The Executive Committee

consists of the Offi cers of the

Association and meets monthly

to address the day-to-day busi-

ness operations of CAPLA.

During the summer of 2004,

this committee met once a

week to manage the moving

of our offi ce to the downtown

core and the hiring of perma-

nent full-time offi ce staff, as

well as discussing strategies for

future planning and growth.

Achievements, Acknowledgements and Future PlansBoard of Directors/Executive

Vision/Mission realignment

completed.

Board growth/governance review – worked with both

the Centre for Non-Profi t Management and Alberta

Community Development.

Downtown offi ce – During the summer of 2004, the Exec-

utive decided to look at the possibility of having a downtown

offi ce to serve the needs of the membership, as well as to

host meetings for our members at a central location. Many

areas of downtown were examined, including looking at the

Beltline area of downtown. It was ultimately decided that the

CAPLA Offi ce would relocate to Sunlife Plaza. CAPLA now

has access to a variety of meeting facilities that are available

to all of our committees and for other events that CAPLA

may wish to host.

Hiring of offi ce staff – In

the fall of 2004 the Board of

Directors looked at the fact

that CAPLA was at a point

in its life that we required the

services of permanent offi ce

staff for the Association. As a

result, the Board of Directors

and the Executive employed

the services of a professional

staffi ng agency to recruit our

personnel. This was a trans-

parent process that allowed

anyone to apply for the

positions through the agency

without bias or prejudice.

The quality of the candidates

presented to the Executive

was superior and both Aimée

Cranston (Offi ce Manager)

and Melody Kokai (Offi ce

Assistant) were offered positions with CAPLA. They have

been assisting the Executive and the Board of Directors

with the day-to-day operations of the Association since

October of 2004.

NALTA ConferenceThis event was attended by CAPLA President, Audrey

Atkins, and CAPLA member, Verna Moodie. The

purpose was to promote our Association and to make

a presentation to their Board on some joint venture

opportunities with respect to education and communica-

tions. We will be submitting an article for their newslet-

ter about Canadian lands, as well as attending their 2005

Conference where we will present a session on Canadian

lands for their members.

2004 CAPLA Conference (Val Anderson, Chair)In 2004, CAPLA held its bi-annual conference “Putting

the Pieces Together” at the Calgary Roundup Centre.

The conference was attended by approximately 1000

members over the two days with several different exhibi-

tors present. CAPLA’s exposure has become more evident

which was demonstrated by the increase in industry

sponsorship. One of our special guests was the President

of the National Association of Lease and Title Analysts

(NALTA), Melva Thornton, who traveled from Houston

to experience our successful conference. Committees are

already being formed for the upcoming 2006 Conference.

10th Anniversary GALA (Verna Moodie & Gale Breen, Event Organizers)The CAPLA 10th Anniversary GALA was held on

February 20, 2004 at the Roundup Convention Centre.

There were over 300 people in attendance, including

many of the original members of the Board of Direc-

tors. The night’s activities included a cocktail reception

with Elvis greeting the arriving guests, a presentation by

Alberta Energy, a wonderful dinner and show with the

likes of Tina Turner, Tom Jones, Elvis and many more.

After dinner the “serious action” began with a fun money

casino and silent auction, and for those who still had the

energy there was a dance band playing the night away.

CAPLA would like to thank our many sponsors and

member companies for their tremendous support. We

would also like to thank the volunteers for their enthusi-

astic efforts in insuring the success of the evening.

Asset Management Education Initiative (Gale Breen, Chair)CAPLA has been the initial sponsor of a new Asset

Management Education Initiative that began with the

presentation of a CAPLA 5 Year Education Plan to the

CAPLA Board of Directors. Upon the recommendation

of the Board, a steering committee was formed to facili-

tate the kick-off and implementation of the initiative.

Phase 1 was completed in December 2004 and

it included a high level strategic plan with vision and

mission statements, objectives, goals, work plans and an

information brochure.

The steering committee recommended a separate orga-

nization be formed with the following Mission Statement:

A non-profit and independent society influencing

and motivating Asset Management skills develop-

ment for the energy industry by:

◗ Developing potential learning strategies and career

paths for Asset Management personnel

◗ Developing and maintaining the currency of learning

modules and associated materials

◗ Providing learning modules and associated materials to

various education providers

◗ Establishing standards for instruction for the learning

modules

Phase 2 of the initiative will include the development

of bylaws, governance structure, business plan, budgets,

marketing, communication and fundraising plans. It is

anticipated that Phase 2 will be completed by May 2005.

Upon the completion of Phase 2, Phase 3 will begin.

This phase will be the implementation phase of the

initiative and will include presenting the initiative to

senior management within the industry and seeking their

support and funding for the future development of asset

management learning modules.

Synergies Group (Audrey Atkins, Member)Several related industry associations struck a group

wherein the Presidents (or alternate association represen-

tative) meet to discuss issues and trends that are common

among these various associations and to further share

information on how each association is managing their

day-to-day business needs, governance models, volun-

teers, education, etc.

We have had two meetings since inception among:

Committee AchievementsVolunteersCAPLA’s committees are compiled of volunteers who

take additional time and effort to assist in the workings

of our organization, an organization whose membership

has grown to almost 2000 members!

Dedicated volunteers have enabled CAPLA to provide

many essential tools for the profession of Land Admin-

istration. Committee volunteers fi ll various roles and

support many services including: the website and roster,

CAPLA’s committees are compiled of

volunteers who take additional time

and eff ort to assist in the workings

of our organization, an organization

whose membership has grown to

coordinating networking events, facilitating education

courses, providing information and sessions to post-

secondary students, communicating with members via the

NEXUS, website and meetings. Our volunteers also work

on industry standard agreements and liaise with provincial

governments and industry partners on initiatives.

The driving force of volunteerism within CAPLA

continues to be the key to our success!

Certifi cationDuring 2004, CAPLA’s Certifi cation Committee was

pleased to announce the following members as recipients

of CAPLA’s Certifi ed Petroleum Land Contracts Admin-

istrator (CPLCA) designation:

Janet Bellis, CPLCA

Susan E. Lewis, CPLCA

Karen Mackie, CPLCA

Rhonda E. Martin, CPLCA

Maureen A. Moore, CPLCA

Including the successful candidates announced during

2003, this brings to 12 the number of CAPLA members

who have received this designation. These members have

engaged themselves through active efforts, work experi-

ence and study to achieve a high standard of knowledge

within Land Contracts. CAPLA is proud of our Certi-

fi cation Program and the standards we have set for our

members to achieve Certifi cation.

The contract for the design of the 600-question

database for Minerals Administration was awarded early

in 2004 to SAIT and work has commenced to prepare

these questions based on the Minerals Administra-

tion “Learning Roadmap” which was designed by the

Minerals Subcommittee on the basis of CAPLA’s Educa-

tion Dacum. The Surface Subcommittee has recently

commenced design of the Surface Administration

“Learning Roadmap”.

The Certifi cation Committee promoted the concept

of the Certifi cation process at the 2004 CAPLA Confer-

ence by hosting two well-attended sessions called “The

Land Game”. They were designed to take some of the

mystery out of the Certifi cation examination process. As

a result of over 100 members participating in the “game

show format” using actual examination questions, we are

hoping that many more of our members will be willing

to embark on the Certifi cation process. Our intention

was to enable CAPLA members to better understand

how participation in the Certifi cation program helps you

identify your areas of strength, as well as the areas you

need to know better.

Many thanks go to the hardworking members of the

Certifi cation Committee and all CAPLA members who

have taken the step to grab the “Checkpoint Opportu-

nity” and participate in the program. Application forms

and deadline dates for upcoming exam sittings are posted

on the CAPLA website.

Communication The Communication Committee has once again seen

many changes this year. One of the biggest changes was

to bring Public Relations and Promotions (PR/P) under

the umbrella of the Communication Committee. The

Communication Committee now has two standing

Subcommittees: PR/P and NEXUS. We have contracted

Folio Publication and Design to work on image and

branding with CAPLA so that our Association and all of

our materials have a distinct and consistent look and feel.

PR&P (Public Relations & Promotions)Jeff Bryksa became the Assistant to the President and had

a heavy load with that position. Lisa Larson was inter-

ested in taking on the role of Chair of this committee and

CAPLA has benefi ted tremendously from the enthusi-

asm and strong leadership skills that Lisa has brought to

the position. The committee went out to various post-

secondary institutions to convey CAPLA’s mandate. A lot

of brainstorming has been done on how to externally and

internally promote CAPLA and some of the ideas will

become a reality in 2005 such as the Charity Day. The

committee has been working on a promotional database

that will sit on the website and members will be able to

shop for items that have the CAPLA logo. The committee

has evolved and works with all other CAPLA committees

to ensure CAPLA’s image is promoted effectively.

NEXUSWe welcomed a new Editor, Julia Haynes, in March

2004 and thank her for her dedication this past year.

NEXUS is one of CAPLA’s most well known products.

The committee obtained approval in the fall of 2004

to design a new look for the NEXUS. The purpose of

the redesign was to raise the profi le of an already excel-

lent publication by giving it a more magazine-like feel

and appearance and making it more consistent with

the CAPLA image and branding. The members of

the NEXUS committee continued to work with other

committees to ensure timely publication of submissions

and events on behalf of CAPLA, as well as publication of

the CAPLA Annual Report. In addition, the committee

continued to solicit articles from those who are active in

the oil and gas industry to provide material that is both

educational and informative. We hope to add a keyword

search to the NEXUS index search on the CAPLA

website in 2005.

EventsMeetings: Once again we were fortunate to have

wonderful speakers to present on industry-related issues.

Our Breakfast, Lunch and Dinner Meetings were enjoy-

able and were well attended.

Networking Events: We had continued success with the

following established and ever popular events: the CAPLA/

CAPL Pre-stampede Party, CAPLA/IRWA Wine Tasting,

CAPLA Golf Clinic and Golf League, CAPLA/CAPL Kids

Skating Party and the CAPLA Christmas Cheer.

New Events: We established “Family Day at the Zoo”

which was held in May 2004. It was an opportunity for a

fun day with other members and their families. This will

be an annual event for CAPLA, however, we are looking

at moving it to June as well as exploring ways to enhance

this event.

New for 2005: We are planning an Annual Ski Trip with

IRWA that is scheduled to run in the spring of 2005.

Government Relations◗ Successful implementation of e-Transfers for Alberta

Crown mineral documents

◗ Participation in a number of ongoing initiatives in

Alberta including e-Posting, Freehold Mineral Tax

Review, Alberta Advisory Council, NGC/CBM

◗ Participation and consultation with BC Crown on

various initiatives presented both from CAPLA and

from the BC Crown

◗ Renewal of the Saskatchewan ISC Task Force and new

initiatives underway with ISC

Industry RelationsThe following Committees and Task Forces have been

reviewing issues on an ongoing basis:

Government/Industry Surface Document Standard-

ization; Land and Accounting; Lease Rental Sharing;

Freehold Mineral Lease and Mineral Title Ownership;

Coalbed Methane/Natural Gas in Coals; Notice of

Assignment/Working Interest Clarifi cation; Master Road

Use Agreement Review.

In addition to CAPLA, committee members from

C2C ADR Council – CAPLA became a shareholder

in December 2004, continues to be an active participant in

initiatives and will be including ADR in its education plans.

Member ServicesCAPLA is proud to have close to 2000 members and

additional benefi ts such as car rental, fi tness club and

parking discounts are being researched on behalf of

our members. New “discipline categories” have been

added to the Job Bank. Mentoring went online with

the Knowledge Bank, which is available as a resource

to all members. One-on-one mentor/mentee guidelines

and the matching process have been revised and a new

mentoring brochure is currently being developed to hand

out to schools and at various CAPLA functions.

NominationsThe Nominations Committee is a standing committee

under CAPLA’s Bylaws and is chaired by the Vice-Presi-

dent (although they may delegate this role to another

member of the Executive). The committee for 2004 was

chaired by Ty Hansen (JED) and the members were

Audrey Atkins (Krang), Bonnie-Lynn McLaren (CNRL);

Lisa Regan (Burlington) and Melanie Storey (Burlington).

TechnologyThe Technology Committee continued to enhance our

website to provide an interactive tool for our member-

ship. Key accomplishments for 2004 include:

◗ Developing an online membership registration

◗ Implementing the ability for members to register for

events online.

Communication Committee

My term is up as Communication Director and

it is with great satisfaction and a feeling of

accomplishment that I leave this position.

Communication for CAPLA is integral to maintaining

member satisfaction and inclusion of all members in

social events, task force issues, education initiatives and

virtually anything that is the business of CAPLA. The

Public Relations Committee and the NEXUS Commit-

tee work closely with

all other committees to

“communicate” not only

to CAPLA’s member-

ship, but also to many

aspects of industry from

governments and corpo-

rations to post-secondary

institutions.

Serving on CAPLA’s

Board of Directors has

given me a tremendous

amount of respect for the

high level of commit-

ment that each and every

member of CAPLA’s

Board brings to the table.

The Board members

come from very diverse

backgrounds and have

many points of view on any issue, but the high level of

cooperation among the Board keeps CAPLA moving

forward and improving as an industry association.

CAPLA is like many organizations in that there is a

core of volunteers that have done and continue to do a

lot for the association. They have a history and under-

standing of where we came from and CAPLA is fortu-

nate to have these dedicated volunteers, but I would

like to “communicate” to CAPLA’s membership that a

continual infusion of new volunteers is always required.

I encourage the membership to check out the website

section where postings are made for volunteers that are

needed. You may fi nd something appealing and, you

can be included with those that come forward to make

a difference.

It is with great pleasure that I welcome Karen

Pugsley as the new Communication Director and back

to volunteerism with CAPLA.

8. Natural Gas in Coal Tenure – Working Group

◗ The last meeting was held September 29, 2004.

◗ The working group’s final recommendations were

submitted to the Multi-stakeholder Advisory Group

(MAC) on October 26, 2004. MAC is reviewing

recommendations from all of the working groups

and will be providing preliminary findings for public

input in May 2005. At that time, all members will

have the opportunity to review and comment on the

preliminary findings.

Saskatchewan1. Mineral Tenure Task Force

◗ The committee sent a list of items/issues they would

like considered for enhancement to Saskatchewan

Crown for review. Future discussions are required

and updates will be provided when available.

2. Oil Sands Regulation Review

◗ Two CAPLA members from CNRL have volun-

teered to sit on the committee. SIR has been advised;

no plan to move forward as yet.

3. ISC Task Force

◗ The Saskatchewan ISC Task Force is working jointly

with individuals representing ISC and CAPL to

address a number of the issues that were raised by

industry during Round Table meetings that were held

in 2001. Results from the Round Table discussions

were compiled and a list of 42 issues was prepared for

review. Preliminary meetings between CAPLA, CAPL

and ISC made it clear that most of the issues fell into

one of two categories: process or policy. As a result,

two Working Groups have been formed and the list

divided into categories to be addressed accordingly.

◗ The “Policy” group, which is comprised primarily of

CAPL members, is chaired by Jonathan Chapman of

Legacy Land and Title Company Inc., and is review-

ing issues such as fee structure, reconciliation of

commodity splits and use of digital signatures under

the new On-Line Submission Tool.

◗ The “Process” group, which consists of mostly

CAPLA members, is chaired by Shawna Braun of

Husky Energy, and is dealing with issues arising

from day-to-day use of the ISC system, includ-

ing the complexity of conducting searches and the

inconsistencies experienced when customer packets

are submitted for registration.

◗ Meetings held to date have been highly produc-

tive, and a number of potential solutions have been

suggested and are being assessed by all parties.

Land and Accounting Committee◗ Originally formed from the ADR round table as a

task force to review issues. The task force has recently

moved to a standing committee comprised of various

industry association volunteers that will be forming

subcommittees to review and make recommendations

on the top 5 issues.

Rental Sharing Task ForceThe Task Force has met regularly and is developing the

Government and Industry Surface Document Standardization Committee◗ Originally formed from the ADR Round Table as a

task force to review surface issues, the task force is

moving to a standing committee and is reviewing the

top issues and will be making recommendations on

these issues.

◗ The committee is now comprised of various industry

and government volunteers and the committee has

been meeting regularly to discuss issues and develop

Nexus articles and standardize various documents for

use by government and industry.

Master Road Use Task Force◗ The task force has been meeting regularly to review

and recommend changes to the 1998 Master Road Use

Agreement.

◗ The committee is very close to recommending the

2005 Master Road Use Agreement for approval.

NOA Process Review Task Force◗ The task force is currently reviewing issues related to

NOAs.

Freehold Mineral Lease and Mineral Title Ownership Task Force◗ Meetings will commence in Spring of 2005

◗ Volunteers are required so please check the CAPLA

website for volunteer opportunities.

C2C ADR Council (Company to Company Alternative Dispute)◗ CAPLA became a shareholder in December 2004,

continues to be an active participant in initiatives and

will be reviewing the inclusion of ADR in its educa-

tion plans.

◗ Meetings are held quarterly.

Trust Agreement Task Force◗ A new task force will be formed in 2005 to review and

address issues around trust interests and agreement

provisions and the administration of the trusts.

◗ Participants will be required in the Fall of 2005 so

watch for volunteer opportunities on the CAPLA

Website.

Member Services

As I write this, I am nearing the end of my two-

year term as Member Services Director. I have

had the opportunity to see many new and excit-

ing changes take place within the CAPLA organization.

We are an Association that has grown substantially in

size, and is continuing to only get bigger and better. I

believe that the main reason we are such a wonderful

Association is because of our members. CAPLA has a

lot to offer, but without the strong support we receive

from our membership, we would not have made it over

10 years!

As the Member Services Director, one of the main

duties of this portfolio was to review and approve new

membership applications. I can’t begin to tell you how

diverse a group those in the Land Administration field

and the associated disciplines are. Our membership

comes from such a variety of backgrounds. There are

members that have had a career in oil and gas, and then

there are those who have made a career change after years

in a completely different industry (food, airline, health

care, you name it!). It is really exciting to see that Land

has so much to offer, and is only continuing to increase

in popularity.

I have had the opportunity to meet some really

wonderful people through CAPLA and through my job

as a Lease Administrator. The one common denominator

I seem to notice among our group is that they truly enjoy

their work. They are passionate people who are excited

about their career choice and inspire others to find the

kind of happiness they have found. There are so many

different ways to have a career in land. That is what I

personally love. You can get into Surface, Mineral, A&D,

Negotiating, Land Systems, Accounting, working for

the Government, or a combination of any of these ...the

opportunities are endless. I know that for me, variety is

extremely important … and knowing that I get to do

different tasks each day keeps me happy about coming to

work. I am convinced that any personality type can find

some aspect of land that interests them. I cannot think of

too many careers that offer so much variety and so many

different ways for one to “pave their own path”.

In the latter part of my Directorship, Mentoring was

put under the Member Services portfolio. A wonder-

ful way to get involved in CAPLA is by sharing your

knowledge and skills with fellow peers in the industry.

I am very thankful for the contacts I have made and

the people that I can call on when I have a question. In

order for CAPLA to continue to be successful, I strongly

encourage those that feel they have an “area of expertise”

to share what they know. Please consider becoming a

One-on-One Mentor, or an occasional Mentor via the

On-line Knowledge Bank.

I am leaving my Directorship feeling very excited

about what CAPLA’s future holds. I see an Associa-

tion that has so much promise and with the continued

support of its volunteers and membership, will have

continued success. As a CAPLA member, I hope that you

maximize everything that is being offered to you. If you

have ideas or suggestions on how to make us better …

please do so! We could not do it without you, and your

feedback is essential.

I am so grateful for all of the wonderful people I

have met during this journey with CAPLA. Those that

have inspired me and encouraged me along the way,

thank you. I look forward to enjoying my CAPLA

membership for many years to come, and I hope you will

as well.

Coming Soon To Your Inbox: CAPLA Broker Documents

Although the use of these Documents is not

mandatory, the CAPLA Board of Directors

endorsed their use at its February 2005 meeting.

The CAPL Board of Directors has also been approached

to endorse the documents. The creation of these Docu-

ments is part of CAPLA’s continuing commitment to its

membership by creating industry precedent agreements

for its members’ day to day use.

I. Why Were The CAPLA Broker Documents Created?

Because Alberta Crown transfers are now prepared

electronically, Oil and Gas Companies are no longer able

to hold a “transfer back” from the Broker on their lease

fi les. This fact, plus the recognition that many companies

do not have a formal written agreement governing their

relationship with their Brokers, necessitated the creation

of some sort of standardized paperwork which would

enable Companies and Brokers to effi ciently use the e-

Transfer process and e-Posting process.

The e-Transfer Broker Committee canvassed several

Brokers and Companies and obtained a variety of forms,

letters, master services agreements and trust agreements.

Although the Committee initially intended to draft one

“master” form of agreement to cover the relationship

between Brokers and Oil and Gas Companies, it ulti-

mately decided to create three simple one page forms:

(a) Posting/Acquisition Service Order Form

(b) Agency and Trust Agreement (“ATA”)

(c) Transfer Service Order Form

II. The CAPLA Broker Documents(a) Posting/Acquisition Service Order Form The Company is to utilize this Form to request the

use of the Broker’s name for the acquisition of a parcel

of land at a Crown Sale or to request the Broker to

post lands. The Committee recommends that the

Form be used to confi rm verbal arrangements.

The Form has been drafted so it may be used

for Crown Sales in any province. Although the

Committee chose to limit the scope of this Form to

Crown acquisitions, some Companies may want to

tailor the Form to meet its needs for freehold acqui-

sition as well.

By signing the Posting/Acquisition Service Order

Form, the Broker agrees to act as agent for the

Company, keep the information confi dential and

advise the Company of any confl icts.

(b) Agency and Trust Agreement (“ATA”) This is the one page Agreement which will be

placed on the Company’s title document fi le. As the

Company (the “Benefi ciary”) is no longer able to hold

an unexecuted Crown transfer as evidence that the

Crown title document is held in trust by the Broker,

the ATA was created to provide the Benefi ciary with a

piece of paper to place on its fi le to evidence its bene-

fi cial ownership. The ATA includes provisions which

clarify the trust and agency relationship between the

Broker and the Benefi ciary – the Agreement does not

create any additional obligations between the parties

which do not already exist in the current trust rela-

tionship between the Company and its Broker.

As the ATA is intended to function as an industry

precedent, any revisions to this Agreement should

be highlighted. Should your Company determine

that signifi cant revisions are desirable, the Commit-

tee would appreciate your feedback as perhaps those

changes would benefi t others and could be incorpo-

rated in a future version of the ATA.

(c) Transfer Service Order Form This Form contemplates that the Company (the

“Benefi ciary”), or an agent acting for the Benefi ciary,

has prepared an e-Transfer which is waiting on line

for the Broker’s concurrence. This Form is sent by the

Company/Benefi ciary to advise the Broker that the

Crown title documents currently held in trust by the

Broker are being transferred to either the Benefi ciary

or to a named third party (usually a purchaser). This

Form provides the Broker with written evidence that

the Benefi ciary is directing the Broker to approve the

transfer of the title documents to a third party.

Please be aware that it is not the Committee’s inten-

tion that the use of these three Broker Documents will

replace verbal negotiations between the Company and the

Broker. It is also not the Committee’s intention that these

Documents eliminate the use of comprehensive master

services agreements between the two parties. The CAPLA

Broker Documents are simply intended to provide indus-

try standard precedents to facilitate the ability of Compa-

nies and Brokers to conduct business effi ciently.

package and circulate the package via a mass email to all

CAPLA members. The Committee welcomes your ques-

DescriptionThe course/field trip begins in Calgary, proceeds to

Turner Valley, passes through the foothills and ends

in Canmore prior to returning to Calgary. En route,

participants learn the basics about exploration/exploi-

tation geology, geophysics and engineering – how oil

and gas reserves are found, extracted and marketed – as

well as gaining insight into the history of the petroleum

industry and the impact changing technology has had

throughout the years. From outcrop to discovery well

site, from oil pool to sour gas pool, participants are taken

to some of the very spots that changed Alberta’s history.

By days end, participants will understand the basics of

rock and reservoir types, seals, traps, exploration/drill-

ing methodologies, processing, transportation and play

economics. Aside from the technical and economical

aspects of the industry, participants will also gain a

comprehensive insight into the historical and present day

economic importance of the oil and gas industry within

the economy of Alberta and Canada. Tours depart from

Calgary at 8:00 am and return at 9:00 pm.

T he Canadian Centre for Energy Information is a

non-profit organization created in 2002 to meet

an urgent need for information about all parts of

the Canadian energy sector from oil, natural gas, coal,

thermal and hydroelectric power through to nuclear,

solar, wind and other sources of energy.

Developed for North American audiences, the

Centre for Energy provides easy access to complete,

comprehensive, and credible information on the Cana-

dian energy sector. We believe an informed and educated

public better understands and supports energy policy

and regulatory choices, makes better business decisions

related to energy, chooses careers in energy, invests in

energy and uses energy more wisely.

”The Centre for Energy aims to be the primary

source of information, data and educational materi-

als pertaining to Canada’s energy sector,” says Colleen

Killingsworth, President, Canadian Centre of Energy

Information. “We believe the Centre for Energy plays an

important role in the development of public knowledge

and understanding of the Canada’s role in the North

American energy mix, both of which are paramount to

the successful growth of Canada’s energy sector.”

The Centre for Energy produces stakeholder reviewed,

fact-based educational publications and offers curriculum-

linked interactive learning resources on its web portal.

“The web portal has become a solid platform and

framework for bringing together a number of sources of

information on the Canadian energy sector and serving

them in one place, ” says Killingsworth. “Currently, there

are more than 7,500 dynamically generated pages on the

portal which represent original content produced by the

Centre for Energy itself as well as information and data

generated by a number of external sources.”

The Centre for Energy portal combines more than

55 live market and news feeds with encyclopedia-level

People are increasingly attracted to the web portal

and the energy content that resides on it. The site statis-

tics show that the Centre for Energy portal continues

to grow month-over-month and quarter-over-quarter.

A comparison of fourth quarter 2004 statistics to the

fourth quarter of 2003 shows the number of visitor

sessions increased 164 per cent to 165,451 for the quar-

ter, and the number of page views increased 70 per cent

to 1,629,305 for the same period.

The Centre for Energy’s progress and growth has not

been limited to the web portal. During 2004, the Centre

for Energy supported more than 42 energy-related

conferences, presentations, trade shows and education-

oriented events. The number of organizations who serve

as partners in energy more than doubled in size, and the

Centre for Energy published three new publications.

You Wanted To KnowQuestion: When does approval have to be obtained when vehicles are crossing pipelines?

T he Alberta Pipeline Regulation* prohibits anyone

from operating heavy equipment across a pipeline

unless the equipment is on the travelled portion

of an established highway or road. Section 22.1 of the

Alberta Pipeline Regulation reads:

No person shall operate a vehicle or equipment across a

pipeline at a point that is not within the travelled portion of

a highway or public road unless

(a) approval is obtained from the permittee or licensee

of the pipeline, or

(b) t he vehicle or equipment is used for agricultural

purposes.

Approval must be obtained when accessing across pipe-

lines in undeveloped road allowances or undeveloped

LOC’s (Licence of Occupation) where an upgraded road

surface does not exist. The EUB has advised that a trail is

not considered to be an upgraded road surface.

Section 22.1 will be revised in the upcoming

revised 2005 Alberta Pipeline Regulation to clarify

this commonly misinterpreted section. The EUB has

consented to allow the proposed new Section 66 to be

reproduced here. PLEASE NOTE: The revised Pipeline

Regulation is not yet in force and may experience

further editing prior to its intended release in the

Spring of 2005. The excerpt below is provided for

informational purposes only.

Vehicles crossing pipeline66 No person shall operate a vehicle or equipment

across a pipeline at a point that is not within the

upgraded and traveled portion of a highway or

public road, or not within the portion of a road

allowance that has been structurally upgraded to the

satisfaction of the pipeline licensee, without obtain-

ing approval from the licensee of the pipeline unless

(a) the vehicle or equipment is used for farming

operations,

(b) the vehicle is an off highway vehicle as defi ned

in section 117(a)(iii) to (viii) of the Traffi c Safety

Act, or

(c) the vehicle is a private passenger vehicle as

defi ned in section 1(1)(jj) of the Traffi c Safety

Act and has a nominal chassis rating of not

greater than 3/4 of a ton.

On Wednesday, February 2, 2005 the Public

Relations and Promotions Committee held

a Volunteer Information Session which

allowed prospective volunteers to learn what the various

mandates and functions of

standing CAPLA commit-

tees were. As a result of this

session, the Committees

that were seeking volunteers

were able to begin the stages

of recruitment of vari-

ous individuals who were

interested in volunteering

with CAPLA. In addition,

the Volunteer Information

Session also announced the

launch of the new Volun-

teer Job Bank which is now

available on the CAPLA

website. The Volunteer

Job Bank allows for those CAPLA members who are

interested in volunteering, to fi nd out what commit-

tees are seeking volunteers and the requirements for

that particular volunteer role. Overall the event was

CAPLA and the Calgary Inter-Faith Food Bank

On March 23, 2005 volunteers from CAPLA

joined together with members from the Calgary

Inter-Faith Food Bank and demonstrated a

great sense of volunteerism by assisting the Food Bank in

creating hampers that go to families in need of support.

In the two hours that CAPLA donated, 32 hampers were

completed – each hamper feeding approximately seven

families. Thus, all the combined efforts allowed us to

assist a total of 224 families! A special thanks to all those

who volunteered!
