This year we held our Scouter Appreciation Dinner at the Lakeside Ballroom, Guttenberg on March 13th, with over 120 Scouters in atten-dance. Many people enjoyed seeing the differ-ent uniforms that youth have worn throughout our 100 year history. Thank you very much to all of those who made our dinner a success!

“Hempstead Heroes Did Their Duty” This February, Honor Medals were presented to the Scout-ing members who became heroes of the almost drowning incident at Hempstead High School this past year. I was asked by the media if I was proud of them and that was easy to answer – Yes, of course. Another predictable ques-tion was, “How did Scouting prepare these youth for ex-traordinary action?” I was also asked if Scouting taught kids to practice CPR. It was no coincidence that the youth that came to the rescue of that boy in the pool that day where both members of the Scouting program. It turns out they were from the same troop. They had practiced the tests of advancement and out-door living. Cooperation, leading & following, were not new to them. They had counted on each other before. Per-haps even more important, Scouting influences character and character was what these youth showed when faced with fear.
We can all be proud of these Scouts who saved a boys life.
“MUNTER LODGE”
As you enter camp C.S. Klaus and round that last corner to the dining hall you may be a bit sur-prised with what you see. Yes we are excited to announce the remodel project of our dining hall “which is now the Munter lodge”. This project is nearing completion which will include: a new roof, siding, deck/storm shelter, addition to the dining hall, addition of a Handicap accessible shower, addition of bathrooms, new septic system and more.
You will not recognize the wonderful work that has been done over the past 5 months. Thank you to C&D Construction, Durrant, several vendors and the many volunteers that have helped along the way. Most of all we are grateful to Duane Munter and although he passed away many years ago his memory will live on through this wonder-ful project. We will have a grand reopening some-time in the spring before Camp starts. Look for that date in the next issue of the Nor’easter.

Venturing Age/Grade Eligibility Change The current age and grade eligibility requirement for participa-tion in the Venturing program is 14 years of age and completion of the eighth grade. Effective May 1, 2010, the minimum age requirement will be changed to 14 years of age, or 13 years of age and completion of the eighth grade. The maximum age for participation remains under 21 years of age.

2010 Centennial Jamboree
Celebrate 100 years of Scouting in the U.S. with 50,000 Scouts. While the National Jamboree, held every four years has been a long tradition since the 1930’s, the upcoming Jamboree in 2010 is different in almost every aspect – it is the Centennial Jamboree of Boy Scouting. From July 26th to August 4th, about 40,000 - 50,000 Scouts from the whole country, as well as from some foreign coun-tries, are celebrating 100 years of Scouting at this one-time event. The Jamboree is located on over 3000 acres of Fort A.P. Hill, near Bowling Green, Va., an historic area near Washington D.C. For ten days, this area will be trans-formed into a buzzing city of 18,000 tents and 3,600 patrol kitchens, while the perfect infrastructure of Fort A.P., including bus systems, telephone and Internet, first-aid stations and a hospital, police and fire departments, post offices, food warehouses, a daily newspaper, and retail stores provides for a smooth and safe environment. The University of Scouting offers volunteer Scout leaders an opportunity to expand their knowledge and understanding of the Scouting Pro-gram. It offers the ability to share knowledge, gain new skills, and learn about resources available to meet the challenge of working with today’s youth. This will be an amazing trip, but you have to act fast if you want a slot. The expedition will run from July 31 to August 14, 2010. The fee for the Philmont Trip is $1,150. “The spirit is there in every boy; it has to be discovered and brought to light” ~ Robert Baden-Powell In Scouting, this is the time of the year when Webelos make that pivotal decision in their lives: will they continue on into Boy Scouts? But wait a second...why wouldn’t they? Why is this such a big decision? They’ve already been in Scouts for nearly five years—why would they give it up now? I’m sure there are many factors that play into this, but a lot of it is probably fear of the unknown. In a study done by a nearby council, they discovered the reason most Scouts didn’t cross over was lack of encouragement by their parents. Why wouldn’t parents encourage their son to cross into Boy Scouts? Maybe those parents didn’t fully understand the greatness of the Scouting program. Cub Scouts is just the building blocks. Once they join Boy Scouts, the true opportunity begins for them to develop leadership skills and values that will last them a lifetime. Most Cub Scout parents probably don’t realize that in Boy Scouts, their son will be given so many opportunities to lead his peers at either the troop or patrol level. In what other organization would a twelve-year-old be given this opportunity? They also might not realize the regional and national leadership opportunities available through the Order of the Arrow and Venturing. For who would choose to not have their son be given these opportunities? Maybe those parents didn’t realize the flexibility of the program. Your son has baseball on Tuesday night? That’s great! Just have him come to the meetings whenever he’s able. There’s no penalty for missing a meeting every now and then. Your son doesn’t like camping? Does he like swimming? What about sports? What about auto mechanics...or science experiments...or agriculture? Those are all topics that can be explored through merit badges. Maybe those parents didn’t realize the adventure opportunities available through Scouts. Would your son enjoy hiking in New Mexico? What about scuba diving in Florida? Or touring Washington, D.C.? Maybe those parents were never encouraged by others. We all need to take ownership of this program to make it work. So when you see someone, educate them about Scouting. It might make all the difference...

WHERE: Loras College—Graber Center (Cox Street, near the Loras Football Field) WHEN: Saturday, April 17 WHO: ANY registered Cub Scout (does NOT have to win the pack race to take part in this event) COST: $5 by Tues, Apr 13 $8 after Tues, Apr 13 DETAILS: Registration runs 1-2 pm, with the race beginning right at 2 pm. Awards will be given to 1st and 2nd places in each grade category as well as 1st and 2nd place overall, best of show, and most creative. SNACK provide for participants. All registered youth will receive one T-Shirt and one patch in-cluded with their first day’s fee. If an accompanying adult would like a patch or shirt or if you would like an additional patch or shirt (i.e.—for a keepsake), please indicate on your son’s registration form (get this from Unit Coordinator). Boys who will be a Tiger (going into 1st grade) beginning Fall of 2010 MUST be accompanied by a parent or guardian.

New District Leadership
Just as unit leaders don’t stay in the same position forever, our district leadership changes from time to time. This year, we will be welcoming a new District Chair, Program Chair, and District Commissioner. Please thank and congratulate Dave Fangman and Connie Lambropoulos for their years of service as they move on to new roles in the District and Council. By the end of the month, this changeover will be complete, with Bill Strauss taking over as District Commissioner and Rick Leute taking on the role of Program Chair. The individual taking the District Chair position will be announced later this month. We look forward to building off past success as we move on with these new leaders in place.

“ As many of you know I am anxiously awaiting June 19th when I am going to be married to my better half. In preparation for our coming wedding we, and yes I mean we, have been doing everything we can to plan our wedding down to the last detail so that everything will go smoothly when it comes time to say “I do.” Recently I was informed that you have to be a husband on purpose because no one stumbles into being a good husband, it is a choice you make. So why am I telling everyone this? Because this idea holds true in every aspect of our lives. One gentleman I met is a volunteer on purpose, somewhere along the line he wanted this program to be the best. He has worked tirelessly as a volunteer to make sure everything he works on is the best. I have rarely ever heard him say “No” to anyone when they ask him to do something. I know that many of you do this exact same thing for your units. The truth is this describes most of the Scoutmasters, Committee Members, Cubmasters and leaders in the organization. I want to challenge everyone, including myself, to be a leader on purpose. The more we put into this organization the more we will see the young men and women of Northeast Iowa grow. At times this means being there when a youth calls to ask advice, or to step up and help the troop or district committee in a role that they need filled to move the program forward. And if you see someone who needs a little encouragement don’t be afraid to let them know what you think. A little encouragement will move mountains.

Weigh in and registration will begin at 8:30am.
Each pack is invited to send 10 boys (2 from each rank). There is a $6.00 entry fee for each boy racing. The registration form needs to be completed and sent to the Council Service Center by Friday, April 2, 2010 with payment of the registration fees in order for your boys to eligible to race. If your pack does not wish to participate, please let us know your reasons so we can try to make this an event all packs want to participate in. POINTS TO MAKE SURE ALL YOUR RACERS AND PARENTS KNOW!!
• The rules governing the race will be the Dellaykee District Pinewood Derby rules. Each Pack re-ceived a copy of the rules-please pass them on to your racers.
• All racers are required to be in their Scout Uniforms for the race. • The race is run for the boys to have fun. It is also run entirely by volunteers who are donating their

Loras College Computer Science Exploring Program
In this program, Explorers work with Loras professors and ad-vanced computer science students in designing, programming, and utilizing robots that perform various functions. Also, you will get a chance to use the Raptor software program designed by the U.S. government. Meetings are held on Tuesday eve-nings from 6:30 – 8:30 pm at Loras College, located at 1450 Alta Vista St. in Dubuque. We are meeting in the computer science building, Hennessey Hall, which is the tall skinny building located off of Alta Vista St. Please contact Colin Earl if interested in participating.

Eagle Brunch, 2009 Class of Eagle Scouts
On Sunday, February 28th, two hundred Scouters, parents, and sponsors were on hand to congratulate 47 Eagle Scouts of the Northeast Iowa Council. Dubuque Golf & Country Club hosted the 26th annual event. Wally Brown, the Master of Ceremonies, kept the event fun and exciting. Lara Fisher from the Orange County California Boy Scout Council spoke on the 100th Anniversary Celebration. Lara shared photos and stories about her experience developing and marketing the Boy Scout 100th Anniversary Parade of Roses float, that was displayed during the Rose Bowl Parade in Pasadena. The float received national press coverage and many awards from the parade. Special thanks goes to Ivan Lilenthal and County Center Vet, INC. for sponsoring this years Eagle Brunch. Eagles received a special Eagle memento for their achievement.

Sports Management Exploring Program The Dubuque Bruisers and Exploring are partnering up to form the Brusiers Sports Management Exploring pro-gram. The Dubuque Brusiers are a Semi Pro Football team right here in Dubuque, IA. The Bruisers are now in their 2nd year. Explorers will get a first hand look at careers in sports management. You’ll be able to learn about ticketing and marketing, travel arrangements and management, equipment control and supplying, and get to meet coaches and players. Our first meeting is held Saturday, April 24 at Mindframe Theater. Please contact Colin Earl with Exploring if interested in Partici-pating.
