New Systems Integration Branch is the premier training branch within the Cyber Center of Excellence DOT always ensuring the successful fielding to the Warfighter of a complete and fully supported system whether it is the institution or the operational force.

Mission: Manages and coordinates the multi-institutional and sustainment training base DOTLMPF impacts associated with the acquisition of new or modified systems for all Signal/Cyber proponents and Non-Proponent systems throughout the Army. Reviews all non-proponent Capabilities Requirements Documents and STRAPs. Develops all Signal & Cyber Proponent STRAPs. Maintains frequent contact with high-ranking leadership from the Academic Training Departments, the Command Group, HQ TRADOC, DA, Project Managers, Product Directors, TCMs, PEOs, and other installations as it pertains to new systems integration. Develops, plans, and coordinates training programs, materials, and TADSS essential to the fielding of new and improved communications-electronics equipment for the Army.

Focus: Be the identified lead coordinator/manager of training impacts associated from acquisition through disposal (cradle-to-grave) of Communications Electronics/Cyber systems for which the Cyber CoE is the proponent.

Develop and maintain the most professionally educated and technically competent training Action Officers/managers/developers.

Objectives: Provide education opportunities for training in Training Development, Acquisition and Combat Development to branch members

Support TCMs by continuing to manage/coordinate the development of training products and provide technically acquisition related training products to meet acquisition milestones/timelines

Support institutional training by providing validated and verified Training Support Packages (TSP)s, (both virtual and actual)

NSIB Core Functions

• Develop System Training Plan (STRAP): Develop STRAP/Provide training input to Joint Capabilities Integration and Development System (JCIDS) documents.

• Verify Training Support Package (TSP): Verify the TSP utilizing production equipment. The TSP consists of all training materials, i.e., Lesson Plan (LP), Programs of Instruction (POI), Critical Task List (CTL), Multimedia Package, Student Guides, Exams, Instructor Guide, Practical Exercises (PE) and Software/Hardware Technical Manual (TM) to be used in training the test players.

• Develop Initial Training Test Support Package (TTSP): The Initial TTSP is provided to the Operational Test Command (OTC), 18 months before the Operational Test (OT). The Initial TTSP consists of the following:

• STRAP: Developed by USACyber COE & FG• Test Training Certification Plan (TTCP): Developed by USACyber COE & FG• Training Data Requirements: Developed by USACyber COE & FG

• Develop Final Training Test Support Package (TTSP): This will be the training package the material developer must use to train test players who participate in IOT&E/FOT&E. The TTSP consists of the following:

• STRAP: Developed by USACyber COE & FG• Training Schedule: Provided by the Trainer• POI for each MOS: Developed by Materiel Developer (MATDEV)• Combined Arms Training Strategy (CATS) or Changes to• List of Training Devices (if applicable): MATDEV• Target Audience (TA): Identified by Cyber COE, MATDEV ensures right TA is trained • Soldiers Training Publications or Changes (if applicable): Developed by MATDEV• Crew Drills• Verified LPs/PEs/Exams/TMs (HW/SW)/Multimedia Package/CBTs (if applicable)• Ammunition, Targets, Ranges, and Facilities Required for Training• CTL: Developed by MATDEV/ Cyber COE • Field Manuals (FM) or Changes to FMs: MATDEV

IAW AR 73-1, TEST PLAYERS (Test Unit) MUST BE TRAINED UTILIZING THE TTSP VERIFIED AND APPROVED BY CYBER CENTER OF EXCELLENCE, NSIB-DOT

• Participate in all Operational Test Readiness Reviews (OTRR): Major showstoppers are identified at the OTRR.

• Evaluate Test Player Training (TPT): Accomplished by observing each student by name, social security number, and MOS to ensure Soldier is trained to standard and possess the knowledge and skills to proceed to test. NSIB observes all PEs, Exams, and Collective Training to ensure each Soldier is able to successfully perform each critical task to standard.

• Prepare the OTRS: Prepare the training Operational Test Readiness Statement (OTRS) stating Soldiers are trained and ready to proceed to test.

STS Functions:• Serves as the USACyber COE & FG representative for training in the area of new COMSEC and SATCOM-telecommunications and information equipment and systems.

• Assists in the development of BOIP, ICD, CDD, CPD, QQPRI, and MOA for new equipment being fielded.

• Coordinates the IKPT required to support each system.

• Participates in V&V for Training Support Packages (TSP).

• Develops the OTRS to support all new communications-electronics equipment participating in operational tests and evaluations.

Future: New Systems Integrations' mission addresses ALL training requirements from multiple inputs (Doctrinal changes, new materiel, modifications to current systems, NIE information, Capability Based Assessments, lessons learned, etc.) that impact Signal and Cyber training to include training associated with materiel solutions for which Signal or Cyber are not the proponent, but affect Signal and/or Cyber training.
