The f i r s t of a s e r j e s of NRC internatiollal SLC's w i l l rlni beheen Sunday,

~ ~

December 8, and Monday, December 23, 1968. .The new contest is quite sirnil jar t o the SLC of l a s t Spring; no ver i f icat ions are required - jus t l i s t e n and log. The contest

is dosigned t o permit a me~ber t o covlpete and pe-hags score well even if he's r e s t r i c t ed t o a car or t r ans i s to r radig. Each entrant w i l l f ind out how well h i s rxiiiipmnril. perfonus in cumparison with t h a t . of other members and a good DXler with simpl-e equipmentcan e a s i l y outscore a careless l i s t ene r with a whole room f i l l e d with eleborate equipment. The rules go as follo~ss.

1. Contest Blocks. IDXD w i l l specify a t o t a l of 16 Contest Blocks in advance of the cantest period (12/6 th ru 12/23). Each Block w i l l occur on a spec i f ic date, w i l l l a s t one hour, and w i l l cover a 10 kc/s segment of the band. For example Block #1 w i l l occur on Sunday morning, December 8th, and w i l l cover the range 775-785 kc/s inclusive. Only s ta t ions loeeed during t h a t period of time, on &&, and t ha t - rmge w i l l coi'nt f o r t h a t Block. - 2. Contest Lopginas. To en te r a logged s ta t ion in the contest, the entrant must submit detai led program information covering a period of a t l e a s t 5 min-~tes. A posi t ive I D need not have been heard during t h i s time, but there w i l l be no t e n t a t i x loggings - an ident i f icat ion must be supplied f o r each s e t of program de ta i l s . In the event O f a mistake by the DX'er in ident i f icat ion the item w i l l be m; error s Can r e su l t in serious ~ q a i or even disaual i f icat ion from the contest. The only exception t o the 5 mi-lute requirement w i l l be in the event t h a t a s ta t ion signs off during the first f ive uinutes of the block or signs cm during the l a s t f i ve minutes of the Block.

3. Loeaing Str ikes . A s the judges compare the de t a i l s from various en t ry forms, "odd loggings" w i l l be challen_p& - the entrant w i l l be informed t h a t the judges intend t o strike t h o itm; the DXler may tken supply addi.tional evidence of the logging such as tape recordings and prevent the item from iJeing struck. Ia t,he event t h a t the judgss agree t h a t an item should be struck, a l l c red i t w i l l be l o s t f o r the item and a penalty of 25 points w i l l be deducted fron. the f i n a l contest score. Three s t r i kes w i l l d isqual i fy the DX'er from the contest. Therefore while a posit ive I D is not necessary t o log a s ta t ion, casual guessing w i l l r e su l t in possibly crippling penalt ies or even disqualif ication. Careful DX'ers w i l l definitel:, do best i n t h i s contest. In a contest of t h i s type, the f i n a l burden of proof of logging must r e s t with the IJXLer; any DXIer entering t h i s cantest agrees t o abide by the f i n a l deoi.sion of the judges. Incorrect I D I S w i l l produce s t r ikes .

f+. Lominp D i 0 0 ~ ~ 1 i f i c a t i o n ~ . Loggings outside the defined Blocks, e.g., on the wrong date, w i l l be automatically disqualif ied - no c red i t but no s t r i k e penalty.

5. Sc.o,r-+z. Distance *:ill be the primary fac tor in scoring t h i s contest. Each 500 miles or f ract ion thereof w i l l count ~5 ,p-oiz-t toward the score f o r tha t logging. A low banus w i l l be awarded fo r staiioils with a power of 5 & or less ; t h i s bonus -- %,:ill double the distance points f o r t h a t logzing. A par t icv la r s ta t ion can be logged only once during a Block, The judges w i l l determine the Cistcace fo r each logging, on the compo-tar in the case of very close distances. The lo# power bonus w i l l be awarded on the basis of t'ne best information available; common wave channels w i l l comt as tho sum of the powers of l i s t e d s ta t ions .

6. Block S c o ~ . The .score f o r a par t icu la r Block w i l l be the sum of the distance poi-uding b ~ i u s e s ) f o r the valid loggings in the Block.

7. Total Scors. After the judges have performed s t r i kes and d i s a ~ a l i f i c n ~ i n n n ns ~L ~ --

warrented, the t o t a l score w i l l be the sum of the 10 highest individual&~&. S t r ike penal t ies w i l l be deducted from t h i s t o t a l t o produce the f i n a l score. Thus entrants need not l i s t e n t o a l l 16 Blocks but the more blocks worked the hirrher t.hn

--- ----- ---- f i n a l score is l i ke ly t o be. A top DXter, logging good catches without error, might accumulate a winning score a f t e r l i s ten ing t o only 7 or 8 of the Blocks.

8. Questionable Freauencies. Bad d r i f t e r s such as LVCPS on 9958 are a problem. The judges w i l l consider each case separately but w i l l be lenient with s ta t ions such as t h i s wandering Haitian - i t ' d count f o r blocks on both sides of 995 (assuming both of those Blocks were prespecified f o r the contest) . Consult recent I D X D 1 s fo r most recent frequency determinations; a t worst a s ta t ion judged t o be outside the Block would be disqualified and not struck.

9. El igible Stations. No U.S. or Canadian s ta t ions w i l l be e l ig ib l e f o r t h i s contest, Hawaii and Alaska excepted. In addition the home country of a foreign entrant w i l l a lso be inel igible , e.g., Mexican loggings would not count f o r a DX'er i n Mexico.

10. El ig ib i l i ty . Because of the basic philosophy of t h i s contest - simultaneous l i s ten ing - participation w i l l be l imited t o A%C members l iv ing in the PST, MST, CST, EST, and AST time zones.

11. M u l t i ~ l e Receivers. While the use of several receivers simultaneously t o "keep track1' of the s ta t ions in a Block is encouraged, two d i f fe ren t s tn s cannot be logged f o r the contest a t the same time. If two s tns are jumbled together, the DX'er must first log 5 minutes of d e t a i l on one before moving on t o the next one. Thus up t o 12 s ta t ions might be logged in one Block with 5 minutes of d e t a i l on each, t o do so without a s t r ike would be almost impossible however!

12. Fees and Prizes. There w i l l be no entry fees f o r t h i s contest; the winner w i l l receive a f ree copy of the brand new 1969 World Radio Handbook. A f i n a l tabulation of who heard what when w i l l be run in DX News l ike l a s t Spring.

13. -5%. A judging committee consisting of Ben Dangerfield, Bob Fmcworth, Gordon Nelson, and Pandy Seaver w i l l judge t h i s contest.

14. How t o W i n . T h i s contest involves a cer ta in amount of simple strategy: l i s t e n t o a l l 16 Blocks i f possible; study IDXD t o learn what's being heard; l i s t e n befor. and a f t e r a Block i f necessary t o n a i l down I D ' S on s ta t ions noted during the Block. Make tapes and keep notes t o guar2 against possible challenges. BE VERY CAFXFUL ABOUT 1DE;NTIFICATIONS - one careless "guessll can wipe out a l o t of points! Remember - there 's a very ~ o o d chance tha t other members w i l l be l o g ~ i n a and tapinn -- the same s ta t ions you are l i s ten ing to during each Block. Be careful! -- 15.
