Introduction ‘NTT Marine Consultancy Pte Ltd’ was incorporated in Singapore on 28 July 2007 to provide technical and consultancy services to the marine community.

We commenced operation in August 2007 and have since carried out various surveys on behalf of H&M Underwriters, P&I interests, Ship owners, Shipyards and parties concerned including shipyard Risk Assessment surveys in China, Singapore, Malaysia, Russia and Indonesia. Conducted marine warranty surveys for project cargoes load-out, towing and voyage approval. Also carried out Ship Operators Office Management Assessment survey.

Our associate company JSL Marine Associates, U.K, owned by Mr John Lillie, the ex- Chairman of The Salvage Association has a network of surveyors in major ports around the world. In 2015 self was appointed as an Expert Witness in the Singapore High Court.

Career summary Self-worked in the Marine industry for about 35 years, with last 8 years in NTT Marine Consultancy P/L since 2007 and previous 6 years in The Salvage Association, Singapore office from 2001 until 2007, and last position there as Senior Staff Surveyor.

Sailed as marine engineer on oil tankers, cargo and containers vessels up to Chief Engineer rank and worked ashore as Ship Repair Manager, Technical Superintendent, Quality Assurance Manager and Marine Surveyor.

In 1989 joined Keppel shipyard, Singapore as Ship Repair Manager and carried out various repair projects including conversion of oil tanker to Floating Storage Offshore vessel. Worked overseas as Senior Repair Manager in Jeddah shipyard, Saudi Arabia.

As Technical Superintendent for tankers including VLCC, bulk carriers, heavy-lift crane barges, tugs, core sampling and cargo ships. Worked in ABS Group, Singapore for non-Class surveys such as lifting gears certification and CAP (continuous assessment program) surveys.

Joined The Salvage Association, Singapore office in 2001 and carried out various H&M damage, Marine warranty, Charterers and Shipyard Repairers Liability surveys. Conducted accounts approval and negotiation of repair invoices with shipyards and repairers. Carried out shipyard risk assessment surveys in Singapore, Indonesia, Australia, Malaysia and China. Carried out various Marine Warranty Surveys such as loading/offloading, stowage, voyage approval, towage approval of ships, crane barges, oil rig, CALM buoys, container & wharf cranes, project cargo, floating docks and oil rig on behalf of Owners and Interests concerned.
