The City Planning Commission (CPC), acting as lead agency, issued aNotice of Completion on May 19, 2017 for a Draft Environmental ImpactStatement (DEIS) for the proposed Pfizer Sites Rezoning project inaccordance with Article 8 of the Environmental Conservation Law. Apublic hearing on the DEIS will be held on Wednesday, July 26, 2017, at10:00 AM in Spector Hall, located at 22 Reade Street, New York, New York10007. Comments are requested on the DEIS and will be accepted untilMonday, August 7, 2017.
The Draft Environmental Impact Statement (DEIS) considers thediscretionary actions proposed by the applicant, Harrison Realty LLC. Theproposed actions include a zoning map amendment from M3-1 toR7A/C2-4, R7D/C2-4, R7D, and R8A/C2-4 zoning districts; and a zoningtext amendment to designate a Mandatory Inclusionary Housing Area(MIHA) to facilitate new mixed-use development on two blocks in theSouth Williamsburg section of Brooklyn Community District 1. The182,366-square foot (sf) “project area” owned by the Applicant consists oftwo trapezoidal-shaped blocks, including: (1) the 71,322 sf “NorthernBlock,” bounded on the north by Walton Street, on the east by HarrisonAvenue, on the south by Wallabout Street, and on the west by UnionAvenue (Block 2249, Lots 23, 37, 41, and 122); and (2) the 111,044-sf“Southern Block” bounded on the north by Wallabout Street, on the eastby Harrison Avenue, on the south by Gerry Street, and on the west byUnion Avenue (Block 2265, Lot 14).
The project area, which is currently undeveloped and is used fortemporary activities pursuant to short-term rental agreements, would berezoned from M3-1 to R7A, R7D, and R8A; a C2-4 commercial overlaywould be mapped on the majority of the rezoning area, except for a 65-foot-wide, 3,900-sf portion of the Northern Block. The Applicant alsoseeks a zoning text amendment to Zoning Resolution (ZR) Appendix F toestablish the project area as a MIHA, which would require a share ofresidential floor area be reserved for affordable housing pursuant to theMandatory Inclusionary Housing (MIH) program. The Applicant proposesto map Option 1 of MIH; Option 1 requires that at least 25 percent of theresidential floor area be reserved for residents with incomes averaging 60percent Area Median Income (AMI), with ten percent of units affordableat 40 percent AMI. In connection with the proposed project, theApplicant will develop two publicly-accessible open spaces totaling26,000-sf within the project area. The publicly accessible open space isincorporated into a Restrictive Declaration (RD) recorded against theproperty, as described in further detail below.
The proposed action would facilitate a proposal by the Applicant toconstruct a 1,340,314-gross square foot (gsf) mixed use developmentconsisting of eight buildings reaching a maximum height of 140 feet (14stories), and two publicly accessible open space amenities. Thedevelopment would provide a total of 1,146 DUs, of which 287 DUswould be affordable in accordance with the MIH program; 64,807 gsf oflocal retail space; 404 accessory parking spaces; and 26,000 sf of publicly-accessible open space. The publicly accessible open space would beprovided in midblock corridors on each block measuring 65 feet wide by200 feet long and aligned on a north-south axis parallel to HarrisonAvenue.
The proposed project is subject to environmental review under the StateEnvironmental Quality Review (SEQR) and City Environmental QualityReview (CEQR) regulations and guidelines. The New York CityDepartment of City Planning (DCP) will act as the CEQR lead agency forthis proposal.
The proposed project is expected to have an approximately 23-monthconstruction period and be completed in 2019. Absent the proposedactions, the project site is expected to remain in the existing condition.
The DEIS identifies significant adverse impacts related to communityfacilities (intermediate schools) and transportation (traffic). The DEISidentifies measures that would fully or partially mitigate impacts tointermediate schools and traffic. These potential mitigation measures willbe further explored between DEIS and FEIS and will be evaluated in theFEIS. If the proposed mitigation measures are determined to beinfeasible, the significant adverse impacts would remain unmitigated.The DEIS identifies unavoidable significant impacts related to communityfacilities (intermediate schools) and transportation (traffic).
