Minutes of Meeting held at Rose on 19.12.2018 to discussthe Agenda issues related to AFL,OPWCS, AEB& Brake System of 3-pahse locomotives

PEOSEaddressed the meeting and stressed on the implementation of Standard logic forworking of Auto Flasher Light (AFL), use of better type of digital & analog pressure gauges,Provision of Auto Emergency Braking (AEB) when loco working in down gradients andCompatibility of DPWCS with 3-phase loco brake system. The decisions taken there are

. furnished below:

A. Standardization of Auto Flasher Light by VCU suppliers:

1.0 The issue was discussed among representatives of OEMs of VCU & of Brake System. The detailsof logic conditions in propulsion system responsible for function of AFL during the variousconditions for train operation were finalized vide MOM 27.06.2018 held at ROSO& issued videletter no. EL/3.2.19/2 dated 28.06.2018. The scheme of AFL is again tabulated below:a)

b) Suitable delay period for goods and passenger locos should be provided to keep Auto Flasher"inactive" when A9 is released.

2.0 The above scheme is based on the logic that AFL should not be activated during brakeapplication including emergency by loco pilot by DBC (Driver brake controller, E70) and EBV(Electronic Brake valve, CCB).

3.0 The proposed logics and signal conditions trials should be conducted by CLW ingoods/passenger locos with each make of propulsion system/ Brake system. The aboveconditions are in line with conventional locos.

B. Provision of Auto Emergency Braking (AEB):1. PCEE/SWRreported that provision of AEB in locos is mandatory by CRSto work with auto

restricted speed feature in gradient sections "Castlerock-Qulem and Sakleshpur-Subramanya

Road" over Hassan-Mangalore section. Presently only Diesel locos provided with AEB that aresuitable for this section. Since electrification of this section is under progress so provision of

AEB is required in few electric locos for train operation with electric traction.

2. DSE/TPSexplained that as per control philosophy, the VCU does not participate in the braking

operation. Therefore, the signal for speed restriction shall have to be taken from speedometer.

3. OEMs of brake system stated that provision of application of emergency brake already exists. If

separate arrangement is required then the signal of specified speed restriction may be given by

VCU/speedometer suppliers. M/s FTRTll has already submitted a proposal with separate

arrangement.

C. Provision of Digital & Analog gauges:1. Representative of M/s Top Grip gave a presentation of better type of pressure gauges having

both digital & analog display of readings and proposed for use in electric locomotives for

MR+FP, BP, BC1+2 & AFI in a cluster of 04 gauges as per existing arrangement. The cluster has

the provision of configurable alert messages, messages for various pressure ranges/values,

configurable movement of pointer in AFI gauge, USB charging, flash memory & RAM of 128MB,

GSM connectivity for one way communication through mobile services & optional relay outputs

for controlling external devices etc.

2. It was decided to provide one set of the gauges in one WAG9 loco at ElS/TKD replacing the

existing gauges for field trial purpose.

3. It was also decided that M/s KBll & M/s FTRTIL would submit their proposal to RDSO for

provision of these set of gauges to be fitted in two WAG9 locos based at ELS/TKD having CCB

and E-70 brake system respectively for field trial and to monitor performance. They are also

advised to include such clusters in their BOM after successful trial reports from Zonal Railways.

D. Compatibility of DPWCS with 3-phase electric loco operation:1. It was agreed that to interface with DPWCS, brake system should have provision of RS 485,

additionally Ethernet also may be provided as physical communication layer with the new RDSOspecification complied systems as desirable option.

2. It was decided that a converter box will be used in between DPWCS& brake system (E-70/CCB)for interfacing of DPWCS with existing brake system. DPWCS vendors will have to procure thebox from OEMs of Brake system.

3. M/s KBIL has already provided the interface control document (ICD) for data transfer betweenCCB & DPWCS to DPWCS supplier (M/s ARC & M/s GE). However, M/s KBIL stated that theDPWCS vendors have to interface their equipment with CCB and jointly validate the

performance at M/s KBIL premises. OEMs of DPWCSwill also validate their equipment with M/sFTILComputer Controlled brake system. A copy of ICDwill also be given to RDSOby M/s KBIL.

4. MIs FTll's E-70 is not having digital data communication. OEMs of DPWCS will evaluate theinterface jointly with FTIL.

5. M/s Medha & M/s Lotus shall update their communication protocol between Oata Radio & CCUas per command protocol of data radio of M/s Bharat Electronics Limited, Panchkula. Further,M/s Medha will upload the communication protocol in air of M/s Lotus in their system. This isrequired to prove the interoperability among different make of OPWCS with M/s BEL makeradio. Trial to establish interoperability shall be done at ELS/KZJor any other location where thelocos are available by end of Jan'19.

6. It was informed that draft specification for OPWCS having interoperability feature shall beuploaded by 1st week of Feb'19 for comments of Industry/Railways.
