Yesterday, November 4, 2008, America embarked on what was being billed by many as the most prolific, important Presidential vote in its history. At the end of the day, regardless of which Party you belong to, we watched History being made as Americans made a sounding voice for CHANGE and elected Barak Obama as the first African American President of the United States of America. In his acceptance speech and notably in John McCain’s concession speech, one overriding theme repeats again and again…. CHANGE IS COMING TO AMERICA! I for one, will find relief in knowing that CHANGE is going to come, regardless of who sits in the White House and we can finally free our minds from the clutter of a relentless Presidential campaign that has hedged on unbearable at times, and concentrate on holding our newly elected leaders to those promises that earned the trust and votes of the American people. Perhaps Bob Dylan said it best when he howled his own vocal protest-provoking anthem, “the times are definitely, a“the times are definitely, a“the times are definitely, a“the times are definitely, a----changing!“changing!“changing!“changing!“ Back on the Home front, our own organization, is at the helm of its own changing of the guard and election of officers, as Mark Hutchison, CPPO, CPPB, C.P.M., steps down from his two year reign as President of the Central Ohio Organization of Public Purchasers (CO-OPP), handing over the gavel to Joseph A. Lombardi, CPPO, CPPB… A Buckeye to A Wolverine… a A Buckeye to A Wolverine… a A Buckeye to A Wolverine… a A Buckeye to A Wolverine… a Scottish/German to an Italian… a LEADER to a LEADER..Scottish/German to an Italian… a LEADER to a LEADER..Scottish/German to an Italian… a LEADER to a LEADER..Scottish/German to an Italian… a LEADER to a LEADER.. In addition, we will all take part in our bi-annual election of officers, a slate of which appears in this Newsletter. There is strong representation and competition at each level of responsibility, Vice-President, Treasurer, Secretary, and Member-At Large (nominations will also be taken from the floor), showing that in general, people want to be part of our growing family… and that can only make us stronger. There’s something very special that happens every voting season. We as American’s have the opportunity to express an “unalienable right” to become part of the voice of America by casting a vote for those candidates who we feel will best represent the beliefs that shape the America we are proud to be part of. Only YOU can exercise your vote, an opportunity to change the face of the America we love. How cool is that? So too we have an opportunity in our own organization to take advantage of our membership rights and vote for those individuals who we feel will continue to provide the type of leadership that we are so accustomed to receiving. Mark Hutchison has accomplished much in his tenure, including an unprecedented two (2) consecutive Buyers of the Year (Parshotam Lal Channa and Gayle Blankenship) and a Manager of the Year (Barbara Johnson), outstanding individual achievements that solidify the level of professionalism that define our Organization. Mark’s conviction about CO-OPP and the opportunities it brings to Procurement Professionals are indicative of the excitement and growth that he leaves this organization still charged with. Without question, The General has left The Coach with very good field position and a good opportunity to take us to the next level. ~Steve Sammons

Welcome to the 2008 Central Ohio Organization of Public Purchasers (CO-OPP) Annual Luncheon. In addition to being the date of our Annual Luncheon and an opportunity to reacquaint ourselves with friends and associates from the far reaches of our Organization, it is also a year which we will have an opportunity to take part in selecting the leadership team for the next two years of the Organization, during the tenure of our President elect, Joseph A. Lombardi, CPPO, CPPB. The Nominating Committee is responsible to distribute information to the General Membership for the purpose of nominating a member(s) of the Chapter who is/are interested in holding an office on the Board of Trustees. The offices include, the Vice-President, Secretary, Treasurer and Member-at-Large. We have received nominations for several of the available positions and will entertain nominations from the floor as well. The slate of candidates who have already been nominated for the positions and provided bios are included on the pages that follow this column. These bios have been provided for your review before, but, will serve as your final review before submitting your vote. To our special guests, this nomination is intended for CO-OPP Membership only. While this is an exercise of our Organizational Membership rights, you can use it as an opportunity to decide if dual membership would be advantageous for you, as we would certainly welcome your interest in our Organization, as well. The Intergovernmental Cooperative Purchasing
Committee (I.C.P.C.) was created to reduce the costs of
goods and services by providing public entities with
opportunities for cooperative purchasing. The thought is
that by agreeing on competitive specifications and
contract terms and conditions for items of common usage,
participants can benefit from the combined strengths of
each other to get the best possible pricing for their
entities. Over the past several years, committee
members have shared contracts and information for FUEL,
PAPER, CELL PHONES, OFFICE SUPPLIES, and PLASTIC CAN
LINERS, to name a few.
That being said, a spirited group of interested CO-OPP
members, representing the State, City, County, Airport
Authority, the City of Westerville, Lake Metro Parks,
Columbus City Schools, Ohio State University, the Mid-
Ohio Regional Planning Commission (MORPC) and COTA,
have been gathering over the past few months at MORPC
to discuss ways to reinvigorate the committee and how to
reactivate participation in it. Discussion has been lively
and optimistic with a primary focus on preparing a
presentation for the MORPC Board of Directors, which has
been put on hold until we complete our reorganization
efforts.
On October 14, 2008, ten (10) individuals gathered to
continue these discussions and Barbara Johnson lead the
discussion on developing a Strategic Implementation Plan
with specific objectives and action steps. Many ideas
were discussed including the need for a Brouchure which
would accentuate the various benefits and opportunities
available with ICPC membership.
Discussions will continue at the next scheduled ICPC
Meeting to be held at M.O.R.P.C., December 9th
, 2008
from 11am – 2pm. A Brown Bag Lunch will be provided,
so RSVP’s will be required. Parking permits will be made
available to attendees.
Bonny Rickerson, CPPB, COTA is the acting CO-CHAIR for
ICPC and has been the spark plug in the ICPC
Revitalization effort. There is still much to do and plans
for a spring presentation to the MORPC Board of Directors
are well underway. Take a minute and think about how
ICPC can help your entity AND definitely make plans to
join us at our next meeting,

Purchasing Certification Council’s (UPPCC) computer
based testing for CPPB and CPPO certification will begin
in OCTOBER 2008.
The NIGP WEBSITE www.nigp.org has an excellent
module on the home page simply called CERT PREP
CENTRAL. After you click on the icon bearing those
words, you will be directed to a page which shows you a
really cool outline and resource guide to get you moving
in the direction of getting certified.

“Foundation Classes” will help you run the course
successfully, is included in this resource.
I’m writing this from experience, having been through
the excitement of the Charlotte Forum, when CO-OPP
won two of the three major individual awards and
placed in the third category (Chapter of the Year). I saw
the names of my peers rolling marquee on the big
screen, bearing their letters of CERTIFICATION and YES, I
am punching in to CERT PREP CENTRAL to join them.
For those of you who made the time to attend the first
Colloquium for Procurement Professionals, held at COSI, in
Columbus, October 27 and 28, 2008, you were treated to
some excellent breakout sessions on a myriad of subject
matters which affect us all in our daily endeavors. One
of those sessions, aptly named Sinister Suppliers and
Vexatious Vendors – Recent Stories from the world of
Antitrust Enforcement.

some current activity their section has been involved in
regarding vendors and suppliers who try to challenge the
promise of competition by engaging in activities to give
themselves an unfair advantage over other vendors and
suppliers in business for the right reasons.
Antitrust law is not new to Procurement. We
understand the premise that competition amongst our
vendors promotes a healthy economy and assures the
lowest possible price for the public dollar. Therefore, it
is our obligation as stewards of that public dollar to be
the watchdog of our own agencies and look for the signs
that might identify the presence of antitrust activity
with our supplier/vendor base.
One of the handouts made available in this session,
“Protecting Ohio’s Government Entities : The Ohio Attorney
General’s Guide to Detecting and Preventing Anti-
Competitive Activity” included a section that identified
nine (9) ways to protect your agency from Anti-
Competitive Activity. I urge you to contact the Attorney
General’s Office, Antitrust Section at

a copy of this valuable resource. We become part of the
solution when we refuse to become the victim.

Peter Harkness has been Editor & Publisher of GOVERNING, a magazine for leaders of State and Local governments, since it was founded 21 years ago. Before that, he was the Editor and Deputy Publisher of the Congressional Quarterly, a Washington information company known for publishing what is regarded as the “unofficial and independent Bible” covering the U.S. Congress. Mr. Harkness has watched government at all levels, from Washington to the States, Cities, and Counties, for almost 40 years. His reporting assignments for CQ included the White House, Congress and national politics. Candidate’s Name: Gayle Blankenship, CPPB Candidate’s Entity: State of Ohio, Office of Procurement Services Candidate’s Background: I have been in Public Procurement for almost four years. Prior to this, I was in Contract Management and Acquisitions at Chase Home Finance for 12 years. I currently handle Bids and Contracts for Services at the State of Ohio, Office of Procurement Services. I am an elected council member for the Village of Ashville. I have served in this position for the past five years, and will continue to do so. I serve as the chair for the Economic Development Committee in Ashville, as well as the Finance and Budget Committee. I believe strongly in using my voice to enact change, and to encourage change already in progress. I believe in giving to the community that I am a part of, whether it be at home, working, church, or in the government. I believe we should all strive to leave a mark for a better world when we leave it. I am a mother of a ten-year-old daughter, and a husband of almost sixteen years (that’s not his age!). I also attend school full-time at the University of Phoenix Online, pursuing my Bachelors in Visual Communications. I don’t believe in people being better than others are, but I do believe people need to take a lead position in things that directly impact them. That is why I do the things I do. If elected, what will you do to support the continuing growth and success of CO-OPP? I believe in the direction and goals of CO-OPP. The Public Procurement profession is a unique group of people. This is a group of people that take pride in their work, and the impact it has on their customer. I will continue to support CO-OPP’S efforts to provide training and networking to aid in making each member efforts at procurement a success. I will continue to pursue opportunities to reach out to the rest of the State so that they can be part of this organization. I will remain an active participant on the National Education team, as well as locally, to bring quality training to all of its members. Not only training for certification, but also training that will allow us to achieve our goals and visions. I will continue to bring suggestions of opportunities for the organization to give back to its members. I believe CO-OPP exists for its members, and we should be cognizant of that when spending revenue and planning activities. We are an organization of people that serve others. We need to continue to be an organization that serves also its members.

VICE-PRESIDENT Candidate’s Name: Steven W. Sammons Candidate’s Entity: City of Columbus, Dept. of Public Utilities Candidate’s Background: I have been an employee of the City of Columbus since September 1992, all of which has been with the Department of Public Utilities in varying levels of the purchasing function. I have been involved in the writing of numerous specifications for goods and services; written legislation to authorize the expenditure of funds requiring council approval; chaired several committees with charge to review bids for projects under consideration by the Department; been involved with numerous vendor groups to discuss trends and processes for the development of a contract; rewritten several contracts for services; and, been a key player in many informal opportunities to improve the way we do things. I am a firm believer that there is no mountain too steep to climb, that given the resources and the opportunity, we can all achieve our utmost. With that premise, I have taken on new challenges in numerous committees, all of which have led to even more opportunities. I was asked to serve on the Public Relations Staff for the National Management Association, ultimately being named Chairman with responsibility for the monthly production of the Organizational Newsletter. In my second year in that position, I renamed and revamped the look of the Newsletter to The Lighthouse, a name which is still utilized today. I volunteered to serve on the Public Relations Committee for the Central Ohio Organization of Public Purchasers and was soon thereafter named the Chairman of the Committee with charge over all communication efforts of the Organization, including the production of two newsletters, The Procurement Edge and (newly created) Early Bird, both of which I have either created or changed and revamped. I have received numerous comments both locally and nationally regarding the look of those newsletters and our communication effort as a whole. I believe that there is a place for everyone in the task of committee leadership and will continue to inspire and encourage those around me in print and verbally so that others find their niche and use it for the betterment of our organization. If elected, what will you do to support the continuing growth and success of CO-OPP? One of my personal quests and strongest beliefs is that we should press our members to achieve the goal of CERTIFICATION. It is the one true measure of success in our organization and it will be a pursuit of mine both in print and verbally to get members excited about the opportunity of being certified. I have showcased this belief in numerous articles in the Newsletters and will continue to do so in every additional responsibility that I am either elected to or assume in this association. If elected, I will mirror the objectives of the acting President, Joe Lombardi, while beginning to cultivate some of my own. I believe the Organization needs to grow outside of the City/State influence to our smaller entities, villages, cities and townships throughout the State of Ohio. We've barely scratched the surface and we can do much more in our schools, hospitals and city governments. If elected, I will look for opportunities to spread our message, to invest our proceeds from the successes of our
Educational Opportunities and the Reverse Trade Fair back into the organization and the members that comprise it. I will develop a scholarship program, to reward our membership for educational pursuits in the purchasing field and will encourage the inclusion of students in those endeavors as well as in forming mini-chapters of their own on the campuses to feed into our own. I will continue to be an active contributor and creative consultant to the Public Relations Committee, and will continue taking the lead role in production of the Newsletters, an area I both believe in and enjoy.

Candidate’s Name: Carol S. Clingman Candidate’s Entity: State of Ohio – Office of Procurement Services Candidate’s Background: I have been employed in the procurement field for over 30 years, both in public and private sectors. Prior to becoming a CO-OPP Board member, I was involved with the Licking Heights School Board and served as Treasurer for the Licking Heights Band Boosters. I hold very high ethical and moral goals for myself and my associates. I am a graduate of the School of finance at The Ohio State University and have a BS in Business Administration. In addition to my love of numbers, I enjoy research and spending time on the Internet. I am an avid e-Bay participant. I pride myself on staying current with new and innovative procurement trends. My buying experience centers on construction, medical commodities and chemicals. Most recently I am a member of the Competitive Sealed Proposal Unit of Procurement Services. If elected, what will you do to support the continuing growth and success of CO-OPP? During my tenure as CO-OPP Treasurer, I have been responsible for an annual budget in excess of $100,000.00 which included the budgets for two Reverse Trade Fairs (2005 and 2007), one Education Fair (2004) and the upcoming Education Colloquium which will be held in October 2008. I will continue to act as a member of the Finance Committee in conjunction with the Vice-Presidential Chair. The Finance Committee will continue to monitor the Chapter’s Certificate of Deposits. In addition, I will continue to perform all of the other tasks that are assigned to the CO-OPP Treasurer position. As the Chapter has been growing expeditiously in the last few years, I have spent a fair amount of time exploring a new software system which would be very beneficial to the members. It will track new member registration, allow registration and online payment for educational opportunities, track re-certification points, and publish chapter news. It will also act as a tool to automatically remind members of upcoming scheduled events. The purchase of this software was approved on August 21, 2008. I anticipate being involved with this implementation and operation. I also act as a member of the Professional Development Assistance Committee. In this role I am a voting member of the team which evaluates and approves requests for PDA funds.

SECRETARY Candidate Name: Lisa Koppin, CPPB Candidate’s Entity: Montgomery County, Ohio - Purchasing Candidate’s Background: I am currently the Purchasing coordinator and have worked in the Montgomery County Purchasing Department for 10 years. I firmly believe that an organization like CO-OPP provides a valuable resource to all governmental procurement people as the networking, knowledge, educational opportunities are second to none. Why are you interested in the Secretary position? The main reason I have an interest in this position is that it will give me an opportunity to get to know our membership better, and to give back to the organization that provided me with the excellent training and opportunity to get my certification. If elected, what will you do to support the continuing growth and success of CO-OPP? I have recently requested to become a part of the Education Committee. With that, I hope to be able to get some training opportunities in the Dayton area. There are several entities in this area that would benefit from quality training, and my goal would be to create a larger awareness of CO-OPP through this to possibly grow the membership and participation in this area.

Candidate Name: Yvette M. Lewis, CPPB Candidate’s Entity: Columbus Regional Airport Authority Candidate’s Background. I am married to Terrell E. Lewis and the mother of 4 children; Antoinette, Candess, Terrell Jr., and Michael. For the last 14 years, I have been employed at The Columbus Regional Airport Authority as a Purchasing Agent. I began my employment at Rickenbacker International Airport in 1994. Throughout my 10 years there, I held the positions of Secretary II (Marketing, Engineering, Operations); Facility Maintenance Worker; Operations Coordinator; Administrative Assistant (HR) and Stockroom Attendant. In 2004, when Port Columbus International Airport merged with Rickenbacker and Bolton Field, my position was moved to Port Columbus where I became an Inventory Technician working in the shipping and receiving department. Not long after that transition, I began searching for a position that rounded out my professional administrative skills, inventory management and purchasing. In May 2005, a Purchasing Agent position became available at the Airport, I applied and was offered the position. I began taking classes through the Universal Public Purchasing Certification Council (UPPCC) and the National Institute of Governmental Purchasing (NIGP) in 2006 to improve my knowledge of public procurement. On March 21, 2008, I received notification that I had passed the exam and received my certification as a Certified Professional Public Buyer (CPPB). I also serve on the Diversity Council at CMH and I am a member of the Education Committee for CO-OPP. If elected, what will you do to support the continuing growth and success of CO-OPP? To support the continuing growth and success of CO-OPP, we must be willing to listen, work hard and be open to change. To grow we must be willing to try new things as we hold on to our values and purpose. I am willing to step into the position to give of myself to help lead our membership toward success.

Prior to working for the County, I was employed with a prime contractor to the U.S. Department of Energy. I held positions in inventory control, nuclear material accountability and purchasing. I have completed all six of the NIGP Leap courses and recently received my CPPB certification. If elected, what will you do to support the continuing growth and success of CO-OPP? I would like to increase the membership of CO-OPP by communicating with the smaller entities in Montgomery County and the surrounding area. I believe that membership in a professional organization can be a great benefit to smaller entities. By joining CO-OPP, these entities would have access to cooperative purchasing, educational opportunities and networking with pother purchasing professionals. I also plan to work with the ICPC committee on cooperative purchasing efforts.

I feel we are on the verge of “something good’s about to happen” in our organization, with regard to our contribution efforts not only to the homeless and hungry in our own communities but to charitable organizations that specifically touch our hearts. This organization and many more like it are the pulse of their environment… they see it, they feel it, they know it’s there… AND, they have the means to rise up and make a worthwhile contribution to let those affected by it know, YES, WE CARE. What a huge responsibility and what a magical circumstance to have the power to change the lives of many, just by consciously doing something that makes a difference. THANK YOU from the many who have benefited from your gifts. Regardless of the size of the gift, the heart of a giver speaks volumes… This month’s theme is JUST BECAUSE, a reminder that there is no directive that forces us to give, we give JUST BECAUSE we can make a difference with so little. Don’t forget to bring one CANNED GOOD or it’s equivalent (approx. $0.50) to the Meeting on the 19th.
Perhaps the truest measure of success in any organization is equal to the sum of its parts. It’s the individual talents and successes of those who are part of this organization that have brought it the grand success it has enjoyed over the past few years. Most recently, Parshotam Lal Channa and Gayle Blankenship brought home the highest honor given to a Professional Buyer in our organization when they were named the 2007 and 2008 Buyer’s of the Year, respectively. Barb Johnson mirrored their achievement in her own category, earning the highly esteemed Manager of the Year in 2008. It’s time to start thinking about the Chapter and Buyer of the Year (BOY) and Manager of the Year (MOY) nominations for 2009. The PDA Committee has posted preliminary nomination forms for your use at http://www.coopp.org/feature.htm, the CO-OPP website. It’s likely that NIGP will change these slightly in the next 2 months and we will update them accordingly on the website when they do. In the meantime, review the criteria and the current submission dates (current deadline is 2/6/09) and begin thinking about your peers, managers and buyers alike that are deserving of such recognition in the form of Chapter and possibly National Buyer and Manager of the Year.

“The process by which the public purchaser
demonstrates a standard of compentency for the
benefit of public and themselves.” There are
currently three (3) levels of Certification available in
our organization. The Certified Professonal Public
Buyer (CPPB) is the first level, followed by the
Certified Public Purchasing Officer (CPPO) and the
most recent addition to the Certification family, the
Executive Certificate in Public Procurement (ECPP).
All of these levels of certification express a
combination of work experience, coursework in
procurement, dedication to the profession, and
formal education. The UPPCC website, accessible
from the NIGP Education tab, has a PDF file of the
new 2008 Body of Knowledge that is exceptional for
CPPB/CPPO Examination Preparation.
The core of continuing educational opportunities for
NIGP members. Over 100 total classes, some of
which are scheduled at various venues/chapters
throughout each year. A complete listing is
available on the NIGP website in a spreadsheet
appropriately called, “The Guide”. It contains the
Course name, the Continuing Educational Units
(CEU’s), the contact hours and the UPPCC
recertification points you have and/or will earn by
attending.
Distance learning, at your own pace, in your own
confines, on your PC, at a time that is convenient to
you is the ideal way to hone your skills, creatively
train your staff, and encourage lively discussion
amongst your peers. There are also some online
graduate courses in public procurement being
offered through Florida Atlantic University (FAU),
which can be accessed from the NIGP Website.
With the use of a computer and phone, you can
participate in a 90 minute live workshop from your
desk, focusing on topics which cover the pulse of our
organization. You can ask questions, particpate in
discussions and interact with your instructor and
other classmates from around the country, all while
earning certification points. These sessions are
limited and require a registration process for
scheduling purposes.
LOCAL OPPORTUNITIES: At the time of this printing, there were no more
CPPB and/or CPPO Examination Preparation Classes
being offered in 2008, with the exception of a CPPO
Webinar (see bullet on this page).

Anyone who drives through any part of Ohio knows that either we are fond of our orange barrels or we have so many of them in our inventory that we have to keep some of them on the roadways out of sheer lack of storage space. OHIO is “the heart of it all” but, maintaining that legacy seems to include a plethora of Construction projects, meaning the Ohio Department of Transportation is on high octane overdrive all year round. ODOT divides the state of Ohio into 12 Districts which are responsible for the upkeep and maintenance of the roadways and bridges in their multi-county territories. Our Spotlight Member this month has 21 years of service with District 2, which covers Fulton, Henry, Lucas, Ottawa, Sandusky, Seneca, Williams and Wood counties and whose office is located in Bowling Green, OH. In April of 1999, ODOT and the citizens of northwest Ohio began what is currently the largest single project ever undertaken by ODOT. In June 2007, the Veterans’ Glass City Skyway, formerly known as the Maumee River Crossing, (shown at right), was completed and dedicated for use. It stands today as a landmark reminder of the possibilities that can happen when citizens and their government work together for a common good. Linda Jo Coss is a jack-of-all-trades, wearing numerous hats and commanding multiple tasks in the Finance Office for ODOT – District 2. In addition to training District 2 purchasing personnel, Linda Jo supervises the A/P department, reviews all purchases and purchase orders and assists in budget review and inventory control for all departments. Those who know her, recognize her by her honesty and natural drive to work hard. Linda has been married for 17 years and has 2 sons. Her first son in 23 years old and just completed his Masters Degree in Psychology. It would seem he gets his inspiration from his mother, as he is continuing his education, seeking a School Psychologist Certificate and his PhD. Linda’s youngest son is 16 and plays Center and Guard for the Toledo Start Spartan football team, who just finished their 2008 campaign with a 4-6 record. He aspires to be a Police Officer. Linda attended the University of Toledo and Spring Arbor University, and still aspires to complete her BA in Management. When asked what she would most like to accomplish in the future, Linda Jo responded that she hopes to achieve certification as a CPPB and CPPO, certainly two goals which have a direct impact on our organization as a progressive Chapter, one which achieves excellence by encouraging Certification.
