AUGUST NEWSLETTER NATIONAL WATERMELON DAY – AUGUST 3 RD National Watermelon Day recognizes the refreshing summertime treat enjoyed at picnics and fairs! Watermelon is 92% water, which is why it is so satisfying in the summer heat. The fruit was likely first cultivated for its ability to hold plentiful water in a desert landscape, especially since the wild melon was bitter or tasteless. Seeds and art found in tombs of Pharaohs furnish substantial evidence of the watermelon’s value. Cultivation and breeding brought out the better qualities of sweet and tender fruit we enjoy today.

NATIONAL WATERMELON DAY – AUGUST 3RD

National Watermelon Day recognizes the refreshing summertime treat enjoyed at picnics and fairs! Watermelon is 92% water, which is why it is so satisfying in the summer heat.The fruit was likely first cultivated for its ability to hold plentiful water in a desert landscape, especially since the wild melon was bitter or tasteless.  Seeds and art found in tombs of Pharaohs furnish substantial evidence of the watermelon’s value. Cultivation and breeding brought out the better qualities of sweet and tender fruit we enjoy today. Watermelons can grow enormous, and you will find competitions across the country which award prizes each year for the largest one.  The Guinness Book of World Records states that the heaviest watermelon weighed 262 pounds.

LEFT HANDERS DAY – AUGUST 13TH Left Handers Day is an unofficial holiday which is celebrated on August 13th every year

and is used to celebrate left-handed people. It’s the perfect day to celebrate if you

yourself happen to be left-handed, or you know someone who is. It is also a day in

which to raise awareness about the unique challenges that left-handed face living in a

right-handed world. Some of the most famous left-handed people in current history

include Barack Obama, Oprah Winfrey, Justin Bieber, Lady Gaga and Bill Gates.

REMEMBERING ELVIS – DIED AUGUST 16TH Elvis died on August 16, 1977 in the upstairs bathroom at Graceland. According to reports, he was found on the bathroom floor, and then Elvis was rushed to the hospital where he was officially pronounced dead. His death is surrounded in mystery and controversy - leading to many, many Elvis conspiracy theories, but here are the facts about when Elvis died and what caused his death.

The coroner recorded the cause of death as cardiac arrhythmia. While true in the strictest sense (cardiac arrhythmia simply means that he experienced an irregular heartbeat which then caused Elvis's heart to stop. 

Many fans have noticed that attending physicians deliberately omitted the reasons for Elvis's death and irregular heartbeat. Later, it was revealed that the underlying cause of these heart problems was an overdoes of prescription drugs, including codeine, Valium, morphine, and Demerol. There may have been additional drugs as well. Once this information about Elvis's death was released, Vernon Presley, Elvis' father, had the complete autopsy report sealed. It will remain sealed until 2027, fifty years after The King's death.

After Elvis died, thousands of fans traveled to Memphis, causing traffic jams and other problems. The National Guard was called into the city in the days surrounding his funeral, which took place on August 18, 1977.

NATIONAL LEMONADE DAY – AUGUST 20TH This August 20, join your community in celebrating National Lemonade Day! Participating cities will have the chance to teach youth about setting up their own lemonade stand and running their own company! It’s a great way to meet people in your city, sip on a refreshing beverage, and put your money to a good cause. Since 2007, National Lemonade Day founder Michael Holthouse has been helping kids learn the benefit of best business practices, responsibility, finance education, goal creation, and teamwork through his National Lemonade Day campaign. The whole day may only last 24 hours, but the lessons these kids learn will stay with them for a lifetime —there’s nothing sour about that mission! When life hands you lemons, celebrate National Lemonade Day!

Citizens; I have had a lot of phone calls of whistles that won’t drain, when I reached out to the Fire Department to clean them out, they were unable to get the water to flow because of the high ground or debris at the end of the whistle. It is the homeowner’s responsibility to keep ditches cleaned out so that water can flow properly. Before calling with a clogged whistle please make sure the ends are cleaned out. Thank you!

CITY COUNCIL NEWSCITIZENS CALL FOR BUSINESS

a) Marc Waggoner – Requested a work order for the street light at 10th & Harrison.b) Ruth Jackson – Expressed concerns of not having a police officer in the City. She

stated people are running stop signs, we have people wanting to hurt my cats or dogs running loose hurting my cats. Mayor Crowell stated we have animal control and if she doesn’t see it happen, she can’t do anything about it and a police officer will tell you the same. Ruth asked if the City could appoint someone to be police officer and Fred Works said it could not be done because they are certified. Ruth encouraged the Council to try to make things better, if things aren’t getting done you can contact the SER program and they can send individuals to help out at no cost to the City. Mayor Crowell encouraged her to call City Hall so that animal control can be sent out.

c) Linda Womelsdorf – Thanked everyone for a job well done at La Harpe Days. Also had a special thank you for the La Harpe Fire Department for their participation. She mentioned there are T-Shirts available at City Hall for sale. If anyone has suggestions for next years La Harpe Days please contact Linda at 620-228-4426. The Community social gathering has started, we’ve had a handful of citizens come up and enjoy a cup of coffee or tea and visit, might play a game of cards. The weight watchers’ sign-up sheet is out at City Hall.

d) Craig Trester – Stated he was glad La Harpe Days was coming back and had spoke to an individual that was in the talent show that would be interested in singing for a street dance. Craig asked the Council about an additional whistle and Mayor Crowell told him he would need to buy one, the City will supply one but additional whistles have to be paid for. He also mentioned some of the whistles the Fire Department have been cleaning out the water can’t go anywhere because of the ground being higher than the whistle. Mayor Crowell stated the property owner is responsible for clearing their ditch.

NEW BUSINESS

a) Streets – Mayor Crowell shared with the Council that we are starting to use more cold patch on these holes since we don’t have a time frame from the county I want them fixed right. David Lee asked if we have talked to the County about grinding our roads and Mayor Crowell stated they are too busy. David Lee mentioned the City needs to do ditch work and get serious about it so we need to hire someone to pull ditches and do what needs to be done. Michelle requested the purchase of 20 ton of cold patch through O’Mara Trucking. David Lee made the motion to purchase a truck load of cold patch. Danny Ware Jr seconded. Motion carried 5-0. David Lee suggested late fall or early winter might be a good time to start street project.

b) Mosquito Sprayer – Council agreed to place an ad in the newspaper accepting bids for next month’s meeting.

c) Tires for the Ford Explorer – Michelle shared a list of tires with the Council. The Council requested she call them and get more information on them and bring the information back next Tuesday at a Special Meeting.

d) Sewer Lagoons – Fred shared an agreement between the City of Gas and the City of La Harpe stating nothing has changed from the original agreement just suggesting

making it a 10-year agreement instead of a 5 year. On the interlocal agreement nothing changed other than adding Allen County. Danny Ware Jr expressed concerns of not having a plan for the dredging. Mayor Crowell stated the City only pays for what is our responsibility and the City of Gas would have to pay their half. Fred stated he will work up the final documents and share them at a later meeting. Fred also suggested we get something in writing about the County dumping. Danny Ware Jr asked Fred about making sure Gas City has a certified operator and Fred stated that is something we can work on later.

e) Electric Issues – Mayor Crowell stated that Fred has been in contact with Eric Hethcoat and the new guy at Black & McDonald. Eric told Black & McDonald this was a warranty issue and they needed to verify each lug or hire a 3rd party to do so. Fred stated there was some discussion on whether this was B&M fault or the manufacturer. Fred encouraged the Council to give it time and see how they deal with this.

UNFINISHED BUSINESS

a) Ditch Bank Mower – After discussion Mayor Crowell said we need to use what we have.

b) Tractor - Tabled until August.c) Welder – Mayor Crowell stated the welder the city guys have is just a tac welder.

She asked Don if this would be something we used and he said yes, if we would have had it we could have fixed the dump truck tailgate and had it on the road already. Penny Miller listed off a few projects the guys could use it for. Danny Ware Jr. made the motion to purchase the stick welder for $299.99. Ron Knavel seconded. Motion carried 5-0.

REPORTS OF CITY OFFICERS

a) Fred Works, City Attorney – Nothing to report

b) Chuck Richey, Water District Representative- Nothing to report. Chuck did express concerns with the County dumping in the lagoons and if the City gets a bad sample it will fall back on the City.

c) Penny Miller, Code/Animal Control – shared her report for the month; she sent out 1 vehicle notice, 6 trash/brush notices, 2 unfit structure notices and 1 grass/ditch notice. She recommended the Council start condemning procedures at 1012 S Washington. Mayor Crowell mentioned everyone should have a resolution that needs to be passed and published. David Lee made the motion to adopt and approve resolution #2019-4. Sharlyn Thompson seconded. Motion carried 5-0.

d) Marc Waggoner, Fire Chief- Fire meeting minutes were shared; The LaHarpe Volunteer Fire Department met for the monthly meeting on Sunday, June 30, 2019. Present: Marc Waggoner Sr., Dennis Sidebottom, Josh Sparks, Michael Waggoner, Craig Trester and William Gay. Absent were Jeremy Kinzer, Meghan Waggoner, Ronald Splechter, Marc Waggoner Jr., Nick Trester, Tori Danford and Ronald Richardson. Had fire meeting, washed all 3 storm shelters. As we were washing the storm shelters, we trained the guys how to run fire truck, returned to the barn and ended meeting. Next meeting will be July 28, 2019. Marc shared 3

bids for a new fire barn. Danny Ware Jr suggested he get 3 bids on a red iron building because 10-15 years from now the poles will start to rot. Mayor Crowell stated the storm shelters look a lot better but we need to repaint them. Danny Ware Jr suggested we get some TSP to remove the black mold. Michelle stated she would get it and get a hold of Marc. Marc asked the Council for approval to buy an ISO testing kit which is about $1200. The testing needs to be done by the 20th and Iola said we could borrow theirs. David Lee made the motion to buy the kit needed. Danny Ware Jr seconded. Motion carried 5-0.

e) Michelle Altis, City clerk- Michelle shared a list of water supplies needed and also requested the purchase of 2 steps for both of the bucket trucks. Danny Ware Jr made the motion not to exceed $5,000.00 for supplies. David Lee seconded. Motion carried 5-0.

Savory Garlic Marinated Steaks Ingredients

1/2 cup balsamic vinegar 1/4 cup soy sauce 3 tablespoons minced garlic 2 tablespoons honey 2 tablespoons olive oil 2 teaspoons ground black pepper 1 teaspoon Worcestershire sauce 1 teaspoon onion powder 1/2 teaspoon salt 1/2 teaspoon liquid smoke flavoring 1 pinch cayenne pepper 2 (1/2 pound) rib-eye steaks

Directions1. In a medium bowl, mix the vinegar, soy sauce, garlic, honey, olive oil,

ground black pepper, Worcestershire sauce, onion powder, salt, liquid smoke, and cayenne pepper.

2. Place steaks in a shallow glass dish with the marinade, and turn to coat. For optimum flavor, rub the liquid into the meat. Cover, and marinate in the refrigerator for 1 to 2 days.

3. Preheat grill for medium-high to high heat.4. Lightly oil the grill grate. Grill steaks 7 minutes per side, or to desired

doneness. Discard leftover marinade.

Awesome Pasta Salad

Ingredients 1 (16 ounce) package fusilli (spiral) pasta 3 cups cherry tomatoes, halved 1/2-pound provolone cheese, cubed 1/2-pound salami, cubed 1/4-pound sliced pepperoni, cut in half 1 large green bell pepper, cut into 1-inch pieces 1 (10 ounce) can black olives, drained 1 (4 ounce) jar pimentos, drained 1 (8 ounce) bottle Italian salad dressing

Directions1. Bring a large pot of lightly salted water to a boil. Add pasta, and cook for

8 to 10 minutes or until al dente. Drain, and rinse with cold water.2. In a large bowl, combine pasta with tomatoes, cheese, salami, pepperoni,

green pepper, olives, and pimentos. Pour in salad dressing, and toss to coat.

Dessert Pizza

Ingredients 1 (18 ounce) package refrigerated sugar cookie dough 1 (8 ounce) container frozen whipped topping, thawed 1/2 cup sliced banana 1/2 cup sliced fresh strawberries 1/2 cup crushed pineapple, drained 1/2 cup seedless grapes, halved

Directions1. Preheat oven to 350 degrees F (175 degrees C).2. Press cookie dough evenly into a 12-inch pizza pan. Bake in preheated

oven for 15 to 20 minutes, until golden brown. Cool in pan on wire rack.3. Spread whipped topping over cooled crust. Arrange fruit in a decorative

pattern. Refrigerate until ready to serve.
