The National Social Assistance Programme(NSAP) was included in the Central Budgetfor 1995-96. The details of the Programmehave been worked out by a Committee under
the Chairmanship of Secretary (RuralDevelopment) in consultation with therepresentatives of State Governments. ThePrime Minister, in his broadcast to the Nation
on 28th July,1995, has announced that theProgramme will come into effect from 15thAugust, 1995.
This Guideline sets out the features of theNSAP, procedures for its implementation, the

The NSAP will include, for the time being,three benefits as its components, viz.,
1. National Old Age Pension Scheme(NOAPS)
2. National Family Benefit Scheme (NFBS)
3. National Maternity Benefit Scheme(NMBS).
More such schemes may be added in future.4. The Programme came into effect on 15thAugust, 1995.

6. The NSAP provides opportunities for linkingthe social assistance package to schemes forpoverty alleviation and the provision of basicneeds. Specifically, old age pensions can be
linked to medical care and other benefits forthe old and the poor. Integrated RuralDevelopment Programme (IRDP)/ Nehru Rozgar
Yojana (NRY) assistance may be provided in
addition to family benefits for the families ofpoor hoseholds on the loss of breadwinner.Maternity assistance can be linked to maternaland child care and provision of better diet to
pregnant mothers.

The NSAP shall be implemented by thePanchayats and Municipalities in the deliveryof social assistance so as to make itresponsive and cost-effective. In the process,
the Panchayats and the Municipalities will bestrengthened and it may be possible forthem to mobilize local resources forsupplementing benefits from the
Government. Panchayats and Municipalitieswill be encouraged to involve voluntaryagencies to the extent possible in takingthese benefits to the poor households for

The scales of benefit under the NSAP wouldbe as below:
National Old Age Pension Scheme (NOAPS):Rs.75/- per month per beneficiary.
National Family Benefit Scheme (NFBS):Rs.10,000/- in case of death of the primarybreadwinner to the bereaved household
National Maternity Benefit Scheme (NMBS):Rs.500/- per pregnancy up to the first twolive births.
Any scheme of social security operated in
the State/UT with the Central funds providedfor the National Social Assistance

The State/UT Governments will:Ensure wide and continuous publicity to
the benefits under the NSAP and the
procedures for claiming them throughposters, brochures, media and othermeans. They shall ensure thatapplication forms are widely available in
local languages. Procedure forverification of applications should beprompt and simple. Sanctions should beexpeditious. Delays and malpractices
should be eliminated in disbursement.

The State Level Committee will be headed bythe Chief Secretary and will include (a)concerned Secretaries such as Finance, RuralDevelopment, Municipal Affairs, Health and
Welfare; (b) a nominee of the Union Ministryof Rural Development; and (c) a nominee ofthe Ministry of Urban Development; and (d)independent experts and representatives of
NGOs.This Committee will be responsible for
monitoring and evaluation of the Programmeand matters concerned therewith and toreport to the Government of India.

The District Collector/Sanctioning Authority,in turn, will be responsible for arranging thepayment of the benefit to the beneficiaries.Disbursement of this benefit to individual
beneficiaries may take place preferably inthe gram sabhas / neighbourhoodcommittees as the case may be.
15. The Panchayats/Municipalities will beresponsible for implementing the schemes intheir respective areas of operation and for:
Disseminating information about the NSAPand the procedures for obtaining benefitsunder it. In this task, they should encourage

All benefit payments should preferably bepayable to the bank account of thebeneficiary in the Post office Savings Bank orin a commercial bank or through Postal
Money Order. However, in the case of NOAPand NMBS cash disbursement may bepermitted provided the payment is made inpublic meetings preferably of Gram Sabha in
village and in neighborhoods/ mohallacommittees.

National Old Age Pension Scheme(NOAPS)
Old age pension of Rs.75 per month, perbeneficiary is provided to person of 65
years and above who is a destitute in thesense of having little or no regular means of
subsistence from his/her own sources of
income or through support from familymembers orother sources. In order to determine

National Family Benefit Scheme (NFBS) A sum of Rs.10,000 is provided in the case
death of primary breadwinner due tonatural or accidental causes. The family
benefit is paid to such surviving member ofthe
household of deceased who, after local
enquiry, is determined to be the Head of thehousehold. The primary breadwinner is
defined as a member, whose earningscontribute
substantially to the household income and

National Maternity Benefit Scheme(NMBS)
A lump sum cash assistance of Rs.500 isprovided to pregnant women of
households below the poverty line up to thefirst two live births provided they are of 19years
of age and above. The maternity benefit is tobe disbursed in one instalment, 12-8 weeksprior
to the delivery. In case of delay it can be
disbursed to the beneficiary even after thebirth of

The Gram Panchayats/Municipalities have anactive role in the identification of
beneficiaries under NSAP. The StateGovernments communicate targets for thethree
components of NSAP toPanchayats/municipalities so thatidentification of beneficiaries can
suitably be made by GramPanchayats/Neighbourhood/MohallaCommittees in line with
these targets. In case of cash disbursement,the a ments are to be made in ublic

The NSAP also provides opportunities forlinking social assistance packages to
anti-poverty programmes and schemes forprovision of basic needs e.g. the old agepension
can be linked to medical care and otherbenefits for the old and poor, family benefit
beneficiaries can be assisted under SGSYwhile maternity assistance could be linkedwith
maternal and child care programmes.
