JANE SEYD [email protected] With the federal election less than a week away, it’s coming down to decision time for many North Shore voters. For some voters, whether to vote with the head or the heart – and whether that really makes a difference – is one question that looms large. This election, a number of “strategic voting” campaigns have targeted potential swing ridings, including all three on the North Shore. Campaigns like Vote Together, organized by the activist group Lead Now, are upfront about their goal of defeating Conservative candidates by getting left- leaning voters in Liberal, NDP and Green Party camps to throw their support behind candidates they think have the best chance of beating the Conservatives. But some have criticized the campaigns as encouraging a cynical vote against something rather than for something voters truly believe in. Other critics just aren’t sure it works. From a rational perspective, choosing to vote strategically is “perfectly reasonable” if the goal is “getting the government you dislike least,” said Greg Lyle, a pollster and political strategist with Innovative Research, who makes his home on the Sunshine Coast. The scene for strategic voting is set only when several conditions are met, said Lyle: You have a clear preference but you don’t think your party will win in your riding, you have another party you don’t want to see win and an acceptable alternative to your first choice. About 18 per cent of the electorate are potential strategic voters, said Lyle. Most of those are soft supporters of the Liberals, NDP or Greens who would consider switching to one of the other camps.     With the federal electionless than a week away, itscoming down to decisiontime formany NorthShore voters. For somevoters, whether to votewith the head or the heart and whether that really

    More technology andless play are among thefactors stunting the healthydevelopment of youngkids on the North Shore,according to a study.

    Increasing Vulnerabilityin the Early Years: ACloser Look at Five NorthShore Neighbourhoodsstudied children growingup in the BritishProperties, Deep Cove/Dollarton, GrandBoulevard/Moodyville,Upper Capilano/Edgemontand Bowen Island.

    The study, conductedby Dr. Denise Buotefor North ShoreCommunity ResourcesSociety, found that allve neighbourhoods hadchild vulnerabilityrates of 30 per cent orhigher meaning threeout of 10 kids startingkindergarten dont meetcertain developmentalbenchmarks.

    And that could putthem at risk of strugglingin the classroom, thereport says.

    The study stated thatvulnerability rates aremeasured using EarlyDevelopment Instrument(EDI) which consistsof 104 questions thatkindergarten teachersll out for each of theirstudents. Those resultsare used to track schoolreadiness levels.

    The latest EDI datafrom the ve North Shoreneighbourhoods showedthe rate of vulnerabilityhad jumped from 20 percent to 30 per cent.

    The study identiedseveral factors thatappeared to becontributing to thevulnerability in earlychildhood, includingfewer opportunities forkids to just play, increasedtechnology use in familiesand parents who are doingtoo much for their kids.

    Chevron will once againbe fuelling North Shoreschools with around$140,000 worth ofinnovative classroomsupplies, such as roboticsequipment.

    The energy companywill contribute $1 for everyminimum $30 ll-up atNorth Vancouver or WestVancouver gas stationstowards education projectsin those school districts,under the Fuel YourSchool program, whichruns throughout the monthof October.

    Teachers areencouraged to devise aclassroom wish list andsubmit their requeststo My Class Needs, aCanadian non-protorganization thatcrowdsources funding forschool projects.

    My Class Needsthen vets the teachersproposals for Chevron tofund, ensuring they meetthe criteria for the FuelYour School program,which supports science,technology, engineeringand math projects.

    This is the second yearthe North Shore schooldistricts have signed onto the program. NorthVancouver schools lastyear received $100,000 inFuel Your School fundingthat was dispersed among94 different classroomprojects.

    North VancouverSchool Districts directorof instruction, MontyBell, was impressed byhow quickly the donatedsupplies arrived.

    Its a shortturnaround, as long asit ts the parameters,focused on science,technology, engineering

    or mathematics; theturnaround was like 10days to actually have thematerials in their (teachers)hands, said Bell.

    The classroom extrasfunded under the programranged from SLR camerasfor special educationstudents to roboticsequipment.

    Bell said the roboticslessons energized thestudents so much that theschool district sponsoreda six-week robotics coursewhich spurred on anengineering challenge atCarson Graham secondary.

    Meanwhile, WestVancouver schools putthe $40,000 they receivedtowards purchasingrobotics materials, a 3-Dprinter, outdoor educationequipment and somemusical instruments.

    The suppliessupplement the teachersown innovation andcollaborative inquiryprojects, which areseparate from the regularcurriculum, explainedLynne Tomlinson, directorof instruction with theWest Vancouver SchoolDistrict.

    When the Canada-wide Fuel Your Schoolsprogram launchedlast year it met withsome controversy. TheVancouver school boardrejected the corporatefunding, saying thecompany was offeringthe money with stringsattached since the FuelYour School logo wouldappear at local gas stations.

    Just like last year,the North VancouverTeachers Association isnone too pleased with theprogram, with its governingbody, in September,passing a motiondenouncing Fuel YourSchool and recommending

    that their 1,500 teachermembers not participate.

    Chief among theassociations concerns,according to presidentCarolyn Pena, includeprivate companies beingable to inuence what istaught in the classroom,and a conict of interestwith whats being taught in

    the new curriculum aboutenvironmental stewardshipby having an oil companyfund the supplies.

    Both Bell andTomlinson said there is noadvertising in the schoolsfor the program, and thatits the teachers that dictatewhat supplies are beingpurchased.

    Its interesting becausereally the only thing(Chevron) provides isthe funding, said Bell,adding that the schooldistrict has strict policiesabout sponsorships andcorporate relationships.They cannot supersedethe professional in theclassroom.

    Matthew Carroll, directorof engagement for LeadNow in B.C., said while hisgroups main focus is onissues like environmentalconcerns and democraticreform, the problem ofvote-splitting is key becauseits made it so hard to makeprogress on the issues wecare about.

    This election, the grouptargeted ridings wherevote-splitting in the lastelection could have made adifference to local results. Asnational polls have changed,in some cases Lead Nowhas also added ridings to itstarget list. Burnaby North-Seymour, North VancouverandWest Vancouver-Sunshine Coast-Sea to SkyCountry are all on the LeadNow target ridings.

    Were organizing thosepeople, said Carroll. Sowe can rally those voters as ablock.

    One problem for strategicvoters is its difcult to tellin many tight races who thebest-positioned strategicchoice would be. Nationalpolls dont necessarily reecttrends at the local riding andlocal polling information islimited.

    Its very hard tohave good information,said Richard Johnston, apolitical science professorat the University of BritishColumbia. You dont wantto be basing your decision on

    information thats a monthold.

    To combat that, LeadNow has partnered withthe Dogwood Initiative tocommission Insights Westto conduct local polling in

    targeted ridings, with the lastof those results expected tobe released this week.

    Another challenge forstrategic voting advocatesis in many cases the pollsmargin of error is bigger than

    the point spread separatingcandidates a statistical tie.In that case, Who do yourecommend? said Lyle.

    Not all politiciansand voters on the left areenthused about strategic vot-

    ing. Lynne Quarmby, GreenParty candidate in BurnabyNorth-Seymour, said shegets asked about the issueonly 20 to 30 times a day.

    Some people haveeven emailed her and said,If I dont drop out andthe Conservative gets intheyll hold me personallyresponsible, she said.

    As someone who hasstrongly opposed the Con-servative stand on environ-mental issues, Quarmby saidshe understands why peopleadvocate strategic voting.But there are problems withits practical application, shesaid.

    Of those who tell heron the doorstep they areplanning a strategic vote, halfsay theyre voting NDP, theother half Liberal, she said.

    I say good luck withthat, she said, adding oneof the problems for strategicvoters in her riding is thepolls have been all overthe map. This is a volatileriding.

    Johnston said thosekinds of issues highlight thechallenges of strategic voting.Nobody is sure how much ofit really goes on, he says orwhether it has the desiredresult.

    That may be somethingfor political analysts toponder later after Oct. 19.

    T he good news: Canadians showedup to vote in advanced polls over thelong weekend in greater numbersthan they ever have before.The bad news: Elections Canada didnt

    seem to make it quick and painless for the3.6 million whod made their decisions andwanted to cast a ballot before Oct. 19.Here on the North Shore we received

    numerous complaints about polling stationswith a single voting booth open, lineups ofan hour or more, inadequate stafng andpoorly printed ballots causing confusionabout whether theyd be considered spoiledor not.We tried to raise these issues with

    Elections Canada but it seems their stafngup for media requests has also fallen shortas no one is picking up the phone.On one hand, we believe an hours wait

    to vote is no big deal in the grand scheme

    of things, especially when you consider themuch longer waits in far worse conditionswith constant threats of violence votersendure in less fortunate places in the world.But this isnt Afghanistan. Its Canada.

    And we should be better at this by now,considering its the 42nd time Canadianshave voted in a federal general election.Also, with voter turnout trending downwardin the country, we really ought to be makingvoting easier, not harder.We hope the advanced voting experience

    is not a preview of what to expect on electionday. Elections Canada has a few more daysto get its act together.Remember, our polls are open 7 a.m. to 7

    p.m. on Oct. 19 and by law, your employermust ensure you have three consecutivehours available to vote.And no matter how long the lineup is, we

    Dear Editor:Almost every night and in most issues of

    the North Shore News, a breaking newsstory hits us with once again, another losthiker or hikers (usually visitors) experiencinga night on the mountain, sometimes aloneor with North Shore Rescue volunteers whorisked their lives to rescue them. This is thenfollowed by a long-line helicopter ride plus ameet-and-greet with media and sometimesan ambulance ride from our North Shoremountains and hiking areas to our localmedical facilities.

    The Sunday, Sept. 27 nightly newsshowed a young man who started his hikelate Saturday afternoon in no more than aT-shirt, pants and running shoes. His planwas a quick hike up Grouse Mountains trailarea. He spent the night in a treacherousgully after a fall, with two NSR volunteers(unattering photos and video provided) inthe cold and wet and from what the newssaid, close to freezing temperatures.

    A (White Rock resident) is still lost onthe Lions somewhere (after a Sept. 12 hike)and I hate to say that the outcome of his

    experience probably wont be so lucky.Media is not doing us any favours

    by broadcasting these events. In fact,the messages are advertising a thrillingexperience for visitors to our region. Wevebecome the heli-rescue go-to destination inCanada, perhaps the world.

    Doesnt anyone think that our resourceswould be better spent on prevention ratherthan rescue? Arent we, as local residents,wanting to support the excellent efforts ofthe North Shore Search and Rescue groupto operate as efciently as possible?

    The NSR representative in the news storysaid it had been an exhausting and busyweekend, as this was not the only rescuethey performed in 48 hours.

    On a trip to Arizona in the late 90s, afriend and I decided to hike up CamelbackMountain in Scottsdale. No biggiecompared to our trails, or so we thought.On top of the 35 C temperature at 10 a.m.,egg-frying sun conditions and no shadeunder a cloudless sky, there was absolutelyno way we were allowed to start the hikewithout a review of gear and conditions by

    a park ranger. A trail guide was posted atthe entrance of the trail to warn us of thedangers and to ensure we had more waterthan we thought we needed.

    In other words, it was more effectivefor the local municipality/parks board tohave a person and strongly worded signagestationed at the entrance of the trail to stoppeople from trying to hike in ip-ops, withdogs, or inappropriate gear and no waterthan constant rescue team deployment.With daily monitoring, at the end of the dayor close to it, the trail was shut down. Noone could get past the gatekeeper.

    I know we want visitors to enjoy a safe,awe-inspired experience on our North Shoretrails but there needs to be another optionhere. There needs to be positive nightly andprint news about our trails. Dont you think?R.J. HarveyNorth Vancouver

    Park rangers needed at trailheadsDear Editor:

    Although I am not a Liberal, I wouldlike to publicly thank JonathanWilkinsonfor consistently treating voters as if we areintelligent people who care about public issues.Instead of attack ads, we get information.The latest (paid advertisement) about federalwithdrawal from important intergovernmentalenvironmental programs, the Burrard InletEnvironmental Action Program and FraserRiver Estuary Management Programs, isonly one example. Wilkinson should publisha list of all the issues hes addressed overthe last year or so. It would reinforce hisappropriateness for the job hes seeking. Thereare, of course, two other candidates in theNorth Vancouver riding with a similar respectfor voters and knowledge of environmentalissues, but without the big budgets.   • At night, what you see is acity because all you see is lights.By day, it doesnt look like acity at all. Trees out-numberthe housesYou cant quitetell: is it a city, is it a suburb, isit the forest growing back?

    Author and journalistictilter at all politicalwindmills, JonathanRaban was speaking aboutthe city of Seattle but hemight well have used thesame words about thetrees we all treasure on theNorth Shore.

    And because I share thatlove of the trees that aboundon our mountainsides andin our parks and gardens, Ihave resisted writing aboutsome downsides that comefrom protecting them at allcosts.

    This is not to infer weshould allow developersto clear cut, or thathomeowners cut downhealthy bird sanctuaries tocreate a million-dollar viewof Vancouvers night-lights.

    What I am talking aboutare nuisance trees and safety.

    As you might haveguessed, the trigger for

    todays column was therecent traumatic accidentthat happened to a ve-year-old girl when part of a largehemlock fell on her as shewas playing in the grounds ofHighlands elementary.

    Accident is the right wordbecause, so far as I know, noone could have predicted theevent in that particular place,at that particular time.

    But as we wish thatyoung girl and her family thebest possible outcome, howmany of you agree that nowwould be an appropriatetime for the District of NorthVancouver and its sistercommunities to review theirtree bylaws?

    Two examples illustratemy point:

    The rst was aconversation I had with aman and wife who were/are longtime residents inthe district. Their Westlynnhome abuts a narrow districteasement which runs fromtheir street down a steepembankment to the streetsbelow.

    One of the older treesclings to the embankmentbut tilts across the easement.Over a decade ago, thehomeowner contacted thedistrict to point out that,in the event the tree lost itshold on the ground whichwould not be unexpectedafter the summer weve justhad it would crash downonto the home and causea good deal of expensivedamage. In short, thehomeowner recommendedthe tree be proactively takendown.

    District staff disagreed so,once a year, the homeownerwrote them a reminder letterso that, in the event damageoccurred, the district couldnot say it was unaware of thedanger.

    Also in the district, there

    are homes that were built60-70 years ago. Many haveheavily treed lots. Whetherthose trees existed before thehomes were built, or wereplanted as part of originallandscaping that favourednative species isnt known.

    What is known, is thatthere are 20-50 metre (60-150-foot), shallow-rootedtrees sitting on districtsidewalk allowances, manyof which shed large branchesin the slightest of storms.

    Not only is the districtaware, it felled one dead treeat the homeowners requestand was asked to proactivelyremove four nearby branch-shedding trees.

    The response was that thehomeowners could canvassneighbours for supportand have the trees takendown at their own expense.Permits would be required,and the trees would needto be replaced yes, on themunicipal allowance withspecies approved by thedistrict.

    The last I heard, the billwould run in the thousands;so the trees remain stillshedding branches, stillheaving the homeowners

    asphalt driveway and stillstrewing a regular messof needles and debrisover roofs, gardens anddriveways.

    The scene after the recentbig blow was a sight tobehold.

    In self-defence, thehomeowners assume the costof regular cleanup not juston their own property but upand down the street too.

    Call them what you will,all these costs are hiddenlevies that bump the annualtaxes well above the districtsacknowledged rate.

    It goes without sayingthat, if one of the branches

    were to fall on me, the costto me and to the districtwould be a heck of a lothigher than the bill thedistrict would incur if itchanged its restrictive bylawsand tended its own trees.

    These examples concernthe District of NorthVancouver but manyconversations over the yearssuggest tree issues are aNorth Shore-wide problem.

    Yes we want trees, theyare one reason we live here;but municipalities shouldrealize some tree species justarent suitable for suburbangardens.

    AWest Vancouver teenis facing charges afterpolice allege he stabbedan acquaintance at alocal fast food joint.

    Francesco Cartocci, 18,is charged with attemptedmurder and assault causingbodily harm after anincident that played out inthe McDonalds restaurantat Park Royal South lastWednesday night.

    Police received the 9-1-

    1 call around 8:50 p.m.Upon arriving they foundthe victim with multiplestab wounds to the chestand neck.

    The suspect ed thescene but later turnedhimself in at the WestVancouver PoliceDepartment.

    The victim has sincebeen released from hospitaland is co-operatingwith police, accordingto Const. Jeff Wood,West Vancouver policespokesman.

    Police say that Cartocciand the alleged victim haveknown each other for along time and that anargument precipitated thestabbing, Wood said.

    Cartocci was releasedon bail on Tuesday and isdue back in court on Nov.5.

    Investigators are hopinganyone else who might haveseen the fracas will contactthe West Vancouverpolice detachments non-emergency line at 604-925-7300.

    Seaspans North Vancouverlocation will soon be home to abrand new head ofce for theshipbuilding and tug rm.

    District of North Vancouvercouncil voted Oct. 5 to grantbuilding permits to the companyto build a new 7,800-square-metre(84,000-square-foot) ofce at thefoot of Pemberton Avenue. Thebuilding is set to be four storeys inheight and include ofces, meeting

    rooms, change rooms and acanteen for the Seaspan staff. Thenew head ofce will be located onthe western spit of the Seaspanproperty.

    The new ofce follows themodernization the rest of theshipyard has gone through as itgears up to build 17 non-combatships for the federal government.

    The plan also involves improv-ing the gravel parking lot used byemployees and adds more on-siteparking on the east side of the site,resulting in 122 more stalls.

    Council praised the buildingsdesign and its green buildingstandards, including passiveheating and reduced water use.

    When its completed, the ofcewill hold 330 skilled employees,up from the current 130.

    If you were planningto use gold paint then Iwould recommend MarthaStewarts line of metallicacrylic paints. However,this idea works for allcolours of paint as well.

    Begin by laying out asheet of white wrappingpaper on a large, clean worksurface. Carefully dip theround sponge applicatorinto the pre-poured acrylicpaint and apply it to thepaper, working from left toright.

    Once the paper iscompletely covered, let itdry overnight. Repeat onthe other sheets of whitepaper with additionalcolours of paint.

    My garden beds aremostly full of trinkets, so Ihave increasingly chosen toplant containers and winterhanging baskets to enhancewinter interest in my garden.

    Everyone is familiarwith winter containers onpatios and porches lledwith colourful evergreens,chrysanthemums, pansiesand spring bulbs. But trygrowing a winter hangingbasket to take colour andtexture to new heights.

    Heres my simple processfor building a winter hangingbasket.Choose your vessel:

    Any object, piece ofhollowed driftwood or vesselcan be used as a winterbasket. It just takes someupcycling imagination. Youcan even reuse your currentsummer basket for winter.Large winter hanging basketsare especially attractive and

    really occupy airspace andadd visual interest. By largeI mean a 50-80 centimetretop diameter with a 50-60 cm height. For mosthomeowners, however,the standard 25-30 cmtop diameter wire basket isabout all that single familyresidential homes cansupport without additionalstructural reinforcement.Regardless of the baskettype, choose one that cantake a freeze and thawwithout cracking or breakinginto pieces. I use a 30 cmwire basket lined with mossand some driftwood.Visualize the foliagebody:

    Winter hanging basketsshould be planted with amajority of reliably hardyplants to form the bulk ofthe baskets foliage body.Save some planting spacefor experimental plants forfun. The Jedi plant selectionmantra is to choose theright plant for the rightplace. For winter basketsplant selection is about the

    right foliage with the righthardiness. Winter basketplants dont grow much andthey are subject to freezingsolid while hanging in theair. So choose plants withtexturally bold, interestingor colourful foliage that isevergreen or coniferous, andreliably hardy in our Zone8 climate. Buy plants in10 cm pots and plant tighttogether since no growth willoccur during winter. Someevergreen perennial plants,like hellebores, will survivein a winter hanging basketbut they will wilt whilefrozen and usually recoverwhen temperatures warmup. Other perennials, suchas evergreen grasses and

    ferns, also make good winterbasket stuffers. Some reliableand lovely winter basketplants I recommend includeheather, which blooms inwinter, or those with gold ororange foliage.

    Specic evergreengroundcovers likeMahonianervosa do well when plantedamongst other plants. Dwarfconifers with gold, bronzeor blue foliage like Bluestarjuniper make good focalpoints in the basket. I usevery few pansies or kalebecause they dont standthe rain or the freeze. Theplanting options are limitlessas long as the plant is hardyin Zone 8. However, Iusually only choose plantshardy for Zone 7, whichgives me a safety buffer incase our weather freezeshard and long.Build the soil:

    My soil mix for winterbaskets is composed of 80per cent bark mulch (freshor composted), 10 per centperlite, 10 per cent regulargarden soil as a pH stabilizer,and one handful of dolomitelime. Winter baskets require

    At 48 characters long, West Vancouver-SunshineCoast-Sea to Sky Country riding has the distinction ofthe longest riding name in the country. Thats not allthats big about the electoral district it also coversa large geographical area containing widely diversecommunities including isolated Nelson Island, theresort town of Whistler and areas of West Vancouvercontaining some of the countrys wealthiest postalcodes.

    Since the last federal election, the boundaries of theriding have been withdrawn to exclude Powell River.

    Thats lowered the number of eligible voters in theriding to 86,370. The total population of the riding isabout 131,000.

    Because it contains many different communities, thesocio-economic makeup of voters is quite diverse. Ingeneral terms, however, voters here are older (the medianage in the riding is 46.7) and relatively afuent. Farmore people own their own home than rent here and theaverage household income is $103,167. About 63,000of the areas residents are in the workforce while about44,000 are not of those, most are retirees.

    Since the riding was created, voters have usuallyelected Conservatives here. John Reynolds held theseat from 1997 to 2007 as a Reform, Alliance andConservative MP. In 2006 when Reynolds chose not torun again, Blair Wilson squeaked out an upset victoryfor the Liberals. John Weston recaptured the seat for theConservatives in 2008 and has held it since then.

    In the last election, Weston won with more than 45per cent of the vote, while the Liberals lagged behindat 24 per cent, the NDP captured 21 per cent and theGreens 7.5 per cent.

    Today, with national party fortunes shifting in thepolls, the riding has been ngered as among severalpotential B.C. swing ridings.

    Voter turnout was slightly higher than the nationalaverage in the last election 64 per cent of eligible votersshowed up to cast their ballots, compared to 61 per centnationally.

    Over 200,000 more Canadiansare jobless now than beforethe 2008 recession a total of1.3 million unemployed, notcounting those whove givenup on nding a job. The NDPhas a plan to create more jobsby investing in manufacturingand forestry, and cutting thesmall business tax rate.

    Reopen the Kitsilano CoastGuard base and UclueletsMarine Communicationsand Trafc Service Centre;provide adequate funding forsearch and rescue. Restore thejoint emergency preparednessprogram. These services will beessential in any coastal disasternear the Lower Mainland.

    Work with provinces and mu-nicipalities to prevent foreignreal-estate speculation. Investin affordable housing agree-ments, and provide incentivesfor construction of 10,000affordable and market rentalhousing units. Renew co-operative housing agreements,and invest $2 billion in co-opsand social housing.

    The Harper govt has guttedCanadas environmentallaws protecting our sheries,lakes and rivers. The NDPwill reinstate environmentalassessment laws and ensurethe environmental impactsof major projects, includingpipelines and oil and gas,consider the cumulative,regional, and climate changeimpacts of the project beforethey are approved.

    Put my constituents rst, evenbefore my party. FollowingElizabeth Mays example, Illwork tirelessly to help eachcommunity in our riding reachits full potential. We can onlydo that with a GreenMP whobrings our voices to Ottawainstead of echoing a partyleaders voice here.

    Harper has made bad tradedeals and prevented innova-tion in new industries. Wehave a great quality of life inthis riding, and we can creategood jobs without resortingto a dangerous boom-and-bust economy. Our plan tocreate jobs in energy retrots,renewables, and technology isgaining lots of traction here.

    Defending our coast from oilspills means no increase intanker trafc. Every other partyplans to move more fossil fuelsthrough our tidewaters. Greensdont support investments infossil fuels, and Ill work acrossparty lines to reopen the Kitsi-lano station and restore CoastGuard funding and authority.

    Foreign ownership is one ofseveral factors. Our platformincludes a National HousingStrategy to encourage privatedevelopers to create affordablehousing in their buildingprojects. When I was mayorof Whistler we came up withsome creative solutions in ahot market, andWhistler nowhouses 80% of its workforce.

    If Woodbre LNG were togo ahead, it would only boomand bust. Some benetswould go to the province butmost would go to offshorecompanies. Thats not how webuild a strong economy, andIm the only candidate witha four-point plan to stop thisproposal in its tracks.

    The potential loss of the invis-ible investor: constituents areconcerned as to how specialinterest groups and highcorporate taxes scare awayinvestorsmany of whomwe never know about. Ourgovernment will curb this fearwith consistent laws and ap-proval processes, and a low taxstructure to drive investment.

    Ive worked relentlessly withmariners; advocated withthe PM and national caucus;announced govt investmentin Clear Seas Centre forResponsible Marine Shipping;and persuaded the party toannounce (on Oct. 5) itscommitment to implement myAbandoned Vessels Bill.

    I stood with the primeminister on the North Shorein August when he respondedto our constituents concern,announcing our partyspromise to study the effect offoreign investment speculationin local residential real estate.Also, the party commits tocreate 1.3 million new jobs,and provide tax breaks.

    Our communities need proj-ects like Woodbre that createnew jobs and new tax revenueto maintain our quality of life.Natural gas allows us to lowerCO2 emissions signicantlyin the world. I do not sup-port projects, I support policy.M
