schools or in the Kiowa, Kansas, community that needed volunteerism or support, and you can bet your bottom dollar Monty Williams was involved.
A lifelong Kiowan, Williams was a South Barber graduate and a successful businessman in the agriculture industry. He passed away suddenly in the summer of 2014.
Memorial money was given to South Barber USD255 in Williams’ name. Principal Brent Shaffer had the idea to have benches made with Williams’ cattle brand that will sit in front of the high school. One is black and gold for the South Barber High School Chieftains. The other bench is blue and gold for the junior high Tornadoes.
“We just love how they turned out. Thank you,” Monty’s widow Cindra said of the benches the principal ordered. “Every time we walk into the school we will see these benches and think of Monty and all the wonderful things he did – not only for South Barber schools but for the entire community. We know that he is watching over us and of course giving all of us his wisdom as he always did! He will be forever remembered!”
Cindra and family continue to operate their business, Williams Ag in Kiowa.

Benches at South Barber in memory of Monty Williams
The Monty Williams family shows one of the two new benches given at South Barber High School in his memory. His widow Cindra and daughter Shelby Nielsen sit on the black and gold Chieftain bench while his sons Casey and Cody stand behind it. Aline-Cleo students showed school spirit as they observed Red Ribbon Week. Woodward County native Rochelle Covington has announced her candidacy for the Oklahoma State House of Representatives District 58 seat. House Speaker Jeff Hickman will vacate the seat next year due to term limits.
“Western Oklahoma is my home,” Covington said. “I was born and raised here. From our churches, schools and small towns, to our farms and family businesses, there is nowhere I love more, and am invested in more, than right here in Western Oklahoma.
“My campaign is about the future,” Covington said. “Our next state Representative needs more than just conservative values, which I certainly have.
“We need a 21st Century leader – someone who not only appreciates our past but also has a vision for our future. They must have the energy, knowledge and commitment to effectively represent us at the Capitol,” Covington said.

Oklahoma Field Representative for State Insurance Commissioner John Doak and the Oklahoma Insurance Department. Covington works with local leaders in a 23 county area west of Oklahoma City, promoting disaster preparedness and insurance literacy. Her work in response to the 2013 tornadoes, assisting victims with claims, clean up and rebuild, was recognized with a commendation issued by Gov. Mary Fallin.
As part of her job, Covington regularly works at the state Capitol, following legislation and communicating with area legislators on issues important to western Oklahoma.

A Lifetime in AgricultureCovington holds an agricultural
communications degree from Oklahoma State University. She attended OSU on state and local FFA and 4-H scholarships. Covington grew up working cattle and crops on her grandmother’s farm south of Woodward, and she still helps out there today.

Baptist, the church she grew up in. She teaches first-grade Sunday school, helps in the nursery and works with girls grades 3-6 on Wednesday evenings through the Awanas program. Covington’s decisions at
the Capitol will be guided by her Christian faith.
Covington previously worked as the regional marketing executive for Girl Scouts of Western Oklahoma, where she coordinated events for more than 600 girls and adults. Covington has also worked as an elementary school tutor, is a Leadership Woodward graduate, and is a member of the Woodward Chamber of Commerce, Woodward United Fund Executive Board, Oklahoma Academy, Recovery Woodward Executive Committee and the NRA.

some texting. It’s the universal problems with sending inappropriate photos, etc., that concern educators. “We can’t ignore those issues,” the superintendent said. After discussion of the issue, board members tabled it until further review. They’ll consider possible changes to the handbook at that time.
A hearing to discuss the 2015/2016 General Fund Budget was held before the board approved it. Those figures are: General Fund – $4,621,480.51; Building Fund – $582,338.99; Child Nutrition – $58,226.54.
The following Encumbrances, Change Orders and Warrants for 2016 received board approval: General Fund: Encumbrances $78,134.27, Change Orders $359.06, Warrants $235,208.77; Child Nutrition Fund: Encumbrances $8.60, Warrants $5,546.69; Building Fund: Encumbrances $45,292.00, Warrants $45,426.29.
Items approved by the board are: the October activity report; board meeting dates for 2016 as modified.
Principal Feely Reports on Achievements and Gives UpdatesPrincipal Shane Feely told of many
achievements of students and teachers. He said current total enrollment is 179 – elementary is 136; high school is 43.
The principal listed numerous achievements in FFA. Bayli Hyde received a proficiency award for Home and Community Development and won a trip to Costa Rica. Burlington’s FFA chapter won the Model of Innovation award for their work on the EM Tiffany research as well as being awarded a Model of Excellence Award. William Maltbie was awarded an American Star in Agribusiness. James and Janet Maltbie along with FFA Advisor Travis Bradshaw received the Honorary American Farmer Degree.
Burlington Elks basketball is underway. Both high school teams are 3-1. The junior high boys are 4-1 and the junior high girls are 5-0. The Academic Bowl has competed in three triads and a district tournament.
The board moved the December board meeting from Dec. 23 to Dec. 20, at 8 p.m.
The just over three hour meeting concluded at 11:12 p.m.
school board election will be Tuesday, Feb. 9. If needed, a second election will be Tuesday, April 5. The filing period is Monday, Dec. 7, through Wednesday, Dec. 9, daily from 8 a.m. to 5 p.m. at the Alfalfa County Courthouse in Cherokee. Contest of candidacy petitions may be filed with the county election board until 5 p.m. on Friday, Dec. 11.
Graham said the unexpired term of Roger Allen who resigned from the board last month will be made by appointment at the December meeting.
Board Business Action, Filing DatesThe board approved acceptance of
a quote for $48,750 from James Le Inc of Alva for building a garage on the property at the new house at 308 Main. This is the house built at a technology center and moved to Burlington. Superintendent Elliott said that teacher Travis Bradshaw will live there, renting from the school.
Board members again considered changing to e-meetings and tabled the issue until the December meeting.
They also tabled the purchase of a tractor and implements. Board members want to have representatives present for questions.
Superintendent Elliott said cell phones are an issue in education and must be discussed. He said at first administration banned cell phones from the classroom. Now cell phones are allowed in most classrooms and used for educational purposes. He said Burlington doesn’t appear to have much of a problem with cell phone use in the classroom except for

met Nov. 16 at 8 p.m. for its monthly meeting. Board President Terry Graham called the meeting to order with members Allison Armbruster, T.J. Rockenbach and Aaron Smith present. Superintendent Glen Elliott, Principal Shane Feely, and Minutes Clerk Tamre Bohn also attended.
During the meeting the board held a nearly 20-minute executive session. Upon returning to open session, the board accepted the resignation of paraprofessional Shannon Shrum after reading her letter of resignation, which said after having a baby she wants to stay home for now. The board thanked Shrum for her service to Burlington School.
The board held a second approximately 20-minute executive session to discuss acquisition of real estate. After the board returned to open session, Caleb and Nicole Kraft joined the meeting for about 15 minutes. After a short discussion, the board accepted the contract to buy the real estate property described as Lots 13-16, inclusive, in Block 15 in Burlington. Those approximately four lots (that include a house) are more commonly known as 309 Main St. The board accepted the residential lease as written with the waiver of No. 13. The contract and lease was executed by all parties.
Superintendent Elliott reminded the board that the seat held by longtime board president Graham is up for election. Graham said he will again file for the seat. For anyone else wishing to file, the

ObituaryFRANCES IRENE DIETZ
CLEO SPRINGS, Oklahoma – Funeral services for Frances Dietz
were held on Monday, November 23, 2015, at 2 p.m. at Cleo Springs First Christian Church with Pastor Roy Wahlgren officiating. Arrangements are by Lanman

Frances Irene Dietz, the daughter of Grace Blue Cox and Archibald Cox, was born November 8, 1919, in the Ringwood area. Frances died at her home in Cleo Springs at the age of 96.
Frances went to Ringwood School through the fourth grade. Then she and her family moved to Cleo Springs, where she started fifth grade. Frances graduated at the age of sixteen from Cleo Springs High School. When Floyd and Frances were dating, they loved to dance at the Wilcox Shade Dance Hall. On January 12, 1938, Frances and Floyd Dietz were married by the Judge in Enid. Floyd’s mother and Frances’ mother were all that went with them to get married, because that is all they could fit into the car. Floyd and Frances had two sons, Mickey and Neilan. Frances raised
her family on the farm northwest of Cleo Springs. She was a stay-at-home mom and helped Floyd on the farm. Frances was a very active member of the Cleo Christian Church. She served as deaconess for many years.
Frances babysat grandchildren and great-grandchildren and was the best grandma ever. Frances went to meet her Lord and Savior and Floyd on November 19, 2015.
She was preceded in death by her husband, Floyd; her parents; daughter-in-law, Marilyn; one grandson, Michael and five brothers.
Survivors include her sons, Mickey Dietz and wife, Carolyn and Neilan Dietz; five grandchildren; 11 great-grandchildren and three great-great-grandchildren.
Memorials may be given to the church through the funeral home.
RITA CHARLINE SEAMANFuneral services for Rita Charline
Seaman were 2 p.m. Saturday, November 21, 2015, at the Waynoka Church of God with Reverend Connie Kinnard officiating. Interment followed in the Waynoka Municipal Cemetery under the direction of
Marshall Funeral Home of Waynoka LLC.
Rita Charline Seaman, daughter of the late Chester London and Evalena Margorie (Patton) Cooley, was born February 24, 1936, near Quinlan in Woodward County, Oklahoma, and passed away November 19, 2015, at Oklahoma City, Oklahoma, at the age of 79 years, 8 months and 15 days.
Rita graduated school from Richmond. On July 27, 1952, she was united in marriage to Duane Curtis Seaman at Woodward. Except for two years spent in Germany with her husband, she spent the remainder of her life in the Waynoka area on the Seaman Ranch. She worked at the Mooreland Hospital for 10 years and the Oasis for over 11 years where many people enjoyed her down home cooking.
She was a member of the Waynoka First Christian Church. She enjoyed working with cattle, gardening and spending time with and cooking for her family. She was a wife, mother and homemaker. Her proudest achievement was raising her children and spoiling her grandchildren.
Besides her parents, she was preceded in death by her husband, Duane
Rita is survived by two sons, John Seaman and wife, Carol, of Lahoma, and Bill Seaman and wife, Cindy, of Waynoka; one daughter, Jo Brogan and husband, Wes of Waynoka; one stepdaughter, Jackie Zink and husband, Gordon, of Fritch, Texas; one brother, J. C. Cooley and wife, Sandy, of Ringwood; seven grandchildren, Clint Seaman and wife, Kily, of Edmond, Dale Seaman of Oklahoma City, Kori Allison and husband, Jeremy, Bart Seaman and wife, Lindsay, Leah Bradford and husband, Matt; all of Waynoka; Aaron Zink and wife, Ruby and Andrew Zink, all of Fritch, Texas; 16 great grandchildren; other relatives and a host of neighbors and friends.
Memorial contributions may be made through the funeral home to the Waynoka Church of God or the American Heart Association.

retirement reception on Thursday November 19th for 10 years of
loyal service in maintenance and life safety control. Robert is a 1958 graduate of Goltry High School. He
began his career in nursing home maintenance in Enid in 1964. He
later transferred to Carmen, Helena and finally Cherokee. His
dedication and hard work is greatly appreciated and he will be missed by both staff and residents.

“I want your resignation,” an angry Parker told Baker.
Baker, stunned at the “in your face” confrontation, asked for a reason.
“I asked the mayor and Miller if they were trying to correct a problem or just get rid of me,” Baker said. He received no answer.
Parker told Baker he needed to get a lawyer because he had been performing illegal activities on the airport. When asked what illegal activities the mayor referred to, Parker informed him they knew he had driven the fuel truck to fuel up planes without the manager present.
That’s part of the courtesy the Alva airport board and pilots are known for: helping when a need arose. Pilots frequently help service guests’ planes when they make a brief landing at Alva for fuel.
Parker and Miller also accused Baker of illegally taking the courtesy car to a nearby Kansas airport for Todd and Mary Margaret Miller to use to get to the Alva airport at night since the airport was closed due to construction.
In each of these cases, Baker acted appropriately by contacting the airport manager (who had completed his work day) by phone to determine if he approved of Baker’s actions. In each case, the manager gave Baker his approval saying it would save him from driving back to the airport.
Dunham then told Baker he had no authority to consult the airport’s attorney, Larry Bays, about an airport matter and incur a bill for service.
Neither Dunham nor Parker worked in Alva several years ago when then Assistant District Attorney Allan Mitchell advised the airport commission to hire their own attorney instead of using the city’s attorney. Mitchell said since the board was responsible for not only locally generated income but revenues from the county (fair board) and the Federal Aviation Administration, they needed representation separate from that used by the city. At that time, the airport commission retained the services of local attorney Larry Bays for consultation on any matter regarding the airport.

Much of that praise goes to pilots who have hangars on the airport and offer assistance at the drop of a hat. Apparently, the city heads don’t approve of that assistance, without which access to the airport would be denied frequently. Bob Baker’s Resignation Demanded
At a recent meeting of the Alva Airport Commission, new officers were elected. Bob Baker was elected to continue his role as chairman. Baker’s term was not finished to warrant appointment of someone new to the board.
The vote was unanimous for Baker as chairman except for new board member and city council member Wes “raise the rates” Miller. Since Miller’s first meeting, he’s proposed raising hangar rates regardless of the impact it would have on current tenants. He’s also been the member of the city council who continually proposes increases in water/utility rates.
The negative vote came as a complete surprise to Baker and other board members.
Ironically, Miller operates his personal construction business from his leased hangar at the airport in violation of the official airport policy. Several years ago after problems arose with private pilots operating non-aviation-related businesses making the airport resemble a salvage yard, the board voted to only allow aviation-related businesses to operate on airport property.
At the same time, the board agreed to allow pilots who owned planes hangered at the airport to store any personal property in their personal hangars as long as it didn’t diminish the operation and appearance of the airport.
Federal Aviation Administration regulations state that aviation-related business takes priority over non-aviation. Curtis Brown of Garver Engineering confirmed that if an aviation business needed space to operate at the airport, the non-aviation-related entity could be forced to vacate the hangar.
When the airport’s election meeting adjourned, Mayor Kelly Parker and Miller asked to meet privately with Baker.

mayor and business manager have many people scratching their heads and asking “what’s going on?”
It appears that anyone who questions or disagrees with the business manager about any board on which they’ve
volunteered countless hours of time receives the proverbial boot. With the election of a new mayor, the power play seems to have accelerated, replacing common sense.
Two board chair-persons have been ordered to resign by the mayor, seemingly at the pressure of the business manager. Both chairmen worked diligently for the betterment of their area of responsibility, giving not only their time but personal resources.
The first change that rocked the community was the removal of Bob Baker from the Alva Airport Commission.
The Alva Regional Airport receives zero tax dollars from the City of Alva. It operates solely on its fuel sales, hangar rentals and agricultural lease. The airport board always operated on the motto that the airport is the front door to Alva.
For years, the airport struggled to keep operating efficiently because of poor wheat crops. However, when an oil well appeared on the property, the airport commission was able to purchase much-needed equipment to enhance the grounds and assist incoming pilots. It was about this same time that the business manager began his push to “pool” all accounts, despite the fact that to use any of the airport’s funds for any other area of city government would violate federal regulations.
As was reported in a recent Newsgram story, pilots from out of state continually compliment the airport, the local pilots and the manager for the customer service they receive. Come out to Timberlake High School in Helena for an evening of good food and entertainment on Tuesday, Dec. 8, at 6 p.m. in the new Multi-Purpose Building.
Timberlake High School Fellowship of Christian Athletes and Drama Club present a dinner theater, “Dinner at Eight, Dead by Nine.” The play is set around the head table of a banquet room where guests are awaiting the arrival the guest of honor, the obscenely wealthy Eleanor Van Heusen, but when she arrives and falls face first into her plate of spaghetti, the guests are suddenly witnesses to a murder. Luckily, Inspector Bungler is there to help solve this whodunit in this clue-style mystery with lines reminiscent of “Airplane!” and Groucho Marx. To complicate matters, Eleanor wasn’t loved by all. In fact, all her family members and even the chef have reasons to kill her. Hilarity ensues as they each reveal their own murder plans, yet all claim innocence.
The FCA will serve a real spaghetti dinner complete with salad, breadsticks, dessert and tea to guests. Admission is by donation. Please come out and support a couple of groups of great young people in an evening of wholesome and delicious entertainment!

members whose term is to expire next spring will instead serve until the fall election. City Attorney Laurel McClellan drew up necessary ordinances (No. 15 and 425) for this change which the council approved.
The city’s annual audit service agreement was approved with Busby, Smith and Ford, LLC. There is no rate increase this year. The rate remains at $9,150.
Municipal JudgeVon Achen submitted his resignation effective Oct. 31 as he took a job in Sedgwick County. Richard Befort agreed to serve as Kiowa’s Municipal Judge for $300/month. The city holds municipal court the fourth Friday of each month.
Rugg reported that after visiting with Kiowa Manor Administrator Kim Balding, the Meals on Wheels program will be a reality in Kiowa. The city had several requests for the service and the manor reportedly agreed to take charge since they have a kitchen and prepare meals daily.
A short executive session was held at the end of the meeting with no action taken upon return to open session.
Christmas Lighting Contest, Home-Based Business and Craft Show Dec. 6
The city will again sponsor a Christmas Lighting Contest for residential and businesses. Prizes will be given for first, second and third places in each division.
The city approved an anonymous gift from someone in the community who offered to buy a Christmas laser light display to be located at Centennial Park on Main Street. The council approved letting the display use city electricity.
The afternoon of Sunday, Dec. 6, will be a busy one in Kiowa with the Christmas Home-Based Business and Craft Show at the community building from 1-5 p.m. The Chamber of Commerce organizes that and downtown activities. Santa will drop by the Chief Theater to get the Christmas lists of good little boys and girls. Kids can also attend the free movie and get their picture taken with the Jolly Ol’ Soul. There will also be a chili cook-off in Centennial Park on Main Street.

“That meeting (with AEC) went as poorly as the one with KMEA went well,” the mayor said. Farney said the AEC Board “is not interested at this time” in allowing Cloyd to continue serving Kiowa as lineman. “Our relationship with AEC needs repaired,” he said. Leone said he had a “good talk” with Cloyd and said,“I assured him it was nothing personal.”
The council authorized Leone to spend up to $2,000 advertising for a lineman position.
Variety of Council Business As discussed previously, Street
Superintendent Gary Johnson and the council considered a trailer with fold-up ramp for loading and unloading the city’s tractor and other equipment. Bill Bogner of Bogner, Inc., attended the meeting. The council accepted the Bogner bid of $5,780. Johnson was also waiting on quotes to repair the city’s forklift.
Water Superintendent Nathan Lambert spoke to council regarding a sewer issue. He’s reviewed the video from Mayer’s last visit to Kiowa when they videoed the sewer. Lambert said there is a substantial amount of grease in the main line just south of Main Street. He pulled out a handful of shell casings to show what was also found in the sewer line. “A substantial amount of casings were found,” he said, questioning why someone would flush so many casings down a toilet.
At Lambert’s recommendation, the council approved the purchase of a three-inch hydraulic submersible pump at a cost of $2,448. Also approved was a 12 volt pump for $1135. Without a hydraulic pump, Lambert said they had to use the dump truck for power.
The Kansas Legislature made many changes. A significant one affecting the city is moving city elections from spring to fall. This means any city council

Mayor Brandon Farney called the meeting to order with the following councilmen present: Bill Watson, R.L. Simpson, Russell Molz and Brian Hill. Tom Wells was absent. City Clerk Marlo Rugg also sat at the table.
Mayor Farney told Leone, “We’re sure glad you’re here.” Clerk Rugg said she is certainly happy to welcome him as she was busier than ever with the absence of an administrator. The council waived the waiting period for the new administrator’s health care insurance with Blue Cross/Blue Shield.City Electricity Update and Lineman
Now that the City of Kiowa has joined the Kansas Municipal Energy Agency (KMEA) pool to get their electricity, the council authorized the mayor to sign three required legal documents.
Mayor Farney admitted he “was nervous about the move we made (changing electrical providers),” although the intent is to save money for the city and its residents. That’s before he attended the KMEA convention. “Afterwards I was really encouraged,” he said of meeting with the people in charge of the pool who are experienced in the electrical industry. “They’ll be down here walking us through everything.”

School board candidate filings set to begin
Candidates for the board of education in nine Alfalfa County school districts will file their declarations of candidacy over three days beginning at 8 a.m. on Monday, Dec. 7, and continuing Tuesday and Wednesday, Alfalfa County Election Board Secretary Kelly Stein said today.
Stein said the official filing period ends at 5 p.m. on Wednesday, Dec. 9. All candidate filings will occur at the Alfalfa County Election Board office, 602 W. 5th St., Ste 3, in Cherokee, Stein explained.
The board of education positions at stake will be filled at the annual school election scheduled for Feb. 9, 2016. If no candidate receives more than 50 percent of the total votes cast in this election, the two candidates receiving the highest number of votes will meet in a runoff election on Tuesday, April 5, 2016.

it is time once again for the Sharon, Kansas, community to host their annual “I’ll Be Home For Christmas” activities. On Sunday, Dec. 6, come join the community (rain or shine) for a parade, soup supper and auction.

There was a string of five earthquakes on Thursday. The big one was a 4.7 eight miles southwest of Cherokee at 1:42 a.m. It was strong enough to be felt in nine states according to the U.S. Geological Survey.
A 3.1 followed at 3:46 a.m. at 8.6 miles south southwest of Cherokee. Then a 3.7 magnitude quake was recorded at 6:03 a.m. 9.3 miles south southwest of Cherokee. After a brief lull, a smaller 2.8 quake was felt at 9:06 a.m. centered 8.6 miles south southwest of Cherokee. Then at 11:13 a.m. the OGS recorded a 2.6 quake 9.3 miles southwest of Cherokee.
According to the National Earthquake Information Center, Oklahoma has seen more than 20 magnitude 4 earthquakes this year.
Following the 4.7 earthquake Thursday, the OGS posted a statement that the quake was likely to trigger aftershocks. Aftershocks are earthquakes that occur following a large earthquake, in the same general area as the earthquake, ranging from days to even a few years. The likelihood of an aftershock being larger than this earthquake is about 5 percent, stated the OGS.
In the event of another earthquake or aftershocks, the OGS recommends using the protective protocol: Drop! Cover! Hold On! This stands for drop to the ground, cover your head and neck, and hold on to any sturdy covering.
Corporation Commission ActionAfter the major earthquake
Thursday morning, the Oklahoma Corporation Commission’s Oil and Gas Conservation Division implemented a plan for changes to oil and gas wastewater disposal wells in the area that dispose wastewater into the Arbuckle formation.
The plan called for two disposal wells to stop operations and for 23 others to reduce disposed volumes. In addition disposal wells within 10 to 15 miles of the earthquake activity were placed on notice to prepare for possible changes to their operations.
More earthquakes near Cherokee Mondayquake Monday at 3:17 p.m. was centered 10 kilometers (6.2 miles) northeast of Cherokee or 5.4 miles southeast of Driftwood. That was followed at 3:36 p.m. by a 3.5 quake located 5.6 miles northeast of Cherokee and another 3.5 at 6:54 p.m. in nearly the same location, which is five miles southeast of Driftwood.

Friday, Dec. 18, is the last day to apply for voter registration in order to be eligible to vote in the Jan. 12, 2016, special election for Town of Jet for a 25-year franchise with OG&E, Alfalfa County Election Board Secretary Kelly Stein said today.
Stein said that people who are United States citizens, residents of Oklahoma and at least 18 years old may apply to become registered voters.
People who have never been registered to vote before or who are not currently registered in the county of their residence and those who are registered but who need to change their registration information may apply by
filling out and mailing an Oklahoma Voter Registration Application form in time for it to be postmarked no later than midnight Friday, Dec. 18.
Stein explained that applications postmarked after that time still will be accepted and processed; however, the applications will not be approved until after Jan. 12, 2016.
The county election board responds in writing to every person who submits an application for voter registration. The response is either a voter identification card listing the new voter’s precinct number and polling place location or a letter that explains the reason or reasons the application for voter registration was
not approved. Stein said that any person who has submitted a voter registration application and who has not received a response within 30 days should contact the county election board office.
Oklahoma voter registration application forms are available at the county election board office located at 602 W. 5th St., Ste 3, Cherokee, and at most post offices, tag agencies and public libraries in the county. Stein said that applications also are available at www.elections.ok.gov, and voters can check their registration status at http://www.ok.gov/elections/Voter_Info/Online_Voter_Tool/.

At the airport, when the board voted to purchase a new, larger tractor to better maintain their property, Dunham expected them to give the smaller tractor to the city. Since the airport equipment is purchased from its own budget, not the city budget, the city could claim no ownership to the tractor. Dunham refused to purchase the tractor from the airport. He did offer to trade them a piece of equipment that had been declared surplus in exchange for the nearly new small tractor.
Dunham routinely argued with Baker over what the airport commission could or could not do with airport funds, even when it had been included in the annual budget.
In Mapes’ case, the actions seemed to start when the rec park board discovered a $200,000 shortfall in their account for which Dunham could not offer an explanation.
After the shortage became public, Dunham eventually stated the discrepancy came because two purchase orders were submitted – but he refused to take responsibility for the mix up, choosing to blame it on changing city office staff or rec park manager Courtney Nesserella submitting a P.O. without his knowledge.
From that point on, any time Mapes questioned a matter before the board, Dunham appeared to become agitated and defensive.
At the most recent meeting between the rec park board and Alva Public Schools, Dunham and Parker alluded to a “bigger overall plan” that would rewrite the conditions under which the board operated. Again, Dunham suggested it should be placed under central control.
The mayor’s temper has erupted at various city council meetings when elected council officials disagreed with or questioned his or the business manager’s actions.
Time will tell what the “bigger plan” involves. Fortunately for Alva residents, the city council is elected to represent the citizens. If not for that fact, a couple of council members would undoubtedly also receive “the boot.”
What’s going on behind closed doors at city hall?
No one really knows for sure.
even though she had hoped to stay on long enough to see a strategic plan for the park developed. Members of the ARC Board have tried for years to develop a long-range plan for the rec center. Each time, their efforts were derailed by one thing (or person) or another. Previous boards have struggled to get action on such a plan, rather than haphazardly construct things at the park.
Recently, Mapes renewed her efforts to contact planners to assist the board.
Dunham told Mapes he had someone coming to Alva soon who was going to develop a plan.
Mapes questioned Dunham about the unnamed person. At first, Dunham refused to reveal that person’s name. Eventually, Dunham told her the person’s name, but refused to give out the company’s information so the board could check on the company’s work reputation.
In talking with the Mapes, Parker said he was replacing her because he felt she’d been on the board too long and she wouldn’t support “his plan” because she didn’t support the Alva schools.
There is no disputing Mapes’ support for the local schools. She continually gives of her time and resources in supporting Electric Gold, the Ladybugs basketball and baseball teams, FFA and any other organization involving her family. Education has been part of Mapes’ DNA. She was named Teacher of the Year at the Houston area school where she taught in Texas before the family made the difficult decision to move back to Alva.
Parker refused to reveal “his plan” or why he believed Mapes would not give her support.
The conversation then took a personal turn when Parker told Mapes, “I had to work for everything I have,” implying that things have been handed to Mapes on a silver platter. He totally ignored the fact that both Michelle and her husband work long hours for her father’s company as well as running a farm.
What Triggered the Demands?In both cases, it would seem fairly
obvious that the demands were the results of direct disagreement with the business manager.
After being threatened with legal action, Baker personally contacted City Attorney Rick Cunningham to ask if the city was seriously considering filing suit against him. Cunningham informed Baker that neither Dunham nor Parker had talked to him about any legal actions.
Those familiar with the airport operations – pilots and former council representatives on the commission – were well aware of the many times over the past 15 years when Baker brought his own farm equipment to clear snow from the runway so the airport could be open for pilots to land in case of emergencies. Baker used his own equipment to mow the airport property because the airport’s equipment was either being repaired, or the manager had been overwhelmed and unable to complete the task.
Baker donated truckloads of rock to form a base for the shelter for the fuel trucks. He used his personal funds to bring attractions to the Alva airport at special events like the fly-ins, the visiting military planes, etc. Between airport managers and after hours, Baker volunteered countless hours to keep the airport open.
Baker’s personal planes brought many honors to the city of Alva and the Alva Regional Airport through prestigious shows like those in Oshkosh. In fact, his P-51s have won several ‘best of’ awards including the Grand Champion and Golden Wrench awards at the national aviation show.

Michelle Mapes served as chairman of the Alva Recreation Center Board. Her term would have been ended in a few months, but she was told by Mayor Parker that he intended to replace her,

6:37 a.m. Livestock at large, black cow out and moving in ditch in Byron on State Highway 58 and county roads 630 and 640, could not get ahold of owner, number no longer working, owner has put the cow back in.
7:13 a.m. Livestock at large, CPD called and stated a herd of cattle was out 1 mile west of Carmen past the railroad tracks, notified possible owner and said was
heading that way.8:32 a.m. Livestock at large, respondent
stated there were five or six head of cattle out on Greer Road and County Road 550, unable to locate owner.
9:25 a.m. Controlled burn, respondent will be having a controlled burn east of Main and Grand in Carmen near the railroad tracks.
10:20 a.m. Miscellaneous, respondent stated for the last 3-4 weeks you can smell fertilizer when you are outside in Helena, didn’t know if anyone was out spraying but today is stronger, wanted to let us know.
12:08 p.m. Information, respondent came into the office and said he heard his name over the scanner and wanted to make sure everything was okay (his tag was run), informed respondent I do not have that info, respondent wanted the number of the person he needs to talk to, informed respondent he should call the game warden.
12:14 p.m. Miscellaneous, respondent from earlier came back inside and said he had just accidentally shot his gun off, no
one was hurt or anything, asked respondent to stay here, notified officer and officer is en route to sheriff’s office, respondent stated game warden was heading this way also to talk with him about earlier incident, officer and warden were outside with respondent, requested driver’s license status and record check.
12:15 p.m. Livestock at large, respondent called and said there is a cattle gate open and a cow out when you are leaving Goltry and is in the area around the Jet turn off, called possible owner and left message.
2:42 p.m. Trespassing, respondent reported some people were trying to get into the out-buildings in Burlington right before you get to Burlington, deputy notified and en route.
5:54 p.m. Domestic disturbance in Goltry, respondent advised that her boyfriend has been arguing/fighting with her, respondent states that he has not physically hurt her, he left when she called the sheriff’s office, was advised to go stay with a friend/relative for the night.
