PERS-4013 Mission

• Perform the enlisted placement function for all E3 through E9 personnel. Review and approve proposed orders to their next assignment that do not meet order edit criteria.

• Load MCA priority requisitions on CMS/ID.

• Assignment of LIMDU and Sailors (pregnant from sea-duty).

• Take management action in conjunction with the appropriate Type Commander to attain Manning Control Authority (USFF) desired level of personnel readiness for surge and deployment.

• Provide solutions on manning issues to the Major Manpower Claimants, Type Commanders, and MCAs.

• Help improve the accuracy of command personnel data base (EDVR).

PERS 4013 and CMS/ID

• PERS-4013 sets CMS/ID based on MCA Business Rules, MCA balance, requisition priority, and MCA directions.

• CMS/ID is set following a Ratio of Rollers to Requisitions (not all command vacancies are advertised in CMS/ID)

• PERS 4013 control of CMS/ID keeps assignment function unbiased.

- Green Reqs: MCA prioritized requisitions.

- Red Reqs: Mission critical requisitions as determined by MCA that can be filled by non-voluntary assignments, if required.

Why CMS/ID?

• Developed to support Sailor Advocacy.

- Supports retention and QOL initiatives.

- Builds trust with detailers.

- Sailor plays major role in shaping own career.

• Supports personnel readiness.

- Placement function loads requisitions for detailers to fill.

- Sailors can choose, but only from the highest priority requisitions.

- Provides Sailors with visibility of other priorities not normally considered, which makes the detailers’ job easier.

» Special programs, instructor billets, overseas assignments.

How does it work?• Timeliness:

- Monthly requisition cycle which includes 3 days to load (4013), 2 weeks for Sailor interaction, 5 days for command input, and 1 week for detailer selections.

• Process for loading:

- PERS-4013 loads the requisitions based upon an automated requisition priority algorithm managed by the Manning Control Authorities (USFF and BUPERS).

- Business rules determine the amount of requisitions to advertise based upon the number of distributable assets in negotiation window (7-9 months prior to PRD).

• Sailor interaction:

- Sailors can make 5 selections per cycle for each of their 3 cycles (15 total).

- Sailors can make their own application, but still use CCC and/or detailer guidance.

• Command interface:

- Commands can rank from least to most favorable candidate.

- Input is one of many which guide detailer action; but all things equal, commands will get their choice.

- Currently used by about 14% of commands.

• Detailer Selection:

- Choose best candidate for each requisition and post in EAIS.

- Process is not complete until orders are written, but this can occur later.

- Unfilled requisitions get reprioritized during the next cycle.

Important take-aways

• Challenges:- Skill set of Sailors in window may not match skills needed for priority

requirements. (not currently optimized for Fit or cost)

- A subset of selections are made without use of CMS/ID.

» Ex: Sailors without internet access, special cases (HUMS, EFM, Dual military…)

- Distributable inventory of Sailors is usually less than total number of vacant requirements.

- Many billets are not advertised on CMS/ID due to policy.

» Ex: SPECWAR, recruiting, RDC...

• Enhancements are planned.- Billet Based Distribution; Optimized Assignments…

• Business rules change as needed to support fleet readiness.- 110% > 75% > 50% > 60% >70% reqs to rollers.

- Shift from GSA to OSA and FDNF priorities.

- Sailor negotiation window (changed from a 5 month to a 3 month period).
