NJCAA REGION XIII BY-LAWS

ARTICLE I – MEMBERSHIP AND DUES

Section A

1. A member college must be in good standing of the National JuniorCollege Athletic Association.

Section B

1. Annual membership dues will be established at the spring meeting eachyear, payable on or before October 15 of each academic year.

ARTICLE II – REPRESENTATIVE

Section A

1. The legislative body will be the governing body.

Section B

1. Two delegates of each member college may attend legislative boardmeetings.

2. The delegates shall be a college administrator, and the Director of Athletics, or a designated representative.

3. Other interested parties may attend open meetings.

Section C

1. Each member college shall have one vote.

Section D

1. A majority vote of a quorum shall be necessary to affect changes in operating procedures of Region XIII. A quorum shall be defined as50%, plus one, of the paid memberships.

ARTICLE III – OFFICERS AND DUTIES

Section A – Executive Committee

1. The Executive Committee shall be the Region Director, Assistant Region Director, Board of Regents Member, Secretary, Treasurer and Directors at Large. During those years that an area (West – Eastern Montana, North & South Dakota; Central – Minnesota; East – Upper Michigan and Wisconsin) is not represented by an elected officer, that area shall elect a representative to serve on the Executive Committee, (Minutes of November 14, 1975).

Section B – Elections

1. The legislative body shall elect a Region Director, Assistant Region Director, Board of Regents Member, Secretary, Treasurer, and Directors at Large from among its voting members. The bi-annual elections shall take place at the spring meeting in odd numbered years. The newly elected officers will officially take office July 1st of the year elected.

Section C – Region Director

1. The Region Director shall preside at meetings and perform such duties as outlined by Article IV, Section E of the NJCAA By-Laws.

2. The Region Director shall order all awards presented by Region XIII.3. The Region Director shall send notice of required meetings and a temporary agenda to

member colleges at least three (3) weeks before the actual date. A formal agenda will be distributed at the general assembly meeting.

4. The Region Director shall make up a membership roster and send this roster to all paid-up members.

5. The Region Director will acknowledge receipt and disposition of all communications within 72 hours.

6. The Region Director will award certification to All-Region squads and coaches.7. The Region Director shall perform other such duties as may be assigned by the

Legislative Assembly or Executive Committee.

Section D – Assistant Director

1. The Assistant Region Director shall chair all meetings when the Director is not present.2. The Assistant Region Director will assist the Director on matters of eligibility when

necessary.3. The Assistant Region Director will attend the annual national meetings of the NJCAA when possible, at the region’s expense.3. The Assistant Director will perform additional duties as assigned by the Region Director.

Section E – Treasurer

1. The Treasurer will collect dues, pay all bills, and make a financial report to the Legislative Assembly, at each meeting.

2. The Treasurer will be the region contact person for the sports assigned.3. The Treasurer will perform additional duties as directed by the Regional Director.

Section F –Secretary

1. The Secretary will take attendance at meetings, read minutes of previous meeting, record minutes, and duplicate and distribute minutes of each meeting to all members.

2. The Secretary will perform other duties as directed by the Region Director and/or the Executive Committee.

Section G – Director at Large

1. The Director at Large will serve on the Executive Committee with full voting rights.2. The Director at Large will be the region representative for all sports assigned.3. The Director at Large will perform other duties as directed by the Region Director.

ARTICLE IV – MEETINGS

Section A - (revised – Spring-2017)

1. Two regular annual meetings shall be held each year – fall and spring. The date and location shall be determined by the membership at the previous annual meeting. All operating code changes are made at the Spring Meeting, to go into effect August 1.

2. The Region Director may call special meetings, if approved by the Executive Committee.2. Member colleges must have a representative at all Region Meetings. A member college

that is absent from the annual meeting will be fined $50.00.3. If a member college notifies the Region Director, in advance of the meeting, that they

will not be in attendance, no fine will be assessed.

ARTICLE V – ELIGIBILITY FOR COMPETITION

Section A

1. The rules of eligibility of the NJCAA shall govern all competition in Region XIII. These rules are published annually in the NJCAA Handbook.

Section B

1. Eligibility questions and appeals shall be submitted, in writing, to the NJCAA. Appeals must follow exactly the described procedure in the NJCAA eligibility rules.

Section C

1. All entrants, in any region event, must be accompanied by a faculty or staff member, other than a student, who will be responsible for the team or individuals.

Section D

1. All members must abide by the Code of Conduct of the NJCAA.

ARTICLE VI – REGIONAL CHAMPIONSHIPS

Section A

1. A sport, in order to have a regional champion, must have a minimum of three (3) competing colleges, and must have an operating code, approved by the membership.

Section B

1. Host Region Tournament Directors are responsible for sending all information to all member colleges, concerning the championships at least three (3) weeks prior to the date of the region tournament, and are further responsible for sending tournament results to the membership, within ten (10) days, after the event.

2. The Tournament Director shall verify with the Region Director that all colleges participating in the regional tournament have approved current eligibility forms on file at the national office.

Section C

1. All problems and questions arising during the tournament must be resolved at the tournament site, at the time the problem arose.

2. Decisions rendered by the Games/Tournament Committee and/or the Tournament Director shall be final.

Section D

1. The playing rules of all regional tournaments shall be the same as for the NJCAA Championship.

2. Team Champions and Runner-ups, along with individual team members/coaches will be recognized at a Championship events ceremony.

Section B

1. The function and assignments of the Standing Committee change from year to year, as the region organization grows and progresses. The general functions remain rather constant. Each of the standing committees, through research and study, recommend new policy procedure, and concerns. The regional members approve, modify, or reject the proposals by a majority vote of the quorum.

Section C – Standing Committees Shall:

1. Recommend policies for conducting the Regional Tournaments or Championships.2. Recommend ways and means for the improvements of Regional Tournaments or

Championships.3. Suggest procedures for competition between member colleges.4. Serve in additional capacities as directed by the Regional Director.

ARTICLE VIII – STANDARDS AND ETHICS

Section A – The Executive Committee shall serve as the Committee on Standards and Ethics:

1. Purpose : To provide an orderly and fair process for hearing complaints, problems, and ethics violations, that may occur, involving NJCAA Region XIII Colleges.

2. Regulations : Any complaint of violations of rules, standards, and ethics that is officially submitted to NJCAA Region XIII, will be heard and acted upon by the Standards and Ethics Committee, according to the procedure outlined in part 4 of this section.

3. Standards and Ethics Violations :A. Any incident of fighting between teams, which one party feels was unnecessary

and provoked.B. Forfeiture of a scheduled contest with a signed contract, with insufficient reason

for the forfeiture.C. Improper conduct by a coach or athlete.D. Violation of any NJCAA Rule of Eligibility.E. Any other cases that the Region XIII Director believes should be brought to the

Region XIII Standards and Ethics Committee for Investigation.F. All basketball schools, regardless of division of play, shall be prohibited from

sharing information with any other region (Spring-2000).

4. Procedure of Operation for the Committee :A. Any incident that cannot be resolved by the involved schools should be reported

to the Region XIII Director, in writing, as soon as possible. Include as many documents as necessary, as well as reports from game officials, when pertinent.

B. The Region XIII Director will refer the incident to the Standards and Ethics Committee.

C. The committee will gather all necessary information from the involved parties. They will review the written information and conduct a hearing, if necessary, with the involved parties.

D. The Standards and Ethics Committee will recommend, in writing, any action to be taken with the involved parties, to the Region XIII Director. The Region XIII Director will report the recommendations of the Committee to the involved parties, as well as the entire membership, in writing.

E. The following types of actions may be recommended:1. No Action.2. Verbal reprimand to the Athletic Director and the President.3. Letter of reprimand to the Athletic Director and President.4. Probationary period for the college, coach, or individual athlete involved.

a. The probationary time period can be variable according to the incident.

b. The probation could involve one or more sports at the institution.5. Appeal

A. A member college may appeal the decisions of the Standards and Ethics Committee to the membership of Region XIII at the next annual meeting.

B. Such appeal, must be made in writing, to the Region Director, within ten (10) calendar days following notification of the ruling by the Standards and Ethics Committee.

C. A majority vote of the members present at the annual meeting shall be final.

6. ExpensesD. Any college found guilty of any charges will bear all financial costs incurred by

the hearing and appeal. If found not guilty, the college making the charges shall bear the financial cost. Such costs my include but not be limited to:

1. Conference telephone calls.2. Costs of special meetings of Executive Committee.

E. If both institutions are found to share responsibility, the expenses shall be shared equally.

ARTICLE IX – BY-LAW CHANGES

Section A1. By-Laws changes must be circulated by special notice to all members, at least three (3)

weeks prior to the meeting, at which they will be considered. Any change introduced for the first time at a meeting, without having been previously circulated three (3) weeks prior to the meeting, will not go into effect until the next August 1st. (Minutes of April 5, 1974).

2. Voting on proposed By-Laws changes shall be according to Article II, Section D-1.

ARTICLE X – TOURNAMENT FEES AND HONORARIUMS

Section A – Honorariums: - (spring, 2015)

1. Each tournament or play-off director will receive a stipend of $50 per day for one event and $100 per day for two or more events.

2. Any tournament extending for three days will provide a stipend of $100 per day.3. A complete financial/game report must be submitted to the Region Treasurer to receive the

stipend.

Section B – Tournament Fees:1. Tournament fees, if any, are listed in the operating code for each sport. Otherwise, there

will be no entry fees collected. Green fees may be charged, as negotiated by the host school/college, during the Region Golf Tournament.

NJCAA REGION XIII OPERATING CODEAwards

Section A – The Executive Committee shall approve the appropriate plaques, medals, and certificates.

Section B – Championship Team Awards

1. Team awards will be presented on the basis of one award to every three teams present at the Region Tournament.

2. All awards are to be paid for by the Region (Spring-1994).

Section C – Individual Championship Awards

1. Individual Championship medals shall be presented at the time of the Region Tournament for the following sports:

Baseball – Division II, IIIBasketball – Divisions I, II, IIIGolf – Division IIISoccer – Division IIIWrestling – Division III

2. The medals shall be gold for first place and silver for second place.3. The medal shall be the boxed NJCAA medal, imprinted with the Region XIII logo, sport, and year (Spring-2011).

Section D – All-Region Team Awards

1. Athletes selected for All-Region honors will receive appropriate certificates.2. The number of All-Region awards shall be determined by the operating code of the

particular sport.3. To be considered for All-Region honors in any sport, updated rosters, as well as updated

team/individual stats, must be posted on the NJCAA website.

Section E – Coach-of-the-Year Award

1. Coach of the Championship team in all sports shall receive a Coach of the Year plaque, to be purchased as part of the awards for that sport (Spring-2007).

Section F – Ordering of Awards

1. The Region Director will order all regional awards, as approved by the Executive Committee.

2. The Region will pay for all approved awards.3. It is the responsibility of each sport Tournament Director, to contact the Region Director,

to confirm the ordering of, and receipt of, all awards for that tournament.

NJCAA REGION XIII FOOTBALL OPERATING CODE

Article I – SELECTION OF CHAMPION

1. The Region Champion shall be the winner of the MCAC playoff. Site for 2018 is St. Cloud State on November 11th.

2. Playoff format will include the top 4 teams from each division.a. Quarterfinal Games – October 28 - hosted by the higher seeds.b. Semi-final Games – November 4 - hosted by higher seeds.

3. Both teams are required to video and both are required to use DAK Stats.4. Host school is responsible for game day income and expenses.

Article II – AWARDS

1. Team Awards (Spring-2000) – plaques shall be presented to the Championship and Runner-up teams.

2. Coach-of-the-Year plaque to the coach of the Region Championship Team.3. Awards are provided by the Region.

Article III – ALL-REGION TEAM

1. The All-Region Team selection will be handled by the MCAC Commissioner, according to conference guidelines. Names will be submitted to the Region Director, for All-Region certificates.

Article IV – ALL-AMERICAN TEAM

1. The MCAC Conference Commissioner will be responsible for the submission of all nominations through the NJCAA All-Conference Submission/All-American Nomination online form. All-Conference Team selection procedure and deadlines shall be determined by each conference. All-American nominations are due by the NJCAA deadline provided. 2. The Conference shall rank all nominations from the region on the NJCAA

Football Ranking form. This ranking must be done in each player category (Wide Receiver, 2; Tight End, 1; Quarterback, 1; Running Back, 2; Offensive Line, 5; Defensive Line, 4; Linebacker, 3; Defensive Back, 4; Punter, 1; Kicker, 1; and Return Specialist, 1) in order for the player to receive consideration for the All-American Football Team.

3. In addition, the Conference should select the one player whom they rank as the numberone football player from their Conference, either on offense or defense.

4. The Conference should rank each player nominated in descending order, #1 through how many are nominated. This ranking should be done on the NJCAA Football Ranking form. 5. The All-American selections will be released the week of December 9, 2018.

NJCAA REGION XIII SOCCER (D-I) OPERATING CODE

Article I – Date

1. There is only one Division I soccer program - Dakota County Technical College. Dakota County Technical College will participate in the Region XI tournament and has been assigned the #9 seed by the National Office.

2. First Round games are held on October 20, 2018 with the semi-finals on October 23, 2018. Region 11 Championship will be held on October 28, 2018.

Article II – Site

1. The Great Lakes District playoff will be hosted by Region 11 on November 3, 2018.

Article III – Eligibility

1. NJCAA rules will govern all colleges and individuals participating.

Article IV – Fees

1. All participating colleges will pay their own expenses and any entry fee set by the host college.

Article V – Rules

1. NCAA rules govern play except where superseded by NJCAA national tournament rules.2. The tournament will be a single elimination event, with a championship game on the final

day.

Article VI – Awards

1. One championship team trophy as applicable and dependent on number of teams participating.

2. All-region certificates will be awarded to all-region team.3. Coach-of-the-year plaque to the coach of the championship team.4. Twenty-two (22) medals to members of the championship team.

NJCAA REGION XIII SOCCER (D-III) OPERATING CODE

Article I – Date/Site

1. The Region 13 Championship will be held on October 22, 2018 at the highest seed. The first round playoff games will be hosted by the higher seeds on October 17, 2018.

2. Participating teams are: Anoka-Ramsey Community College, Lake Superior College, Minnesota West Community & Technical College and Riverland Community College.

3. The Region 4 winner will host the Region 13 winner in district play on November 1-2, 2018.

Article III- Format

1. A 4-team playoff format.2. Seeding: Seeds 1-4 will be determined by regular season round robin play. 3. Tie breaker for #1 seed with two teams tied: (1) head to head, (2) total goals allowed,

(3) coin toss.4. If three teams tied for first: (1) head to head, (2) total goals allowed. 5. If tied for the #2 seed with the same records, (1) head to head, (2) record against #1

seed, (3) coin toss. Pairings would be determined by the D3 soccer standing committee in a conference call.

6. The host college shall determine game time. 7. Host school is responsible for officials and trainer.

Article IV – Eligibility

1. The NJCAA rules will govern all colleges and individual participants.

Article V – Fees and Expenses

1. All participating colleges will pay their own expenses and the host school is responsible for income and expenses involving game operations.

Article VI – Rules

1. NCAA rules govern play except where superseded by NJCAA national tournament rules.2. A three-man officiating crew is required & the NJCAA Select ball (4) must be used.

Article VII - Awards

1. Champion & Runner-up plaques. 2. Coach of the Year Plaque. 3. 24 medals for Championship & Runner-up teams. 4. MVP plaque for the region most valuable player.

5. Awards are provided by the Region.

Article VIII – All-Region Awards

1. (9) All-Region players will be announced at the conclusion of the championship game. The Champion will receive (4) selections, the Runner-up shall receive (3) selections and the other two teams shall receive (1) selection each.2. Coaches will submit their top (4) nominees in rank order to the Region Director, no later

than 3 days prior to the start of the region playoff – October 19 deadline. 3. The top player from the Championship team is the MVP and will be the All-American candidate from the region.

3. Schools must have their updated roster and updated team/individual stats submitted to the NJCAA site, for the season, to be eligible for All-Region & All-Americanselection, as well as inclusion in the playoff.

NJCAA REGION XIII GOLF (D-III) OPERATING CODE

Article I – Site/Date

1. The 2018 tournament will be hosted by Mesabi Range College and will be held on October 1-2. Optional practice round to be held on Sunday, September 30. Teams competing are: Mesabi Range College, Minnesota State Community & Technical College, and Southwest Wisconsin Technical College.

2. The host shall notify all competing colleges at least three weeks prior to the Region tournament. A copy of the tournament format should be mailed to the athletic director and golf coaches of all participating colleges.

Article II – Eligibility

1. All teams that have properly approved NJCAA eligibility forms are eligible to compete.

2. Individual entries may compete for individual awards, if they meet NJCAAeligibility rules.

3. A college staff member must accompany all teams.

Article III – Fees and Expenses

1. All participating colleges will pay their own expenses. Region XIII will pay for the awards.2. Green fees for the tournament will be charged at a rate determined by the host

college, including the practice round.

Article IV – Rules and Scoring

1. Tournament will be 36 holes played over a two-day period.2. Colleges competing for team competition may enter and start with five members.

Teams shall consist of a minimum of four players and a maximum of five. No more than five players may compete for a college. No substitutions!

3. Team championships shall be decided by the low four scores each day over the two days or 36 holes.

4. Colleges entering less than four golfers will play for individual honors only.5. All ties will be broken by sudden death play-offs, beginning on the first hole. In

the event of a team tie for first, second or third place, there will be a sudden death play-off. Only four players may compete for each team in the play-off. They shall be the players with the lowest hole totals.

6. Local course rules will be followed and standard PGA tournament procedures shall be followed.

7. In the event the round cannot be completed, due to inclement weather or darkness, play shall be suspended and completed by all participants, and that round shall be

cancelled. Players may be penalized for failure to observe rules of etiquette for golf.

8. In the event of inclement weather, the tournament may be decided by the first 18 holes of play. The tournament director and the rules committee shall make this decision. The tournament shall not be decided on the basis of 27 holes. Decisions on rules and procedures not listed above and procedures in the NJCAA handbook shall be followed whenever applicable. It is the responsibility of each coach to supervise the course and his players during the meet.

9. Pairings will be made in three-sums for all tournament rounds. Day one tee times will be grouped as closely as possible in consecutive tee times for each participating college: 9:00 Team A #1, Team B #1, Team C #1, 9:08 Team A #2, Team B #2, Team C #2; 9:16 Team A #3, Team B #3, Team C #3, etc. Day two tee times and pairings will be determined via team score, and then by individual score.

10. Players will exchange scorecards with a player in their group and keep thatplayer’s hole by hole score, throughout the round. Scorecards must be signed by both players, prior to being submitted to the official scorer. USGA policy will be followed in tabulating scores.

Article V – Awards

1. The awards shall be:a. Champion and Runner-up plaques awarded. b. Champion (5) and Runner-up (5) team awards. c. Medalist will receive a region medalist plaque.d. Article I – Tournament Structure

The format shall be a 6-team play-off. Participants are: Bismarck State College, Dawson Community College, Lake Region State College, Miles Community College, North Dakota State College of Science and Williston State College. Seeding is based on the final Mon-Dak Conference standings based on all games played.

NJCAA REGION XIII BASKETBALL (D-II) OPERATING CODE

Article I – Structure

1. The Region Championship will be an East/West Championship Game rotated between the East/West Sub-Regions. The West Champion will host on even years, the East Champion host on odd years.a. Division II men’s basketball playoffs will consist of Dakota College at Bottineau and

United Tribes Technical College (West) and Bay College, Dakota County Technical College and Gogebic Community College (East).

b. The North Dakota schools (West) by-laws and procedures will determine the seeding for the North Dakota reps – the final Mon-Dak standing including all games.

Article I – Date & Site

1. The Region/North District Championship will be held on February 10, 2019 and hosted by Minnesota West Community & Technical College.

2. The Region XIII/North District Tournament shall be held simultaneously.3. The North District Wrestling Tournament shall be rotated among the region schools.4. If a college declines to host the North District Tournament, the next college in the rotation will be given the opportunity to host.

Article II – Eligibility

1. Current NJCAA eligibility rules shall apply to all teams and participants.2. All individual season record forms are required to be brought to the district qualifier.3. Verify that all participants have Weight Certification forms on file with the National

Wrestling Coaches Association.4. Entry to the NJCAA Championship Wrestling Tournament will be by certification of the

District Tournament Director.5. Weight Certification Forms must be submitted to the NJCAA Tournament Director by the

District Director within 24 hours after the conclusion of the qualifiers.6. Any or all substitutions must be submitted by the District Director to the NJCAA

Tournament Director 72 hours prior to the check-in deadline.7. In the event one of the district qualifiers cannot wrestle, then the next alternate as determined

by district involved, may be designated as the substitute at the weight class in which the replacement is needed. In no other circumstances can a district qualifier and/or wildcard selection be replaced.

Article III – Rules Committee

1. The NJCAA handbook (pages 181-184) and NCAA wrestling guide will be used.2. The tournament committee shall be the tournament director, head official, and one designated

coach.

Article IV – Weigh-ins and Tournament Schedule

1. Weigh-ins will be two (2) hours prior to wrestling.2. The tournament schedule will be determined by the host college and approved by the

participating colleges.3. Championship round matches will be seven minutes (3:2:2), and consolation matches will be

six minutes (2:2:2).

1. The methods by which each district determines how to seed and draw, in addition to awarding or not awarding points after a bye in the championship bracket only, shall be determined by the participating colleges in that district.

2. Criteria for seeding:a. Head to head competition (any official match).b. Common opponents.

3. Points to be considered:a. Overall recordb. National place winnerc. Regional place winner

4. Seeding procedure:a. Coaches allowed two (2) minutes to provide information.b. Coach may ask for review of written information if error is suspected.c. Article VIII – National Tournament Qualification 1. Each district shall qualify no greater than 70% of the total participants within that specific

district. There can only be a maximum of nine wildcards within any district. All percentagesshall be rounded down to the next lower number (ex: 39.9 wildcards = 39).

NJCAA REGION XIII BASEBALL (D-III) OPERATING CODE

May 15-18, 2019 hosted by St. Cloud Technical & Community College.

Article II – Eligibility

1. Current NJCAA rules will apply to all teams and participants.a. Participating colleges must meet the NJCAA guidelines for final eligibility approval

prior to participation in the regional tournament.b. All participating colleges must meet the NJCAA equipment requirements.

Article III – Fees and Expenses

1. All participating schools are responsible for their own expenses. Region XIII will provide the awards.

2. All participating colleges will pay a $200 entry fee, payable to the tournament host, prior to the start of the tournament .

Article IV – Tournament Procedures

1. All Region XIII schools are eligible and qualify as per conference and/or region procedures.

2. The tournament shall be an 8-team double-elimination tournament with qualifying based on in-season region rankings. Rankings will be held on April 3, 17 and May 1 and 15. Teams will be ranked 1-10 with the 8th ranked team in the final poll receiving the final spot in the tournament.

a. To be eligible for ranking, NJCAA stats must be submitted each week, according to the Region Stat Policy. b. Team ejection numbers/behavior for the season and/or formal complaints or discipline by the NJCAA, Region, or MCAC will be a considering factor in ranking. 4. Seeding criteria to be used in any order: a. Overall record/winning % b. National ranking c. Head to head d. Strength of schedule (i.e. ranked opponents, record vs NJCAA DI, DII, DIII) e. The championship brackets are played out as is (no reseeding). If the tournament is unable to be completed by Tuesday at midnight then the highest seed that is undefeated will advance. If no tournament games are played the number 1 seed will advance.** End of the day – means the last game must begin before midnight.

NJCAA REGION XIII SERVICE AND ACHIEVEMENT AWARDS

NJCAA Region XIII shall annually recognize individuals who have distinguished themselves through service or achievement. The Committee on Service and Achievement shall be composed of the Executive Committee of Region XIII. This committee shall examine nominations and make recommendations to the membership for final approval.

Nominations must be submitted on the appropriate from (see next page) to the Region Director at least thirty (30) days prior to the annual Region meeting. No more than three (3) candidates shall be admitted per year. Candidates not selected during the year they are first nominated, may be considered the following year.

The award shall be a plaque and shall be presented to the recipient, or an appropriate representative, at the spring meeting following the selection.

The following categories and criteria shall be used:

1. Region Officer or National Officer of NJCAA – awarded upon retirement from this office.

Region XIII History

NCCAA Region XIII appears to have formed in the Spring of 1952. Ralph Werner of Bismarck, North Dakota, was appointed as the first Region 13 Director. Before 1952 the schools in our area were “serviced” by C.L. (Red) Grovert of Fairbury Junior College, Fairbury, Nebraska. Werner served only a short time and was replaced by Joe Milinovich of Hibbing, Minnesota. The first meeting where minutes were taken was held on November 13, 1954 at the Andrews Hotel, Minneapolis, Minnesota with Joe Milinovich as the Director, and Joe Rockenback of Rochester, Minnesota appointed the recorder.

Records show that the following teams participated in the Region 13 Basketball tournament before 1954:

Region membership in 1954 included the following schools; Austin, Bismarck, Brainerd, Concordia (St. Paul), Eveleth, Hibbing, Itasca, Virginia, Wahpeton, Rochester, Ely, and Worthington. The geographical boundaries included North and South Dakota, Minnesota, and Upper Michigan.

In 1963, by mutual consent of Region 9 and 13, Miles City and Dawson, both of eastern Montana, were admitted in Region 13, even though they were geographically in Region 9. In 1970, the NJCAA Legislative Assembly moved them back to Region 9.

In the fall of 1967, by mutual consent of Region 4 and 13 Western Wisconsin Tech, LaCrosse, Wisconsin was allowed to participate in Region 13. In 1973 the NJCAA Legislative Assembly assigned the entire state of Wisconsin to Region 13.

Region 13 has served as host for the following National Tournaments:

Al Swanson Outstanding Player Award-Division I

Each year Region XIII of the National Junior College Athletic Association presents the “AL Swanson Outstanding Player Award” to the most prominent player in Region XIII tournament. The award is based on total performance both offensively and defensively.

The award is given in memory of Al Swanson, the former basketball coach and athletic director at Willmar Community College, Willmar, Minnesota. Al Swanson died an untimely death in November of 1974 at age 43. For many years Al Swanson had been a strong voice in the shaping of Region XIII and Minnesota Community College athletic programs. His enthusiasm, hard work, and leadership established a standard that is hard to equal.

The award was established in 1975 and was awarded for the first time at the 1975-76 Region XIII Tournament.
