EDITORS NOTES G’day Members, Well, into the breach one more time. It seems that nobody is prepared to assist the Association in preparing Telltales as the President informs me that he has been completely underwhelmed by members volunteering their services to perform this task, consequently I ask once again; if any member is able to step up and take my place as Editor of Telltales it will be greatly appreciated. Please send all applications for this very worthwhile position to President Andrew Fedorowicz This edition of Telltales is our Christmas offering and it contains some important news in respect to the 2013 Noelex National Championships. This series will be conducted at the Gippsland Lakes Yacht Club on the 2nd/3rd March 2013 and promises to be a hotly contested series. This year we will definitely have NX 30’s entering the Championship and we will most certainly have a NX 25 and NX 30 champion boat. Good luck to all who enter. I wish to thanks all those members who sent me cards during my recent illness. You thoughts were gratefully received and added to the speed of my recovery. To all members of our Association I wish you and yours a very Happy Christmas and a safe, healthy New Year. Fair sailing,

PRESIDENTS REPORT
Hi All Members. Well, after my little moan to all of you about the lack of response for our BBQ held last Sunday (9th Dec) we got a comfortable rollout of numbers and had a great day. Of course, whilst thanking everybody for coming I forgot to mention the fine work and time that our ladies spent in preparing the salads and sweets. They were plentiful and delicious. Thank you ladies. John Burgess, Vice President, has now fully recovered from his heart attack to the point that during my speech I just couldn’t keep him quiet. Hence the tissue gag ‐ see photo ‐ it worked. The food was great, I ordered good weather (He obliged), and the strong sense of camaraderie was a pleasure to feel and see. It was a great function. All we need to do now is to seduce the rest of you to do the same for the next one. It has definately been booked for 16 February 2013 at Russell and Di Kemps property in Mornington. We will advise the details in a flyer early in the New Year. And now, with Christmas almost upon us, the next step of course is to start planning where we are going and where we are sailing. My lot will be on the Gippsland Lakes from about 27 December to about 12 January 2013. If you are down there, give a yell or a call, (Mobile, UHF,VHF) so we can share a celebratory drink (or two). Wherever you are going, wherever you are towing, I would like to wish you all the compliments of the season and to take all of the safety precautions possible. And don’t forget the sand‐fly bitey cream. After our last effort on the Lakes, during Melbourne Cup Long Weekend, I itched and scratched for a fortnight thereafter – they are horrible little blighters. That’s all for now. SECRETARY’S REPORT Hi to all, The 2013 NX 30’s & NX 25’s National Championships will be held at the Gippsland Lakes Yacht Club on 2nd & 3rd of March, 2013 and a social BBQ will be held during the Nationals. Hope to see you all. It will be great to see some NX 30’s racing this year! Recently, correspondence was received from Consumer Affairs Victoria (CAV), advising of new legislation that will affect Victorian Incorporated Associations. The Associations Incorporation Act 1981 has been replaced by the Associations Incorporation Reform Act 2012, which came into effect on 26th November, 2012. As there are changes which will affect both the NYAA Inc., and the NYS Inc., the Committee of Management has appointed a Rules Sub‐Committee to review those Amendments, which in turn will be presented to the membership for comment prior to ratification and adoption at the next Annual General Meeting in 2013. As the social events are attracting good numbers at this time I look forward to seeing you at the BBQ at Di & Russel Kemp’s residence, notice of which is contained in the Social Notes in this edition of Telltales. I also look forward to catching up with you at the Championships in the New Year. As well as the racing, which is exciting, there will be plenty of occasions for us to socialise including a BBQ on Sunday 3rd March at GLYC. To all members and their families, I wish you a joyous Noel, a safe journey if you are travelling and, a Happy New Year. I look forward to your continued support and words of encouragement in 2013.

This kind invitation was received from John & Liz McKay who reside at Mallacoota, Victoria. Hi Veronica Next year when the Nationals are on, John and I would like to extend a welcome to any who might be coming down from Canberra/Sydney/Brisbane or returning to same to use our facilities here, Jetty etc. As it is a big distance towing, they perhaps might like to sail around the Lakes here in Mallacoota and surrounding Croajingalong NP, to relax. The BBQ at GLYC will take place on Sunday 3rd March 2013 at the Noelex National Championships.
The Gippsland Lakes Yacht Club was chosen as the venue for the Championship hoping that Interstate NX’s from NSW and the ACT will participate.

NOTICE OF RACE
1 RULES:
1.1 The regatta organising authority is the Gippsland Lakes Yacht Club in conjunction with the Noelex Yacht Association of Australia Inc. The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS) and Yachting Australia (YA) Special Regulations (SR) Part 1 for Racing Boats
1.2 SAFETY REGULATIONS: (a) YA SR Category 6 or above shall apply PLUS an engine shall be carried at all times in conformity with the requirements of the YA SR Part 1 ‐ 2.01.6 Category 5 and 3.24.3 and 3.24.4 Propulsion.
(b) Boats are required to display the Yachting Australia Safety Category 6 compliance sticker on the transom.
(c) Keels shall be locked down at all times while racing.
(d) Boats shall not race with anchors protruding over any part of the boat gunwale.
2 ADVERTISING: Competitors may be required to display regatta sponsor's name(s) or logo(s) and bow numbers. If required, the Noelex Yacht Association of Australia Inc. will supply these items and they shall be affixed as prescribed in the Sailing Instructions.
3 ELIGIBILITY AND ENTRY:
3.1 Yachts complying with the Noelex Yacht Association of Australia Inc., Noelex 25 and Noelex 30 Class Rules will be allowed entry.

3.2 All skippers and crew must hold a (silver or gold card) membership with Yachting Australia and, be a financial member of the Noelex Yacht Association of Australia Inc.
3.3 Racing will be conducted in two divisions. The divisions will be Div 1, NX 30 yachts and Div 2, NX 25 yachts.
3.4 Entries on the attached form together with the entry fee of $70:00 shall be lodged with: ‐

The closing date for entries shall be 1700 hours, Friday 22nd February 2013. Late entries will be accepted by e‐mail to [email protected] up until the close of registration on Saturday 2nd March, 2013 at 0850 hrs and will incur an additional late entry fee of $10.00.
Payment can be made by cheque to the Noelex Yacht Association of Australia Inc or by deposit to Noelex Yacht Association of Australia Inc Bank West Account – BSB 303 ‐ 111 Account No. 1313172. Deposits must be identified and advice of payment forwarded by email to [email protected]

5 SAILING INSTRUCTIONS:
The Sailing Instructions will be available from the Noelex Yacht Association of Australia Inc., web site – noelex.org.au from Monday 25th February 2013, and at registration at GLYC.
6 VENUE:
Racing will be conducted on Lake Victoria, adjacent to Gippsland Lakes Yacht Club. 7 COURSES:
The courses will be Triangle‐Windward‐Leeward and/or Windward‐Leeward courses around laid marks, as per the Sailing Instructions.
8 SCORING:
8.1 Six (6) races are scheduled of which three (3) races are required to be completed to constitute a series.
8.2 (a) When fewer than 4 races have been completed, a boat’s series score will be the total of her race scores. This changes RRS rule A2.
(b) When 4 or more races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.
9 BERTHING: 9.1 (a) Berthing at the public marina/jetties adjacent to GLYC are available on a first
come basis. GLYC may be able to arrange for some berthing within the marina. 9.2 (b) Boats may be dry stored on or adjacent to Club grounds during the regatta.
Post regatta mast up storage can be organized around Paynesville. 10 RADIO COMMUNICATION:
Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.
Race communications will be via VHF Channel 77.
11 PRIZES:
Prizes will be awarded to 1st, 2nd and 3rd place for each Division. 12 DISCLAIMER OF LIABILITY:
Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organising authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

13 INSURANCE:
Each participating boat shall be insured with valid third‐party liability insurance with a minimum cover of Aus. $5,000,000 per event or the equivalent.

Boats berthed at the Gippsland Lakes Yacht Club may be used as accommodation for the duration of the regatta.
CATERING & FACILITIES:
Lunch orders will be taken prior to racing on each day and may be collected at the GLYC during the lunch break.
Saturday night meal at the GLYC will be Pizza’s. All you can eat for $10:00.
Free BBQ facilities on site. A NYAA Inc BBQ will take place on Sunday night commencing at 1800 hrs
approx. The cost of the BBQ and a salad will be $10:00/person.
The GLYC is fully licensed for the consumption and sale of alcohol.
Shopping facilities and a hotel are located in the near vicinity of GLYC.
