Surveys for both National and USPS were submitted or should have been submitted by September 1st. I hope all those affected by the number of hours you work daily participated. Even if you were only working 8 hours a day the USPS survey was a way to reduce the number of programs and repetitious items we do daily. If you participated, thank you!
We continue to sign members up and I appreciate each and every member’s initiative to grow NY, to help those inspiring to move up, to protect our benefits for active and retired, to represent our members in need of protection and to train properly those that need an additional or start up understanding of their positions. Will you participate in suggestions or ideas to train those in need or lend a hand to initiate training?
I would love to hear from everyone by email so I can collect your emails to better facilitate the information that needs to be put out. Sometimes we need this information today, not a month from now when you get the ESUPMA to read everyones article. To better serve NY, I would love to have a living email updated document to pass on to future Presidents.
Next year’s State Convention we will be having a dinner cruise and another retirement seminar. One of the
goals is to have training also on time keeping as this year seems to be the focus of ongoing discipline not only by management but the craft against management as well. If you are unsure of your time keeping responsibilities, take some online courses, reach out for help but don’t guess as it could be job threatening.
Swing meetings are listed on the back cover of the ESUPMA. Reach out to your District Coordinators to assist or let them know your coming.
Mitigating Circumstances is around the corner; Are you ready? Some areas have had their budgets cut 10 months in and it has drastically hurt their NPA. Don’t wait to ask questions a week before needing to be submitted as the time needed to prepare will be too short. The National site under references, has training, a power point to assist. Read it now, prepare your case so it is a matter of a button push or some minor changes to submit. It is in your control to submit your case with proof of something that has affected your score that was out of your control.
The pay package with the percentage reduction next year in each cell isn’t making it easier to gain a salary edge we all desire and work for.
Incentives, direction, training etc. will be decided at the Fall Conference. All ideas or suggestions are welcome as the direction is for all members. Retiree suggestions and ideas are wanted to insure we are making strides to keep these members active at all functions as well as to entice more retirees to remain active as these members hold a wealth of knowledge to share and pass on.
We need to be engaged at every turn to protect ourselves, our benefits and to educate those around us.

The NY State UPMA Fall Conference will be held Nov 2-4, 2018 at Vernon Downs Hotel & Casino located at 4229
Stuhlman Rd, Verona NY 13476. The cost of the rooms will be $129 per night. When reserving your room, please ask for the UPMA Rate 1-877-888-3766. For any board member or invited guest of President Dan—contact me and I will make the reservation for you if you would like. Otherwise, like many hotels are doing now, your credit card will be charged for the first night. We have had prior meetings at this venue, the last one being in 2016, and they have always taken good care of us. We will be having dinner around 6:30 with pizza, chicken wings and a garden salad. The Board meeting will be Sat. Nov.3rd starting at 8:00 AM. President Dan will be providing the full agenda. On the financial side, we will be discussing incentives again for the 3 meetings/conventions upcoming next year. They are--The Legislative Summit and Advocacy days, Jan.27-29, 2019 in Wash. DC/Arlington VA. , the NY State Convention, in Lake George NY May 29-Jun 3, 2019 and the National UPMA Convention at Mohegan Sun in Uncasville, Connecticut July 27-Aug. 2, 2019.

Lake George. I want to encourage each and every one of you to attend the 2019 UPMA Legislative Summit which will take place in Washington D.C. January 27-29th. I will be setting up meetings for those who attend to speak to

Our Fourth District Fall swing meeting will be held on Thursday, October 18, 2018 starting at 11 am at the Fort William Henry Conference Center in the Albany Room. Lunch will be provided. Be sure to bring along a neighboring Postmaster or Supervisor to the meeting. We will have with us Tony Hall, POOM of Capital East as representation from the Albany District. We will have a presentation from GEHA about different health care options to be considered during the December open season and will also meet and become acquainted with
our new EAP Counselor. Cathy Winnie, National Advisor to the Adverse Action and Chapter Member Rep. Program will also be with us and she will share the latest UPMA news concerning pay talks and the Fifth District’s recent meeting with UPMA Co-President Sean Accord We will have games and door prizes as well. Meteorological summer is over, but hopefully we will still have a few days of Indian Summer.
There is much going on in the near future – Fiscal Year 2018 will end, mitigating factors will need to be submitted, Fall Swings will happen around the state, the Fall Conference will take place at Vernon Downs, Peak season will come and go, Legislative Summit will take place in Washington DC.
The National UPMA website, Unitedpma.org, has a wealth of information and training for you to glean from. 3 new presentations have been added to The Learning Center - Unit NPA Mitigation Process (See pages 4-10), UPMA Membership, and Choosing the Right Health Care Plan.
How do you get to the Learning Center? First you need your member number which you find on the back of the Leader (the national UPMA publication). Next you select Resources which will prompt you to sign on. Then select Educational and click on “Enter the UPMA Learning Center”. You can then select which presentation you would like to view (you may have to log in again). Use these resources and you will be better informed. The National Board will be continuing to add more presentations so be sure to check back often.
The fiscal year has ended and now is the time to figure out if you should file mitigating factors for your NPA. You need to figure out if you would have moved into the next cell. If so, you need to read this edition and learn how to file mitigation. If we all just sit back and accept what they are doing to us, nothing will change. By the way I looked up many Level 18 offices in the Albany District and all of them fall between a 2 and 4 on the scale. How can this be! We all work hard and how are so many offices so low on the scale? We need to band together and show them that we are not going to settle for this anymore. Remember you need to have a good reason(s) that are out of your control in order to file. If everyone that is due more will file maybe this will give them the message that things must change. Let’s make them work as hard as they make us work.
Now for some more good news!! The Senate has confirmed 2 people to the Board of Governors, Robert Duncan and David Williams. Ron Bloom and Roman
Martinez have been nominated and are waiting for the Senate to confirm them. If all four are confirmed that will leave 5 Board of Governor vacancies still needing to be nominated and confirmed. However, two board members in addition to the Postmaster General and the Deputy Postmaster General is a step in the right direction!
HR 993 has been Co-sponsored by Representatives in all N.Y. districts but Districts 21, 25 and 27. If any of you are in these 3 districts please contact your representative and encourage them to support HR 993 which is against privatization of the Postal Service.
I encourage every member to attend their Fall District meeting in October. If you do not know which district you are in, the map of the districts is on the cover of the ESP. If you are closer to another district’s meeting then go there. Just commit now to go to one meeting and be a part of this great organization. Take advantage of the benefits you get for your dues.
Several of our retirees have been “under the weather” – Dave Laughlin had back surgery, Rod Geoghegan had heart problems and Donna Dort has back pain. Please send them a word of encouragement.

The Downstate PerspectiveI would like to start off with several reminders of some
important dates that will be coming up in the future. By the time you receive this newsletter the NYS UPMA Fall Swings will be over. It is hoped that they were well attended. The Fall Conference will be Saturday November 3, 2018 at Vernon Downs. The next event will be the 2019 Legislative Summit on Monday January 27, and Tuesday January 28, 2019. The Hotel is the Renaissance Arlington Capital View Hotel in Arlington Va. If you plan on attending you can make hotel reservations at any of the nearby hotels. If you are unable to attend the Legislative Summit in Washington DC you can still participate. You can make plans to meet with your Legislative aide at the local office near you. The information for discussion with your representative will be on the National website. So, make your plans to attend in Washington DC or make an appointment at home to meet with your Senate and Congressional aides. The New York State Chapter of UPMA Annual convention will
be Thursday May 30 to Saturday June 1 2019. The location of the State Convention will be at the Fort William Henry Hotel Lake George New York. That brings me to the UPMA National Convention on July 28 to August 1, 2019. The location of the National Convention is the Mohegan Sun in Uncasville Ct. This is very nearby, within driving distance of most members. Make your plans now and don’t miss out on making it to this National Convention.
Open Season for Health Benefits has not been announced yet. In order to prepare for open season, it is suggested that you get a head start by reviewing what is being offered. I have found that one of the best resources for this information is the website Keeping Posted. It is easy to access. The email address for the website is keepingposted.org; I suggest you go on your PC at home or visit your local library and take a look at what Keeping Posted has to offer. I am sure you will find it helpful.
Greetings again fellow UPMA Retired and Active members. Growing up in an Irish family tends to give one a wry sense of humor and outlook on life. The Irish also
turn to God to assist them quite often. I was at the annual Irish Festival in Kingston NY called the Hooley on the Hudson and I saw a great t-shirt. It said “Lord, please turn the hearts of my enemies. If You can’t do that, could you please turn their ankles so that I might know them by their limp?” I think you get the idea.
Well, other prayers seem apropos for UPMA/UPMAR members even if you are not particularly religious. The one that came to mind today was “God grant me the serenity to accept the things I cannot change; courage to change the things I can; and wisdom to know the difference.” So far in the last two weeks, I have attended three funerals and wakes of both relatives and friends, travelled to Tennessee for my son’s graduation from lineman school, visited the Antique Bicycle Museum of America, The Rock and Roll Hall of Fame in Cleveland, and Niagara Falls (this trip was about 2500 miles
by car in five days), travelled over 3000 miles to Delaware, Virginia, Maine, Massachusetts, and other destinations for my part-time retirement job, emptied out four rooms so that a new floor can be laid, helped my daughter gut her kitchen and install new cabinets, painted two rooms, and tomorrow at 5AM I am going north to spend a couple of days with my 85 year old mother who is having hip replacement surgery.
I think all of this can be neatly summed up as “Life happens.” Some things you can plan, most of the time you can’t. If you plan something, make sure the plan is reasonable and can be accomplished. I have seen far too many plans that stood unfulfilled because they were simply not realistic in scope. What you can’t plan, deal with it one small step at a time and don’t be afraid to ask for help.
A wise postal person told me many years ago that everyone needs to have three priorities- your health, your family, and then the job and everything else. Keep these three priorities in perspective and you can deal with whatever Life deals you.
Keep those 1187s and 1187Rs going out to non-members and I hope to see many of you at the Fall Swings!!!
