Members present: Ron Graettinger, Chair; Craig Merrill, Roger Faulstick, Linus Solberg, Keith Wirtz. Present: Peter Hart, County Attorney. Unless otherwise indicated, all of the motions offered at this meeting were carried with the following vote: Ayes: Wirtz, Faulstick, Solberg, Mer- rill, Graettinger. Nays: None. Ab- stentions: None. Motion by Merrill, seconded by Sol- berg to approve the agenda for Octo- ber 23rd, 2018. Motion Carried. Motion by Solberg, seconded by Wirtz to approve the minutes for Octo- ber 9th, 2018. Ronald Graettinger, Chairman Carmen Moser, County Auditor published October 31, 2018 Mackenzie Berkland, from Ruthven and a senior at Emmetsburg High School, competed in the largest youth horse judging contest in the na- tion; the All American Quarter Horse Congress in Columbus, Ohio on October 17th. She along with 3 other girls from Iowa represented the Iowa Quarter Horse Association. Berkland ended up 6th highest individual overall out of the 88 youth from across the nation in her division. This contest requires contestants to place in correct order 4 horses in each of 12 different classes including 3 halter classes, trail, western riding, ranch riding, western horsemanship, western plea- sure, hunter under saddle, hunt seat equitation, hunter hack (jump- ing), and reining. Each class has its own set of criteria with different penalties and credits. Youth then defend their choices on 4 classes by giving oral reasons. Reasons are evaluated based on accuracy, relevan- cy, terminology, organization, and presentation. Judging experiences contribute to the development of critical and logical thinking skills, self-confidence, communication and presentation skills. nd many career opportunities in all phases of the horse industry. Some of the specific jobs available to equine students are stewards, rid- ing instructors, trainers, horse show judges and show personnel. Mackenzie is excited to attend Black Hawk College, “I choose Black Hawk East because they have one of the most successful horse judging teams in the country. They have a good facility and have a very experienced coach. I also like that they have a riding team so that I can both ride and judge. In addition, they have a long history of tra nsferring students from their school to West Texas A&M.” So how does this commitment fit into her career plans? Mackenzie says “This commitment fits my ca- reer plans because Black Hawk East has a great reputation and many con- nections in the equine industry, while also having an Ag transfer program. I plan to transfer to West Texas A&M after I graduate at Black Hawk East for degrees in Animal Science and Equine Industry and Business. West Texas A&M also has a great Horse Judging Team and I hope to judge for them too. In the long run, I do hope to get a breed show judges card and supplement my income by judging horse shows.” Mackenzie says “Once I have completed my degrees, I plan to come back to Iowa and pursue a ca- reer in agriculture and help out on my family’s farm. I am interested in nutrition, but I am not sure exactly what I want to do. I think once I get more experience with different things in college I will be better able to decide what I want to do.” Mackenzie says it has taken a village to get where she is today. From her love of horses as a very young child, encouragement by her Ruthven/Ayrshire 2nd grade teacher Mrs. Pitt, to 4-H and her family. “My parents have been awesome for getting me horses and allowing me to travel all over. But others have helped through the years as well.” “Jessica Haukoos has taught me all of the foundatio nal skills of rid- ing horses. Justin Britton Perfor- mance horses have given me the op- portunity to work with and develop a keen sense of quality of movement in horses. Ronia Klootwyk, our 4-H Club leader always encouraged get- ting out and practicing if only for 5 minutes. John Pipkin, James Lat- timer, Aaron Callahan, Lisa Onstot, Paul Rogers and Sarah Schobert were all coaches that have offered camps or provided me feedback that has helped me to improve my judg- ing.” Mackenzie went on to say there are numerous 4-H and other vol- unteers that make the horse shows and judging contests happen. And numerous teammates and competi- tors that whether they know it or not, motivate her to push herself because “I know they are all working just as hard as I am! CourthouseEmmetsburg, IowaOctober 23rd, 2018, 8:00 a.m. The Palo Alto County Board of

Supervisors met in regular session. Members present: Ron Graettinger, Chair; Craig Merrill, Roger Faulstick, Linus Solberg, Keith Wirtz. Present: Peter Hart, County Attorney.

Unless otherwise indicated, all of the motions offered at this meeting were carried with the following vote: Ayes: Wirtz, Faulstick, Solberg, Mer-rill, Graettinger. Nays: None. Ab-stentions: None.

Motion by Merrill, seconded by Sol-berg to approve the agenda for Octo-ber 23rd, 2018. Motion Carried.

Motion by Solberg, seconded by Wirtz to approve the minutes for Octo-ber 9th, 2018. Motion Carried.

Motion by Wirtz, seconded by Merrill to approve the Sheriff’s quarterly report end September 30th, 2018. Motion Carried.

Motion by Faulstick, seconded by Merrill to approve hiring Jane Went-zel as part time employee in the Re-corder’s Office effective October 15th, 2018, at $12 per hour. Motion Carried.

Robin Jamison, County Treasurer, met with the Board to discuss apply-ing for a grant to replace the windows in the courthouse. The county will ad-vertise and take bids for the grant ap-plication.

No one was present for public com-ment.

Walter Davis-Oeth, County Engi-neer, met with the Board. Walter pre-sented utility permits for approval and updated the Board on road projects.

Motion by Wirtz, seconded by Faul-stick to approve a utility permit applica-tion for West Bend Municipal Utilities in Section 23 & 26 of Fern Valley Town-ship. Motion Carried.

Motion by Solberg, seconded by Merrill to approve a utility permit appli-cation for Iowa Lakes Regional Water in Section 5, Highland Township. Mo-tion Carried.

Committee Reports: Roger Faul-stick—RIDES; Craig Merrill—North-west Iowa Care Connections.

The Board tabled discussion of the Resolution to accept Plymouth County into the Northwest Iowa Care Connec-tion Region.

Kyle Ament, Watershed Basin Co-ordinator with Iowa DNR, met with the Board to discuss watershed planning for Lost Island and Five Island Lake. Present: Mary Barrick, County Con-servation; Mike Hawkins, Iowa DNR; Sharon Chism. Kyle updated the Board on discussions for watershed planning for Lost Island & Five Island Lake. Kyle requested that a supervi-sor serve on a committee in the future.

Joe Neary, Environmental Health, met with the Board to present final pay-ment for a watershed septic grant for Ted & Vicki Ellis.

Motion by Solberg, seconded by Faulstick to approve final payment of $5,000 to Ted & Vicki Ellis for the com-pletion of a watershed septic grant. Motion Carried.

Motion by Wirtz, seconded by Mer-rill to recognize a drainage petition filed on Drainage District No. 47 and appoint Rick Hopper, Engineer, to in-vestigate and prepare a report. Motion Carried.

Motion by Merrill, seconded by Sol-berg to cancel the Board meeting for November 6th, 2018, for the general election and to set the canvass of elec-tion for November 13th, 2018. Motion Carried.

Motion by Solberg, seconded by Merrill to approve a claim to Hometown Electric for $313 and to River Valley Telecommunication Coop for $320.99 for expenses at the Memorial Wall. Motion Carried.

Mackenzie Berkland, from Ruthven and a senior at Emmetsburg High School, competed in the largest youth horse judging contest in the na-tion; the All American Quarter Horse Congress in Columbus, Ohio on October 17th. She along with 3 other girls from Iowa represented the Iowa Quarter Horse Association. Berkland ended up 6th highest individual overall out of the 88 youth from across the nation in her division. This contest requires contestants to place in correct order 4 horses in each of 12 different classes including 3 halter classes, trail, western riding, ranch riding, western horsemanship, western plea-sure, hunter under saddle, hunt seat equitation, hunter hack (jump-ing), and reining. Each class has its own set of criteria with different penalties and credits. Youth then defend their choices on 4 classes by giving oral reasons. Reasons are evaluated based on accuracy, relevan-cy, terminology, organization, and presentation. Judging experiences contribute to the development of critical and logical thinking skills,

self-confidence, communication and presentation skills.

find many career opportunities in all phases of the horse industry. Some of the specific jobs available to equine students are stewards, rid-ing instructors, trainers, horse show judges and show personnel.

Mackenzie is excited to attend Black Hawk College, “I choose Black Hawk East because they have one of the most successful horse judging teams in the country. They have a good facility and have a very experienced coach. I also like that they have a riding team so that I can both ride and judge. In addition, they have a long history of transferring students from their school to West Texas A&M.”

So how does this commitment fit into her career plans? Mackenzie says “This commitment fits my ca-reer plans because Black Hawk East has a great reputation and many con-nections in the equine industry, while also having an Ag transfer program. I plan to transfer to West Texas A&M after I graduate at Black Hawk East for degrees in Animal Science and Equine Industry and Business. West Texas A&M also has a great Horse Judging Team and I hope to judge for

them too. In the long run, I do hope to get a breed show judges card and supplement my income by judging horse shows.”

Mackenzie says “Once I have completed my degrees, I plan to come back to Iowa and pursue a ca-reer in agriculture and help out on my family’s farm. I am interested in nutrition, but I am not sure exactly what I want to do. I think once I get more experience with different things in college I will be better able to decide what I want to do.”

Mackenzie says it has taken a village to get where she is today. From her love of horses as a very young child, encouragement by her Ruthven/Ayrshire 2nd grade teacher Mrs. Pitt, to 4-H and her family. “My parents have been awesome for getting me horses and allowing me to travel all over. But others have helped through the years as well.”

“Jessica Haukoos has taught me all of the foundational skills of rid-ing horses. Justin Britton Perfor-mance horses have given me the op-portunity to work with and develop a keen sense of quality of movement in horses. Ronia Klootwyk, our 4-H Club leader always encouraged get-ting out and practicing if only for 5 minutes. John Pipkin, James Lat-timer, Aaron Callahan, Lisa Onstot, Paul Rogers and Sarah Schobert were all coaches that have offered camps or provided me feedback that has helped me to improve my judg-ing.”

Mackenzie went on to say there are numerous 4-H and other vol-unteers that make the horse shows and judging contests happen. And numerous teammates and competi-tors that whether they know it or not, motivate her to push herself because “I know they are all working just as hard as I am! As you can see, it has taken a village!” Congratulations Mackenzie, and best of luck on your adventures com-ing.
