Further to References A and B, on behalf of the Chair of the NATO Committee on Gender Perspectives (NCGP), Lieutenant Colonel Nevena Miteva (BGR AF), I am pleased to invite all national Delegates and Observers to participate in the NCGP 2016 Annual Conference to be held at NATO HQ in Brussels from 31 May to 3 Jun 16. The theme for this year's Conference is 'How the NATO and Partner community can strengthen military leadership and accountability to implement a gender perspective'. You would wish to be aware that participants from the Partnership for Peace, Mediterranean Dialogue, Istanbul Cooperation Initiative as well as Partners Across the Globe and Columbia are also invited to attend. 2. Programme. The tentative Programme is at Annex A. The Syndicate work will focus on How can the Media support military leadership to be more transparent and accountable for the implementation of gender perspectives?, Education and further training and its role in promoting leadership, transparency and accountability to implement gender perspectives, Best practices and lessons identified to build an accountable and transparent military leadership to implement gender perspectives, and How can civil society organizations support military leadership, transparency and accountability to implement gender perspectives?3. Welcome Reception. The NCGP Chair will open the event with a Welcome Reception on Mon 30 May from 1830 hrs onwards at the Queen Elizabeth Barracks, Rue d’Evere 1, 1140 Evere. 4. Conference Fee. You should be aware that the Conference Fee for all attendees is €25. For the participants attending the formal dinner the fee is €70 per person in total (cash only). The Fee will be collected on Mon 30 May 16 between 1730 and 1800 hrs before the Welcome Reception in the Queen Elizabeth Barracks.

5. Accommodation. The IMS Office of the Gender Advisor recommends the MERCURE Airport Hotel next to the NATO HQ. For booking, please request the NATO Rate (€136.80). 6. Basic Language. The Conference will be conducted in English, with an interpretation service in French and English when available. All interpreters are security cleared. 7. Administration. It would be appreciated if you could return a completed Registration Form (Annex B) by E-Mail to the IMS Office of the Gender Advisor at your earliest convenience but certainly no later than 13 May 16. 8. NATO HQ Access Passes. The passes are to be requested by participants through their respective Delegations at NATO HQ. Only Non-NATO National Experts and NATO and Non-NATO Experts with no NATO Security Clearance will have to return a completed Pass Application Form (Annex C) by E-Mail to the IMS Office of the Gender Advisor no later than 13 May 16. In addition, every participant has to carry a national ID card whilst inside NATO HQ. 9. Participant Preparation. The final programme of the Conference and background paper for the syndicate work will be sent out early May 16. 10. Other Events at the NATO HQ Brussels. In accordance with Reference C, the annual Gender in Military Operations Annual Discipline Conference will take place in the afternoon of 30 May 16 at NATO HQ. 11. Contact.
