POPULATION IS DECREASING AND AGEING
- January 1st, 2015, resident population– 19.86 mil persons, with 85,900 less than January 1st ,2014- Population aged lower than 14 years old decreased and the number of those over 65 years old increased- Almost 110 older people/ 100 young and
children.- Share of older people in total population increased from 16,5% in 2014 to 17,0% in 2015

ACTIVE MEASURES
Stimulating Employment of Older Persons
The employers who hire with an open-ended contract
unemployed aged over 45 or unemployed who are single parents:
receive monthly, for 12 months, an amount equal to 1
reference social indicator for unemployment insurance for
each such person
have the obligation to keep the respective persons active for
at least 18 months
The employers who hire unemployed who meet the conditions for
retirement within 5 years from the date of employment:
receive monthly, over the entire period of employment, an
amount equal to the value of the reference social indicator
for unemployment insurance, for each such person

RESULTS AFTER FIRST 9 MONTHS OF 2015
- 777,106 persons covered by active measures
- 252,904 over 45 and 98,114 over 55
- 279.504 persons employed (36 %)
- 86,073 over 45 and 23,750 over 55
- Employed by wage subsidies for older workers -
10,513 persons
- Employed by allowances granted before the
expiration of unemployment benefit - 6.114
persons over 45 and 1,559 over 55

NATIONAL STRATEGY FOR PROMOTING ACTIVE AGEING AND PROTECTION OF ELDERLY 2015 – 2020
- Worked-out by the Ministry of Labour and World Bank experts- Overall objective: improve quality of life for elderly - For a society where older people are encouraged and supported to live a healthy, productive, participative and independent life
3 main OBJECTIVES:• To prolong their active life,• To promote their social participation in dignity,• To reach a higher level of independence and safety

• Co-funded by ESF, Priority Axis no 4 – Modernizing the
Public Employment Service, SOP HRD 2007-2013
• Implemented by NAE as beneficiary, from May 2014 to
November 2015
• Budget : 13,098 mil lei (some 2,9 mil Euro)
Overall objective – to increase the awareness of PES clients
(persons aged over 55 and employers) on the importance of
active ageing and to provide specific information tools
needed by PES
- Social research among employers and unemployed over 55 years
old: in order to identify the social and cultural reasons leading to
difficulties for the integration on the labour market of the target
group and the types of employer behaviour when recruiting staff
- The results of this research – used for the strategies of the
communication campaign: online, PR, events and publicity.

Communication campaign to promote active ageing concept
Unemployed over 55 years old face problems in identifying and
taking-up employments due to:
Employers attitude who do not trust enough their capacity and
skills required by the available jobs
Low interest of unemployed over 55 to actively look for a job,
many being already discouraged
No pro-active mentality on the need to prolong active life
Not enough social and economic support for this category
More than 40% of active old population in Romania (55-65 years
old) do not have a job
The campaign is aimed at changing the widespread perception of
low employability of older persons, proving that they can be
valuable candidates for job interviews.

ACTIONS IMPLEMENTED AT NATIONAL LEVEL
4 radio spots on and 4 videos on TV containing messages with impact
on the general public and target groups - estimated coverage for 1,5
million persons
A short video presenting success stories of persons over 55, given
together with a daily national newspaper - 10.000 copies
advertising in written press, daily national newspapers
10 brochures on “HOW TO” (How to prepare a good CV, How to
prepare a letter of intention) 2,5 million copies
Online banners on recruitment websites
Promotion campaign of active ageing concept on blogs, 8 bloggers
posting 72 articles on this subject
Social, economic and cultural events with impact on employers and
older persons
8 workshops for PES employees
