Council won’t outright dismiss working on easements and will concentrate on appropriate public engagement as it slogs through the ongoing work to separate septic and storm water in Uplands.

To achieve the legislated task of separating the currently combined wastewater system, Oak Bay engaged Jack

Hull for the project and he summarized work to date, along with making some recommendations to council during the committee of the whole meeting Feb. 16.

Council, sitting as committee which means decisions are only recommendations to council, agreed to a number Hull’s recommendations. If the recommendations are ratified by council, Oak Bay would develop a request for proposals (RFP) for a pre-design study to

examine options for sewer separation in Uplands.

Hull outlined options for consideration: Options to be considered include a gravity sanitary sewer system, the existing combined sewer would convey storm water; a gravity system for storm sewers, the existing sewer would convey wastewater; a low-pressure system for wastewater; a low-pressure system for storm water; a combination of gravity

and pressure systems, and any other innovative approach envisaged by the consultant.

Hull also suggested design concepts should exclude construction on easements on private property which would disrupt mature trees, gardens and other landscaping.

Reserve fund sets the table for more public art

Art enthusiasts can lay down their money to support a public installation in Oak Bay.

Council, sitting as committee, approved Oak Bay arts laureate Barbara Adams’ appeal to solicit donations to purchase the Salish Sea by Chris Paul.

Council approved the location where the

$24,000 sculpture currently sits, adjacent to Oak Bay Marina, and recommended that they establish a public art fund within the reserve fund for donations and bequests designated to public art.

“This art installation signals the beginning of a plan to install public art in Oak Bay. Public art plays an important role in improving the quality of our public spaces, it humanizes and invigorates our public spaces, and it also tells a story about our history and evolving culture,” said Coun. Tara Ney, liaison to the CRD arts committee. “This installation sets the bar high, and the sustainable art fund will

provide an opportunity for the public to express support and ensure that there will be more installations of public artworks in Oak Bay.”

In a report to council, the director of parks and recreation confirmed they’ve had numerous positive comments from both residents and visitors about the work.

“To ensure compliance with Canadian Revenue Agency regulations, this fund would be for public art in general and not for one specific piece,” Ray Herman also wrote. “However, we could note on the website that this piece is the first one for which funds are being solicited.”

Salish Sea was original installed last summer as part of a program where artists loaned works to display in Oak Bay. It was the start of a vision for Adams, and the first piece of publicly owned art would kick off that vision. She envisions an ‘art amble’ of six art spaces linked by 20 standalone installations.

“(This) opens a way for my long-term project that I would like council to consider,” she said.

Decisions at committee are made as recommendations to council and still require ratification.

The history of Oak Bay will come to life during a presentation next week at Windsor Park Pavilion.

“It’s the history of The Village. I’ve brought it right up to the present as well,” said Ben Clinton-Baker.

“I’m not so concerned with time periods so much as what’s changed and what’s stayed the same. What is unique about Oak Bay’s village and what’s happened there and how do people relate to the built environment.”

The hour-long presentation, titled The Village: Heart of Oak Bay, runs Tuesday, Feb. 24 at 7 p.m.

While Victoria grew to become a bustling city during the 1800s, Oak Bay remained farmland, forest and housing estates into the late 19th century.

“There were lots of wealthy summer homes and cottages, especially around the waterfront,” said Clinton-Baker, a third generation Oak Bay resident.

“Then almost exactly 100 years ago when Oak Bay really started to develop in that way – sort of as a residential enclave for well-to-do Victorians, not only summer homes but also permanent residences – the infrastructure started catering to that more and more.”

He said an electric railway ran along The Avenue, with recreational facilities like Windsor Park being developed and hotels sprouting up along the waterfront. The high school and police station were located on The Avenue for a time during the early part of the 20th century.

Clinton-Baker said Oak Bay was soon seen as a resort destination for Victoria, and quickly started attracting new residents from across the country and around the world.

“Then of course the businesses started popping up to cater to all these new residents.”

In putting together the presentation, Clinton-Baker began sifting through the oral histories found in the Oak Bay archives.

“There’s some great interviews with some early residents going right back to some of these early times,” said Clinton-Baker, who has a masters in history from UVic.

“They talk about the Oak Bay Village as we know it now not really coming into existence until the 1940s and 1950s,

even though there were buildings like the Bell Block and the Blethering Place building up on Monterey.”

Clinton-Baker has some history of his own with the Bell Block, the site of the old Oak Bay Hardware store where he had one of his first jobs.

He said it is the people that called Oak Bay home that made The Village stand out from other small towns across the country.

“Something that I noticed right from the start was the way that The Village has functioned as a real social hub as well as a place where people come to do business. The more I looked into it the more I realized there was this deeper social element where people would come here for cultural reasons as well, just to catch up with friends and neighbours.”

He points to a confectionary shop on The Avenue run

by a gentleman from England who would head to the back parlour to shoot the breeze with those who dropped by.

“He would also entertain some of the local kids and talk about the English Premier League soccer and they would gamble for pennies or candy.”

Clnton-Baker said Ivy’s was previously located on Wilmot Place and was known as the place to go for literature, not just for Oak Bay but for Victoria and the Island at large, with regular readings by well-known B.C. and Canadian writers. He said The Avenue served as a cultural hub, with a tango club operating out of the theatre building for a time.

“It was a place for people to come and enjoy the arts. And I guess with all of our art galleries today that is being continued in some way.”

Good hearing, poor comprehension?The number of people who can hear well, but can’t understand what’s being said, is increasing. This is most evident in conversations and watching television. A newly-developed hearing chip is designed to restore speech comprehension without being noticeable in the ear.

A lot of people have poor comprehension, though they actually still hear well. It becomes noticeable in conversation, watching television and asking family to repeat what’s been said. A potential cause can be undetected loss in the high-frequency range. This means the sensory cells in the cochlea that hear high-range sounds are damaged as a result of circulatory disorders, diabetes, sudden hearing loss or workplace noise. Hearing loss in the high-frequency range makes speech sound muffled and unclear. The person with hearing loss mixes up, or can no longer hear, consonants like s, f, t, k, h and g. Speech comprehension is particularly impaired when there is background noise or when television programs have background music. The dilemma is that people with hearing loss in the high-frequency range do not

consider themselves to have a hearing problem. They can hear deep tones with no issue, and often put difficulty understanding speech down to unclear pronunciation. However, the time soon comes when problems with comprehension become annoying.

A new hearing chip has beendeveloped.

Swiss audiologists have developed a new hearing chip that restores speech comprehension, particularly with hearing loss in the high-frequency range. People can test the new Audéo V system by Phonak simply by calling now to do so. First, a hearing test

and speech comprehension analysis is done. Where inner-ear damage is present, a software program analyzes the difference relative to normal hearing. These values are then input into the new Venture hearing chip in the Audéo V, which precisely takes into account and balances the frequency range of the person being tested. The test phase in particular is designed to clarify how speech comprehension can be improved in various situations and what role a new technology called “Autosense OS” plays. The chip recognizes where the person being spoken to is located and amplifies only his or her voice, while ambient noise is lowered and the optimum hearing programs are seamlessly adjusted. Thanks to several synchronous microphones, the hearing system can detect sound in all directions and select the direction that speech is coming from within milliseconds. According to Swiss researchers, this significantly augments speech comprehension, especially in conversation.

In the wake of a series of robberies this winter, Oak Bay Police Const. Rick Anthony, community liaison officer, will lead a free robbery prevention and awareness seminar at Monterey Recreation Feb. 21.

Robbery is, by definition, to take property from a person or place by force or threat of force.

While it’s a rarity in Oak Bay, they do happen and three businesses within the municipal boundaries were hit in December.

“All the merchants did quite well,” said Const. Rick Anthony, community liaison officer. Bear spray was dispersed in two incidents but no other injuries were reported.

In response, Oak Bay Police Department hopes to arm business owners and employees with knowledge and awareness for that just in case. Anthony will lead a

free robbery prevention and awareness seminar Saturday at Monterey Recreation Centre.

“What we’re going to try and teach people is to be a good witness. The best thing to do is comply,” said Anthony. “We don’t want people to act out. Life is more important than money or your cellphone. I’m always surprised how calm people can be in a robbery.”

Composure is key and can lead to memory recall, which is also critical.

“We want to teach people to pay attention to things people can’t change,” Anthony said. Absolutes such as scars, tattoos or eye colour can’t be pulled off like a hoody or ball cap and discarded.

“People need to trust their instincts,” Anthony added.

“We all have the ability to do it when we have to.”

The seminar will also cover issues such as positioning of items such as the cash register or surveillance equipment.

“There’s many templates for robbery prevention and many carry over into theft prevention,” he added.

The Oak Bay Police Department’s free robbery prevention and awareness seminar is Feb. 21 at 1442 Monterey Ave. from 2 to 4 p.m. in the Garry Oak Room.

“There’s lots of value in learning a little bit you didn’t know,” Anthony said. “The likelihood of being robbed is pretty slim but if it does happen. We want you to be prepared.”[email protected]

Oak Bay is on the lookout for new and returning artists for the spring rendition of its twice-yearly studio tours.

The deadline to register for the April 18 and 19 show of fine arts is Feb. 25.

“We have heard from many of the previous participants who are looking forward to this juried spring event again, but we always want to find new studios in Oak Bay,” said Mary Kucera, who’s in charge of marketing for Recreation Oak Bay. “The studio tour is a great way to showcase the many talented artists in Oak Bay’s neighbourhood.”

Organizers are looking for artists to open up their Oak Bay studios for the juried tour produced by Recreation Oak Bay.

Many of Oak Bay’s established and emerging artists will use their homes and studios as

backdrops to display the products of their creativity in a variety of original watercolour, acrylic, oil, fibre, photographic, woodcut, glass and pottery creations.

“There’s some artists that have been in it every single time and there are new ones every time,” Kucera said. “It’s quite a variety … some have their works exhibited throughout the world and some have never shown and they do [the tour] and they like it.”

The two-day special event is free to the public. Brochures with artist images and descriptions and a tour map are online in early April and available at Oak Bay recreation centres, municipal hall, library branch, local businesses and through participating artists.

BC Hydro will replace 756 wood utility poles in Greater Victoria over the next several months.

The work is part of BC Hydro’s maintenance pro-gram that will see the replacement of more than 12,000 wooden utility poles this year throughout the province to improve the safety and reliability of the electrical system, said spokesperson Mora Scott.

“Over time, wooden poles weaken due to adverse weather, insects and wildlife. BC Hydro regularly inspects the old poles to determine their strength and will install new poles once they reach end-of-life,” Scott said.

Pole replacements may require BC Hydro to disconnect power. If these maintenance outages need to be scheduled for safety reasons, BC Hydro will let customers know in-person, by mail or phone.

Contrary to Tom Fletcher’s assertion that B.C. teachers and the BCTF are not “adapting,” we are actually leading the way in protecting and enhancing education in our province. The B.C. Teachers’ Federation is actively involved in B.C.’s task force on assessment, the graduation requirements review, and the curriculum redesign teams. Our two vice-presidents and I have been meeting with senior Ministry of Education staff on these initiatives as well.

As a union of professionals, we work hard to enhance our practice in support of teaching and learning. The BCTF has 32 provincial specialist associations – ranging from science, social studies and art to technology and trades education – that put on exceptional professional development conferences, write reports and lead important teacher inquiry projects.

Recently, the BCTF has partnered with UBC and the B.C. Superintendents Association to create a provincewide mentoring program that will formalize an integrated system of support for developing and retaining teachers in B.C. We also funded, created and launched a new online platform called TeachBC that enables teachers from across B.C. to share their research and teaching resources.

There are a lot of excellent things happening in B.C. schools and teachers are front and centre making it all happen. However, we cannot forget that any government strategy, initiative, direction, plan, etc., needs funding. Unfortunately, we’re still waiting for this government to fund the basics like improving class size and composition. A change in government attitude towards funding

is the first adaptation B.C. students need.

I have been astounded at how we have essentially become a one-issue municipality regarding the deer question.

Most of us are pro-animal; most of us seemingly also believe that deer have no place in an urban setting for reasons we have endlessly debated. As someone said decades ago in another context: “something must be done.”

The mayor and council have my full support.

Word of cull spreadsThe news of your deer cull is

widely known here in La Belle Province and it is particularly close to us as we have visited Victoria on numerous occasions.

My family and I are hunters and what disturbs us the most about your cull is the method. Trapping is not fair to any deer and is cruel.

While the mayor likes to stress the cull will be humane, I read that the Oak Bay policy is to let the deer bleed to death if a gun misfires. The SPCA are bothered by this, saying it is not humane, and they want to discuss it with Oak Bay. But the city will not even respond to the request.

The mayor goes on to say the cull will be done secretly without giving dates or locations. If it is a humane kill then why the secrecy? All these

indications make it appear the cull will be inhumane.

The B.C. SPCA states, and rightly so, that letting a conscious animal bleed to death is cruel and not acceptable. They have asked for a meeting with the contractor to review the techniques but Oak Bay has refused to respond.

Now Oak Bay has possibly started to cull but will not divulge when or where. This action on their part is a true indication that the cull will not be conducted humanely and contrary to what the mayor has stated. All the facts point to that.

Complaints over holiday misplaced

It didn’t take too long for a wide variety of B.C. organizations and individuals to start to look a gift horse in the mouth — in this case, the B.C. Family Day holiday.

Until 2013, there was no statutory holiday in February in B.C. While the U.S. has had its

Presidents Day and a number of Canadian provinces (starting with Alberta) had a mid-winter stat holiday, B.C. workers laboured without a paid day

off from New Year’s Day until Good Friday. In some cases, this was more than three months.

Interestingly enough, there was a little bit of complaining about missing out, but not a great deal. Perhaps B.C. companies and workers appreciated the fact that they still had jobs and businesses. While some people had called for the paid day off beforehand, Christy Clark most definitely kick-started the idea while running for the B.C. Liberal leadership.

After winning the leadership and the premier’s chair, Clark called for wide consultations on what day would be best for the holiday. The consensus was that a Family Day differing from the general stat holiday in the U.S. and other provinces would actually be good for most families. They would be able to get deals at ski resorts, go to popular tourist attractions and enjoy activities close to home — not bothered by hordes of people from out of province.

Why so much complaining about a holiday that has only been in place for three years? For all the years that there was no Family Day, there was very little complaining that the stat holiday did not synchronize with days off in other jurisdictions. There was no stat holiday to complain about.

There are many holidays which do not synchronize throughout the year. Many Americans travel to B.C. and many B.C. residents travel to the United States. Where is the complaining over Memorial Day in the U.S. coming a week after our Victoria Day holiday in May, or Canadians working on July 4 ?

Instead of complaining about what is a relatively minor challenge, we should be grateful for the day off.

All four of Oak Bay’s basketball teams are battling for a chance to capture their respective Vancouver Island crown.

Oak Bay’s senior girls knocked off Claremont 78-41 to win the Lower Island championships.

“The girls played really solid from start to finish, it was one of the best games we’ve had as far as putting four quarters together,” said Oak Bay coach Rob Kinnear.

“We were missing Sophie de Goede, one of our better players, and we had some kids step up and fill the role beautifully.”

Kinnear singled out the play of Leigha Russell, getting one of her first starts of the season and finishing the game with 21 points.

Lauren Yearwood led the Breakers with 22 points, while Morgan Roskelley chipped in 10 points and seven assists.

“If you are going to play your best ball you want it to be in February or March,” said Kinnear. “That’s kind of been our goal all year, to keep improving and try to peak when it counts come playoff time.”

The Breakers can put that to the test this weekend as they head to Port Alberni for the Island championships.

“It means nothing if we don’t take advantage of the opportunities provided by that this weekend at Islands,” said Kinnear, who hopes to see the Breakers continue improving with each game.

“We just need to keep focusing on the process and let the results take care of themselves.”

Oak Bay’s senior boys opened the South Island championships with a 90-38 win over Claremont Tuesday night.

“To begin with, it was a pretty close game for most of the first half,” said Oak Bay coach Chris Franklin.

He said the Bays hit a couple of three-pointers in the final minutes of the first half and Oak Bay’s bench took over in the third quarter.

“We’ve got a really strong second group, that’s kind of the tale of the tape,” said Franklin.

Aoi Yamaguchi paced Oak Bay’s attack with 17 points.

The Bays played host to Belmont Thursday night in the South Island tourney but have already locked up a spot in the Island championships Feb. 26-28 at Mt. Douglas.

“It’s going to be interesting because up north they have a couple of teams with a lot of size, Vanier and Cowichan,” said Franklin. “There’s a very talented player, Josh Charles out of Cowichan, who just committed to UVic. So it will be pretty tough.”

Oak Bay holds down the No. 2 ranking in the province behind Port Coquitlam’s Terry Fox Ravens but Franklin said he doesn’t pay a lot of attention to the ratings.

“It’s nice the boys played well when they were over there [Lower Mainland], I guess the ranking is just indicative of that,” he said.

Oak Bay’s junior girls stopped Parklands 77-59 to capture the South Island title.

Parklands was a really aggressive, jump-and-go team and a lot of the teams struggled against

them so this was a really good challenge for us. Right off the bat we managed to break their press, which was huge for us,” said assistant coach Katie Hanson.

She pointed to the play of Grade 10 starter Fiona Headen as a key to the victory.

“She just completely controlled the game. She really created the majority of the plays we were able to work off of and she was just unstoppable.”

The win punches the junior girls’ ticket to the Island championships that go this weekend in Nanaimo.

“We’ve started to peak and it’s an absolutely perfect time to peak. We just have to go with what we’ve been doing,” said Hanson. “All of our 12 players have to be 100 per cent committed and ready to play at every opportunity.”

Oak Bay’s junior boys dropped a close one to St. Michael’s University at last weekend’s South Island championships.

“We played well, but SMU certainly outplayed us,” said Oak Bay coach Jim Pomefroy. “We were down most of the game.”

SMU’s win avenged a pair of losses to Oak Bay earlier in the season.

“At this stage of the season, the teams are fairly well matched all the way through,” said Pomefroy.

Both Oak Bay and SMU move on to the Island championships at Brentwood College, with Oak Bay opening Thursday against Dover Bay.

“All the games should be very competitive,” said Pomefroy.

Victoria performer leads Cabaret lineup

Oliver Swain headlines this month’s Cabaret in Oak Bay.

Swain’s career on the stage has seen him tour through much of North America, Australia and Europe, highlighted by appearances at Vancouver, Edmonton, Calgary and Winnipeg folk festivals, Mountain View Music Fest and the Festival of American Fiddle Tunes. He’s shared the stage with performers such as Ridley Bent, Dustin Bentall and Marc Savoy. The two-time Prairie Music Award recipient (The Bills) also shared a 2008 WCMA nomination for Outstanding Roots Group with Outlaw Social.

Swain’s band, Big Machine, has been building a reputation as one of the greatest festival groups available in Canada.

He recently toured internationally as a sideman with Juno Award-winner Toni Childs, and lends his time to being artistic director with the Lower Island FolkFest Society, creating the up and coming Victoria music festival: FolkWest.

Others in the Cabaret lineup include Larry McQuarrie (guitar and bass), Drelene Gibb (singer and ukelele), Sam Laramee and brother (singers), humorist and raconteur Betty Forgey and Peter Brunette and the Lake Hill Band.

Cabaret is Friday, Feb. 20 at Oak Bay United Church 1355 Mitchell St. Tickets are $5 at the door. Doors open at 7 p.m. and the show starts at 7:30 p.m. sharp.

Braving the winter in search of summer wineThrough rain, fog, snow and ice, we drove in search of Syrah in the Okanagan Valley.The 1,000-kilometre journey was a good winter test of the all-wheel-drive 2015 Acura MDX elite edition. But it was also a quest to collect exam-ples of the fermented homegrown Syrah grape to be poured by Okana-gan winemakers at next week’s Vancouver Interna-tional Wine Festival.Drinking and driving don’t mix but for this Okanagan wine fan, the reward came at day’s end or when somebody else took the wheel at midday!The idea for the jaunt came when I learned Honda’s premium brand was a festival sponsor. My focus sharpened when Syrah was named the feature grape and it was revealed that 55 wineries from Australia would show off their version of the French grape – the big and often fruity Shiraz. Past tastings told me B.C. could hold its own in this duel. Indeed 16 of our best winemakers will uncork Syrah. The Driveway car pulled into eight of those vineyards but it was not an easy drive. Though the forecast snow did not materialize in the Fraser Valley, gusts did test surefootedness. The true winter test was found along the twisty Hope-Princ-eton highway. In the summer, it’s a fun roller coaster ride but hidden black ice and patches around every corner made it a steering wheel gripper.

The long straights in Manning Park tempt-ed me to open up the 3.5-litre SOHC, V6 and let all 290 horses roar. A sudden slip towards the ditch and a rear sway put paid to that notion and I was grateful for traction control. Rain swept us through the Similkameen Valley but cleared as we dropped down into Osoyoos. First stop would be Black Hills Estate Winery, on Black Sage Road, in Oliver. It has magnificent views of the Okanagan valley. Its

interpretation of Syrah is mouth-filling and much closer to its Rhone Valley origins than that Oz style. The same can be said of that served by TIME Estate Winery across the road, which opens to the public this summer.Minutes later, we had swept across the valley to the castle-like structure that is Road 13, where owners Mick and Pam Luckhurst entertained and sent us packing with a variety of blends. The overnight stop was neighbouring Tinhorn Cellars, where its generous co-owner and winemaker Sandra Oldfield extracted a delicious Syrah from her private cellar.The next day, a yellow orb appeared above while passing by the beautiful Vaseaux Lake and into Okanagan Falls. We spun onto Eastside Road and skirted Skaha Lake to Penticton. It’s a quiet, fast road and it enabled me to play with paddle shifters.

The view from Poplar Grove over Okana-gan Lake is spectacular as is the Syrah, which, like the best of the winery’s reds, benefits from the extra aging afforded by cellaring it for a couple of years longer than the norm. A three-kilometre side trip to Red Rooster netted a Reserve Syrah, which exuded yummy plum and cherry from its neck, once opened! One more stop before a relaxing evening spent staring over the lake while sipping on a suite balcony at the Summerland Waterfront Resort. The snowy and very icy single track to the new Sage Hills Vineyard in Summerland required careful navigation. The reward was a barrel tasting with winemaker Andrea Lee and vineyard manager Keenan Thrussell. The new vintage had yet to be bottled but a rosé version hit the spot later!Time to return to the coast via Sandhill Wines in Kelowna. Howard Soon, a B.C. born industry pioneer, makes Syrah from vineyards in the south of the valley and a special ‘small lots’ version from a

single vineyard.By the time the rear two rows were lowered to accommodate the purchased cases of wine, the seven-seat MDX was strictly a two-seater. Despite its load, it leapt up to the Pennask Summit on the Okanagan Connector as fast the outside temperature dropped to minus five. The Coquihalla Highway was bathed in sunlight and the descent to Hope was smooth and quiet but for the rattle from the bottles.Bring on the Aussies! If you can’t get to the festival tasting room, tour Okanagan wine country this summer… with a designated driver, of course.

The Automobile Journalists Association of Canada (AJAC) has an-nounced (... drum-roll, please) Subaru Legacy as the 2015 Canadian Car of the Year and Ford F-150 as the 2015 Canadian Utility Vehicle of the Year. “Subaru had an outstanding year in 2014,” said Shiro Ohta, chair-man, president and CEO of Subaru Canada, Inc. “In the past year, Subaru sold a record number of vehicles and celebrated a new milestone in company history with unprecedented sales success. This award from AJAC is a wonderful tribute to our recent achievements.” The completely redesigned 2015 Subaru Legacy was engineered in Japan and is now built in the USA. Legacy is the only car in its class with standard all-wheel-drive. A variety of engineering changes, including Active Grille Shutter system and a new (CVT) automatic transmission, have helped achieve a substantial improvement in fuel economy. The greenest Legacy comes with a PZEV version of its 2.5-litre horizontally opposed (Boxer) 4-cylinder engine and the top line editions come with a 3.6-litre engine. The new Lineartronic CVT has a lock-up torque converter and a manual paddle shifter operating mode.Legacy boasts one of the roomiest interiors in the midsize sedan segment and has received "Top Safety Pick" rating from Insurance Institute for Highway Safety. Utility Vehicle of the Year, the Ford F-150 is familiar with the AJAC awards podium, as it already scooped the 2015 Best New Technology Innovation Award earlier this year. And this is the F-150’s second overall Canadian Utility Vehicle of the Year Award, having also claimed

it back in 2004. “We are honoured that the 2015 F-150 has been named AJAC’s 2015 Utility Vehicle of the Year,” said Dianne Craig, president and CEO, Ford of Canada. “Our game-changing use of aluminum alloy is raising the competitive bar for pickups and we are hum-bled to be considered an innovator in the industry, committed to providing our customers the most capable and fuel efficient pickup ever.”Ford uses a special heat treatment that nearly doubles (com-

pared to steel) the strength of the military grade aluminum (magnesium) alloy body panels used in the new F150, making them more resistant to dents. A lighter truck body increases payload and towing capability and it also has positive influences on braking, handling, ride and acceleration. Massively popular, the F-150 is already the top-selling vehicle in Canada and has been for the last five years. Ford F-series has been the best-selling truck in Canada for 49 con-secutive years. were the Porsche Macan and Subaru Outlander.Voting for Canadian Car of the Year started when 73 auto-motive journalists from all parts of Canada gathered, last October in Niagara Falls, Ontario, for a five-day test-drive evaluation event known as “TestFest.” It was hosted by the Niagara Parks Commission, Shell Canada was the official fuel supplier and the accounting firm KPMG tabulated all vote results. Same-day, back-to-back testing is done to ensure fair and objective comparisons. At this year's event 1,640 test drives were made by journalists and this yielded approximately 106,405 data points and over 500 category ballots. Montreal – If there is one part of this vast country that knows about winter and winter driving, it is the province of Quebec. Winter weather can stretch from November until April, which is why this frost bitten part of the country mandates winter tires on all vehicles and was the perfect spot to showcase two products from Mercedes Benz, the B-Class and CLA-Class. Both are now equipped with Mercedes 4Matic all wheel drive (AWD) system. Touching down in Montreal, the outside temperature was heading to minus twenty three overnight and minus nineteen for a daytime high, plus snow, lots of snow.

LooksBoth the B-Class hatchback and CLA sedan are based on the Mer-cedes small car platform that is also shared with the GLA compact crossover. The B and GLA are sold with front wheel drive (FWD) and now AWD. The latest B-Class was introduced a few years ago and gets a mild facelift, including a new grille, lower chin spoiler, different

wheels and a new accent line down the side. The CLA was just introduced last year so external up-dates will have to wait another couple of years. The B-Class is a taller hatchback design that provides a useful package for young families, including bigger rear windows and a large hatch and cargo space.

InsideBoth the B-Class and CLA receive nice updates for 2015 on the inside. Both share the same dash so updating both made sense. The screen that sits front and centre on the dash, like and iPad is larger, moving to a standard 7-inch screen or optional 8-inch screen on cars equipped with navigation. This screen is controlled with a small knob between the front seats. Other updates include a sportier and very comfortable steering wheel, a revised stereo head unit and a new instrument cluster behind the steering wheel. Heated seats are now standard equipment for 2015 but heated rear seats and a heated steering

wheel are not available in these cars. The B-Class 4Matic is a $2,200 premium over the FWD version, starting at $33,500. The CLA has the same $2,200 charge for AWD, starting at $36,800. One nice feature available on the CLA is an “exclusive” package that includes a leather dashboard with French stitching for $2,300.

DriveTo explore the abilities of these two new products, the Olympic rowing basin used for the 1976 Montreal games was partially plowed, exposing sheet ice with a fresh sprin-kling of snow. This provided a great example of the limits of grip and the abilities of the electronic stability program, in conjunction with the AWD system. On sheet ice, there is no grip, so sliding is easy. It was on the rural roads outside of Montreal near the ski resort of Bromont that the 4Matic system proved useful. The system is designed to provide power to the front wheels as often as possible and instantly transfer power to the rear wheels when extra grip is need-ed, it all happens in a nanosecond. The maximum amount of power sent to the rear wheels if fifty percent. I noticed that these cars, when placed in “sport” mode actually allow the car to slip and slide without the electronics being too oppressive.

VerdictMercedes has had enormous success with its 4Matic AWD system, accounting for eighty five percent of its sales. With the introduction of these two new models in late 2014, the number has jumped to over ninety percent. This opens up the safety and stability of AWD to a larger market. One thing to keep in mind is these two products offer great value if the buyer keeps and eye on the options. The “must have” package include the Premium Package for an additional $3800 on both the B-Class and CLA. This includes automatic climate control, a huge panoramic sunroof, rear view camera, blind spot system and navigation. This brings the 4Matic price on the B-Class to $37,300 and $40,600 on the CLA. Not overly expensive for a Mercedes Benz product but pricier than the starting price suggests. Should you consider the 4Matic version of the B-Class and CLA? Absolutely, based on the added level of security, grip and improved resale value. [email protected]

Public engagement a critical componentCouncil was wary of

outright denying any potentially required options for construction, stating that design concepts should attempt to minimize non-trenchless construction and easements on private property which would involve destruction of fences, hedges and, in particular, healthy, mature trees.

All options should be analyzed and compared on an economic, social and environmental basis, Hull said. Concepts should include life cycle costs and be developed to a level that would allow council to apply for government funding and move on to detailed design.

A critical component, council and Hull seem to agree, is to develop a communication and public engagement program. Some recalled 2010 when a

low pressure system project that included pumps on private property and had some government funding in place, was abandoned due to public opposition.

At that time one of the questions was whether the pumps would work during a power outage, cited as a regular occurrence in Uplands. Hull noted BC Hydro would be asked for statistics from the

past few years on frequency and length of outages as well as determining how long pumps can run during an outage.

Hull also offered some history, pointing out that the provincial government, through its master sewer regulation, mandated long ago that all combined sewer and storm water overflows in the province must be eliminated. The system in Uplands is the original and dates back more than a century.

The estimated cost for the RFP process is $10,000 to $12,000, which will come from the sewer fund budget and be funded by a combination of sewer user fees and property taxes.

The real estate market is diverse and changes with clients’ needs.

In Victoria, “expert” real estate agents are specialized in every-thing from waterfront properties, condominiums and senior clients.

Like any buyer in the real estate market looking for a specialized property, you want someone with the knowledge to help you find your dream location.

Seniors’ real estate special-ist Vicky Turner says seniors are generally moving from properties they’ve lived at for numerous years.

“Many of them have owned real estate for a long time and haven’t been in the market for many years,” she says.

A homeowner re-entering the market after 20 years will find the pace much faster since the intro-duction of online listings and social media.

“They want somebody who is able to navigate the waters that are a little more complicated than what they are used to.”

For senior clients, they also want a relatable agent, an advantage Turner has.

“I am in my 60s myself, I have salt and pepper hair.”

Luxury condominium expert Scott Piercy says like other profes-sions you need experts.

“It’s like law, you have someone who deals with divorce or taxes. People feel more comfortable.”

Although the condominium mar-ket is not huge in Victoria, the mar-ket is still there.

“With the boomer generation retiring and some making the move to Victoria, we saw the market was under-serviced,” Piercy said.

Something most people don’t think about is the way the weather plays a hand in the market. Victo-ria’s early spring is helping to boost the spring influx of buyers early.

“It has been fairly steady with the sunshine, we’re having what feels like an early spring so that’s in the market.”

Weather also works to the advan-tage of Dockside Realty, an agency based on Pender Island as well as Saturna Island. Dockside’s main focus is helping buyers in the mar-ket for waterfront properties.

Sam Boyte, co-owner of Dockside Realty, grew up on the Gulf Islands

which helps him to help potential buyers.

“It’s nice because if someone calls about a piece of land, we prob-ably know and can tell them about it.”

The other advantage is what most buyers overlook.

“We can tell them about the dif-ferent ocean fronts and what kind of sun exposure they would be get-ting.”

Boyte also takes a more recre-ational approach to showing clients perspective waterfront properties.

“We have a small boat we run from Pender to Saturna. It’s a nice way to show properties on the water.”

What all the experts agree on, is that buyers like to have some-one who they are comfortable with and can give them more detailed, “expert” advice.
