industrial relations news Grading Review for PAMs Breaks Down THE grading review talks between the Management Side and Staff Side of the Professions Allied to Medicine broke down in anger after a meeting with the Minister of Health, David Mellor, on October 11.

In a last-ditch attempt to re-start negotiations after the Management Side had walked out and refused to reach an agreement on September 21, the Staff Side met Mr Mellor to enlist his help. Mr Mellor claimed a continued commitment to the regrading procedure for PAMs but made it clear that no further discussions would take place this year. In September 1987 the Management Side had refused to reach an agreement because of time pressure but had promised one for 1988. In September 1988 it refused an agreement and stalled until 1989. It would be 1990/91 before any changes (if agreed) might be implemented. In the meanwhile, salaries would remain low and the management would save money by the delay.

The lack of certainty that an agreement would ever be reached, judging from the attitude of the Management Side, according to Phil Gray, PT'A' Staff Side Secretary and CSP Director of Industrial Relations, has now caused the Staff Side to withdraw from the negotiations completely.

Mr Gray said: ' I don't believe we can start negotiations again. Our bitter experience of

the last year means that we do not trust the Management Side's intentions. There are a number of fundamental issues dividing the two sides. The existing grading structure is of more benefit to staff in terms of career prospects than anything that could be achieved by the negotiations continuing on the Management Side's proposals . . . . We are very concerned about the gap in physiotherapy and nursing salaries which has appeared in the 1988 PRB Reports. We want PAM staff to catch up in 1989.'

The Staff Side has now drawn the attention of the Pay Review Body to the reasons for the breakdown in negotiations and asked that the current grading structure be now re-priced by a substantial increase in salary for all grades with effect from April 1, 1989. Full details of the evidence of the PT'A Staff Side and the CSP will be given in the January issue of the Journal.

Why the Talks Broke Down The Staff Side feels very strongly that the

Management Side made unreasonable demands in the grading negotiations, particularly on the PAM management grades. There have been growing suspicions during the last six months that the Management Side was trying very hard to provoke the Staff Side into walking out of

negotiations. The Staff Side had consistently raised a series of compromises and had made almost all the suggestions for changes to the wording of the proposals, suggestions which had been repeatedly blocked by the Management Side. The final result was that Management Side walked out of the talks by refusing to conclude an agreement, claiming that it had run out of time for the inclusion of a new agreement in the 1989 PRB Report. The Staff Side had suggested asking the Review Body for additional time but Management Side refused to pursue this avenue.

Finally, last September, in an effort to reach an agreement, the Staff Side had put forward an alternative proposal since it was clear that Management Side was not willing to reach an agreement on a broad package involving all grades of staff. This involved the two areas on which there was agreement - helpers and technical instructors - and a series of limited additional grades for senior clinical staff. Staff Side believed that the Management Side was keen to reach some agreement on helpers and technical instructors and senior clinicians. The alterations to the grading of clinical staff would mean that at least some, although only a few, PAMs would gain. Therefore the feeling was that if the Management Side was not willing to reach an agreement on an area of importance to it, there was no evidence to show that it would reach
