3. Contamination, Demography and Size of Problem -

In an attempt to decontaminate the Latty Avenue property in Hazelwood, Missouri, Cotter Corporation mixed 8,700 tons'of leached barium sulphate residues with 39,DDO tons of dirt and disposed of this material at the Hestlake Landfill.' There are two rather large areas of contamination. No information is currently available relative to the concentrations of the radionuclides. NRC is performing a radiological survey to determine the.nature and extent of the contamination. The landfill is located in .'; an old limestone quarry in the heavily populated St. Louis suburb.

,#hen the radiological survey is complete,,late this year EY 91). the staff will.evaluate, what if any, remedial action is necessary.

3. Contamination; Demography and Size of Problem -

The contamination resulted from the decontamination of the property which was formerly owned by Chemetron, a source material l icensee; by the purchaser Hctean Chemical Company. The'contamjnation is depleted uranium oxide (U3OG) on building'rubble and the estimated volume is less thank 29 yards. The quantity of source material is unknown. The McGean dump is located in an industrial area inter m ixed with residences in a suburb of Cleveland.

4. Remarks -

It is anticipated that this problem will be resolved by the staff position paper .dn disposal of uranium residues either by burial ,at the dump or by removal to the themetronproperty and burial.

The contamination is tailings from thorium processing at ttaywood Chemical Company (now Stepan Chemical Co.). The tailings were moved there by the owner of the'iproperty prior to the Atomic Energy Act. The DDE is currently surveying the property to determine the extent of contamination. The State of Now Jersey is investingating whether or not they have funds available to decontaminate the property and also whether or not Stepan will accept the material for storage under their license if there is no"' other place to move the material.

The area,is residential but only two residence are involved.

No action is needed by NRC; however, we have offered to help the State by providing radiological coverage during removal of the material.

this park in the l'ate thi.rty's and/or forty's.. The site is restricted with a fence to prevent access. Concentrations are unknown but NRC is going to-perform a radiological survey of the site starting in September 1981 to characterize the magnitude of the problem.

A determination of'what. if any, remedial action will be made when the radiological survey is complete.

The area.of concern was an authorized place of use under'stepan Chemical Company's Source Material License STC-130. The site was formerly owned by Naywood Chemical Company who produced thorium mantles for gas lights as well as 'other chemical products. NayWOOd Chemical produced lithium hydroxide under contract to the AEC but it is unknown whether or not they produced thorium products for the AEC.

:: 3. Contamination, Demography and Size of Problem-

The main contamination is located'in tWD specific areas where two former tailings dams were located. It is roughly estimated that if 4,000 yards." .. of material was removed from the site the entire site could meet our criteria for release for unrestricted use. The main contaminant is thorium and the bulk of the area averages less tham 5 pCi/gram. The highest concentration is in a small area, < l/2 acre Where tailings still exist With concentrations as hig,h as 1600 pCi/gram. The site is zoned industrial .but some private residences abut the southern boundary.

4: Remarks - '.

The property o&ersare talking to Stepan Chemical to convince them to accept the material and include it as part of their existing source material 1Scens.e. Stepan is currently authorized to store wastes in under- ground pits by Source Material License No. STC-1333.

Company was engaged in the extraction of rare-earths from monasite ores. The,source material was a byproduct of this .activity. Prior to 1fcensi.n in 1966, Michigan Chemical Company (KC) manufactured purified rare-eart s il. from concentrates for the AEC in AEC owned facilities which MCC purchased from the AEC in the early 1960's. ; ,:.

Contamination, Demography and Size of Problem -

Dne building and a small portion of the grounds are contaminated with thorium; however, Velsicol has been using.the site for the manufacture."' of hazardous organic chemicals such as PBB, DDT, Tris and HBB and the entire 50 acre site is contaminated with these compounds., EPA is currently working with Velsicol to require them to isolate_ the property

.t.o prevent migration of the organic offsite. It is the staff's opinion that the EPA requirements adequately protect.the .public from the thorium residues.

Since the.licensed activity was only a small portion of the overall chemical operations, the radioactive contamination is minor compared to the chemical contamination. Most of site is at background-levels although some hot-spots have:a. grass alpha'activfty as high as 13,000 pci;,/gram;

Remarks -

The next action is to reach an .agreement with EPA on the best method to include radioactivity in their enforcement action., This is currently under review by, ELD.

Originally, four buildings and 11 'l/2 acres were involved but the buildings. and the 3~1/2 .acres surrounding them were decontaminated and released for unrestricted use.

At present, no buildings are involved but approximately 7 acres of land contains an estimated 3D.,ODO cubic yards of dirt that is contaminated with ore residues khich were generated from the processing of ores by Mallinc'krodt Chemical Co. for the Manhattan Project. Aboti 12,000 cubic yards df dirt was accumulated during the decontamination of the 3 l/2 acres and the buildings; this is now stored in a pile onsite. The estimated additional 18,000 yds3 will be generated during completion of

.the decontami_nation effort.

The facility is surrounded by.other industrial plants. The nearest residences are located approximately one mile away; however, it is located in heavily,populated St. Louis County.

The contamination was identified by IE Region III and a formal radiological survey was performed for IE by OR&.

” The main contaminants are natural uranium, radium 226, thorium 230, protitinium 231 and actinium 227. The average level of activity is 9300 pCi/gram of which the main constituent is Th-230 with an activity of 8860 pCi/gram. The highest Th-230 concentration measured in the original survey indicated concentrations.as high as 36,000 pCi/gram on the surface.

4. Remarks -

Cotter Corporation, the last licensee, has contracted to pay for the decon- tamination effort. The only problem has been finding a'suitable disposal site. It has been suggested that the dirt be moved to an old AEC storage site, where the residues originated, adjacent,to the St. Louis Airport; however, the AEC gave this property and the.associated responsibilities to the City of St. Louis and the City now refuses to accept the Latty Avenue material unless DDE agrees to retake possession of~the property.

Amax Inc. has applied for a storage-only l icense to cover the remaining low-level radioactive soil located at the site. '

3. Contamination, Demography and Size of Problem - . .

The contamination consists'of thorium. The estimated volume of soil contaminated with thorium is 1.5 m illion cubic feet. The maximum level of contamination is about 1.6% thorium. There are no contaminated .;, structures.

Land use near the site is industrial to the north and agricultural to the south. ' The population in the area is low.

"!&ax, Inc; has proposed that the contaminated ,soil be stabilized on-site for st,orage under l icense. This could be done by the movement of 8.300 cubic yards of contaminated materialto the area which contains the bulk of the -thorium;contaminated soil.

Zirconium and/or magnesium in pyrophoric form has been buried at the location which contains the bulk of the contaminated soil. Movement of the soil in this area has,, in the past, resulted in fires and explosions.. The Amax, Inc. plan for stabilization would not require moving or exposing the pyrophoric material.

" 4. Remarks -

The Amax. Inc. plan for site stabilization:and storage of waste.is . under review. An Enviromnental Impact Assessment has been drafted by SRI for NRC and is being reviewed. Action to authorize sale storage under . l icense is expected this calendar year (CY 82)..

Kerr-McGee holds a license which is under ~timely renewal ,.(STA-583, Docket No. 40-2061, 'Expiration date August 31, 1979) for storage of an unlimited quantfty of thorium at the West Chicago site. The license: has been recently amended to permit dismantling of certain on-.site buildings' and to permit the operation of an incinerator on-site for volume reductfon of contaminated organic material.

3. Contamination, Demography and Size of Problem ;'

The bulk of the.radioactive material is contained in a Tailings pile (695,300 cubic feet, 464,300 pounds ofTh02),.sediment pile (75,300 cubic.. feet, l ,OOO.~OOO pounds ThO2) and pond sediments (550,000 cubic feet, 1.700,OOO pounds Th02). In addition, the formerly used process buildings, which cover an area of about 3 acres, are contaminated above release limits.. Total area owned by Kerr-McGee and used for thori? production operation was 35 acres.

The plant site is within the City of West Chicagd'and is surrounded on three sides by residential areas and on oneeside by light industry and coamercj8.l es,tablishnents.

2. Kerr-McGee has ~subnitted a stabilization plan for the West Chicago site which encompasses the destruction of all buildings and the stabilization of tailings,,sediment, building rubble, contaminated soil, etc. on a 25 acre portion of their property in West Chicago. The stabilized material.would be covered by clay and soil to prevent water intrusion and to limit direct radiation, dispersion of solids and radon emissions.

ANL is preparing a draft EIS based on the Kerr-FlcGee proposed stabilization plan. The draft EIS will be published by the end of the calendar year (CY 82).

Contamination, Demography and Size of Problem.:

The slag contains"i to 1,.5X thorium.. Slag volume is'about.60.000 cubic feet. The contaminated slag is stored above ground in an earth covered pile which occupies an area of 9,000 square feet and is about 20 feet high. The storage area is fenced and posted in accordance with NRC '.:> regulations. There are no contaminated structures.

The slag storage area is located in an industrial area located within the city of Washington, PA, a. residential area.Iocation w&i-n 2.000 feet of the pile. .

Remarks - _

.The slag pile.is covered with, earth and is inspected on a routine basis. As it now exists; the slag has no impact on public health and safety. No action is planned until a policy is established covering disposal or onsite storage of residual thorium from past operations.

Chemetron holds a license (SUB-1357. Docket No. 40-8724, Expiration date July 31, 1982) for the decontamination ~of facilities at the Cuyahoga Heights site.

Then site has been partially decontaminated of the depleted uranium used in petroleum catalyst manufacture. The remaining waste has a volume of about 45,000 cubic feet and contains, about 10,000 pounds of depleted uranium. The estimated transporation off-site burial costs for the remaining waste is 5730,000 (3/80).

The contaminated building and ground i.s in a heavily industrialized area. There is no public access to the area.

Whittaker holds a source material license which is under timely renewal (SMA-1018. Docket No. 40-7455, Expiration date December 31, 1974) for decontamination activities and storage of 16,000 pounds of uranium and thorium in contaminated slag.

3. Contamination, Demography and Size of Problem - : 12;

The slag which is contaminated with thorium contains 1 to 2% by weight of thorium. This slag is mixed with a much greater volume of non-radioactive slag so that the average concentration is D.O05-0.0102 by weight of .;. thorium. The total slag volume is.610,000 cubic feet and covers an area of 1.9 acres.

The slag pile is on land ‘OhTed by Whittaker in an industrial area. The slag pile borders a river a.nd is uncovered. There are no-residences close to the slag storage area. One building on site is contaminated above acceptable limits.for unrestricted use.

4. Remarks - ,,

No immediate action .is planned until a policy is establjshed covering disposal or onsite storage of residual thorium from past operations. The licensee has submitted information on the material on hand'and characteristi.cs of the material. The storage area is properly posted.

The remaining contamination is depleted uranium in soil. Partial cleanup has been acccmplis,hed; however, the guideline for cleanup (35 pCi/gram of soil) is still exceeded in a number of.areas. The licensee has been in-. strutted (letter dated August 6, 1980) to either complete soil removal to meet the guideline or to request permission to use a higher level. The site is an industrial area.

The fuel fabrication.faciTi'ty was shut down in 1974.. Decontamination and decommissioning work has'continued since that time at a.relatively low level of, effort. All wastes from decommissioning are sent to licensed low level waste burial grounds.

4. Remarks -

This facility and its decormnissioning present no unusual problems. No action"by NRC is required.

Dow Chemical has a license for possession of 201,300 pounds of thorium as metal, process sludge, oxides, fluorides or othercompounds. The license (STB-527. Docket No. 40-17) is undertimely renewal.

Dow was licensed to possess thorium for use in making magnesium-thorium alloys at the two listed sites. Dow wants to decontaminate the Kidland site to unrestricted use levels,and to,use the Bay,City site for storage.. of magnesium-thorium slag. Information on the sites was requested on September 26, 1980, but Dow has not yet replied.

NRVAEC Source Material License No. SMB-1314. The property was given to the Army by the AEC in 1967. All contaminationat the site resulted from the operation of the facility by tlallinckrodt Chemical Works as a prime contractor to the AEC.

Contamination, Demography and Size of Problem - :. .~ The buildings and some of the surrounding area are contaminated with uranium and thorium residues; however, the largest amount of contamination is contained in four large raffinate pits on a 55 acre site that is owned and controlled by the DDE. The site is in a rural area surroundeddby property owned primarily by the Federal Government.

,In response to an order from the NRC,, the Army submitted a decommissioning plan but they have stated that they will not start decommissioning until DDE decides what action DDE will take regarding the raffinate pits.

The ,plant has been,shut down and is currently being decontaminated prior t.o..requesting terminatio,n Of the license and release for unrestricted use. Most of the equipment has been removed and shipped to a burial ground.or is packaged for shipment. Lagoon residues are being dried and packaged for shipment in order to meet the license condition that requires decon- . . tamination of the lagoon area to unrestricted use limits by July I. 1982. The total volume of residues is less than 6,000 yds3 with an estimated concentration of 700 pCi/gram total activity. The site consists of 1,100 acres jn a remote part of Rhode Island.

UNC has petitioned DDE to accept the waste inaccordance with PL-96-573 and IJNC has stated that they will not shi,p the wastes to a licensed commercial b‘vrj.al ground until DDE responds to their petition.

NRC could require UNC to dispose of the material and complete the decon- tamination effort so that the entire facility and grounds could be released for unrestricted use pursuant to Condition No. 21 of the 1)cense if's suitable burial ground was available.

Each licensee continues to possess the necessary skills and resourcestoactomplish the:task which involves the decontamination of equipment and related structures to levels established by the NRC or the packaging of such materials along with wastes generited during the decontamina- tion process for ultimate disposal. However, a major problem faced by these licensees is the disposftion of the contaminated wastes. Sfnce early 19B0, no ccm%ercial disposal site is, authorized to receive and dispose bf trcnsuranium (TRU) 'wastes that exceed a concentration of 10 nCLl/orati. Because.of this situation, some lic&sees have ceased or have not'initiated decontamination zctivities. Others are proceeding by pcckaging the wastes as they are generated for.temporary storage onsite. Both the industry and the NRC have urged DOE
