably bestaged at the city's AristonTheatre, the traditional venuebefore the change in 1990 to a siteoutside the centre of San Remo.This year's venue was heavilycriticised for its inconvenientlocation.

Adriano Aragozzini mill orga-nise the event for the third suc-cessive year. Aragozzini hasbrought slick organisation butalso controversy to the organi-sation. In 1989 one artist tookhim to court claiming she wasunfairly excluded from the contestwhile another protested by goingon a hunger Strike.

The music format for the 1991Song Festival has not yet beenconfirmed.

Tracker Steps InTo New MarketTracker, the computer audio log-ging system, is about to be intro-duced on the national broadcastmarket. The system is manufac-lured by the US One RCS and willbe distributed in ltaly by MarioSemprini who heads the Milan -based Radio System Soundcompany.

Semprini believes that Trackerwith its ability to store up to 16days of programming on one DAT240 cassette will provide a widevariety of benefits to stations.

He claims it will make lifemuch easier for broadcasterswhen Article 23 of the newgovernment legislation comes intoeffect from January I 1993. Itstates that commercial radio andTV stations must submit com-plete recordings of their program-mes every thrm months to thegovernment in order to ensurethat they are not causing publicoffence.

Semprini will be demonstratingTracker at the Milan -based natio-nal stations 101 Network, RadioDeeJay and Rete 105. He expectsRadio DeeJay to be the first buyerat an initial introduction price ofUS$ 15.000.

RTL International MD MorrisVass says the company's recentlylaunched satellite and cable ser-vice in Scandinavia is under threatdue to a dispute over the level ofcopyright performance paymentsin Sweden.

Says Vass, "We are being askedto pay on the basis of householdswhich is completely absurd. Thefigure mentioned was Skr 14 (app.US$ 2.50) per household, which isabout 10 times more than our pro-jected revenue.

"There is no intransigence onthe part of either party, but weneed the agreement so we canbegin introducing the cable servicein Sweden during December. Ifnot, then there will be serious pro-blems on the viability of the wholeproject and that would be sad!'

Vass says RTL International'scalculations are based on a verylow listener reach - one radio perhouse and one listener per radio,given the limits of a cable service,and adds that the company wantsan agreement based only onrevenue.

"We have experience in otherEuropean countries and 6% forbasic copyright is about topwhack with another 2-3% onneighbouring royalities. They'vebeen talking about 12% and wejust can't go ahead on that basis:'says Vass.

Gun Magnusson, MD of per-formance rights organisationCopyswede, says she expects thenegotiations with RTL to be dif-ficult because the company wantsroyalties paid on the basis of acombination of income and num-ber of households.

"Performing artists are verywell protected in Sweden com-pared to other countries and thiscan make it expensive RTL has totake the intiative now but I can seethings becoming difficult becauseit has made it very dear that whatwe're asking is unacceptable!'

Copyswede is negotiating withRTL International on behalfof IFPI, STIM and SAMI onall aspects of broadcast royal-ties.

Norway To Consider Awards CutsIFPI Norway may slash its saleslevels for platinum and goldawards, in the wake of the deci-sion by IFPI Denmark to substan-tially reduce its qualification ceil-ings (M&M November 24).

IFPI Norway chairman RuneHogberg says the issue has beenraised before but that the Danishmove may see it put on the agendaof the net meeting. "We willpossibly follow Denmark on this','he adds. "It would be a logicalstep, considering the stagnationof the market here!'

Currently, Norway has levels of100.000, 50.000 and 25.000respectively for platinum, goldand silver albums and singles.There is also a diamond award foralbum sales of 75.000.

For albums, these levels (exceptdiamond, which is peculiar toNorway) match those which IFPIDenmark cut last month to 80.000for platinum, 40.000 for gold.Danish singles awards were cutfrom 50.030 to 20.000 for pla-tinum and from 25.000 to 10.000for gold, with silver awardsabolished altogether.

The Norwegian market, how-ever, is even smaller than Den-mark's. Trade deliveries of allalbum formats amounted to 8.2million nits in 1989, compared toDenmark's 9.8 million. Some703.000 singles were delivered inNorway 900.000 in Denmark.

Hagberg adds that if IFPI Nor-way does take up the idea, itwould "go all the way down" tothe levels of countries such asAustria and Belgium (50.000 for aplatinum LP, 25.000 for gold),.and abolish both silver and dia-mond awards.

"However:' he continues, "thereare many people who believe theplatinum and gold classificationsare awards of excellence that needto be upheld!'

The announcement was madeduring a press/media presentationon November 20, when the net-work's new logo and TV adver-tisement were unveiled.

Ramoncin will host a breakfastshow featuring interviews withfamous people Director-generalRicardo Vaca says other per-sonalities presenting programmeson Onda Cero include veteranactress Massiel, who focuseson the show -business world.

Onda Madrid Faces OverhaulThe board of directors at Madridlocal station Onda Madrid has setup a commission to study a possi-ble overhaul of the ailing station,which has only 21.500 listeners ac-cording to the latest EGM mediasurvey.

The commission is composedof the station's administrativestaff, trade unions and consultan-cy firms. Onda Madrid's budgetfor 1991 is Pta 612 million (app.US$ 6.5 million), but expenses atthe station have increased by207% since 1988.

One proposal being consideredinvolves programming based onFrance's Franco -Info, a 24 -hemnews station. However, OndaMadrid executives say the stationwould need 50 reporters to makethis feasibly.

Meanwhile, 90% of Onda Ma-drid's staff have signed a petitioncalling for the resignation of sta-tion head Gabriel Campo. Theemployees have also requestedtalks with director-general Gon-zalez Snide.

Networked Shows - Are You Being Served?Whether termed 'shared programming: 'sustainingservices' or, as in Germany, 'mantel programming:

networking in its various forms represents a growingtrend in European radio. And the arrival of Americanmulti -format specialists like Satellite Music Network(SMN) and Drake-Chenault, who recently began live,transatlantic broadcasts, proffers still new definitions

and implications. Chris Fuller reports.

Networking - that is, pro-gramming from a singlesource being relayed

simultaneously through a numberof separate stations - is, of course,already established in Europe inthe shape of Italian multi -outletoperations like DimensioneSuono, Radio Denby and KissKiss, or profitable French chan-nels such as USE, Skyrock,Europe 2 and Nostalgie. Undermost of these systems, partici-pating outlets are either owned oraffiliated to the source program-mer, with 'windows' provided forthe insertion of local news andadvertising.

But in the comparably less

developed UK, Scandinavia, Ger-many and Eastern Europe, it re-mains a new and controversialconcept. Syndicators such as

MCM, Unique Broadcasting andRock Over London have madesome headway in piecing togethernational or pan-European stationgroupings for weekly musk showsor one-off life events. But for thevast majority of its output,commercial radio tends towardsself-sufficiency, holding sacred

the principles of individual iden-tity and locally -tailored program-ming.

The US approachSMN, for once, adheres to a dif-ferent philosophy. This Dallas -based company, a division ofCapital Cities/ABC, is the mar-ket -leading networker in the US,sending out live 24 -hour formatsto more than a IMO stations. Thisis a common approach in the US,where groups of up to 200 stationsat a time draw much of their out-put from a single source.

SMN's 10 formats include hardrock and metal ('Z -Rock'), soulmusic/Motown (Mean & Sour),CHR, AC, gold, big band andNAC/new age, with the majorityof client stations taking the full24 -hour programme but insertingtheir own jingles and ads. Pay-ment is on a cash and barter basis,

with national advertising alreadypresent he the signals.

Following a series of live testbroadcasts in the UK and Italy,Bob Kennedy, whose UK -basedmedia consultancy IndependentCommunications Limited (ICL)represents SMN in Europe, is nowseeking 're -broadcaster' partnerstations across the Continent.

Kennedy describes the SMNformats as "English -languageprogramming with an Americanaccent", although the signal canalso be modified to allow forlocal -language presentation. In-dividual outlets may not want totake the full 24 -hour signal, headds, but could rather takesegments and mix them in withtheir own programmes.

"SMN is providing customisedsyndicated radio designed fromthe bottom up for individual sta-tion syndication to re -broadcas-ters:' he says. "It is not the outputof one radio station that is simplybeing made available to others!'

The man benefits in this kindof programming, SMN contends,include high programme quality,low hourly cost, the ability tomaintain complete station identi-ty plus, as Kennedy stresses, "theconsiderable promotional and

marketing benefits of having pro-gramming coming live fromDallas in the US".

Yet, curiously, in common withthe Albuquerque -based DrakeChenault, which has begun

testing four formats in Europe viathe Panamsat satellite, SMNdenies that it is seeking to 'net-work' Europe. Kennedy: "In thiscontext we don't see ourselves asbeing in the business of network-ing. SMN treats each re -broad-casting radio station as though itis the only station being served.

"It is likely that in the UK, forinstance, stations will still want totake a weekly, twice -weekly orperhaps daily show. Some maywant to take one of the formatsovernight. In other countries alonger period of programmingmay be needed. All of the 10 for-mats are designed to be flexibleand customer/user-friendly"

National differencesBut nation -to -nation differencesin musical taste, plus restrictivenational media laws, are likely toprove problematic in the applica-tion of such pan-European ser-vices. In the view of Tim Black -more, programme director at

market -leading UK syndicatorUnique Broadcasting, the mason24 -hour specialised formats workin the US is because it is, in short,one nation.

Blackmore: "The moment youaim to create a service that is tofeed several countries, all ofwhom have different languages,cultures and attitudes to music,then you are looking at a com-pletely different market than thatwhich mists in the US. In mydiscussions with Americans whohave talked about these services, Idon't believe they are yet seeingEurope in the same way as thoseof us that live here'

In the UK, Unique regularly in-itiates 30-40 station commercialradio `networks' for its range ofweekly music -based shows, whileone-off events such as the FIAT -sponsored world cup reports, live

from Italy, draw in up to 50outlets. The company makes nosecret of the fact that it wishes tobecome established on the Conti-nent, although, says Blackmore,its "entirely different" approachwill not involve the establishmentof pan-European networks.

"Unique is first and foremost aprogramme production company.We would be extremely narrow-minded not to look at the role wecould play across different ter-

ritorial boundaries, but I don'tthink we could ever be so arrogantas to come up with one pro-gramme or one format and expectit to be taken by every country"

Rather, Blackmore sees the

future of part -European radio in"the sharing of programmeresources, knowhow and ideas...I could see, for example, Uniquewishing to license a programmeidea or format to other countries.But the execution of such an ideacould only be for separate pro-ducers in each territory!'

Countrywide programmingThe most successful weekly net-worked show in the UK is the'Network Chart Show', producedby London's Capital Radio on thecommission of commercial radiobody, the AIRC, and taken by 47stations with a collective weeklyaudience of some six million.Now into its seventh year withoriginal presenter (David Jensen)and original sponsor (Nescafe)still in place, the show is also syn-dicated to stations in Holland,Italy, Scandinavia, the MiddleEast, Asia and South America.

According to Jensen, the show'ssuccess underlines the potential ofUK networking, though "a fineline" must be negotiated increating a programme with uni-versal appeal: "There will alwaysbe a reluctance among some sta-tions to take programmes fromothers, in that they want to keepsolid their own sound andcharacter. But if it's done with thekind of consideration we put intothe `Network Chart Show' and if,through sponsorship, it's going tobring money directly into thosestations on the network... it willbe very difficult to rum down. Asa radioholic, it never actuallybothers me where a programme iscorning from so long as it's enter-taining!'

In its current form, The `Net-work Chart Show' allows for IDsto be inserted by individual sta-tions plus, during the first hour,local ad breaks. There are noreferences to the fact that it is be-ing broadcast from London, northat it's a national show. Jensen:"It's done in such a way that wecould be broadcasting from Wrex-ham or Inverness or Manchesterwhen in fact were broadcastingfrom the Easton Road!'

Other, unexpected inconsisten-cies have been ironed out overtime Jensen: "When we started,we used the sound of a bullet, inthe Billboard vemacular, for anew chart record. Then we had acomplaint from Belfast that thesound of a bullet was notsomething they wished to hear onthe radio... so the bullet effectshad to go!'

German developmentsIn Germany, Bavarian statewideprivate Antenne Bayern was in-strumental in setting up the firstcommercial network of anysignificance, for June's all-starKnebworth concert, relayed acrossBavaria, Hamburg (Radio Ham-burg), Lower Saxony (flu) andHessen (FFII).

Antenna's programme con-troller, Mike Ham, believes momnetworking is inevitable but willtake from three to five years tobecome a regular furor= "There'san unwillingness to take risks herein the minds of some programmedirectors, to step outside thebounds of a format into newforms of programming, and thismust be overcome Up until a fewyears ago format radio did notexist here, but now it exists soseverely that often we can't lookbeyond it.

PROGRAMMING

"Second, there must be closerco-operation on sales betweenprivate stations - we are workingtowards a national sales network -plus promotional and marketingaspects. At the moment there is a

reluctance to co-operate on thepart of many stations because ofaudience overlap and the fact theyconsider themselves competitors!'

The recently -formed privateradio lobby group. ALPHA, con-sisting of nine of West Germany'slargest commercials, sees the crea-tion of further networks as apriority, vital to providingstronger competition to the publicARD channels. Haas views thepossible disadvantage of network-ing - loss of local identity, job cutshastened by the need for less

production staff, union oppo-sition - as "unlikely to happenhere and far outweighed by theadvantages".

Aside from 'live' events,

ALPHA -is also investigating thepossibility of a shared overnightservice. Haas: "There are severalideas in development. The goalwould be to arrive at a nationalaudience figure for nights thatcould be compared to the ARD.That has never been done beforeand is a very attractive proposi-tion"

But Haas perceives only a

limited market for foreign or Ger-man -based networking companies:"Live satellite format feeding willnot, I believe, make any kind ofin -roads at the top 50 stationshem But at lower levels, it is hap-pening; it's already on air fromthe likes of German -based ope-rators like RTL and Star*Sat.For some broke station down inthe Italian alps, it may be a greathelp to get free programming, butat the luxury end of the market it

is not something I need worryabout. Besides, I need to usenight -times to train my broad-casters of tomorrow.'

Even for ALPHA's plans tosucceed, there are further,technical problems to solve. Theprivate stations do not have thelandline links that the ARDoutlets enjoy, the costs of satellitetime in Germany are high and theonly other means of joining, by`piggy -backing' on each other'ssignals, is inefficient. Also, moreominously, there mists the poten-tial threat of intervention by thestate media councils.

Legal restrictionsHaas: "If we keep setting up net-works for long enough I'm surethe politicians, the media control-lers, will try and find some way ofsaying "this is not what yourbroadcast charter was about".One should take into considera-tion there is no national medialaw, and because there is not, thepotential for abuse is there'

Other European territories suchas Belgium have already expe-rienced an authoritarian clamp-down on networking. Under new

introduced last month(October) by the Flemish regionalgovernment, and specifically aim-ed at the prevention of nationalradio networks, stations are

restricted to drawing advertisingrevenues from within an eightkilometre broadcast radius, areforbidden from sharing the samename or jingles, and must pro-duce at least 80% of their ownprogramming.

Belgium's private operatorshave slammed the legislation,claiming it is designed to streng-then government influence overradio and allow pro -state stationsonto the market. They have pledg-ed to fight the new measures butestimate that up to 150 stationsmay be forced to dose because ofincreased costs and reducedincome

In Denmark, too, networking isofficially illegal, though this hasnot prevented Copenhagen pri-vate Radio Uptown from esta-blishing a 24 -station network forthe 'Coca-Cola Eurochart' in col-laboration with London -baseddistributor MCM. "The law isbasically bal.,' says Uptown headof music and Eurochart host NielsPedersen, "so we took it uponourselves to challenge if'

The most widely -networkedchart show across Europe, theEurochart is now heard in somesix countries on over 120 outlets.Developed by MCM in co-opera-tion with a series of co -producersand agents in the various terri-tories. Uptown has made furtherme of the Danish network byoffer* its own syndicated showsto the Eurochart stations.

Pedersen: "Networking can

only increase here as the laws relaxand stations become more awareof the benefits of taking a big -production show such as theEurochart. American shows suchas ABC's 'American Top 40' arealso present but can only ever ex-pect limited success because of thelanguage difficulties!'

On a Europe -wide scale, thegrowing number of radio outletswill see increasingly fierce com-petition for both audience andadvertisers. Intros type of climate,the smaller stations will always beat risk. And for them the possiblecash rewards and high productionvalues offered by networked pro-gramming may be hard to resist.

According to ICUs Bob Ken-nedy, such increased competition"will see radio become more liketelevision and have to find its pro-gramming from the best sourcesavailable. And like television,radio stations will have to buy insome of their programming fromindependents like SMN and otherstations that have developed par-ticular talents and specialist ex-pertise Format stations offeringbetter programming than theircompetitors and at a cost thatreflects the most difficult eco-nomic times will be the most sue-cmsful in the 1990s:'

now have a full-scalevideo operation, as do

many of the smaller ones.As Paul Andrews reports,

that development hasmarked a new maturity

which is gripping themarket at all levels.

now the fourth format for carry -mg music!' This acknowledge-ment by the record companiesthat video has given up its fannerrole, as a mere adjunct to the mainbusiness of selling records hasallowed it to take centre stage."That has only happened in1990',' she affirms. "It has been agood year for consolidation!'

At PME the video arm of EMI'marketing manager GordonMcKenzie agrees. But in welcom-ing the recognition of video as anequal player, he also notes that thetransformation has changed thenature of the business.

designed to grip the imaginationsof distributors and consumersalike, in the knowledge that onlys

the briefest of opportunities existsto snatch shelf -space and salesbefore the next hit grabs their at-tention.

And with it have shifted thestreet -level economics. "We're do-ing a lot mom in terms of budgetpricing nowadays:' says McKen-zie. "Once we're through the peakwe have to take things down tof 5.99 retail [standard shelf priceis usually around f. 9.99]. Thatcan change the way we look at ourreleasing policy)

lust as music video has come toresemble the competitiveness ofthe record business, so the 'fourthformat' this year more than everhas looked to its audio counter-parts, and they to it, for mutualsupport.

Geoff Kempin is MD of CastleMusic Pictures (CMP), anotherof this year's newcomers. "There'snow a greater understanding thatthe timing of new releases is verycritical:' he explains. "Where atall possible it's important to linkin with activity on audio for-mats!'

As a result of this kind of in-terest on all fronts, CMP's veryfirst release, Luciano Pavarotti -The Event leapt to the upperreaches of the video chart. An-other multimedia phenomenaKnebworth, followed it in a three'volume assault.

Castle's ability to score suchimportant early hits might seemall the more remarkable given thatthe firm had no direct involve-ment with the parallel audioreleases. For Kempin, however,this testifies to the strength of thenew relationship between audioand video.

In the past, there has beenresentment from record com-panies when a different firm getsthe video rights to something. Butwe have had very effective co-operation with Polydor overKnebworth, and with others onother releases. It's encouragingthat there's no longer a stand-offwhen that kind of situation arises,but an understanding that it'smutually beneficial to producers'retailers and consumers that wework together':

The most effective way to over-come that problem, he says, is forthe video arm itself to back alongform production. PMI is do-ing that with its latest RobertPalmer programme, now in postproduction and due for release inMarch.

"It's called Don't Explain,"remarks McKenzie, "which is thetide of the current album. Itreflects the LP but isn't exactlythe same We've gone ahead andfunded it to get a 60 -minutespecial, and then we can takesome of the clips from that to useas promos!'

Island's Sartore faces the samechallenge "Even if you can'trelease a video at the same time asan album, there's a concentratedeffort to time it as something elseis happening for the artist inanother area of their own cam-paign we're releasing our nextAnthrax video as they're touringEurope supporting Iron Maiden.This should bring them to the at-tention of half -a -million people!'

With this ever-increasing supp-ly of product, the retail side of theindustry has continued to growthis year. The UK, however, stillleads continental Europe in VCRpenetration, and consequently thesize of its software market and thenumber of outlets available.

There in particular, 1990 hasbeen encouraging for the furtherpenetration of sell -through pro-duct. (which includes virtually allMUSIC video, of course), intomarkets that have hitherto beenhard to crack.

"Rental stores are finally star-ting to introduce sell -through vi-deo, including music. Also recordstairs have become more likely tobe informed about video, and tostock it. At last we are getting fulldistribution coverage, but I stillbelieve there's a fair way to go."

.The UK sell -through market isstilt, however, dominated by theWoolworth department store andWEE Smith newsagent -bookstorechains. . Most of the majors tie intheir marketing closely with them,forinstance using joint TV andpotter campaigns. As McKenzienotes, "They take video moreseriously now that all the majorplayers are in there

some reservations about theireffectiveness. "The volume ofbusiness one does through them ishuge, so they are very important.But they are defmitely too conser-vative, they should be moreadventurous!'

She claims the need to guaran-tee a fast turnover to the chainscm conflict with Island's ownphilosophy. "We like to give spaceto certain artists outside the chartpop market, that we know don'thave a big fan base but have awell -targeted audience and pro-duce a sophisticated kind ofvideo!' As examples she cityMarianne Faithfull this year, anda forthcoming Courtney Pinerelease

"As the market itself gets moresophisticated, we have to learn totarget the right people mom. Inthat respect, we should be treatingvideos more like records or books,especially became with a reces-sion going on, while I don't thinkpeople will stop buying the soft-ware they may well become moreselective'

That recession looms ever moremenacingly over the UK videomarket, as it does the rest of theeconomy - although all the playersbelieve they will weather it. "Lux-ury goods tend to be hit mostheavily:' points out Workman,"but entertainment usually holdsits own. If you look at Brazil, forexample, where they have massiveinflation, there is also a thrivingrecord industry"

One failure has cast a shadowover Britain's video industry thisyear, however. In July, the giantParkfield group (which hadearlier reported interim profits of£13.86 million, up 103%) collaps-ed. The failure was generallyblamed on the performance of itsvideo sell -through operation,following a gross overestimate ofthe size of the market and stockproblems.

PMI's McKenzie firmly as-

cribes the Parkfield breakdown to"poor management", but admitsthat the growth of the UK marketis unlikely to continue at its cur-rent pace (Sell -through in allgenres is expected to gross about£ 360 million this year, up from£ 300 million in 1989).

"Certainly the UK is goingto slow down:' says McKenzie,"I think we're talking 10-15%growth next year. It's still a veryhealthy business - there aren'tmany industries that can still growat that rate.

"But these are things wedalready planned for before therecession started to bite We'relooking to continental Europe forgrowth, because they don't havethat recession. That's where thereal boost is going to come from:'

PMI has already upped its

commitment on the Continent.Last March, video distribution ineach European country cameback under the wing of nationalEMI affiliates, having beenseparately licensed for the pre-vious three years. A distributioncentre has also been established inCologne, a manufacturing base inHolland.

Sartore, Kempirt and Workmanall echo the belief that thebrightest prospects for the im-mediate future lie outside the UK."We find the market there, withsome exceptions like France, is

still pretty young;' points out Su -tom "We first aim to consolidatedistribution there, then there is alot of scope for developing themarket.

"This year has already beenpromising;' adds Workman."The Italian, French, German,Spanish and Danish markets haveall done very well, and I am alsoheartened by all the other terri-tories. I've been in music video sixyears, and this is the most en-couraging yet.

"There are still a couple ofyears to go, though, to build themarket up to its potential. Scan-dinavia in particular is going totake quite a lot of work, hopefullyfrom all the labels working colic.lively!"

BMG has also been con-solidating its operational base

throughout the region, with videolabels now established by all its af-filiates. Workman says it is up tothe software companies to showthis kind of resolution to stimu-late the market.

"Europe is underdeveloped

because they have not taken itseriously enough. It's not that itstreatment has been second class,but that we were deflected from itspotential. Results in the UK havejust been so overwhelmingly posi-tive that most of the energy hasgone into the UK market.

"Most labels have simply setthemselves up here and not reallythought about Europe. It's onlynow that the video market hasstabilised here, this is the firstyear, and actually allowed us toconcentrate on developing the restof this area!'
