Elephant Talk
As I contemplate the subject matter for this
article I think about what in my life is driv-
ing me right now. The most important
thing (outside of my family) is making this
Federation a success. And I have a fear
gripping my heart that we might not pull off
a Republican win!
Every day I learn about more lying, underhanded, evil, sneaky,
corrupt, disgusting things that Hillary Clinton and Mr. Obama
have already done, lied about and are doing it right now. You
would think it can’t get any worse but the next day you find out
more. This is a world class cowboys and Indians game com-
pounded by the size of the earth and the number of people on it.
Folks we must WIN this election! Donald Trump may not be the
“be all, end all” to all people, but right here, right now, “he” is the
man Oregon voted for and we are obligated to follow the will of
the Oregon people. We cannot change horses in the middle of
the river. It doesn’t work. It will hand the election over to Hillary!
And that’s not an option.
Follow me for a minute, In a hypothetical:
Registered Democrats 1,500,000
Registered Republicans 1,300,000
Everyone votes 200,000
We lose, could be closer than this
Registered Democrats 1,500,000 normal turn out = 65% 975,000 Registered Republicans 1,300,000 normal turn out = 51% 663.000 We Lose 312,000
Let’s look at it another way. 100 Dems
100 Reps
1 Rep. doesn’t vote—That leaves 99 Reps. WE LOSE!
A no-vote for Trump is a vote for Clinton.
If we have 1,300,000 Republicans and if 70,000 stay home, Hilla-
ry wins. We need all of ours, a big chunk of Independents and
some of the Dems to pull this out. Right now it looks like we are
getting the Independents, some ethnics; it’s the Republicans who
are apt to Ruin the Election.
Yesterday, along with 7,000 – 10,000 of my closest friends, I
got to participate in an amazing experience. Rev. Franklin
Graham was on the steps of the Capitol, in Salem, with his
Decision America Tour. His message was profound, very
clear and resolute. We already knew evil has invaded all
parts of this country, from top to bottom and it’s ravaging
everything in sight. We the people must stop it and turn
back to God! Rev. Graham had a plan for us to work on
which included being public and engage people with our
faith, proclaiming God in our families and in our churches;
finding good Ministers who stand up for the Lord to run for
office (any office) and most of all Vote. You can’t sit this one
out! You must pick the most likely candidate to fix this and
Vote and Pray. Maybe with all our strong voices praying up
to GOD, HE will hear us. That’s what He’s waiting for, you
know. He’s waiting for us to call out to Him; turn to Him and
ask for help to fix our broken country. The Lord works in
mysterious ways, his wonders to perform. VOTE!

Quicken Loans Area There are four Convention committees, which meet before or during the Convention for specific purposes under the rules of the Republican Party. Each committee is com-posed of one man and one woman from each state, the five U.S. territories, and the District of Columbia, totaling 112 members. Those committee members are selected by the 56 state/territory delegations, which determine on their own how to choose their representatives on each committee. The committees are as follows: The Committee on Rules and Order of Business (or Rules Committee)—sets the rules of the convention and the standing rules that govern the party until the next conven-tion. The rules it passes must be adopted by the full con-vention to take effect. This committee is regarded as the most powerful. It consists of 112 members, including one male delegate and one female delegate from each state, territory, and Washington, D.C. Members of this committee are elected at state conventions. In June, a group of dele-gates led by a member of the Rules Committee formed a group called Free the Delegates that put forward a platform to change the rules to free delegates to choose whatever candidate they wish. The Platform Committee—writes the party platform, which must be ratified by the full convention. The Credentials Committee—handles disputes on the eligibility of convention delegates. The Committee on Con-tests reviews contested delegates; if the Contests Commit-tee recommends that a delegate be de-certified, the Cre-dentials Committee will consider the recommendation. The Committee on Arrangements—handles the schedul-ing and logistics of the convention.

Cleveland, Ohio—Currently a Blue City with a bit of Red History.
Joshua R. Giddings was a famed Abolitionist & Lawyer. He Was
member of the Whig Party (forerunner of the Republican Party), Gid-
dings was elected to Ohio's House of Representatives in 1826. In
1831 Giddings formed a partnership with Benjamin Wade. Over the
next few years both men became leading figures the anti-slavery
movement in Ohio.
Famous in the history of the abolitionist movement, this office at one
time served both Joshua R. Giddings and his friend and colleague,
Benjamin F. Wade. Both were elected to Congress and spent their
careers as outspoken opponents of slavery. Wade was elected
President of the Senate during the Johnson administration and, as
such, would have become President of the United States had one
more senator voted for the impeachment of Andrew Johnson. Gid-
dings' office still houses his desk, law library, and the first safe
brought to Ashtabula County.

How do you settle a presidential election when the vote is too
close to call? With an ice fishing contest, of course! After the first round of votes were counted, Hillary Clinton and
Donald Trump were deadlocked. Instead of going through a recount,
the two agreed to a week long ice fishing contest to settle the elec-
tion. Whoever caught the most fish at the end of the week would be
the President. The candidates decided a remote frozen lake in
northern Wisconsin would be the ideal place. No observers on the
fishing grounds, but both candidates would need to have their catch-
es verified and counted each night at 5pm. After Day 1, Trump returned with a total of 10 fish, Hillary came back with nothing. Day 2 finished, and Trump caught another 20 fish, but Hillary once again came back with nothing! That night, Hillary and her cronies got together and accused Trump of being a “low-life, cheatin’ son-of-a-gun.” Instead of fishing on Day 3, they were just going to follow Trump to spy on him and figure out how he was cheating. Day 3 finished up and Trump had an incredible day, adding 50 fish to his total! Hillary and her democratic buddies got together for the full report on how Donald was cheating. Hillary stood up to give her report and said, “You are not going to believe this, he’s cutting holes in the ice!” And that, my friends, tells you all you need to know about the intelli-gence on the left side of the aisle.

PRESIDENT's Message - By Teri Grier May begins an exciting season for Republicans locally, statewide and nationally. This is when we have the oppor-tunity to engage in the political process and do our part to impact our policy at every level. It is clear that Republicans fundamental truths are different from those of other parties. For many, the last eight years has felt like being stranded in a lifeboat surrounded by circling sharks. Join me as we take advantage of the opportunity to make change happen. There are several unique opportunities happening in our own backyard. For example, this year we have a contested elec-tion for Coos and Curry Counties Circuit Court Judge. It has been 20 years since our area has had the opportunity to elect a judge rather than this position being appointed by the Gov-ernor. Why is this important? Judges usually retain their posts for a lifetime. The rulings they make impact case-law for future litigants and attor-neys. This is one of the reasons why there is such a concern about legislating from the bench and setting new prece-dence. Some would argue that this is why "Separation of Church and State" has resulted in our symbols of our Found-ing Father's faith being removed from courthouses, schools, national parks, and many other government buildings. There are three attorneys vying for your vote for Circuit Court Judge. One, Ryan Hughes, is a former Coos County prose-cutor who has litigated on behalf of the victims over 1,400 cases and 150 jury trials with an 80 percent win record. He also is a member of the Coos Bay/North Bend Rotary and is the Co-Chair of the Women's' Safety and Resource Center.' Thought the other two attorneys may have strong credentials, they both have a long history of defending those who Ryan Hughes was trying to convict. Not all, but many include wife and child abusers, people who rob our businesses and homes, drug abusers who sell illegal substances to our chil-dren and the list goes on. Though this is a non-partisan race, it is only HUGHES who is a registered Republican who has demonstrated that he has been a protector of the business community, women and chil-dren and of our values. The Coos County League of Women Voters is holding a Can-didate Forum on Thursday, May 5th from 7:00-9:00pm at Coos Bay City Hall, Council Chambers. Local defense attor-neys have launched an all out effort to ensure that someone from their ranks is elected to this position. If you are interest-ed in learning more about the candidates, check out their websites and also mark your calendars to attend this event. I hope you will join me in supporting the only Republican in this race - RYAN HUGHES.

Benton County Republican Women Honor the Memorial Day Service at Crystal Lake Cemetery
Corvallis Legion Post 11 presented the community with a stirring,
traditional Memorial Day service this year at the historic Crystal
lake Cemetery on SW Avery Avenue.
Colonel Robb E. Owen, Commander of the Oregon State Universi-
ty Air Force ROTC Detachment, spoke of his deepening under-
standing and appreciation for the meaning of its observance. He
noted that our Constitution with its protection of individual liberties
is unique. He said to pre-serve it, some of us must be willing to
carry on the duty of defending it.
Our BCRW President Jean Nelson and others then placed solemn
tributes in honor and remembrance of those who were willing.
And they honor the flag on Flag Day too!

DONALD TRUMP VISITS EUGENE OREGON
Representative District 2 Oregon Earlier this year, President Obama outlined a proposal to levy a $10 tax on every barrel of oil that is produced here in this country or imported from other countries. I believe that this is yet another example of the current Admin-istration prioritizing a radical ideo-logical agenda over improving the
economy and helping consumers. Please know that I, along with my Republican colleagues in the U.S. House, strongly oppose the President’s proposal. In fact, the House recently passed a resolution--with my strong sup-port--stating that a tax on every barrel of oil would only harm consumers and drive up costs for the average American. Not only would this proposal increase costs at the pump by at least $2.76 per fill-up, or 25 cents per gallon, it would also sti-fle growth in America’s booming energy sector and kill good-paying jobs. We should be improving our position in the global economy by supporting our energy sector, not diminishing it with excessive taxes and regulation. Whether it’s the Waters of the United States rule that Con-gress voted to scrap, or more policies that hamper economic growth in the West and across the country, please know that I will continue to stand up for rural Americans against costly tax increases and oppressive new regulations from federal agen-cies. Initiative Petition 28 (IP28)
would establish a new gross
receipts tax on Oregon corpo-
rations. The new tax would
charge firms 2.5 percent for all
sales in excess of $25 million.
If passed, the tax would raise
an estimated $5 billion per
biennium, a 440 percent in-
crease in Oregon corporate
income tax collections.
Gross receipts taxes result in tax pyramiding, the process of taxes
stacking on top of other taxes as goods are refined in the structure
of production.
Oregon would join just five other states in assessing a state-wide
gross receipts tax, and Oregon’s version would be the most burden-
some. It would be the highest rate in the country, save for the tax on
radioactive waste in Washington, and the tax would not include pro-
visions to limit its distortionary effects like in other states.
The gross receipts tax proposed in IP28 is in addition to the corpo-
rate income tax, not a replacement.
Oregon would fall from the 11th best to the 17th best ranking in the
State Business Tax Climate Index, but its corporate tax structure
would fall to 50th. Oregon’s corporate tax climate would be the worst
in the nation.
Introduction
A ballot initiative primed for the November 2016 ballot could remake
the corporate income tax in Oregon. It would assess a 2.5 percent
gross receipts tax on corporations with annual sales in excess of
$25 million, raising an estimated $5 billion over the biennium.
If passed, its effects will be felt by businesses and individuals alike.
The tax would add complexity to Oregon’s code, increase economic
distortions, and greatly increase the state’s budget.
In terms of tax structure, Oregon already has issues with a multi-
faceted corporate income tax, levying a traditional income tax as
well as a parallel alternative minimum tax on corporations. The pro-
posed gross receipts tax of IP28 would stack on top of that structure.
Economic research consistently demonstrates the ill effects of gross
receipts taxes both in theory and based on case studies where they
have been implemented. Gross receipts taxes violate core tenets of
sound tax policy, especially neutrality, as similarly-situated firms
would be affected differently by this new tax.

Current Corporate Tax Struc-
ture is Already Complex
Oregon’s corporate income tax has two tax brackets: 6.6
percent on corporate income less than $1,000,000 and 7.6
percent on income greater than $1,000,000.
To ensure that all corporations have a tax liability after de-
ductions and credits, Oregon is one of just eight states that
also assesses a minimum tax on top of its income tax.[2]
Firms must complete a second tax calculation and remit the
greater of the two amounts.
The minimum tax is tiered based on sales within the state of
Oregon. The payments range from $150 to $100,000
Firms paying the minimum tax comprise the bulk of corpo-
rate income tax returns. According to the Oregon Depart-
ment of Revenue, 71 percent of all corporate returns in 2012
paid the minimum tax, including 95 percent of those with
zero income or a loss. However, it is a small amount of the
revenue collected, representing 10 percent of corporate in-
come tax collections in 2012.
States tend to use three factors, sales, property, and payroll,
to determine how much of a corporation’s income to subject
to that state’s tax. A ratio of a firm’s sales, payroll, and prop-
erty in a state is compared to the firm’s total sales, payroll,
and property. The corporation’s income is then subject to
taxation in the state, based on that ratio. For instance, if a
firm has 10 percent of its sales, payroll, and property in a
state, 10 percent of its income would be tax subject to that
state’s taxation.
Oregon uses sales, known as “single sales factor,” to appor-
tion income; only Oregon sales, and not property or payroll,
are subject to Oregon taxation. Both the corporate income
tax and the minimum tax are assessed on these Oregon-
based sales.
Initiative Petition 28 Would Greatly Increase Taxes in Ore-
gon Initiative Petition 28 (IP28) seeks to change how the
state’s minimum tax is assessed. Corporations with Oregon-
based sales greater than $25 million will face a larger mini-
mum tax. For high-sales firms, the new tax would raise the
minimum tax from $30,000 to $30,001 plus 2.5 percent of all
sales in excess of $25 million

USA TODAY Deadlocked Supreme Court blocks Obama on immigration Richard Wolf, USA TODAY 10:41 a.m. EDT June 23, 2016 WASHINGTON -- The Supreme Court blocked President Obama's effort to protect more than 4 million undocumented immigrants from the threat of deportation Thursday, deadlock-ing 4-4 over a plan that had divided the nation as well as the justices. The tie vote leaves intact lower federal court rulings that stopped the program in its tracks more than a year ago, after Texas and 25 other states claimed Obama lacked the authority to go around Congress. It was a sudden, crushing defeat for millions of parents who came to the country illegally and have lived in the shadows, often for decades. The administration had hoped that at least one of the more conservative justices -- possibly Chief Justice John Roberts -- would rule that the plan posed no financial threat to the states and therefore could not be challenged in court. Like several other tie rulings since Justice Antonin Scalia's death in February left the court with only eight justices, the one-sentence opinion simply announced that the court was "equally divided" and unable to muster a majority for either side. That's all opponents needed to block the "deferred action" pro-gram, which would have offered qualifying parents of children who were born in the United States or are legal residents the right to remain in the country for three years and apply for work authorization. The president, with two lower court strikes against him, needed an elusive fifth vote. The immigration battle was waged on two fronts before the court: The administration fought with the states as well as with the House of Representatives, which previously blocked the president's effort to confer legal status to some of the nation's more than 11 million illegal immigrants. It melded with a presi-dential campaign in which Donald Trump has promised to crack down and deport the same people that Democrats Hillary Clin-ton and Bernie Sanders want to help. Obama announced the "Deferred Action for Parents of Ameri-cans and Lawful Permanent Residents," or DAPA program, in November 2014. It would extend protections to more than 4 million parents who meet the criteria, just as a 2012 program did for immigrants brought to the United States as children. More than 700,000 have qualified for that earlier program. Once qualified, parents also could apply for work authorization, pay taxes and receive some government benefits, such as So-cial Security. Those with criminal backgrounds or who have arrived since 2010 would not qualify. Texas challenged Obama's authority to implement the policy by executive action, rather than going through Congress. Federal district court Judge Andrew Hanen in Brownsville, Texas, up-held the challenge in February 2015 and blocked the program from being implemented nationwide. The U.S. Court of Appeals for the 5th Circuit upheld that ruling last November in a 2-1 deci-sion. In written briefs and oral arguments, the Justice Department contended that the policy only would make official what was happening anyway — undocumented immigrants who do not have criminal records and are not priorities for deportation are generally left alone. The government only has enough funds to deport about 400,000 a year, they said. Lawyers for Texas and the House of Representatives countered that while the president can decide not to deport individual im-migrants, only Congress can defer action on a class-wide basis. The state's injury claim focused on what it said would have been the need to spend money issuing driver's licenses to hun-dreds of thousands of immigrants. Federal officials said that was Texas' choice, and not a ground for a lawsuit.
