BACKGROUND
The Year-End Awards is an annual event of the National Federation of Junior Philippine Institute of Accountants –
Region III (NFJPIA-R3), patterned after the event of the National Federation, which is held mainly to give
recognition and merits to the students who have excelled the most in every aspect of his/her youth (MOJ) and who
have excelled the most in leading his/her co-JPIANS (MOLCP). An award is also given to the Local Chapter who had
made the greatest name in the council (MOLC) with respect to the organization’s achievements and participation in
the Regional and National Activities. Nevertheless, to expand the delight and pride of the council, The Year EndAwards includes Special Awards to be given to Local Chapters and JPIANs, who may not be the best but surely
deserve to be recognized and awarded for being such great representatives of the Region 3 Council.
OBJECTIVESThe Year-End Awards of Federation Year 2013-2014 is aiming to:
Uplift the characters of the students and Local Chapters who will receive the awards by recognizing them
as exemplary representatives of the whole Council.
Inspire the other students and Local Chapters to strive for continuous improvement and eventually
excellence.
Enkindle the competitive spirits of JPIANs and encourage them to make good use of their minds and talents
Promote fairness and honesty among JPIANs by the formulation of reasonable criteria for each award and
making it publicly known and understood thereof.
Encourage the JPIANs to be achievers of their generation.

MOST OUTSTANDING JPIAN
Overview:
The search for the Most Outstanding JPIAN recognizes the accountancy student who has exhibited the true traits o
a JPIAn: a well-rounded person who excels in his academic as well as in his extracurricular activities and got the
overall quality of a promising JPIAn. This search is open to all registered member of NFJPIA-R3 FY 2013-2014. He/she must attend the 17th Regional Mid-Year Convention and the 20th Annual Regional Convention.
Each Local Chapter can nominate a maximum of three candidates. The Incumbent Local Chapter President is not
allowed to apply in this category.
Requirements:

The candidate must properly secure the following documents in hard copy (to be submitted on the ExecutiveBoard Meeting in December 2013):
1. Duly signed endorsement letters from the College Dean, Incumbent JPIA Adviser and Incumbent JPIA Local
Chapter President.
2. Fully Accomplished application form.
3. Certified True Copy of Grades or Transcript of Records.
4. Resume with two 2x2 colored picture (White background, corporate attire).
5. Photocopy of all corroborating evidences (certificates, medals, etc.) supporting all claims and assertionsmade in the bid. Photocopies of medals will only be recognized by the committee if duly certified by the
award giving body (signature or dry seal).
6. Certificate of Good Moral Character.
7. Certificate from the school’s registrar of the student’s General Average.
Qualifications:
1. Must be a bona fide member of NFJPIA FY 2013-2014.
2. No non-passing grades in all subjects taken including non-academic subjects.
3. General Average of 85% or above or its equivalent. Major subjects retaken will be given 6 units allowance
Units in excess will be grounds for disqualification.
4. Subject initially marked as incomplete would be fine as long as the completion grade is passing.
5. The candidate must not be involved in any criminal case brought upon by any competent course o
jurisdiction.
6. The candidate must not have committed any violations on the NFJPIA-R3Council Constitution and By-Laws
MOJ Proceedings:
Each qualified candidate will be subject to the following eliminations:
FIRST Elimination- selection of Top 10 Outstanding JPIAn(This will be done after all entries are submitted on
the Executive Board Meeting in December 2013) or of 50% plus one of the total number of applicants if less than
20.
Selected Top 10 (or 50%+1) must attend the Annual Regional Convention for FINAL SCREENING. He or she mus
confirm his attendance 60 days prior to the 20th ARC. Failure to attend or confirm attendance ceases the right to
claim such and will be given to the person who garnered the highest percentage next to him/her. The top 10 (or50%+1) will be announced on the First Week of December 2013 at the NFJPIA R3 website with an emai
confirming their qualification. LATE ENTRIES shall not be accepted.

In cases where position held is not enumerated above, please attach a photocopy of the portion of the Constitution
where such position is described in terms of duties and scope of responsibilities.
Social Responsibility refers to any activities/events he/she attended and organized in relation with social
responsibility and awareness function.
NOTE: Entries in the application form with no supporting certificates will not be considered. It should be certified
either by:
a. The LC President& Adviser: Academic and Non Academic Contests won and participated.
b.
Student Affairs head, Organization President & Adviser – Leadership and Social Responsibility.c. Attendance in NFJPIA activities for the federation year will be monitored by the YEA Committee.
Essay. The essay shall be passed together with the other preliminary requirements. The topic for the essay shall be
communicated to the participants directly through their e-mail addresses right after the numbers of participants
are finalized.
FINAL Elimination- selection of the Most Outstanding JPIAN (This will be held during the 20th ARC).
Selection of the MOJ
The candidates shall follow a schedule of interview sessions after the announcement of the Final 10. The selection
of the Board of Judges is subject to the discretion of the Executive Board.

Video Presentation
The Video Presentation will be done beforehand by the candidate himself, it will be all about why he/she should be
given the title Most Outstanding JPIAN. It may include how he views himself as a JPIAN and as a person and
different things that are significant in his life and/or important persons to him. The candidate may freely decide
how he will make it interesting as long as the content is relative and shows how he wants himself to be introduced
and known.
The hard copy of the video will be passed on the first day of the 20 th ARC to any of the YEA Committee and will be
played before the judges to serve as his introduction for the actual interview. The video should only run for amaximum of 5 minutes. It will be judged with respect to its content and not with its technological quality.
Video Presentation shall be judged according to the following criteria:
Style and Organization shall refer to the organization and flow of video content.
Content shall be judged according to the understandability and clarity of information included in the presentation.
Creativity shall be judged according to the use of music, effects, images, etc.
Overall Impression shall be judged according to how the video presentation attracted and maintained the interes
of viewers.
Essay. The essay shall be about the nominee’s struggle in studying because of financial difficulty and how he/she
manage to rise despite such challenging adversity.
Each scores or ratings in each category (Elimination Round, Video Presentation and Interview) will beranked from lowest to highest (e.g. the highest rating or score will be rank 1). The rank in each criterion
will be multiplied to its corresponding percentage. Each product will be added to determine their fina
score.
The Three (3) JPIANs who garnered the highest ranking (ranks 1-3) or lowest score will be selected
and two (ranks 2-3) of which will be an Outstanding JPIAN and the one who achieved the TOP spot will be
the Most Outstanding JPIAN.

Requirements:
The candidate must properly secure the following documents in hard copy to be submitted on the December 2013
Executive Board Meeting:
1. Duly signed endorsement letters from the College Dean and Incumbent JPIA Adviser.

3. Resume with two 2x2 colored picture.
4. Certificate of Good Moral Character.
5. Certificate of Attendance in the 17th MYC.6. Evaluation form from the incumbent Adviser. (The form shall be provided by the YEA Committee)

Collage. The collage will be done by the local chapter president beforehand, it will contain different pictures o
things he wants to achieve, dreams and goals in life and how he want to see himself five years from now. It will bedone on a 1/8 (15x10) or 1/4 (15x20) illustration board.
Attitude shall be judged according to the candidate’s way of answering questions and his behavior during the
interview.
Appearance and Overall Impression made shall refer to the physical appearance in terms of attire, posture
gestures, grooming, etc. and the impression made by such appearance.

Communication Skills shall be judged according to the participant’s voice quality, use of words, grammar andfluency.
The candidate will present the collage to the judges before the actual interview to serve as his introduction
it will be judged by the content and how he presents it and not by its appearance. The candidate will be given only
5 minutes to present the said collage.
Each scores or ratings in each category (Essay, Scholastic Grades, Collage and Interview) will be ranked
from lowest to highest (e.g. the highest rating or score will be rank 1). The rank in each criterion will be
multiplied to its corresponding percentage. Each product will be added to determine their final score.
The Three (3) Local Chapter Presidents who garnered the highest ranking (ranks 1-3) or lowestscore will be selected and two(ranks 2-3) of which will be the Outstanding Local Chapter President and theone who achieved the TOP spot will be the Most Outstanding Local Chapter President.
MOST OUTSTANDING LOCAL CHAPTER
Overview:
The search for the Most Outstanding Local Chapter recognizes the Local Chapter that has performed its duties
and served its members to provide an environment where one can harness his skills toward academic excellence
and social awareness.
Requirements:
The LC must properly secure the following documents in hard copy:
1. CD copy- Flash/Movie Presentation of no less than 2 minutes but no more than 5 minutes summarizing the
activities of the Local Chapter, its achievements, etc.
2. Accomplishment Report. Comprising objectives, short description, information and evaluation/report
regarding each activities and photos of each event. Size: 8.5 x 11” (Short Bond Paper)
3. Financial Statements for the Federation Year as of October 31, 2013
4. Photocopy of all corroborating evidences (certificates, medals, etc.) supporting all claims and assertions
made in the bid.
5. To qualify each local chapter must meet the following minimum requirements:
i. They should have at least 30 delegates to the 17th MYC and 15 delegates to the 20th ARC.
ii. They should send at least 3 participants to the Tree Planting Activity and Outreach Program

Academic and Non-Academic Achievements will be based on the number of certificates (received during the
federation year 2013-2014 only) submitted (in photocopy only). Both Regional Achievements (accounting and/or
business related) and NFJPIA related contests will be recognized in both Academic and Non-AcademicAchievements. There will be no limitations on the number of contests submitted as long as the Regional Council

duly certifies/recognizes it. The candidate who garnered the highest points will be the BASIS for computing thePERCENTAGE EQUIVALENT. The pointing system to be used is the same as that of the Most Outstanding JPIAN.
Financial Efficiency shall refer to how the Local Chapter manages and optimized the utilization of funds in
organizing activities and events. This also pertains to the ability of the local chapter in dealing with financial
constraints. This includes the promptness of the local chapter in following deadline of payments and compliance
with the payment process as implemented by NFJPIA-R3.
Requirement Compliance shall refer to the prompt compliance in submission of requirements from the
beginning of the federation year up to the end.
Regional Activities: The LC should have 30 and 15 registered participants for the 17th MYC and 20th ARC
respectively to get the entire 20% for each criterion. In case required number is not met, point to be obtained willbe prorated based on the required number of participants. Participation for the Academic and Non AcademicRegional Activities will be evaluated based on the number of participants each Local Chapter had delegated for
each activity. The LC which will garner the highest point for a specific activity will be the BASIS for the computation
of the PERCENTAGE EQUIVALENT.
Local Chapter Exhibit
The LC officers should prepare an exhibit representing their LC which they shall set up on the first day of the 20 th
ARC (e.g. of content: pictures, merchandise, financial statements, and other things showing their LC’s culture or
tradition). They could also play their movie presentation given that they provide for the device.
The candidates will be given equal space to set up their exhibit, general materials like tables and chairs will be
provided by the council.
The exhibit will serve as their local chapter presentation to all attendees of the 20th ARC which in turn may vote for
the local chapter by dropping 1php on the respective drop boxes of the Local Chapter also located on their Exhibit
Each scores or ratings in each category (Local Chapter Achievements, Regional Acti vities, Exhibit and Panelists
Interview) will be ranked from lowest to highest (e.g. the highest rating or score will be rank 1). The rank in each
criterion will be multiplied to its corresponding percentage. Each product will be added to determine their final
score.
The Four (3) Local Chapters who garnered the highest ranking (ranks 1-3) or lowest score will be selected andtwo (ranks 2-3) of which will be the Outstanding Local Chapter and the one who achieved the TOP spot will be
the Most Outstanding Local Chapter.
*Three CONSECUTIVE years of achieving the Most Outstanding Local Chapter will be given proper
recognition by placing the Local Chapter to the Regional Federation’s Hall of Fame.

Every Local Chapter is allowed to bid only one academic activity. Each Local Chapter is expected to choose thehighest competence event they held.
Specific Requirements:
CD copy- Movie Presentation of no less than 2 minutes but no more than 5 minutes summarizing the
activity, including promotional strategies.
Financial Statements relating to the activity. (Liquidation Report and Statement of Cash Flows)
Criteria:
Objectives 40%

Objectives of the event shall be judged according to the adjacency to the council’s objectives.
Participation shall refer to the percentage of the members of the local chapter attending the event over its total
members.
Promotion refers to the publicizing and advertising the style of the local chapter to persuade their members topersuade their members to be present in their activity. It may include catchy title, advertisements, etc.
Financial Success of the Activity shall be judged according to how the local chapter managed its resources or
budget assigned for the activity which will be evidenced by the financial statements of the local chapter relating to
the activity.
Sandiwa Award for Best Leadership Development Activity
Description:
This award is given to a Local Chapter that held an exceptional activity for the development of leadership skills ofits members.
Every local chapter is allowed to bid only one exceptional activity. Each local chapter is expected to choose the best
event they held.

Scholastic Grades will be computed based on the submitted Transcript of Records. The candidate must alsosecure the equivalent grades imposed by his/her local chapter (e.g. If given a grade of 1= 100%). Computations of
grades are cumulative. In the case of a transferee from another course, only the grades obtained from the
Accountancy course or in the curriculum of Accountancy course shall be included in the computation.

Description:
This award will give recognition to the student who excelled in sports throughout the year. The student wil
be judged according to his/her participation and achievements to sports activities. Showing brilliance in not justone sport is acceptable.
Specific Requirements:
Compilation of proofs or certificates of contests participated and won.
Transcript of grades for the first semester 2013
Specific Qualification:

Description:
This award will give recognition to the student who maintained well his/her academic standing while pursuing
studies as a working student. The student will be judged according to the weight of his/her job against his/her
subjects and according to his/her academic standing as well.

ENFORCEMENT OF THE IMPLEMENTING RULES AND REGULATIONS
A.
It shall be the primary duty of the Regional Vice President for Audit and the Council to effectively enforce theprovisions of this Implementing Rules and Regulations. The Council also has the sole right to interpret the
contents of this Implementing Rules & Regulations and their decision will be binding and irrevocable.
B. The Regional Adviser or his duly designated representative shall act as legal adviser to the Regional Vice
President for Audit and the Council and shall render legal assistance as may be necessary in carrying out the
provisions of this Implementing Rules and Regulations.
AMENDMENTS OR REVISIONS
A. The Council shall be vested with the exclusive power to revise and amend the Implementing Rules and
Regulations.
B. Any amendments to or revisions to this Implementing Rules and Regulations may be proposed by any memberof any local chapter upon a written request of such member, stating the reasons thereto.
C. Any request for amendments and revisions as well as proposed amendments must initially be reviewed by the
Regional Vice President for Finance then to be forwarded to the Regional Executive Officers for discussion
editing and final approval and to be noted by the Regional Adviser.
D. The Regional Executive Officers shall have the right to debunk any proposed revisions and amendmentssubmitted to them by the Regional Vice President for Finance, which are deemed unnecessary. The final
decision on any inclusions and exclusions to this Implementing Rules and Regulations must be determined by
a majority vote of all Regional Executive Officers in which the Regional Vice President for Finance is included.

E. Amendments to particular provisions in this Implementing Rules and Regulations shall be allowed providedthat such amendments will be communicated to stakeholders at least two weeks before it could take effect.
SEPARABILITY CLAUSE
If any clause, provision, paragraph or part of this Implementing Rules and Regulations shall be declared
unconstitutional or invalid, such judgment shall not affect, invalidate, or impair any other part hereof, but shall be
merely confined to the clause, provision, paragraph or part directly involved in the controversy in which such
judgment has been rendered.
REPEALING CLAUSE
Any rule and regulation or resolution or part/s thereof inconsistent with the provisions of this Implementing Rules
and Regulations are hereby repealed or modified accordingly.
EFFECTIVITY This Implementing Rules and Regulations shall take effect immediately after its presentation and
