NSC PREREGISTERED RULES FOR PARTICIPATION1. For participation in the Preregistered

Championships, you must have entered and paidthe entry fee prior to the deadline of March 16,2015.

2. APA rules apply.3. You must be at least 18 years of age to participate.4. There is an enforced dress code. Any player that the

APA considers inappropriately dressed will beasked to change.

5. Table fee is $1.00 per game.6. All tournament participants must have a current

valid Photo ID in the form of a state-issued Driver’sLicense or non-driver Identification Card from theirstate of residence, a Military ID, or a Passport. Youmust have your Photo ID with you at all timesduring the tournament and be able to present itbefore every match. You cannot play in any matchif you do not have your Photo ID with you in-hand.You should present your Photo ID – without beingasked – to your opponent before the start of yourmatch. If you do not have your Photo ID, yourmatch will be forfeited to your opponent. It is notacceptable that you do not have your Photo ID withyou – that it was lost, left in your room, or that youneed to go get it. Your individual match will beforfeited without right of protest or appeal.Additionally, anyone playing (whetherintentionally, knowingly, or accidentally) animposter or a player who cannot verify his/heridentity is subject to immediate disqualificationfrom the Event and indefinite suspension fromfurther participation in the APA, in APA’s solejudgment and discretion. It is the responsibility ofevery player to verify that your opponent hascurrent valid Photo IDs that positively identifythem as being the person participating in yourmatch. Do not assume a player is who they say theyare. Do not assume that APA or another player haspreviously verified their identity. Pleaseunderstand with the thousands of participants inthe Tournament Event, it would not be possible forAPA to verify the identity of each player. You are thefirst line of defense to ensure that your opponentsare all who they say they are. If an opposing player has not voluntarilypresented his/her Photo ID for verification, it isyour responsibility to request the opposing playerpresent his Photo ID and be satisfied that with theopposing player’s identity prior to the lag. If youare not satisfied with the identity of an opposingplayer, you must immediately call over aTournament Referee to examine the identity of thequestioned player. If the Tournament Refereecannot readily verify the player’s identity from theplayer’s Photo ID, he may consult the APATournament Director. The determination of identitymade by the APA Tournament Director, in his/hersole discretion and judgment, is final. If you havefailed to verify each opposing player prior to thelag and an opposing player turns out to be animposter or not have a valid ID, in APA’s solejudgment and discretion, you may be bound bythe results of the match and you may not begranted any relief or remedy. It is goodsportsmanship to present your Photo ID beforeyou play each and every match at the event. It isnot poor sportsmanship to question the identityand require a valid Photo ID of each and everyopposing player.

7. In order to conduct a fair and equal tournament forall APA players, APA must ensure that allparticipants are playing at skill levels that are notbelow their true ability. Accordingly, the APA maydisqualify any team if, in APA’s sole judgment andabsolute discretion, one (1) or more of its playersare deemed by APA to be playing at a skill levelbelow their true ability. The determination ofwhether a player is playing at a skill level below hisor her true ability is necessarily subjective; APA isthe sole judge of a player’s ability and may makesuch a determination in its absolute judgment anddiscretion.

8. Any player entering or participating underfraudulent circumstances will be disqualified.

9. APA has the absolute and final authority to makeall rulings affecting participation in the APAPreregistered Championship programs, includingplayer ability (i.e., correction of skill levels) anddisqualification. Disqualification from this eventfor any reason will mean forfeiture of all titles, awards, prize money, and minimum two yearsuspension from the League. APA Leagues are about the excitement of competition, but more importantly, they’re about fun. We want ourmembers who compete in the NationalChampionship events to have the experience of alifetime. An important ingredient in that experience isgood sportsmanship. Sportsmanship is the key to thesuccess of weekly APA League play and APA nationaltournaments. We realize the level of competition in our NationalChampionships may be unlike any you have everexperienced. But please don’t let your competitive fire overshadow the level of sportsmanship youexpress to your opponent. Be sure to introduce yourself to your opponent, shaketheir hand and wish them luck before a match. If youropponent makes a great shot, don’t be shy abouttelling them so. More importantly, if your opponentmakes a bad shot or a mistake during the match, don’topenly celebrate their misfortune. An easy way to exhibit good sportsmanship is bysimply putting yourself in your opponent’s position. Ifyou were to scratch, or sink the 8-ball out-of-turn, howwould you feel if your opponent cheered or clapped?A more appropriate response might be, “Tough break,”or simply saying nothing at all. Win or lose, thank youropponent after the match and, once again, shake theirhand. And don’t forget, if your opponent displays greatsportsmanship during the match, nominate them forthe sportsmanship award.Remember that everyone who qualifies to compete ina National Championship is already a winner and achampion, so be sure to treat them as such!

TOURNAMENT DRESS CODE

Referees are not active participants in match play. This meansReferees will not presume a particular shot might result in a "badhit" or any other condition that could produce a foul, and will notmake calls or rulings unless officially requested to do so. Refereesare typically assigned to more than one table at any given time, but even in those cases when only one table is involved incompetition, the following procedures must be followed:1. In most instances, Referees will not enter the playing area

unless the match has been temporarily halted by a CURRENTMATCH PLAYER. You halt a match by calling a REFEREE TIME-OUT, which allows time for the Referee to get into position toview the upcoming shot. A Referee’s decision is final. Do notsimply look over at the Referee, or ask the Referee to WATCHTHE HIT, expecting some action to be taken. You must firsthalt the match and request a Referee to make a call or ruling.PLAYERS are not allowed to halt a match using the REFEREETIME-OUT in an ill-timed manner, or in situations that areobviously unnecessary. PLAYERS that abuse the use of theReferees are subject to loss of time-outs. Here are someexamples of ill-timed and unnecessary use of a Referee:a. You ask the Referee to "just watch what happens next"

without calling a REFEREE TIME-OUT.b. Your opponent is shooting at a loose ball and no potential

foul is obvious.c. You wait until the last possible second to call the REFEREE

TIME-OUT. If the player has already stroked the shot, thecall automatically goes to the shooter.Using the REFEREE TIME-OUT as a means to SHARKopponents will not be tolerated. Please remember that itis the responsibility of the PLAYERS, not the Referee, to beaware of potential infractions. Study the table situationand call a REFEREE TIME-OUT if you feel that an infractionis likely to occur. The Referees are here to help you.

2. Contested plays will be handled by calling a REFEREE TIME-OUT, and asking the Referee if he or she was watching thetable at that time and was in a good enough position to makea call or ruling. If the Referee replies affirmatively, the Refereewill make a binding call.

3. Situations involving potential rules violations are alsohandled by calling a REFEREE TIME-OUT. If necessary, theNational Rules will be checked. The Tournament Director (orFloor Manager) may also be consulted in order to render adecision.

4. Situations not requiring calls or rulings may be brought to theattention of the Referee by the PLAYER ONLY. No other personis allowed to ask for Referee assistance in NON-PLAYINGsituations. If the request is reasonable, the Referee willmonitor the situation and take appropriate action. If theproblem cannot be solved to everyone's satisfaction, thematch will be temporarily halted, the Tournament Director (orFloor Manager) will be called and the parties involved willdiscuss the issue.

Please treat the Referees with courtesy and respect. These APALeague members have volunteered for this duty in order to makeyour competition more enjoyable. Players treating Referees in adisrespectful, demeaning, or uncooperative manner are subjectto disqualification by the Tournament Director.

The dress code for the event is nice casual. The Tournament Director determines any dress codeviolations. Any person deemed by the TournamentDirector to be in violation of the dress code will beasked to leave the tournament room and return inproper attire prior to participating. No match will bedelayed due to dress code violations. Do not take achance on forfeiting a match due to a dress codeviolation. You are competing in one of the most prestigiousamateur singles tournaments in the sport of pool. Please be aware that this event attracts local andnational media attention. Radio and television media,as well as local newspaper and national sportsmagazine reporters, are becoming increasinglyinterested in the sport of pool and some of thesepeople may only appear to be spectators in the crowd.Expect that you will be taped for televised segments ofsports news, amateur tournament videos, or you maybe professionally photographed at any time duringthe event. Therefore, League members are not permitted to gamble atthe tournament site, even following elimination from the tournament. Anycontestant involved with gambling risks disqualification from the tournamentand forfeiture of all awards and prize money.

3. BEVERAGES - Hotel regulations prohibit coolers or outside beverages in hotelballrooms. Beer and other beverages are available. Please do not bring incoolers or outside beverages. Glass beverage containers are prohibited inTournament rooms.

4. FORFEIT TIME - Forfeits will be determined 15 minutes after a match has beencalled. If a player has registered for the tournament, every effort will be madeto locate the player before a forfeit is declared. The Tournament Directordetermines when a match is officially forfeited.

5. COACHING – Coaching is not permitted. Violations could result in a foul beingcalled for illegal aid. Do not confer with anyone other than your opponent,Referee or the Tournament Director; it could be misunderstood as coaching.

6. OBLIGATION TO PRESENT AND CHECK IDENTIFICATION OF ALL PLAYERS – Allplayers must have a current valid Photo ID in the form of a state-issued Driver’sLicense or non-driver Identification Card, a Military ID, or a Passport. Playersmust have their Photo ID with them at all times during the Tournament andshould present their Photo ID to your opponent without having to be asked. Itis the responsibility of every player to verify that all opposing players havecurrent valid Photo IDs that positively identify each player as being the personshown on the scoresheet. Do not assume a player is who they say they are. Ifan opposing player has not voluntarily presented his Photo ID to you forverification, it is your responsibility to request the opposing player present hisPhoto ID and to be satisfied with the opposing player’s identity prior to the lag.If you are not satisfied with the identity of an opposing player, you mustimmediately call over a Referee to examine the identity of the questionedplayer. If the Referee cannot readily verify the player’s identity from the player’sPhoto ID, he may consult the Tournament Director. The determination ofidentity made by the Tournament Director, in its sole discretion and judgment,is final. If you fail to verify the opposing player put up in a match and anopposing player turns out to be an imposter or to not have a valid Photo ID, inAPA’s sole judgment and discretion, you may be bound by the results of thematch and you may not be granted any relief or remedy. If a player is put upto play and does not have his Photo ID, the match will be forfeited to theopponent without right of protest or appeal. It is no excuse that a player’s PhotoID was lost, left somewhere, or that the player needs to go get it. An imposteror a player who cannot verify his identity is subject to immediatedisqualification from the Tournament and is subject to indefinite suspensionfrom further participation in the APA, in APA’s sole judgment and discretion.

7. FRAUDULENT CIRCUMSTANCES - Any player who enters or participates underfraudulent circumstances will be disqualified.

8. SCOREKEEPING - Scoresheets with innings recorded and defensive shotsmarked must be kept by both players or by an official scorekeeper. If it isdetermined a player is not marking defensive shots, then the NationalHandicap Review Committee may arbitrarily raise that player’s skill level.Scoresheets must be signed and turned in to the Control Table to receive creditfor match wins. Refusal to sign a scoresheet does not affect any match protest. It is the responsibility of the winning player to make sure the Control Tablereceives proper scoresheets.8-BALL ONLY - Mark Early 8’s (E8), 8-ball Scratch (8S), 8 Wrong Pocket (8WP),8-on-the-Break (8OB), and Break-and-Runs (BR) on your scoresheets. Patchesfor 8-on-the-Break and Break-and-Runs are awarded. Patches must be claimedby the Player at the Control Table when the scoresheets are turned in forprocessing.9-BALL ONLY - Mark all balls pocketed, dead balls, 9-on-the-Snap (9OS) andBreak-and-Runs (BR). Patches for 9-on-the-Snap and Break-and-Runs areawarded. Patches must be claimed by the Player at the Control Table when thescoresheets are turned in for processing.NOTE: Any player caught fraudulently keeping score – adding innings, alteringscoresheets in anyway, etc. – is subject to disqualification.

9. DRESS CODE - Proper attire must be worn at all times in and around thetournament site. The Tournament Director shall determine what is properattire, and is responsible for requiring the change of improper attire on the partof any contestant. Any change of improper attire is not just cause for delay inthe progress of a match. Refer to the Tournament Dress Code to learn what isconsidered proper attire. The dress code will be enforced.

10. NO EARPHONES - It is not permissible to wear earphones of any type duringTournament play. This includes ear buds, headphones, headsets, Bluetoothdevices, etc.

11. CELL PHONE USE - During the shooter’s turn at the table, cell phone use isprohibited for that player.

12. NO SMOKING – Due to Nevada state law, smoking is not permitted within thetournament room.

13. GAME RULES - APA game rules apply. Any and all Local Bylaw(s) orinterpretation(s) which are not in full accord with the National Rulesestablished by the APA do not apply to your participation in the National event. It is your responsibility to know what is a National Rule (or standard), and whatis a Local Bylaw (or standard). The game rules used during your event arecovered in the Official Team Manual. You should be familiar with these rules.

14. SKILL LEVELS - The APA is the sole judge of a player’s ability, and may at anytime raise a player’s skill level if the APA believes that he is not playing up tohis true ability. It is especially important the skill level at which you participatein this event reflects your true ability according to National Rules andstandards. This is your responsibility. You are advised by the APA to makecertain you fully understand and conscientiously follow all of the National rulesand standards. If you determine that your skill level is not accurate, then youmust notify your League Operator or Tournament Director prior to entering andplaying in the event. Doing so will not necessarily prevent yourdisqualification; it will, however, help in determining your eligibility status.NOTE: If a player is currently active in more than one APA League area, theplayer must certify and participate at the highest skill level.

15. FOULS - Each player is advised before taking ball-in-hand, to make certain youactually have ball-in-hand. If you do not confirm ball-in-hand with youropponent, or with Tournament Officials, and there is a difference of opinion, then you subject yourself to the potential costly mistake of fouling the cue ballunknowingly.

16. CUE BALL FOULS - The cue ball is always alive. Do not touch the cue ball whileit is still rolling. Doing so may result in a foul.

17. CLOSE SHOTS - If a shot looks like it may result in a “bad hit,” stop the gameand get a Tournament Official to make the call. Either player may stop thegame to ask for a call. The decision of the Tournament Official is final. If a shotis close and a Tournament Official is not called, the ruling will have a tendencyto be in the shooter’s favor.

18. MARKING THE POCKET (8-BALL ONLY) – A coaster, pocket marker or any otherreasonable marker (to avoid confusion, although it is permissible, we do notrecommend marking the pocket with chalk) must be placed next to the pocketthe 8-ball is intended to enter. If a player pockets the 8-ball without markingthe intended pocket, and the opponent calls loss of game, it will result in a lossof game. Both players may use the same marker. Only one marker should beon the table. However, if more than one marker is on the table, as long as youclearly mark the pocket where you intend to pocket the 8-ball you haveproperly marked the pocket. If the marker is already at the intended pocketfrom a previous attempt or game, it is not necessary for the shooter to touch it,pick it up, or reposition it. Anyone may remind a player to place the marker andit will not be considered coaching or a foul.

19. DISQUALIFICATION DUE TO SKILL LEVEL INCREASE - If Higher LevelTournament play is to be truly meaningful and rewarding, then those who playbelow their true ability must be penalized.Any evidence of a player playing at a skill level below his true ability, should bereported immediately to the Tournament Director. In order to conduct a fair and equal tournament for all APA players, APA mustensure that all participants are playing at skill levels that are not below theirtrue ability. Handicap manipulation compromises the fairness and integrity oftournament play and cannot be tolerated. Accordingly, the APA may disqualifyany player if, in APA’s sole judgment and absolute discretion, the player isdeemed by the APA to be playing at a skill level below his true ability. Thedetermination of whether a player is playing at a skill level below his trueability is necessarily subjective; APA is the sole judge of a player’s ability andmay make such a determination in its absolute judgment and discretion. A National Handicap Review Committee, consisting of APA National staffmembers, League Operators, and APA National Tournament Directors has beenformed to review the performance of each player after every round of play andmake skill level adjustments as necessary. They will also investigatecomplaints and review elevated skill levels to determine the eligibility status ofthe players. Players may be disqualified at any time during or aftertournament play if the committee concludes the player has, withoutjustification, played at a skill level below his true ability. It is up to thedisqualified player to provide an explanation or justification for the elevatedskill level.

20. PROTESTS - All protests must be made to the Tournament Director in asportsmanlike manner. There is a $50.00 filing fee for any protest, which isrefundable if the player filing wins the protest. Any player disrupting thetournament, causing a scene, or causing other problems at or around thetournament site will lose the right to protest. The Tournament Director willresolve all issues on the spot. The APA is the highest authority. Any rulingsmade by the APA are final.

21. RULES OF CONDUCT - The APA has established and will strictly enforce thefollowing conduct rules for Higher Level Tournament play.a. No loud, abusive or profane language will be tolerated at this

tournament. You are in the League to have a good time and to enjoysome friendly competition. If you experience a problem, one of theTournament Officials will address it; simply bring the matter to ourattention. Remember that in each situation the ruling will favor one sideagainst the other side, and it is required that each player accept officialrulings without causing a scene.

b. Unsportsmanlike conduct directed to the opposing player or TournamentOfficial is not allowed.

c. Anyone involved in an incident that includes either physical abuse or thethrowing of an item will be disqualified immediately, and required toleave the tournament premises.

d. Anyone caught hitting a cue against the table, wall, floor, etc., orrecklessly swinging a cue will be disqualified immediately and requiredto leave the tournament premises.

e. Abusive behavior directed to the Tournament Director or any of hisdesignates will not be tolerated.

f. Excessively slow play will not be tolerated. You will be warned before anypenalty occurs.

The penalties for violating any of the six categories detailed above are asfollows: A warning may or may not be given, depending upon the severity of thesituation.1. Penalty Level 1 - Your opponent will be given ball-in-hand. If the player

is still shooting, or already has ball-in-hand, then that player will beallowed to shoot until missing, and then be given ball-in-hand again.

2. Penalty Level 2 - Your opponent will be granted the game. (In 9-Ball, youropponent will be granted the game, along with points for all ballsremaining on the table.)

3. Penalty Level 3 - Your opponent will be granted the match.4. Penalty Level 4 - Disqualification.

NOTE: If the violation or disturbance that caused the initial penalty levelto be levied does not cease, the Tournament Director and/or designatedassistant has the right to go from one penalty level to the next penaltylevel immediately.

22. WARNINGS - If a warning is given in an individual match, that warning willfollow the player throughout the remainder of the event. For example, if aplayer is warned for sharking his opponent, and in a subsequent match thesame player is warned for sharking his opponent, the result will be ball-in-handfor the opponent. Such warnings will be noted by a Tournament Official on thescoresheets.

23. SPORTSMANSHIP - The primary objective of the League has always been toprovide players of all abilities with the fun and enjoyment of friendlycompetition. Naturally it is expected that each player arrived hoping to do well, and all players will be doing their best to win. On the other hand, each playeris also expected to accept defeat in a sportsmanlike manner. Two common violations of good sportsmanship are conceding an unfinishedgame and undoing a cue during play. Both forms of conduct are frowned uponby professionals, and should be eliminated from amateur play. All players areasked to allow opponents to finish the game before racking the balls orundoing cues. No penalty will be assessed unless, in the opinion of theTournament Director, a repeated violation of this conduct rule occurs.Another area of good sportsmanship concerns fouls. A foul is a foul and shouldbe observed as such. Occasionally, a player feels that a foul is a foul only if hegets caught. Generally speaking, a professional player will call a foul onhimself. Likewise, good sportsmanship in the amateur ranks requires a playerto admit a mistake, and live with the consequences. However, it is technicallya player’s responsibility to protect the outcome of his match. Pay attention toyour game. A Sportsmanship Award is given at the end of each event (8-Ball Classic, 9-BallShootout and all Preregistered events). You may vote for players/teams bymaking comments on the back of your scoresheet or by using the Nominationform included in your Event Program, and submitting it to the Control Table.Additional forms are available at the Control Table, if needed.

24. EQUIPMENT REGULATIONS – In general, any piece of equipment designedspecifically for pocket billiards, with the exception of laser devices andmechanical cues, is acceptable in APA Tournament play. Some specialty cues(see Specialty Cues described below) may be limited in use. Specialequipment, such as bridges and cue extenders, are legal. You may change cuesand/or cue shafts during a game provided the cues and/or shafts you areswitching to do not violate any rules of use, and you remain within the TimeGuidelines.Specialty Cues – Cues specially tailored to perform specific shots. Theseinclude, but are not limited to, jump cues, break cues, and jump-break cues(combination of jump cues and break cues).Jump Cues – A specialty cue designed for attempting jump shots. They maynot be used to perform jump shots or massé shots in standard APA League andtournament play.Break Cues – A specialty cue designed for breaking. Sometimes combinedwith jump cues to form a jump-break cue, these cues are allowed in APA playfor breaking. They may not be used to perform jump shots or massé shots instandard APA League and tournament play.Regular Shooting Cues – Any cue designed to shoot the majority of shots in agame of pool. These cues may also be used to perform jump shots, massé shotsand break shots in all APA League and tournament play.Any equipment bearing any message or image of a sexually explicit or politicalnature, or a message or image which may be offensive due to the use ofprofanity or by the virtue of its promotion of violence, alcoholism or substanceabuse shall be prohibited from use in all APA events. The Tournament Directorshall be the enforcing authority of this regulation. The Tournament Director shall have the right to inspect a player’s cue(s) at anytime during a tournament without prior notice to the player, and if the cue(s)are found to be in violation of this regulation, the player shall immediatelycease using the objectionable cue during tournament play, or face immediatedisqualification and forfeiture of all prize money earned and/or entry fee paid.

25. DISQUALIFICATION – APA has the absolute and final authority to make allrulings affecting participation in the APA Singles Championship programsincluding player ability (i.e. correction of skill levels) and disqualification.Disqualification from this event for any reason will mean forfeiture of all titles, awards, prize money, and minimum two year suspension from the League.Disqualification can occur prior to, during, or after the event.

NEW!

The APA works many hours to make sure the National Events runsmoothly and in a timely manner. Holding up matches to takesmoke breaks not only delays your match, but all of the matchesfollowing yours. We will not tolerate matches held up becauseteams/players are not in the arena due to taking smoke breaks. Please remember we have timelines set in place in order to makethe event run in a timely manner. Players caught taking theirscoresheets outside of the Tournament Room, or delaying theirmatch for such breaks will result in a forfeiture of their match.

This rule applies for all APA National Events.
