Interstate 84 winds through the city of Waterbury, Conn.,with two lanes of traffic in each direction navigating a sub-standard “S” curve alignment near Harpers Ferry Road.Approximately 125,000 vehicles travel on the 55-year-oldhighway every day. High traffic volume causes congestiondue to lack of roadway capacity and design deficiencies inramps and weave areas.
This segment of I-84 was designed to handle approxi-mately 34,000 vehicles per day, but currently handles morethan 105,000 vehicles daily,
On March 30, 2015, the Connecticut Department ofTransportation, in collaboration with the Federal HighwayAssociation, Lochner, AECOM, Ammann and Whitney, AIEngineers Inc., Comprehensive Environmental Inc. and I-84Constructors joint venture, launched the I-84 WaterburyProject to widen a 2.7-mi. (4.3 km) segment between
Washington Street and Pierpont Road.Designed to improve safety, operation and highway
capacity, the project will add a third lane and full-widthshoulders in each direction to improve traffic flow andreduce current and future traffic congestion along the main-line and the local roadways. It also will realign the roadwaynear Harpers Ferry Road to eliminate the “S” curve, recon-figure interchange ramps and relocate the Mad River andBeaver Pond Brook.
Project DetailsThe reconstructed corridor will have 12-ft. (3.6 m) wide
shoulders on both sides in each direction of travel and three12-ft. wide travel lanes. A 10-ft. (3 m) wide concrete barriersection will divide the lanes traveling in different directions.Additionally, a 12-ft. auxiliary lane will be added on I-84westbound between the on-ramp from Harpers Ferry Roadand the off-ramp to Hamilton Avenue.C

According to the Wilton Bulletin, the proposed recon-struction includes realigning approximately 1 mi. (1.6 km) ofI-84 in the vicinity of Harpers Ferry Road to eliminate thesharp reverse-curve alignment. Approximately 2,000 ft.(609.6 m) of Reidville Drive will be relocated to accommo-date this realignment. On the north side of I-84, a newfrontage road, referred to as Plank Road East, will be con-structed parallel to I-84 between Scott Road and HarpersFerry Road. Roadway improvements are proposed for sev-eral streets.
The project includes construction and replacement ofeight highway bridges — four of them over water, onepedestrian crossing over the Mad River, seven box culvertsand 20 retaining walls. An existing pedestrian access leadingto Hamilton Park underpass will be eliminated, but pedestri-an access will be maintained along the east bank of the MadRiver under the new bridge and a new pedestrian bridge overthe Mad River will replace the existing one.
As a result of the realignment of I-84 and the reconfigura-tion of the ramps, portions of seven state and local roads withintersections will be reconstructed. Five existing culvertsconstructed with corrugated metal pipe will be rehabilitated,using innovative technology in the lining of the deterioratedcross culverts located under highway embankment.
Additional improvements include replacing and upgrad-ing traffic signals, new highway illumination, signs andpavement markings and replacing or relocating sanitarysewer, potable water and other public utilities.
These traffic enhancements are expected to result inimprovements to air quality, noise, aesthetics and the qualityof life. Gov. Dannel Malloy claims no corridor is moreimportant than the I-84 corridor and laments lagging eco-nomic development because previous administrationshaven’t invested sufficiently in the state’s transportation sys-tem.
Getting to WorkBudgeted at $330 million, the project is expected to be
complete in June 2020, with incentives in place for August2019 completion.
In the hopes of meeting that deadline, I-84 ConstructorsJV, the general contractor on the project, has crews workingtwo shifts and occasional Saturdays. Using two Tadanocranes; four Cat bulldozers; 18 Cat, Mack and Volvo triaxles;10 Cat excavators; five Cat loaders; a Cat paver; five Catrollers, a Freightliner sweeper and two Ver-Mac messageboards, as well as various pickups, light towers, buckets,compactors, compressors, forklifts, generators and hammers,they are moving excavated dirt, asphalt, concrete, concretepipe, metal pipe, rebar, structural steel, steel piles, retainingwalls, temporary precast barriers, box culverts, water main,ductile iron pipe, noise barrier walls, electrical cable, erosioncontrol matting and other materials.
Getting AroundAt the start of the project, in order to reduce a short weave
in the highway and to increase safety, Exit 24 westbound off-ramp was permanently closed. It’s part of the redesign of thecorridor. The new design eliminates the close proximity ofon- and off-ramps because they impede the flow of traffic.

As work progresses, several temporarydetours will be necessary, particularly duringsteel removal and installation, overhead signtruss installation and during rock blasting byMaine Drilling and Blasting. However, twolanes of traffic in each direction will be openduring peak hours.
During construction of a box culvert and
the realignment of the Mad River from Aprilto October 2015, Plank Road was closed atthe intersection of Harpers Ferry Road, andtraffic was detoured. Once the culvert wascompleted and Plank Road reopened, a por-tion of the road it intersects, Harpers FerryRoad, was closed for utility work and retain-ing wall construction. The new Plank Roadover the box culvert is part of the new detour
route from Harpers Ferry Road to East MainStreet.
Traffic delays due to construction, detoursand lane closures for things like rock blast-ing, bridge demolition and overhead utilitywork have not only frustrated motorists, butalso have hurt local businesses. News 8WTNH reported last summer that manylocal businesses were suffering because even
the side roads were too congested for cus-tomers to get to them — the very problemthe project is expected to eventually allevi-ate.
Area business owners aren’t the only onesupset. Previous work to widen I-84 throughWaterbury was plagued with cost overruns,delays and construction defects involving

storm drains that resulted in state and feder-al officials launching criminal investigations,according to the Boston news.
In a report issued by then-Gov. Jodi Rell,two contractors were blamed for failing toproperly complete and inspect the project.“However,” she wrote, “the Department ofTransportation bears responsibility for com-pletion of the overall project in a satisfactorymanner and it is clear to me that a change inthe way business is done at the DOT isrequired. ‘Oversight’ means exactly that —and it is clear that it was absent.”
In addition to the drainage issues, thereport documents errors in the project designprocess, improper installation of bridge bear-ings, defective light poles and payments tothe contractor for work that was never done.The report also notes that contract changeorders resulted in a $13.4 million, or 26 per-cent, increase in the total cost of the project.The original contract for the constructionwas $51.9 million; the change orders boost-ed that to more than $65 million.
Believing that problems relating to DOTbusiness practices, oversight, review, inspec-tion and design procedures and changeorders demand action, Gov. Rell institutedsweeping reforms in DOT procedures andcontracts. Several DOT employees werefired or reprimanded and the FBI and a fed-eral grand jury launched an investigation.
Environmental IssuesIn order to widen and realign I-84 and to
accommodate new bridge crossings, theMad River, Beaver Pond Brook and a streamand several tributaries have to be realignedor relocated. ConnDOT worked with theDepartment of Energy and EnvironmentalProtection on the realignment and streambed construction, incorporating features suchas vortex weirs, channel structures that cre-ate pooling effects for fish, and fish laddersto facilitate their movement up and downstream.
The newly realigned Mad River nowflows through the box culvert under newlyconstructed Plank Road. The culvert wasconstructed using pre-cast concrete sectionsto form a three-barrel box culvert.Streambed material was arranged inside theculvert, burying the concrete to mimic a nat-ural streambed environment for fish andother wildlife. The design of these reloca-tions has incorporated habitat enhance-
ment measures intended to improve habi-tat and fish passage potential, integratedwith channel structural grade stabilizationelements. Sedimentation basins andhydrodynamic separators were installed.
The project impacts 7,700 ft. (2,347 m)of watercourses and 1.3 acres of wetlands.Mitigation of impact is accomplished byeliminating obstructions to fish migrationand extensive in-stream habitat enhance-ments. Based on the mitigation strategyand mitigation ratios accepted by the U.S.ACOE, the project will need to provideapproximately 1.2 hectares (3 acres) ofrestored or newly created wetlands.ConnDOT is in the process of investigat-ing wetland creation sites.
When jacking the new sewer pipe underI-84, rocks and boulders were hit thatcould not be broken up using thejack/reaction-wall method. Workers wentinto the 25-ft. (7.6 m) deep pit, through the42-in. (107 cm) diameter pipe sleeve, tomechanically break the rock using chip-ping hammers and rock splitters for mostof the 300-ft. (91.44 m) total length of thesleeve.
Reaching Out to Soothe TensionsWhen work began, city and state officials
warned that traffic delays would beinevitable, but promised that motoristswould gain a wider, safer highway that's lessprone to the day-to-day delays they havebeen experiencing for years.
The DOT has said motorists shouldexpect lane closings and occasional detoursat least through the fall of 2019. Knowingthe situation will get worse before it gets bet-ter, commuters brace for five years of whatone local resident called “a nightmare.”
Meanwhile, the DOT’s PublicInformation Team is busy working on publicoutreach to ease tensions. They offered topresent informational sessions on the projectat local schools and organizations and dis-cuss career opportunities in transportationand the Science, Technology, Engineeringand Mathematics (STEM) fields. The DOTalso has instituted “public listening sessions”to field feedback from motorists, welcomingideas to alleviate traffic congestion duringthe next five years’ of construction.

Work Suspended for Winter onWestport’s North Avenue Bridge
The Connecticut Department ofTransportation has announced that work onthe North Avenue bridge over Route 15 inWestport, will be suspended until April 2016after the site is prepared for the winter seasonshutdown.
The project began on May 5, 2015 and theNorth Avenue Bridge was closed to traffic onJune 26, 2015. The bridge was opened toalternating one-way traffic on August 26,2015, to accommodate school bus trafficwhile work continued on the west-side para-pet.
Unfortunately, due to numerous acciden-tal strikes by unauthorized oversized vehi-cles on Route 15, the integrity of the tempo-rary support system was compromised. Thetemporary support system was removed onSept. 13, 2015, and a different system withadditional clearance will be installed nextspring when weather conditions allow forthe remaining work to be performed. Thecontractor will perform work and secure thesite for the winter.
The project consists of full rehabilitationof the existing bridge structure, including
removal of the western spandrel, concretepatching of the top and under-side of thebridge and full deck replacement. The pur-pose of the project is to improve the struc-tural deficiencies and preserve the integrityof the bridge.
The project was awarded to BlakesleeArpaia Chapman Inc. of Branford, Conn., onMarch 12, 2015 at a cost of $2.855 millionand is scheduled to be completed approxi-mately August 2016.
Lane Closure InformationNorth Ave. — The use of one way alter-
nating traffic will continue to be utilized. Thewidth of the lane will be a minimum of 11 ft.(3.35 m) to accommodate vehicles. The useof traffic controls will be utilized to allowtraffic to alternate access across the bridge.The alternating pattern has been in effectsince Aug. 26, 2015 and will continue untilfurther notice.
