Introductions Arif Rahman, PE – Design Project Manager

Arif Rahman opened the meeting and welcomed all in attendance. The meeting began with all participants introducing themselves.

Overview and Introduction Denise Cantwell, PE – VDOT Project Controls

Denise Cantwell began the presenation. She reviewed the following:

• This is a mandatory showing. Contractor representatives must sign in upon arrival, attend the entire presentation and initial the attendance sheet to verify participation in the project walk-thru.

• Questions would be entertained at the end of the presentation.

• Bids would be due March 26, 2014.

Ms. Cantwell gave an overview of the project location:

• Project is located between Old Dominion Dr. and Georgetown Pike

General Information and History of the project were covered as follows:

• Original bridge was built in 1949 and rehabilitated in 1991

• Bridge was structurally deficient and had low load capacity

• Inadequate hydraulic capacity for high water events

• Total bridge width was ~20’ wide curb-to-curb and 22’ long

• Tropical Storm Lee occurred on Sept. 8, 2011

• Closing the road for 8-10 months or longer was not an option

• VDOT elected to build five steel pipe (4-ft. diameter CMP) culverts as a temporary structure

• Structurally sound & durable

• Inadequate hydraulic capacity for high water events

Project Information was covered as follows:

• The project includes building a permanent structure that will accommodate peak flows of Rocky Run; a restored opening using permanent sheet piling to guide the creek; GR-FOA-1 and powder coated guardrail; GRS abutment; utilities to be relocated before construction begins; and construction work within existing right of way and during the summer school closure period.

Ms. Cantwell went over the Detour Plan for construction, as the road will be closed during construction (during school closure time):

Environmental

Ms. Cantwell gave an overview of the Erosion and Sediment Control requirements.

Utilities

Ms. Cantwell mentioned that the Contractor is responsible for above ground and below ground utilities. Mr. Rahman added that there are Sprint and Verizon underground utilites at this location. Overhead powerline utilities will be raised before the summer season in order to accommodate sheet piling activites during construction. Conduits will be installed for existing or future underground utility lines through the deck.

Important Special Provisions and Coordination

Ms. Cantwell discussed the guidelines for FHWA visits during construction:

• The Contractor shall allow up to 4 site visits by groups of up to 10 people per visit for the purposes of reviewing on-site installation procedures and processes.

• The Contractor shall provide sufficient traffic control to accommodate one (1) van within the work zone for these site visits.

• The Contractor shall also co-ordinate with representatives of the Federal Highway Administration (FHWA) for the purposes of documenting construction processes and procedures.

Project Controls Features

Denise Cantwell discussed the unique special provisions in the contract documents.

Completion of Interim Milestones

• Substantial Completion o Substantial completion shall be the earlier of August 29, 2014 or the First Day

of School o Road and bridge used by traveling public in final configuration o Final surface paving and guardrail, sign and permanent pavement markings

installation, and open all lanes to traffic

• Disincentive o Assessed $500 per calendar day including Sundays and Holidays that the

project is not substantially complete and accepted by Department o This is in addition to any liquidated damages which may be assessed

Progress Schedule for Category II Projects

• Baseline Progress Schedule o At least seven (7) calendar days prior to beginning work o Submit: Narrative, Bar-Chart, and Earnings C-13C o Becomes Schedule of Record

• Monthly Progress Update o Within five (5) working days after the progress payment estimate date o Submit: Bar-Chart Update, Earnings C-13C Update

• Software: No earlier than Primavera P6v2

• Other features o Revised Baseline Schedule o SIA

Mr. Cousins discussed the bridge superstructure design, including the inverted T-Beam and the cast-in-place concrete deck.

GRS-IBS Fundementals FHWA

FHWA discussed the design fundementals of the GRS-IBS.

Construction of GRS-IBS FHWA

FHWA discussed the construction methods of the GRS-IBS.

Construction Case Histories and Lessons FHWA

FHWA discussed the case histories and lessons learned of using GRS-IBS in past projects.

Question & Answer Session Arif Rahman, PE – Design Project Manager

Arif Rahman asked for any questions from the contractor representatives. VDOT Representatives provided the responses.

1. Question: It is understood that the guardrail is Power Coated. However is the

attenuator Power Coated?

Response: No.

2. Question: How do we tie the bulb Ts together?

Response: This is a Contractor Means and Methods.

3. Question: How is density testing performed or target densification determined for

open graded aggregate?

Response: FHWA will perform vibratory table laboratory testing to determine the maximum density. Then testing using backscatter can be performed to get a rule of thumb number of passes etc for the plate tamper.

Project Walk-Thru

The group of contractor representatives was led on a walk thru of the project. Attendance was taken after the walk-thru and the eligible bidders were announced.

Conclusion
