Trans European Transport Network The European Union addressed the need for a Trans European Transport Network (TEN-T) in a White Paper: Time to Decide published in 2001). The European Union has already invested billions of Euro’s in the construction of several Large Infrastructure Projects (LIPs) to help create the TEN-T. This work continues but with even greater em- phasis on value for money. The organisation responsible for funding and delivering such significant investments may have limited opportunities for both forecasting and monitoring the effectiveness of these projects. Past experiences have taught that there is a real risk of delays and cost overruns, with sometimes inexperience in the management of stakeholders, both on a (inter)national and local level. Knowledge exchange between Large Infrastructure Projects (LIPs) is scarce. What is NETLIPSE? NETLIPSE is a Network for the dissemination of knowledge on the management and organisation of Large Infrastructure Projects in Europe. NETLIPSE started as a 2-year research programme in the Sixth European Framework Programme, FP6 (May 2006 – May 2008). It initiated a network with member states, universities, research institutes, project delivery organisations and private consultancy companies. The main goal was to exchange knowledge on the management and or- ganisation of LIPs. 15 Large Infrastructure Projects throughout Europe were researched, culminating in the publication of a book on best practices and lessons learnt. After completion of the research programme in May 2008, the European Commission TEN-T Executive Agency has decided to continue and expand the NETLIPSE initiative (June 2008 – December 2010). Besides continuing the networking activities, also by supporting the development of the ‘Infrastructure Project Assessment Tool’ (IPAT) and training programmes. Membership A network member enjoys the following benefits: access to the NETLIPSE knowledge network; reception of all publications such as magazines and other publications (such as publications of Special Interest Groups); invitations to Network Meetings and other interesting events; access to the internet website; participation in or leading (a) Special Interest Group(s); access to the restricted section of the internet website. In addition, a member: may be able to participate in the development of the IPAT; may be selected to take part in research and development of NETLIPSE tools and training; may be selected to become an IPAT assessor; may submit a project to be assessed. The book ‘Managing Large Infrastructure Projects: Research on Best Practices and Lessons Learnt in Large Infrastructure Projects is Europe’ contains the research approach and results as carried out in the NETLIPSE 2006 – 2008 initiative. Europe has set up an ambitious programme of transport network projects. 30 Trans-national axeshave been identified by the EC, that cross the borders of the Union. The required investment tocomplete this trans-European network has been estimated to be € 600 bn. Effective executionof mostly large infrastructure projects is needed to complete this network. Realisation of theseprojects is difficult as many encounter substantial cost overruns and time delays.

How to manage these large infrastructure projects? The NETLIPSE project has gathered bestpractices and lessons learnt in the management and organisation of large infrastructure projects.These findings are of use for sponsors, clients, project managers, specialists and stakeholderswho want to improve the management of these major projects. The research was carried out byproject managers, consultants and scientists. The recommendations combine practical andscientific views.

The NETLIPSE project was sponsored by the European Commission under the 6th Frameworkprogramme. 15 Large infrastructure transport projects were researched throughout Europe.Projects included were rail, road and waterway projects. Themes researched included objectivesand scope, stakeholders, financial management, organisation and management, risks(opportunities and threats), contracting, legal consents, knowledge and technology. NETLIPSEwas the first step in creating a European network for knowledge sharing.

Knowledge Network The objectives of the network are to expand the knowledge network and to promote and facilitate knowledge exchange on the management and organisation of Large Infrastructure Projects in Europe. The following results are sought: – better projects, with clearer defi nition, value assessment and assurance of delivery to time, cost and meeting their core pur-poses. The network is in place to share and develop knowledge. Network Meetings are organised, Special Interest Groups have been initiated and an Electronic Magazine has been well established. The network is supported by an internet web-site. Members of the network participate actively and therefore gain benefi ts from sharing, developing and disseminating knowledge. Members are inspired to strive for better results in the management and organisation of LIPs.

Network meetings (every 6 months)Network meetings are usually two-day meetings consisting of presentations, discussions and possibly site visits for exchanging knowledge, building and increasing experiences and expanding the network. The meetings are open to anyone interested in developing and sharing experiences in the management and organisation of large infrastructure projects.

Special Interest GroupsSpecial Interest Groups are and will be established for specifi c topics, such as business cases, stakeholder management and contracting or covering knowledge exchange in specifi c area’s (such as the IPAT themes). Interested members from the network can join or lead the Special Interest Group and have group discussions on specifi c themes, organise events an/or prepare publications etc. Each Special Interest Group will be coordinated by an Issue Manager appointed by the Board.

NETLIPSE Magazine (every 6 months)The NETLIPSE Magazine is published every 6 months and is sent to all members of the NETLIPSE network and other interested parties upon request. The magazine includes such subjects as: information on projects, issues (themes), interviews, NETLIPSE planning information, network meeting reviews and so on. The Network is encouraged to provide input for the Magazine.

Internet WebsiteThe website www.netlipse.eu is an important element in supporting the NETLIPSE network. The NETLIPSE website consists of a informative section including project information, announcements and invitations of meetings targeted at the general public. In addition, the website includes a closed section for members only, which contains among other things the case study reports and minutes of meetings. New modules will be incorporated in order to support the Special Interest Groups. These modules will be closed sections for Special Interest Group members only.

The IPAT consists of the following themes, to be researched for each project:

• Political context• Objectives, Purpose and Business Case (value)• Functional Specifi cation and Scope• Interface management• Stakeholder management• Financial management• Legal aspects and permits• Technology• Knowledge management• Organisation and Management• Contracting• Risks (threats and opportunities)

The Infrastructure Project Assessment Tool (IPAT)

The IPAT is a tool that can be used for ex ante and ex post evaluation of Large Infrastructure Projects, as well as monitoring and benchmarking. The objectives of the Infrastructure Project Assessment Tool (IPAT) are: to develop a method to assess ‘the maturity’ of Large Infrastructure Projects and to improve project organisations. The tool builds on the NETLIPSE 2006-2008 research results, namely best practices and lessons learnt in the magagement and organization of large infrastructure projects.

In addition to the development of the IPAT, a training programme is being de-veloped to train competent IPAT-asses-sors to use and apply the IPAT. Trained IPAT-assessors will be certifi ed.

What are our goals?The NETLIPSE objectives are to initiate, promote and encourage the successful de-velopment, delivery and op-eration of large infrastructure projects throughout Europe, aimed at positively infl uenc-ing the living environment and economy in Europe.

NETLIPSE 2008-2010 goals are to:• strengthen mutual confi dence in the projects for which the Commission receives applications for support;• provide more robust processes to achieve successful completion on time, to budget and to end objectives;• ensure allocation of scarce fi nancial resources to those schemes giving the best long term outputs and likely to succeed;• equip both Project Sponsors, Funders and Project Delivery Organisations;• improve the project management organisations responsible for project delivery.
