2016 OCJAAF COMMISSIONER THEME:
ONE VOICE.I chose this theme,"ONE VOICE", because we, as OCJAAF… Parents, Coaches and Administrators…need to be on the same page of what we want for our children and believe the words as written in our rule book. That which is written is the ONE VOICEwe must all hear; this is the only way we can all play on a level field. The standard is set by the rules in the book. Don't just read it---listen to it!There is a voice within its pages. We are all one family with one true mission and that is to provide a safe and sane place for our kids to play in the sport they love. Each child and their emanate family is different from others but when we can all agree in football and its rules, this in of itself, is the common ground and
common bond that holds us together. Everyone assumes that family means that share the same DNA---to me, our DNA is OCJAAF and thatmakes us family!
At this point we are family with the "ONE VOICE" that is what I am looking for! How is it when people say, "I have family in town", our reaction is, "You poor guy." Why can’t we be like the
Lions---a lion loves their family so much they even call it "A Pride!"
George Bernard Shaw said a happy family is but an earlier Heaven. And he was right---I am happiest when I am with my whole family.
If you don't appreciate your family, talk to someone that does not have a family. That thing you take for granted some people pray for. If you want to make their day take someone without a family and welcome them into your family it will help you realize how lucky you are.

ARTICLE I
STATEMENT OF PRINCIPLES
SECTION A. OBJECTIVETheobjectiveofthisprogramis:toinspireyouth,regardlessofrace,color,creed,ornationalorigin, topractice the idealsofhealth,citizenshipandcharacter;tobringouryouthcloser together through themeansofacommon interestinsportsmanship,fairplayandfellowship;toimparttothegameelementsofsafety,sanity,andintelligentsupervision;andtokeepthewelfareoftheplayerfirst,foremostandentirelyfreeofadultlustforglory. SECTION B. SPECIFIC PURPOSE
1. Toacquainttheplayerswiththefundamentalsofthegamerules,running,kicking,blockingandtackling.
2. Toteach,throughthegame,sportsmanship,loveofthegameandtheabilitytotakeafewknocksandbumps.
3. Topromotesafeplaybyrequiringtheplayerstoplaydowntothelowestageandweightdivisionforwhichtheyquality.
SECTION C. DIVISION FRAME WORKTomaintain uniformity, teamsmust fall into one of the followingDivisions:JUNIOR FUTURE LEAGUE, FUTURE LEAGUE, JUNIOR CLINIC, CLINIC, JUNIORPEEWEE,PEEWEE,JUNIORMIDGET,andMIDGET.EachteamsoclassifiedmustdosoinaccordancewiththerequirementsassetforthinArticleIIofthisrulebook. SECTION D. CHAPTER DUTIESItshallbethedutyofeachchaptertoestablishthenecessaryprocedurestoassurecompliancewiththerulescontainedinthisbook,bearinginmindthatnoChaptermay establish ruleswhich contradict the rules and regulationscontainedinthisbook.AchaptermaynotusethenameofateamthatisalreadybeingusedwithoutpriorwrittenconsentofthatChapter.ThiswouldnotaffectChaptersthatareduplicatedasofDecember2001. SECTION E. TERMINOLOGY
1. Useoftheterm“OCJAAF”’inthisrulebookrefersexclusivelytoOrangeCountyJuniorAll AmericanFootball,Inc.

2. Useoftheterm“Chapter”referstoaChapterfranchisedbyOCJAAFundersuchrulesandregulationsasarecontainedintheChapter’sBy-Laws.
3. A“FranchisedTeam”isnotamemberofOCJAAFforanyPurposeanddoesnotparticipateasamatterofright,butbypermissionofOCJAAF.
ARTICLE II PLAYER ELIGIBILITY
SECTION A. MUST BE AN AMATEUR1. Definitionofanamateursportsman:onewhoengagesinsportsolelyfor
thepleasureandphysical,mentalorsocialbenefitshederivestherefromandtowhomsportisnothingmorethananavocation.
2. TobeanamateurunderOCJAAFfootballrules;a. Players/Cheerleaderscannotplay formonetarybenefitssuchas
cash,merchandise,oranycompensation,norcompeteagainstanyprofessionalathlete.
b. Players/Cheerleaderscannotcompeteunderanassumednameorcompeteonanyoutsidetacklefootballteamduringthesameseason.Onceaplayerhasbeencertifiedandorplayed(competed)inanyotherprogram,theyareineligibletoparticipatein"OCJAAF".Thisdoesnot,however,prohibitregistrationofplayerswhohavebeencutfromhighschoolsquadsatthestartoftheseason.
c. Players currently enrolled in “HighSchool”must submit a formfurnishedbyOCJAAF,andsignedbythehighschoolinwhichplayerisenrolled,thattheyarecurrentlynotenrolledona“TackleFootball”team.Thisformmustbesubmittedpriortocertifying.
d. Onceaplayer/cheerleaderhascompetedonahighschoolfootballteamorsquad,theyarenolongereligibletoparticipateinOCJAAF.
SECTION B. CERTIFICATION
1. AGESANDWEIGHT Weight changes can only be made once every three (3) years. Note:

ADDITIONALWEIGHTALLOWANCE - (Jr. Future League, FutureLeagueandMidgetweight exempt).Officialweightmust bemet ateachgame.CertificationweightmustbemetonCertificationDay.AfterCertificationDay,additionalweightallowedineachdivisionisone(1)poundeachMonday.PlayerswhodonotmakeweightonCertificationDaymaycertifyonsubsequentMondaythruFridayandhavethebenefitoftheone(1)poundperweekweightallowanceinordertobecomecertified; noequipment allowancewill begranteduntil theplayer iscertified.
3. SCHOLASTICREQUIREMENTS-Everyplayershallbeencouragedtomaintainasoundscholasticrecord.
4. PHYSICALREQUIREMENTS-Noplayershallberegisteredorcertifiedifhehasnotattainedanddoesnotsustainasoundphysicalcondition.TheattainmentofasoundphysicalconditionshallbeattestedtobyadulyqualifiedPhysicianorChiropractorontheproperOCJAAFformwhich shall remain on filewithOCJAAF. Noplayer is permitted toenter into any typeof physical trainingwithout first obtaininghealthcertification. Anyplayerweighing10%ormoreover themaximumweightforaDivisionatthetimeofofficialphysicalexaminationwillbeassignedtothenexthigherDivision,ifageallows.AnyplayerweighingmorethanthemaximumweightforaDivision,butlessthan10%more,maybeassignedtoeitherDivisionatthediscretionoftheChapter.
5. CERTIFICATIONFORMS -Each chapter teammust haveon file acompletelyfilledouttypedcopyofaplayer’sseasoncontractforeachplayerwhoiscertified.TheseformsaretobefurnishedbyOCJAAF.TheParentCodeofConductmustbesignedandincludedinthePlayerContractsleevepriortoCertification.
6. CERTIFICATION. Certification of all playerswill be conducted bytheCommissioner'sOfficeofOCJAAF.TheParentCodeofConductmust be signedand included in thePlayersContractSleveprior tocertification.
(a) Certification time of a "TEAM" is defined as, team paperworksubmittedandstampedbyOCJAAF.

(b) Anyindividualsnotpresentattimeofcompletionofpaperworkwillbereferredtoamake-update.
(c) Procedures,timeandplacewillbegiventotheChaptersnolaterthan two (2)weeks prior toCertificationDay.The certificationprocedurewillincludeacleardescriptionofhowplayersaretobedressedduringcertificationweigh-in.Suchcertificationdresscodewillapplytoallplayers.Duringthecertificationprocedure,playerswilldressinunderwear(includingoptionalathleticbraforfemaleplayers),gym-typeshorts,andT-shirtswithsleevesonly;noshoes,nosocks,nohat.
(d) All certificationpaperworkmustbecompletedoneweekprior toCertificationDay.Thisdayisreferredtoas"Pre-CertificationDay"wherebyChapterswillbescheduledanappointmenttopresenttheirteamcontractbooksfortheprocessof"paper"certification.TimeandlocatinofthisdayshallbedeterminedbytheOCJAAFCommissionerandtheHeadConferencePlayerAgent.AllnecessaryproceduresforthisdayshallbepresentedtoChapterPresidentsnolaterthantheJulyExecutiveCouncilMeeting.
(e) OnceateamhasbeenprocessedthorughthecertificationprocedureonCertificationDay, only fully certified playersmay participatein practice or scrimmages. (For the purposeof this rule, "fully"certifiedplayerisaplayerwhohasachievedbothpaperandweightcertificationprocesses).Participationofplayersnot fullycertifiedislimitedtoconditioningonly.OnceCertificationDayhaspassed,noplayermaywear theirequipmentuntil theycertify (practices,scrimmagesandgames).
(f) The certified team roster shall be submitted by the teamwithsufficientcopiestosatisfytherequirementsofOCJAAF.
(g) Proofofplayer'sagemustbepresentedatthetimeofcertification.Proofofageissatisfiedbysubmittalofanyoneofthefollowing:(1) CertifiedtruecopyofU.S.bithcertificatefromacityorother
municipality,countyorstate,(2) PassportorimmigrationVisa,(3) AllU.S.Governmentbirthcertificates,(4) Adoptionpapers,whereintheplayer'snameanddateofbirth
isproperlyrecorded,(5) AlienRegistrationCard
(h) Ifnoneoftheabovecanbeprovided,thenatleastthree(3)otherdocumentsmustbefurnished:(1) BaptismalCertificatewithsignatures.(2) Hospitalrecordwiththehospitalsealanddoctor'ssignature.(3)Letterfromschooltheplayerisattending,attestingtothedate
ofbirth,address,fullname,includingthenamesoftheplayer's

parents that are being carred on school records.This lettermustbeonschoolstationaryandsignedbytheprincipal,vice-principal,counselor,orregistraroftheschool.Thelettermustbe dated.
(4) Insurancepolicy/cardwhereinthedateofbirthoftheplayerisnoted.
(5) Notificationofbirth.(6) Copy of doucment (normally a local county form) sent to
appropriateagencyofastate,requestinganamendedcertifiedcopyofabirthcertificatesubmitted,whereinthelastnameoftheplayerinquestion,wasgivenattimeofbirthonly.
(i) Forthepurposeofschoolgradeinconflictwithteamagegroup.Participantonalowerteamthanschoolgradeindicatedonplayercontractwillberequiredtohave letteronschool letterheadfromschool attending indicating the school records ereveal that theparticipantisinfacttheageof(giveage)andwasbornon(givecompletebirthdate)andis(givenumberofyears)aheadof(playername)agegroup.Thisletterisrequiredbeforetheindividualcanparticipateincontactinpractice.Theletterwillbeattachedtotheteamcopyoftheplayercontract.ThecommissionerwillbenotifedinwritingbytheChapterPresident,beforeCertificationDay,ofallchapterparticipantsthatthisruleapplies.
(j) AlldocumentswillbeattestedtobytheOCJAAFCommissioner,stafforthree(3)ExecutiveCouncilmembersatthecertificationsites.AChapterPresidentcannotattesttoprospectiveplayersfromhischapter.TheOCJAAFbirthverificationcardwillindicatedocumentsfurnishedandchapterpresidentsapproving.
(k) Onceaparticipantispapercdertifiedtheparticipantmayobtainareleasefromtheteamtowhichcertified,uponapplicationto,andsubsequentapprovalbyConferencePlayerAgent.(Note:IntheseinstancestheConferencePlayerAgentandtheOCJAAFSecretarywillbenotifiedimmediately).Thereasonforremovalofparticipantmustbestatedinwriting(anddated)totheappropriateRed/BlueConferencePlayerAgent,HeadConferencePlayerAgentandtheOCJAAFSecretary.Under no circumstance can the team staffremoveaparticipantfromaweightcertifiedroster.
(l) DroppedPlayers,byreasonof"no-shows"or"quits,"shallbeleftonweighcertifiedroster,butshallbelinedoutinamannerthatwillleavetheinformationlegible,verifiedandinitialedbytheConferencePlayerAgent.
(m)AllplayersmusthaveapictureI.D.tobetakenbyOCJAAFandtobeplacedintheteamcontractbookaspartofthecertificationrequirement.PlayersthatdonothaveapictureI.D.bythethird(3rd)gamewillnotbeallowedtoplay.Allpicturesmustbelegibleinordertoverifythefeaturesontheplayer'sface,andmustcorrespond

withthejerseynumberonthecertifiedroster,picturesthatdonotmeetthesestandardsisthesameasnopicture.
(n) Future Leaguepaper certify only.All above requirements applyexceptforweightcertification.
7. TRANSFERS-Aplayer,onceweightcertified,isineligibletoplayonanyotherOCJAAFteam.Exception:IfanOCJAAFteamisdissolvedbytheprocessesofitsownchapter,andtheaffectedChapter-MemberPresident requestsassistance from theCommissioner/Staff toplacedisbanded players.This however, in noway negates the financialresponsibilityofthischaptertopayfinesassessedforforfeitureofgamesfortheremainderoftheseason.
8. INELIGIBLEPLAYERS-InorderforaChaptertoprotestanineligibleplayer,theprotestingChaptermustsubmitanofficialletterofprotest,alongwithadesignatedfeetotheOCJAAFPlayerAgent.AllprocessesshallbefollowedperthePROTESTBOARD,By-Law,ArticleXV(Page34-36)andpertheseguidelines.
(a) The commissioner and his Staff shall work immediately uponnotification/paymentfromaprotestingChapterregardingineligibleplayer/players.
(b) TheOCJAAFAthleticDirectorshallimmediatelynotifytheChapterPresidentoftheprotestfiledagainstplayer/playersontheirteam/teams.
(c) Allfactsanddocumentswillbecompiledonsaidplayer/playersandascheduledmeetingoftheProtestBoardshallbearrangedbytheOCJAAFAthleticDirectorpertheProtestBoardBy-Law.
(d) PriortosaidmeetingtheOCJAAFAthleticDirectorshallnotifytheprotestedChapter of requireddoucments fromalleged ineligibleplayer/players.
(e) However, nothing herein contained, prohibits the OCJAAFCommissionerfromdeclaringineligible/eligiblestatusofsaidpalyer/players,priortotheaforementionedmeeting,shouldtherebefoundindisputableevidence tosupport thisfinding.TheCommissionercan thereforedeclarehisfindingandassessfinesandpenaltiesappropriateandconsistentwiththisviolation.
9. REPLACEMENTPLAYER-A'replacement'playermustparticipateinatleastone(1)regularseasongameinordertobeaneligibleplayerinpostseasongames.
10.AnyPlayerthatleavesaChaptershouldnotbeallowedtoplaywithanyOCJAAFChapteruntiltheyreturnallequipmenttothecurrentChapter.Playershouldreturnorpayforallequipmentbeforetheyareallowedtoparticipate in OCJAAF.
11.Oncecertifiedandaplayerhasmissedthree(3)ormoregamesasa"noshow"andtheplayerhasbeenabsent frompracticesessionsjustpriortoplayoffsandverifiedbytheAttendanceSheet;theplayerisconsideredaquit/dropandisnoteligibletoparticiapteinpayoff or

anypost-seasongames.This doesnot pertain to "injured" players',however;absencemustbesubstantiatedbyadoctor'snotefiledintheplayers'contractsleeve.
SECTION C. INSURANCE1. EachChapter shall have at least one individual identified as the
ChapterInsuranceRepresentative.Saidrepresentative’snameshallbesubmittedtotheOCJAAFbytheMarchmeeting.
2. All chapter insurance will be negotiated throughOCJAAF by itsdesignatedrepresentativewhoshallsubmitthepolicypriortoAugust1.
3. A playerrequiringtheservicesofadoctor(illnessorinjury)cannotreturntopracticeorgameplayuntilhehasawrittenreleasefromthedoctor.ThereleaseistobeattachedtotheteamcopyofthePlayerContractandshallbeavailableforreviewbyanyOCJAAFofficial,uponrequest.TheHeadCoachisheldresponsibleforensuringthatthewrittenreleasesare obtained.
SECTION D. TEAM COMPOSITION
1. FutureLeagueseeFutureLeagueRulesstartingonpage47.2. Eachteamshallconsistofaminimumofeleven(11)andamaximumof
thirty-three(33)certifiedplayers.AfterCertificationDay,aChapterteamcancertifyadditionalplayersthroughthelastThursdayinSeptember,uptothemaximumrosterofthirty-three(33)players.However,noteammayincreasethesizeofitscertifiedrosterafterthelastThursdayinSeptember.(Afterthatdateifateamfallsbelowthesizeofitscertifiedroster,theymayenforceOCJAAFBy-LawsArticleXIV,Sec.6.)Atleasteleven(11)ofthesequalifiedplayersmustbepresentandsuitedupforeverygame.Midgetdivisionteamsmusthaveaminimumofeleven(11)playerstocertifyandaminimumofeleven(11)playerspresentandsuitedupforeverygame.Ifacertifiedteamhasfewerthantherequirednumberofplayerspresentatagamewhomeet theageandweightrequirements,thegameshallbeaforfeit.Thegamewillbeplayedifthecoachesofbothteamsagreewiththescorestillremaining1-0infavoroftheteamwithafullroster.Penaltyis$300fornogameplayed/forfeitwith$150dedicatedtoOCJAAFand$150goingtothechapterteamwithafullroster.IntheeventaChapterhastodissolveateamorteamsafterLeagueDraw,theforfeiturepenaltyshallbe$100pergamenotplayed.
3. Anyplayeraddedtoateammustmeetallrequirementsofthisrulebook,andmusthavecompleted10hoursofphysicalconditioningbeforeanybodycontactisallowed.
4. NoChaptershallfieldajuniorclinicteambeforefieldingaclinicteamunlessthemakeupofthejuniorclinicteamissuchthatallparticipantsarenotoldenoughtoplayatcliniclevel.

5. Noteamshallstoprecruiting,denyregistration,orcutplayersuntiltheyreachthemaximumrosterofthirty-three(33)players.
6. Ateam,atthediscretionofthechapter,maystoprecruitinganddenyregistrationtoanewplayerafterthefirstweekofpracitce,iftheteamhasacertifiablerosterwithatleasttwenty-six(26)certifiableplayers,asnotedontheAttendanceSheet.Oncethishappensyourrostercannotexceed26players.
7. NoChapterwillknowinglyrecruitplayersfromwithinanotherChapter’sboundariesbyprintedflyersorothermeansofcommunication.PenaltyforcoachorparentrecruitingwillbebannedfromOCJAAF. Flyersmaybe sent home fromschool districts inwhichmultiple chapters haveresidentswithintheirboundariesattendingthesameschool.
8. ForpurposesofCheerleadersandMascots,a teamroster includingCheer coaches andCheer staffwill operate separately of footballroster.
9. 85%-15%Rule.Atleast85%oftheplayersonateam’srostermustbeeither(a)residentswithinthechapter’sboundaries,(b)residentswithinanother chapter’s boundaries,which chapter doesnot havea teamat thesame level, (c) residenswithinanother chapter’sboundaries,whichchapter’steamatthesamelevelisfullor(d)residentsofaFreeDrawarea.Conversely,upto15%oftheplayer’sonateam’sroster(roundedup;example4.1-5)mayberesidentswithinotherchapters’boundaries(disregardingplayerscountedinclauses(b)and(c)above).CheerleadersandMascotsareexemptfromthisrulebecausetheyhavenoboundaries.
ARTICLE III ATHLETIC DIRECTORS, COACHES AND TEAM OFFICIALS
SECTION A. ELIGIBILITYThefollowingareprerequisitesforadultparticipationinOCJAAF:
1. AthleticDirectormustbe21yearsofageorover.2. HeadCoachmustbe21yearsofageorover.3. A21 year old or older head coachor assistantmust be present at
practicesandgames.4. All personnelmust be registeredwith their Chapter on theTeam
registrationandRosterforms.a. Theymustnothavebeenconvictedofanycrimewhichwouldcause

8. AnyCoachthatleavesaChaptershouldnotbeallowedtocoachwithanyOCJAAFChapteruntiltheyreturnallequipmenttothecurrentChapterandpayalloutstandingmoniesowed to thatchapter.CoachshouldreturnorpayforallequipmentbeforetheyareallowedtoparticipateinOCJAAF.
SECTION B. RESPONSIBLE TEAM OFFICIAL1. TheHeadCoachshallhavecompleteresponsibilityfortheconductand
activitiesofhisteamandshallbeheldaccountablebyhisChapterandtheOCJAAF.ThisshallincludeanypaperworkandformsrequiredbyOCJAAFrules,bylawsandpolicies.
2. AllpersonschargedwiththeresponsibilityforateammustbefamiliarwiththeOCJAAFRuleBookandBy-Lawsandcomplywiththeprovisionssetforth.
3. Theindividualsresponsibleforateam,includingbutnotlimitedtotheHeadFootballCoachandHeadCheerCoach,shallinsurethatcoachingethics,spectatorcontrol,andanyothergamecontrolrequirementsareadheredtoatalltimes.

SECTION C. COACHING ETHICSAllmembersofteamstaffsofOCJAAFshalladheretothefollowingcoachingethics:
1. Hewillnotcriticizeplayersinfrontofspectators,butreserveconstructivecriticismforprivate,orinthepresenceoftheteam.
2. Hewillacceptdecisionsofofficialsonthefieldasbeingfairandcalledtothebestabilityoftheofficials.
3. Hewillnotcriticizetheofficials,theopposingteam,thecoachesorfans,bywordofmouthorgesture.
4. Hewillemphasizethatgoodathletesaregoodstudents,andbotharephysicallyandmentallyalert.
5. Hewillstrivetomakeeveryfootballactivityserveasatraininggroundforlife,andasabasisforgoodmentalandphysicalhealth.
6. HewillemphasizethatwinningagameistheresultofTEAMWORK.7. Heshallnotuseabusiveorprofanelanguagebeforeanyoneconnected
withthegame.8. He shall not “pile it on” as thephrase is usedwhena teamgets a
commandingleadanddesirestoraisethescoreashighasitcan.Hewillnotallowhisteamtoexceeda49-pointadvantageoveranopposingteam.
9. Heshallnotbeontheplayingfieldundertheinfluenceofalcoholordangerousdrugs.

SECTION D. ACTS OF DISBARMENT
1. ACoach,otheradultacting inanofficialcapacity,orparentmaybebarredfromfurtherparticipationintheOCJAAFbyviolationofanyofthefollowingacts:a. PaidCoach - by receivinganyportionof his annual income for
servicesasanAthleticDirectororCoachinOCJAAF.b. Anyphysicalcontactorbystrikinganyothercoach,AthleticDirector,

SECTION E. TEAM COMPOSITION1. Disbarment Reinstatement. If a member of OCJAAF is disbarred
and after three (3) years of disbarment said member can request and reapply for OCJAAF participation at the discretion of the Commissioner followed by majority vote of the Executive Council. Disbarred member must have remained in good standing since leaving OCJAAF and/or in service with another conference. A reinstated member shall be placed on a one (1) year probation.
ARTICLE IV PLAYING FIELDS AND EQUIPMENT
SECTION A. FIELD SPECIFICATIONS AND REQUIREMENTS1. Noteamorteamsshallbeapprovedtoplayhomegamesunlessthey
haveanapprovedfieldasdeterminedbywhatevermethodtheOCJAAFshallchoose.

b. Allfieldswillbeproperlymarkedtoincludeyardmarkers.TheuseofC.I.F.-definedpylonsattheendzoneswillnotberequired,although

someequivalent,lessexpensivemarkersaretobeused.c. Goalpostsmustmeetthefollowingmeasurements:Goalposts,ten
yardsfromthegoallinewitharegulationcrossbar,10feethigh,23feet4inchesinwidth.FutureLeagueexempt.
d. Therewill be a safety barrier at least three feet off the groundextendingthefulllengthofthefieldonbothsidesandcontinuingaround the end of the field as to encompass the entire playingarea.Thisbarrierwillbeatleast5yardsfromtheplayingfieldandspectatorsshallbebehindthisbarrier.Ifthesafetybarrierreferredtointhissectioniscomposedofaropedrawnbetweenstakes,thetopofthestakesmustbeblunt(nosharpedges)withaflatsurfaceofat least two(2)square inchesorhavesoft(rubber)protectivecoversonthem.
e. Thehometeamshallfurnishadownmarkerwithlettersatleastsixincheshigh,atenyardchainandabeamtypescale.Thescaleshallbecertifiedyearly.Proofofcertificationshallbeattachedtoscale.
f. Thetimeclockmustbevisibletobothbenches,orofficialtimewillbekeptbyofficialonthefield.Thehomefieldwillhaveaminimumofonetimepieceforthetimekeeper.Beginningwiththe1988season,Chapterswillberequiredtoprovideone(1)operatingtimeclocklargeenoughtobevisiblebybothbenches.Penaltyshallbe$50.00pergameday,andshallbenotedonthemustplaysheet.
g. Thehometeamwillfurnishtwopersonsandthevisitingteamonepersononchainsanddownmarkers. Nomemberof the teamsstaffofeither team that isplayingmayman thechainsordownmarkers.
h. The home teammust provide at least one qualifiedmedicalattendant.MinimumqualificationmustbeapersonholdingacurrentStandardRedCrossFirstAidcardorequivalent.AnylicensedandcertifiedandFirstAidvendorisanacceptabletrainerforOCJAAFrequiredheadcoachCPRandFirstAidTraining.Noon-lineclasses.Card issued byCertifiedTrainer. SECTION C. MINIMUM EQUIPMENT REQUIREMENTS
1. All teamsmust be equipped during all practice contact sessions,scrimmagesandgameswithequipmentmeetingtheminimumprotectivestandardsfoundtoexistinthefollowingequipment:
A. HELMET FutureLeagueexempt.Thehelmetisthemostimportantsinglepiece
of equipment a football playerwears because it protects the nervecenteroftheentirebody.Thehelmetshallbeofeitheroneortwopiececonstruction,ofhighqualityfiberorplastictypematerial,headcushionorheadsuspensiontype.Asaminimum,adoublebarshallbeattachedtothehelmet.Thechinstrapwillbestandardequipmentforallhelmets.ThehelmetconstructionwillberecognizedbyNOCSAE*andwillbeartheNOCSAEseal.Ifanoptionalfaceshieldisattached,itmustbeclear(notintofanykind),this shall also apply to prescription eyewear/glasses and with no "transttional" lenses.Ifanymetalisshowingonthefacemask,itmustbecoveredwithtape."Helmetreconditioningwilloccuronceevery3yearsfromaNOCASEcertifiedvendor."

absorbingmaterial. F. PRACTICE JERSEYS Practicejerseysshouldconsistofeitheranallcottonjerseyoracotton/
nylonmaterial.Doubleelbowsarerecommended.Nonumbersorextrasarerequired.
G. GAME JERSEYS GamejerseysforallDivisionsshouldconsistofallcotton,rayon/cotton
or cotton/nylonmaterial. Double shoulders anddouble elbowsareoptional.Itisrecommendednumbersbesewnonhowever,air-dyeorprocessedstencilingcanbeusedifdesired.Itisrecommendedthat6inchfrontnumbersand8inchbacknumbersbeused.NumberingofjerseyinaccordancewithCIFRuleBook,notapplicable.
H. PANTS Pantsmaybeofeitherashell orone-piececonstruction,naturalor
colored.One-piecepantsmusthaveremovablepads.Knitmaterialisrecommended,witheithertunnelbeltloopsorattachedwebbbelt.ThighguardpocketsshouldbesanforizedNationalOperatingCommitteeofStandards forAthleticEquipment.Cottondrill clothand for longerwearshouldbehangingfromwaistband.Kneepadpocketsshouldbesanforizeddrillclothorselfmaterialenvelope-style.FutureLeaguemaywearbaseballorfootballpantswithorwithoutpads.
I. FOOTWEAR FootwearforallDivisions-non-detachablerubbermoldedcleat,bar
cleatedlittleleaguebaseballshoesandtennisshoesarepermissible.Steel,aluminum,hardrubberornylonwithmetalcapcleatsarenotallowed. Hard rubber or nylon cleat is acceptable only if cleat iscoveredwithanon-abrasiverubbertip.IfthetipsareworndownandtheC.G.D.P.C.A.findsthebottomofthecleattobeabrasiveorsharptothetouch,thecleat/cleatswillbeineligibleandmustbereplacedorsmoothdown.Allfootwearmustbeingoodconditionandwellfit.

2. Equipmentshallbefreeofdefectswhichcouldeffectthesafetyoftheparticipants.
SECTION D. CARE OF EQUIPMENTPlayersshouldberequiredtotakecareoftheirownequipmentandtokeepitcleanandingoodrepair.FrequentinspectionofequipmentshouldbescheduledbytheCoaches.Repairsshouldbemadeimmediatelyasdamagedequipmentisbothunsafeandcostlyfortheteam. SECTION E. C.I.F. COMPLIANCEOptionaloneyeargraceperiodonC.I.F.rulesthatdealwithchangesinequipmentrequirementsorspecification.InclusionofC.I.F.ruleautomatic,unlessexceptiontoruleadoptedasperBy-LawsofOCJAAF.
ARTICLE V
CONDITIONING AND PRACTICES SECTION A. CONDITIONING AND PRACTICES
1. Organizednon-contactfootballskillsandstrengthtrainingareallowedintheoff-season.Thismayincludenon-contactcompetition,suchaspassingleaguesandtournaments.Theofficialfirstdayofleaguepracticebeginsthe3rdMondayinJulyandthereshallbenophysicalcontactexceptforcalisthenicsandisometricsduringthefirstweekofpractice.Playersmustmeet10-hoursofconditioningbeforebeingallowedtosuitupforweek2ofpractice.Helmetsonlymaybeworn.
2. Full player gear including helmets and shoulder pads, hip and tailpads,thighandkneepadsmaybewornstartingthesecondMondayofpracticefordummycontactonly.Coachesandplayersmayholdtackledummies.Thereshallbeno‘manonman’contactduringthissecondweekofpractice.Therewillbenoofficialorunofficialgatheringofteamparticipantsforpracticeswithoutcoachespresent.
3. FullplayercontactmaystartonMondayofthethirdweekofpractice.4. SchedulingofpracticesessionsareatthediscretionoftheCoaches,
andnightsessionsshallnotlastpast8:30P.M.forallDivisions.

5. BeginningtheMondayfollowingLaborDay,practicesessionswillbelimitedtothree(3)two-hoursessionsperweek.
6. Conditioningorpracticesessionsshallnotexceedtwo(2)hoursinanyoneday,norshalltheybeconductedmorethansix(6)daysperweek,inclusiveofchalktalksorconferences.
7. Thereshallbenopracticeongamedays,unlesstheteamhasabyeorthegameisforfeitedandascrimmageisnotplayed.Pre-gamewarm-ups:Playersareallowedtostretchandwarm-upwithoutshoulderpadsandhelmetpriortoweigh-in.Nouseoffootballsisallowed. COMMENT: The Commissioner shall determine policies to support this new rule change, specifically in cases where coaches will abuse the intent of the rule. It was drafted for the purpose of avoiding short warm-up times after late weigh-ins.
8. Coachesmaythrowfootballstotheplayersbeginningwiththefirstdayofpractice.
ARTICLE VI
SCHEDULING OF SEASON AND POST SEASON GAMES SECTION A. OCJAAF SCHEDULINGTheOCJAAFGameSchedule,regularandpost-season,shallbetheresponsibilityoftheOCJAAFCommissionerandStaff.TheOCJAAFshallestablishschedulessubjecttothefollowinglimitations.Whereitisapplicable,theinsertionofaSenior(A)andJunior(B)LeagueshallbeincorporatedintotheOCJAAFschedulesolongasitdoesnotaffecttheabilitytorunaleagueschedulerequiringaminimumoffive(5)teamswithinanAFLorNFLDivisionLeagueofPacific,AtlanticorCentral.Whenthedisparityofteamsislacking,theSenior(A)vs.Junior(B)Leaguewillnottakeintoaffect.
1. Divisions,priortothedrawingofAFL-NFLpairings,excludingtheflagteams(JFLandFL);teamswillelecttoplayineithertheJuniororSeniorLeagueofthecurrentseason.
a. JUNIOR LEAGUE:Teamscomprisedofamajorityofinexperienced players.(AlsoknownasBLeague)
b. SENIOR LEAGUE:Teamscomprisedofamajorityofexperienced players.(AlsoknownasALeague)
c. TheJuniorLeagueteams'primaryfocusisondevelopingplayerskillsandprovidingtheopportunityformoreplayingtime.
d. TheSeniorLeagueteams'willparticipateinpost-seasonplayoffsendingintheSuperBowl.
e. The Junior (B) League teams will participate in post season playoffs, similar to the Senior (A) League teams ending in a Super Bowl.
f. All JuniorLeague teams' required "mustplay" ruleswill beonecontinuousquarterofplay(toincludeoffense,defenseandspecialteamsplay).

g. RegularSeasongameswillbeplayedbetweenteamswithinthesameLeague(JuniororSenior).
2. FirstTuesdayinAugustatthePresident’smeetingadrawingistobeheldtodetermineAFL-NFLparingsforchapters.TheCommissionerhastheauthoritytomoveAFL-NFLchaptersasneededtobalanceteamsforleaguedraw.
a. LeagueDrawshallbeon theThursday following thePresident'smeetinginAugust.Allspecialneedsandspecialrequestsareduenolaterthanleaguedrawnight.Neithershallbeacceptedafterthat.Ifaspecialneedssuchasanunreporteddarkdayoccurs,thehostingchaptershallfindanewlocationfortheirhomegames.Failuretodososhallconstituteforfeitsfortheirhometeamsforthatday.
3. OCJAAFwillsetthestartingandendingdatesofallseasonalplay.NoteamwillplaybeforeorafterthesedatesunlessspecialpermissionisgrantedbyOCJAAF.If a team does not get eight (8) regular season games with the exception of Future League and Midget divisions, the Chapter shall recieve $100.00 credit in their League Fees.
4. Allteamsarelimitedtoaseasonoftwelve(12) regulargames,includingquarter and semi-final games, or post-seasongamesexceptwhendivisionstructurewouldnecessitatetheplayingof1/8finals,andthoseteamswouldbeallowedamaximumoftwelvegames.Oneadditionalgamemaybeplayedwithanoutofconferenceteamiftheweightsarewithin5 lbs.ofourconferenceweight. Detailsaresubmitted to theCommissionerforapproval.
a. The Flag Program (Junior Future League and Future League) will participate in post season playoffs ending in a Super Bowl.
5. Oncetheschedulehasbeenfinalized(regularseasonandpostseasongames)anychangesmadetothescheduleshallbenotifiedtotheChapterPresidentpriortoitsfinalpublication.
6. OCJAAFFinalChampionshipGamesareexcludedfromtheaboverule.7. A period of at least seventy-two (72) hoursmust elapse from the
conclusionofonegameprior to theplayingofanothergameby thesameteam,exceptaswaivedbyOCJAAFforplayoffgameconflicts.Intheeventofpostseasongames,a24hourrulewillreplacethis72hourrule.
8. Allnightgamesshallbeginbefore8:30P.M.9. All-ConferenceGames.
a. Itshallbemandatory forallOCJAAFteams toparticipate in theAllConferenceGameswith theexception of a chapter that haspermissionforanout-of-conferencebowlgame.TherewillbenoconflictingconferencebowlgamesonthedayoftheAll-ConferenceGames.ItismandatoryforallcoachesandpresidentstoadheretotherulesdraftedfortheAll-ConferenceGame.

b. Allparticipantsmustplayatleastonequarteroffenseordefense in thepositioninwhichtheywerevoted.
c. Coaches that wish to be selected as head coach to theAll-ConferenceGamemust submit their name and backgroundinformationtotheAll-ConferenceCoordinatornolaterthanthethirdSundayinOctober.
d. Allsix(6)divisions(Jr.Clinic,Clinic,Jr.PeeWee,PeeWee,Jr.Midget,Midget) shall participate in theAll-ConferenceGames, exceptFutureLeague.
e. AnycoachorparentrecruitingfromthisAll-ConferenceRosterwillbebannedfromtheOCJAAF
10.Add1(one)wildcardteamineachdivision,AFL&NFLtoPlayoffs.Currentruleoflstand2ndplaceteamsineachLeague,basedonLeaguerecordswouldstillbePlay-offteams.Thethree(3)teamswiththebestLeaguerecordswouldhaveabyeandwouldautomaticallyqualityforFirstRoundPlayoffs.The4thteamplaysthewildcardteam.Thewildcard(5thteam)isselectedbybeingthenextbestteamhavingthe bestoverallrecordinitsdivisioninitsconference(AFL/NFL).Seedsthenoccurby teamwithbestLeague recordplayingwinnerofwildCardgameinFirstRoundPlayoffs.The2ndand3rdteamsplayeachotherinFirstRoundPlayoffs.
SECTION B. NON-FRANCHISED TEAMS1. Teams shall not practice, scrimmage, play or otherwise compete
againstanon-franchised team,unlesspermission isgrantedby theCOMMISSIONER’SOffice.
2. Anon-franchisedteamshallbedefinedasanyteamnotamemberofaChapterfranchisedbytheOCJAAF.
SECTION C. SCRIMMAGES1. Controlledscrimmagesmaybescheduledbutsuchscrimmagesshall

ScheduledscrimmageGames:Chaptershave theoption to registerscrimmagegameswiththeOCJAAFAthleticDirector,particularlywhenitisscheduledasanOpeningdayeventorother"big'chapterevent.Chaptersmustensusre theysecurewrittenagreementofscheduledscrimmagegamesbetweentheiropponents.Ascheduledteammustprovide48-hourwrittennotice to their opponent to cancel.Anythinglessthan48-hournoticecouldresultinpenaltysimilartoa"forfeiture"asoutlinedinARticleII,SecitonD,#2fornogameplayer.ThisactioncanonlytakeplacebyaChapterpresidentfilingawrittencomplainttothecommissionerandmustensurethatsaidcomplaintissubstantiatedwithdocumentationasrequiredabove.
10.Uncontrolledscrimmagegames.TheOCJAAFshallholdthehostingChapter,theHeadCoachofbothteams,andotherasappropriatetotheeventthatresultinunsportsmanlikeconduct,violationoftheAdultCodeofConduct,orotherthatresultinmeleeandmayhemwhetheritbetheresultofplayers,coaches,parentsorotherspectators.ZEROTOLERANCEwillbeenforce.Allsuchincidentswhetherreporteddirectlyto theCommissioner or verifiedby anOCJAAFofficial (includingaChapterpresent)orthroughvideotape,shallbedealtwithimmediatelyand in support of theseRules.Somecasesmaybe referred to theInternalAffairsCommittee for review and recommendation at thediscretion of the commissioner.However, nothing herein contained,prohibitsthecommissionerfromsanctioningappropriatepenaltiestothoseresponsibleasindicatedinArticleIII,SectionB,#1-#3.

SECTION A. 6. Allweigh-insshallbedoneinfullgameuniform,lessshoulderpads,helmets,andanyoptionalprotectiveequipment.Itshallbethedutyoftheofficialstocheckmaximumweights.Onceonthescale,aplayermaynot removeanyclothingoroptionalequipmenttomakeweight.
7. WeightallowancesforuniformandequipmentasoutlinedinArticleVII,SectionB.No.2aboveshallbe:a. JR.CLINIC,CLINIC,JR.PEEWEEandPEEWEE:Five(5)lbs.b. JR.MIDGET:Five&half(5-1/2)lbs.c. MIDGET:Six(6)lbs.

10.Followingpre-gameweigh-insandequipmentinspections,copiesoftheofficialteamrostershallbeexchangedbetweenteamsnotingineligiblesforthegame.
11.Afterweigh-ins,rosterswithdesignatedplayquarterswillbeavailabletomonitorsifapplicable.
12.Avisitingteamrepresentativemaywitnessandconcurwithzeroingoutoftheweigh-inscalepriortoplayerweigh-inofbothteams.OCJAAFcertifieddigitalscalemustbepresettomaximumweightperOCJAAFageandweightchartappropriatetothatspecificgamedate.“Accept”or“un-accept”designationmustbevisibleatthetimeofweigh-inandisthesoledeterminingfactor.
13.Ifbothteamsarereadyatthetimeweigh-inbegins(60minutespriortogametime),theweigh-inwillbeginwiththevisitingteamfirst.However,ifoneteamisnotpresentattheweigh-inwhenitisscheduledtobegin,theweigh-inwillproceedwiththeteamthatisreadyfirst.
Itistheresponsibilityofeachteamtoidentifytheweigh-inlocationandhavetheirteampresentandreadyatthescheduledtime.
14. Playersareallowedtostretchandwarm-upwithoutshoulderpadsandhelmetpriortoweigh-in.Nouseoffootballsisallowed.COMMENT: The Commissioner shall determine policies to support this new rule change, specifically in cases where coaches will abuse the intent of the rule. It was drafted for the purpose of avoiding short warm-up times after late weigh-ins.
SECTION C. PLAYING RULES1. Jr.FutureLeagueand FutureLeagueseerulesstartingonpage47.2. Nounauthorizedpersonnelareallowedonthefieldduringthegame.
Gameofficialswillclearthefieldbeforethegameisresumed.FutureLeague,Jr.ClinicandClinicdivisionswillhaveonecoachonthefieldofplayduringthegame.Duringplay,offenseordefense,thecoachwillbeaminimumoften(10)yardsbehindthelineofscrimmage.Onceplayhasbegun,thecoachonthefield,offenseordefense,willrefrainfromverbalparticipationuntilplay iscompleteasdeterminedby theofficials.Thecoachcanbeinthehuddle,offenseanddefense.
3. Duringcharged time-outsand intermissionbetweenperiods the twoauthorizedconferencesare:a. Oneplayerandoneormorecoachesdirectlyinfrontoftheteam

boxwithin5yardsofthesideline;b. Onecoachmayenterthefieldathisteam’shuddlebetweenthe
inboundsmarks. Violation: MajorPenalty(seeC.I.F.RuleBook).
4. NomemberoftheCoachingstaffisallowedontheplayingfieldunlessaplayerisinjuredorhehaspermissionfromtheofficials.Ifbothteamsareononesideofthefield,theallowedspaceisfrommidfieldonoppositesidesof thefield, the restrainingareashallbebetween the25yardlines.
5. PenaltiesinallDivisionswillbefive(5)yardsforminorinfractionsandfifteen(15)yardsformajorinfractions.Offensiveanddefensiveholdingshallbeaten(10)yardpenalty.Teamswillplay10yardsfirstdowns.DivisionswillbepenalizedinaccordancewithC.I.F.rules.
6. Helmet-to-HelmetContactshallbea10-yardpenalty.Ifhelmet-to-helmetisincludedwithanincidental,penaltywillbe5-yards.
7. Non-chargeabletime-outswillbe:injuryofplayer,repairofequipmentandofficial’stime-out.Aninjuredplayerforwhomtheclockisstopped,orforwhomtheready-for-playsignalisdelayed,shallbereplacedforatleastoneplay.Histeamshallnotbechargedwithatime-out.
8. Theofficialwillnotchargeatime-outtoateamwhenthecaptaincallsforatime-outandthereiscausefortheofficialtohaveanofficial’stimeoutbyreasonofaninjury,etc.Hewillinformthecaptaininthiscasethathewasalreadycallingatime-outwhichisnotchargeableandthattheteam’srequestwillnotbehonoredunlesstheteamcaptaindesiredtohavetheadditionaltime-outtakenandcharged.
9. Coacheswillbeinformedbytheofficialclosesttothemoftheplayer’snumberandtherulesinfractionforwhichapenaltyisimposed.
10. Each teamwillbepermitted tohaveamaximumof ten (10) relatedpersonnelonthefieldwiththeteamandmustbeindicatedontheofficialcertifiedteamroster, i.e-,HeadCoach,AssistantCoaches,Trainers,AthleticDirectors,Statisticians.Eachteammayaddone(1)stillphotocameraman, one (1) videographer and two (2) "league-age" (ages:5-14only)waterboys, ifdesired.AllauthorizedteammembersshallberecognizedbyaPhotoIDBadgeissuedbytheOCJAAF,andshallbeshowingatalltimeswhenonthefield.CamermanandWaterBoybadgeswillbeprovidedbytheOCJAAFanddoesnotrequireaPhotoID.
11.Theplayingtimeshallbeasfollows: Alllevelswillplayfour(4)ten(10)minutequaters.12. Five(5)minutespriortothestartofthe3rdquartertheofficialsshallgive
eachteamawarningtoinsurethattheCoachesshallhavesufficienttimeforaproperMANDATORYwarming-upperiodforteammembers,priortostartofplay.

13.TheofficialRuleBookforconductingofallgamesshallbethe“NationalFederation ofStateHighSchoolAssociationsRuleBook” used bytheC.I.F.andmorecommonlyknownasC.I.F.Rules. ThisshallbesupercededonlybywrittenrulesoftheOCJAAFwhichareinconflictwithit.InthesecasesOCJAAFRulesshalltakeprecedence.OCJAAFTeamswillfollowthewrittenrulesoftheC.I.F.andOCJAAFrulebooks.Officials(referees)cannotinterpretrulesdifferentfromwrittenrules.
14.Conversionscoring-Ateamwillreceiveone(1)pointforpassingorrunandtwo(2)pointsforkicking,withtheexceptionofJuniorMidgetandMidgetDivisionswhereateamwillreceivetwo(2)pointsforpassingorrunandone(1)pointforkick.
15. EighteenPointRule.Afterateamscores,ifthetrailingteamisstillbehindby18pointsormore,itshallassumetheballonthe35yardlineinlieuofakick-off.Honorthecointossforthesecondhalf.15a. Ifateamadvisestherefereethattheywillbetakingakneeto
endthegameasasignofsportsmanship,thedefensemaynotchargethelineofscrimmageorhitthequarterbackoncetheballhasbeensnapped.
15b. Beginning in 2nd Round League Playoffs (Game 10) and thereafter, the 18 Point Rule is eliminated.
16.Allleaguegamesendinginatieshallremainassuchandeachteamwillreceiveone-halfwinandone-halfloss.InChampionshipplay,1/8,1/4,semiandfinals,ifteamsaretiedattheendofregulationplay,C.I.F.TieBreakerRulewillbeapplied.
17.MANDATORYPLAYRULES:a. MustPlayRulesforJunior(B)TeamsOnly;Eachplayershallplaya
minimumofone(1)continuousquarterineachregularlyscheduledgame.Thequarterofplayshallincludeoffense,defenseandspecialteamsandshallbedesignatedforeachplayeronthemustplaysheetpriortothestartofthegame.
b. FutureLeague,Jr.ClinicandClinicDivisions-Eachplayershallplayaminimumofonecontinuous quarterineachregularlyscheduledgame.Thequarterofplayshallincludebothoffense,defense,andspecialteamsandshallbedesignatedforeachplayeronthemustplaysheetpriortothestartofeachgame.
c. Jr.PeeWeeandPeeWeeDivisions(SeniorALeagueOnly)mustplay one continuous quarter offense or one continuous quarterdefense,excludingspecialteams(kickoff,kickoffreturn,punt,puntreturn,extrapointandfieldgoalteams)andshallbedesignatedonthemustplaysheetpriortothestartofeachgame.
d. Jr.MidgetandMidgetDivisions(SeniorALeagueOnly)Teamswhichqualify26ormoreplayersONGAMEDAY:Eachplayermustplayaminimumofsix(6)actionplays.Teamswhichqualifywith25orlessplayersONGAMEDAY:Eachplayermustplayaminimumoften(10)actionplays.

e. AllDivisions-Eachplayershallbeaffordedthemaximumopportunityto participate in eachgameconsistentwith his abilities and thestrategyofthegame.
f. An“ActionPlay”isdefinedasanyplayinwhichtheballislegallyinplayasdefinedbyRule4,Section1oftheC.I.F.Rules.
g. “RegularlyScheduledGame”isanygamescheduledbytheOCJAAFoffices.Thisincludes,butisnotlimitedto,play-offs.
h. Playerscitedforspearing,asdefinedbytheC.I.F.RulesMUSTbeejectedfromthegameandtheirteamandjerseynumberreported,bythegameofficials,totheCommissioner,OCJAAF.
i. Designatedmust-play rostermust be turned in “afterweigh-in”andpriortoopeningkick-offforalllevels.Headcoachmustsignmust play sheet and designate game status at this time.Uponcompletionof thegameit is theresponsibilityof theheadcoachtoensurethattheOCJAAFmustplaysheetwasproperlyfilledoutbytheirrespectiveChapterGameDayPlayerComplianceAgent(C.G.D.P.C.A.).
j. Each teammust provide two (2) Chapter GameDay PlayerComplianceAgent (C.G.D.P.C.A.) for each regularly scheduledgame.TheC.G.D.P.C.A.mustnotbelistedaspartoftheteamstaffforthegametheyaremonitoring.EachhometeamC.G.D.P.C.A.willpairupwithavisitingteamC.G.D.P.C.A.,withonepairmonitoringthehometeamandtheothermonitoringthevisitingteam.HomeTeamC.G.D.P.C.A.isresponsibleformarkingtheMust-Playsheetsandturningtheminattheendofthegame.ThevisitingC.G.D.P.C.A.isthespotter.AllC.G.D.P.C.A.sshallberecognizedbyaPhotoIDBadgeissuedbyOCJAAFandshallhaveitvisibleatalltimeswhenonthefield.
k. ItshallbetheHomeChapterresponsibilityofgatheringallgamedaydocuments(MustPlaySheets)andtheOfficials'Sign-inSheetfromgamesplayedattheirhomefieldandsubmittotheOCJAAFASthleticDirectorandSupervisorofOfficials'.TheHomeChaptermaysubmitan"electronicPDF"fileviae-mail,andinsomeinstancesmustincludebothfront&backofthedocumentwhereadditionalcomment/smayeincluded.Thedocumentstransmittedviae-mail(PDFformatonly,nopicturescansorphotos)mustbereceivedbyOCJAAFno later than the followingMonday (after theSaturdaygameday)by9:00PM.
l. NotwithstandingtheprovisionsofArticleVIII,SectionD(Penalties),thepenaltiesformustplayviolationsshallbeasfollows:Thepenaltyforthefirstgamewithamustplayinfractionis$50perplayer inviolationwithamaximumpenaltyof$150.Thepenaltyforthesecondgamewithamustplayinfractionis$50perplayerwithamaximumpenaltyof$150andtheheadcoachissuspendedforforaminimumofone(1)week.Thepenaltyforthe(3)thirdgamewithaMustPlayInfractionis$50perplayerwithamaximumpenaltyof$150and

theHeadCoach is suspended for the remainderof theseason.Maximumforfeitureofthegameinwhichtheinfractionoccurred,atthediscretionofthecommissioner. Exception:Amustplayinfractionduringplay-offgameswillresultina$50fineperplayerandforfeitureof thegame inwhich the infractionoccurred.However,after themustplaysheethasbeenturnedintotheOCJAAFAthleticDirectorforreview,ifaclericalerrorbytheC.G.D.P.C.A.isdiscoveredandsubstantiatedbybothC.G.D.P.C.A.'sthemaximumpenaltywillbe$100andaone(1)weeksuspensionoftheheadcoach.Note:Noclericalerrormustplayviolationfineweeks1and2oftheseason,
m. The following rule to be followed "as is" with no limitations as to how many plays a child sits out. There is no provision that stipulates 3 or 6 plays and as such should remain as time needed for necessary treatment as deemed by the coach and or medical assistant. Playersinjuredduringtheir“mustplay”quartermaysitoutfornecessarytreatmentandbeallowedtore-enterthegamewhencoachand/ormedicalattendantprovidedtheplayerisfittoplay.Suchactionwillnotconstituteamustplayviolation.
18.Nouseofcellphonesoranyuseofelectronicdevicesongamefields,to includesidelinesandendzones,atanytimeexceptbyOCJAAFOfficialsandChapterPresidents,not functioning inacoachingstaffcapacity.Thisruleismeantspecificallyforcoachingstaff,chaingang,mustplay,etc.
19.Eachvisitingchapterteamisallowedtofeedtheirplayers'snacksafterthefootballgame.Thehostingchaptercanprovideadesignatedareaforvisitingchaptertofeedtheirplayers.Snackscannotbecateredfoodsormeals;cannotbeallowedtoset-uptarps,tables,chafingdishesorBBQ's includingany tailgating set-upswhile on thehosting chapterfactilies.Snacksshouldbelimitedtosandwiches,chips,pizzaslicesandadrink.Thevisitingchapterteamshallalsoberesponsiblefortheclean-upofthedesignatedareaafterfeedingsnackstotheirplayersandcompletedwithinashortperiodoftimefollowingtheconclusionoftheirgame.
SECTION D. SCOUTING RULES1. Filmsandvideotapesmayonlybetakenofpracticesandscrimmages
bypersonsassociatedwiththeparticipatingteams.FilmsandvideotapesmaybetakenofgamesbypersonsassociatedwithanyotherOCJAAFteamforscoutingpurposes.Viewingoffilmorvideotapesduringgame,includinghalftime,isnotallowed.
2. Filmsorvideotapesmaybeexchangedamongteams.3. Therewillbenoscoutingofpracticesorscrimmages.
SECTION E. SPOTTING RULES
1. Spotting(passinginformationfromstandstobenchduringgame)mayonlybedonebetweenthetwenty-five(25)yardlines.

2. Statisticiansshallnotengageinspottingoranyformofcoachingduringthecourseofagame.
3. Fieldphonesmaybeused.Saidphonesmustbemadeavailabletotheopposingteam,butmaynotbeusedontheactualplayingfield.Coachesmustadviseopposingteamduringweigh-in(atleastone-hourtogametime)thatheadphoneswillbeused.Field phones may only be used by "rostered staff" of the teams playing at the time.
ARTICLE VIII RULES AND VIOLATIONS
SECTION A. CHAPTER AUTHORITY 1. AnyviolationofruleswithinaChapter,containedwithin thisrule
bookshallbehandledfirstbytheindividualChapter. 2. TheOCJAAFExecutiveCouncilhastherighttoincreaseordecrease
thepenaltyimposedbytheChapter.
SECTION B. APPEALS1. A teammember from the subject chapter or an individualmember
fromthesubjectchaptermayappealaChapter/OCJAAFdecisionatascheduledmeetingof theOCJAAFExecutiveCouncil.WhetherornotthematterwillbeheardshallbedecidedbyamajorityvoteoftheOCJAAFExecutiveCouncil.
2. PertheseBy-Laws,theChapterPrestidentor theExecutiveCouncilPresidenthastheauthoritytorequestaspecialmeetingoftheOCJAAFExecutiveCouncil(By-LawArticleVII.Section3).Inthecaseofappeals,oncea specialmeetinghasbeen requestedonbehalf of a chapterandsaidmeetingfailsduetoalackofaquorum,theoriginalappealisdefeated,andallthatwassanctionedpriortotheappealshallbeupheld.No other appeal accepted.
3. AnappealmustspecifythearticlesandsectionsoftheOCJAAFrulebook.
4. Allappealsmustbenotedto theExecutiveCouncilPresidentwithin72-hoursofpostedpenaltiesoruponChapterpenaltynotificationbytheCommissioner.
SECTION C. OCJAAF AUTHORITY1. NothinghereincontainedprohibitstheOCJAAFfromtakingactionona
violationwithoutanyChapterformallypresentingitiftheOCJAAFExecutiveCouncildecidesthisactiontobeinthebestinterestoftheplayers.
2. AlldecisionsoftheOCJAAFExecutiveCouncilarefinalandbindingonallChapters,teamsandindividuals.NOAPPEALACCEPTED.
3. OCJAAF rulesandviolationsareapplicable toallmemberchaptersbeginningwiththefirstTuesdayofJanuaryofeachnewyear.

4. Anyandall directives, rulings, interpretations and “policy” decisionsmade byOCJAAFCommissioner, and approved by theOCJAAFExecutive Council and duly recorded, shall have the same forceand effect as theOCJAAFby-laws and official rules, and shall beincorporatedbyreferenceherein.
5. All policies of OCAAJF shall be distributed to all Chapters in writing. These policies are to be approved by the Executive Council.
SECTION D. PENALTIESAviolationofanyruleorrulescontainedhereinmaysubjectaChapter,teamorindividualstoanyoneorallofthefollowingpenalties,saidpenaltiestobeleviedbytheCommissioner,hisstaff,ortheOCJAAFExecutiveCouncil.

7. AnyteamfoundpracticingpriortothefirstofficialdayofpracticewillhavetheHeadCoachsuspendedimmediatelyandtheChapterfined$100.00.TheCoach’ssuspensionwillbeforoneyear.
8. AnyrelativeguiltyofanyoftheactsofdisbarmentshallrequirethattheChaptersuspendtheparticipatingplayerforaminimumofoneweekfromallOCJAAFfunctions.AsecondinfractionshallrequirethattheChaptersuspendthechildforthebalanceoftheplayingseason.
9. Anyrulesthatareviolatedinconjunctionwithagame(i.e.,mustplayrule,playereligibility,etc.)thatmayaffecttheoutcomeofthegameinanyway,mayresultinforfeitureofgamesinadditiontopossiblefines,suspensions,and/ordisbarment.
10. ZERO TOLERANCE RULE – Any player ejected from any games forunsportsmenlikeconduct(includingfighting)willreceiveanautomatic one (1) week suspension. If a player is ejected a second time forunsportsmanlike conduct/fighting in the saveseason,the plaver is suspended for the balance of the year. This rule in nonappealable.

SECTION A. OCJAAF GAMES

ARTICLE III MEMBERSHIPSSection 1. MembershipintheOCJAAFconsistsof:

ARTICLE IV MEMBERSHIP SUSPENSION OR DISMISSALSection 1. Anymember of theOCJAAF, and any player, adult, city
Chapter or BoardMember is subject to suspension ordismissal from the programby theExecutiveCouncil if,in its opinion, their failure to complywith theBy-LawsorRulesoftheOCJAAFisdetrimentaltotheprogramandtheOCJAAF.
Section 2. EvidenceofmisconductorfailuretocomplywiththeBy-LawsorRulesshallbepresentedinwritingtothePresidentoftheExecutiveCouncilandwilloutline,indetail,thechargebeingpreferred.Atthenextregularmeeting,oraspecialmeetingif deemednecessary, the complaintwill be heardby theExecutiveCouncilandadecisionwillbehandeddown.
Section 3. Suspensionordismissalwill requirea two-thirdsmajorityvoteoftheExecutiveCouncil,withaquorumconsistingofamajorityofthemembersbeingpresent.
Section 4. Suspensionordismissalofanyplayer,adult,headcoach,orstaffmemberofanyteambytheCommissionershallbeauthorized under emergency circumstances, said actionsoftheCommissionertoberatifiedbytheExecutiveCouncil

ARTICLE V EXECUTIVE COUNCILSection 1. ThePresident,oradesignatedalternatefromthatChapter,
willformanExecutiveCouncilwitheachChapterhavingonevote.
Section 2. AtthefirstmeetinginDecember,theExecutiveCouncilwillelect,fromamongitsmembers(pastorpresent),apresidingofficerforthefollowingyeartobecalledthe“PresidentoftheExecutiveCouncil”.Thisofficeisfortwo(2)yearsandistobeelectedinoddnumberyearsbeginningJanuarylst.
Section 3. At the firstmeeting inDecember, theExecutiveCouncilwill elect aCommissioner from outside theCouncil toadministratetheBy-Laws,Rules,PoliciesandDutiesoftheOCJAAFIncorporate.ThisofficehasnoCouncilvoteandisfortwo(2)yearsandistobeelectedinevennumberyearsbeginningJanuarylst.
ARTICLE VI OCJAAF MANAGEMENTSection 1. SubjecttothelimitationoftheArticlesofIncorporation,and
theBy-LawsandLawsoftheStateofCalifornia,allcorporatepowersshallbeexercisedby,andthebusinessandaffairsof the corporation shall be controlled by, theExecutiveCouncil.TheExecutiveCouncilwillbethegoverningbodyof theCorporation, insofar asRules and the By-Lawsandamendments thereto,andsuchothermattersas theExecutiveCouncilanditsofficersmaybringbeforethem.
ARTICLE VII OFFICER’S DUTIESSection 1. Allstaffappointmentswillbeforoneyear.TheCommissioner
willberesponsiblefortheappointmentofallstaffpositions.Incumbentswillnotbeautomaticallyappointed.
Section 2. EXECUTIVE COUNCIL PRESIDENT - WillpresideoverallExecutiveCouncilmeetings/specialmeetingsasscheduledtoensureallbusinessasdiscussedandenactedshallbesupported in theRules andBy-LawsofOCJAAF. Shallappoint all committeesof theOCJAAFno later than theFebruaryExecutiveCouncilMeeting.Shallalsoserveasex-officiomemberofcommitteesandmayattendallcommitteemeetings.Shallrepresentthebestinterestofthechapterpresident,shallworktokeeppresidentswellinformedaboutissuesandconcernsoftheOCJAAF,shallsolicitconcernsof chapter presidents and inform theCommissioner andhisstaffwhereapplicable.ShallChair theInternalAffairsCommittee and submit awrittenReport of Findings &Recommendation to the Commissioner following aninvestigationmeeting.Whenneeded,theCouncilPresident

shallalsohelpandassisttheOCJAAFHeadPlayerAgentandprovidesupporttogamedayandotherOCJAAFhosteventsasscheduled.TheaboveshallrepresenttheprimaryfocusoftheExecutiveCouncilPresident’sroleandmaybesubjecttootherdutiesasdirectedbytheOCJAAFExecutiveCounciland/orCommissioner.
Section 3. COMMISSIONER - WilladministertheBy-LawsandRulesoftheOCJAAFassetforth.WillbegivencertaindiscretionarypowerstopermitcarryingoutthepoliciesoftheExecutiveCouncilexpeditiously.WillbeanEx-OfficiomemberofallcommitteesandwillreportdirectlytoExecutiveCouncil.
Section 4. ASSISTANT COMMISSIONER - Will assist and advisetheCommissioner on allmatters andwill act in placeof the Commissioner in case of the absence of theCommissioner.
Section 5. ATHLETIC DIRECTOR - Shall be responsible for theadministrationofthefollowing:1)chapterteamregistration,to includemaintenance of aHeadCoach List, 2) fieldregistration, 3) collection ofChapter Page for schedulebook, 4) conduct drawing for league structure and shallhelpandassisttheCommissionerinschedulingforregularseason,post-seasonandplay-offgames,4)conductvotingof play-off host sites at JulyExecutiveCouncilMeeting,5) conduct scheduled training sessions regardingMust-Playprocesses,6)collectandreviewallofficialgamedaydocumentsandreportdiscrepancyand/orclericalerrorstotheCommissioner,7)shallhelpandassistgamedayvenuesasneededtohelpandsupport thePlayerAgentstaff,8)shall help andassist cheer competition, play-off events,All-Conference,FriendshipBowl,asscheduled.ShallChairtheProtestCommitteeandarrangemeetingsasrequired.ShallreportdirectlytotheCommissionerandreportattheregularlyscheduledmonthlyExecutiveCouncilmeetings.TheaboveshallrepresenttheprimaryfocusoftheAthleticDirectorroleandmaybesubjecttootherdutiesasdirectedbytheOCJAAFExecutiveCounciland/orCommissioner.

SCORES & STANDINGS - Shall work closelywith theRosterProgrammer’inthedevelopmentandmaintenanceoftheOCJAAFSchedulingProgram.Shallberesponsiblefor thecollectionofallgamedayscoresandshallmakeavailableweeklyresultsforpostingand/ordownload.Shalldevelopallpoliciesandproceduresfortheimplementationoftheabove.ShallreportdirectlytotheCommissionerandreportattheregularlyscheduledmonthlyExecutiveCouncilmeetings.TheaboveshallrepresenttheprimaryfocusoftheScores&StandingsroleandmaybesubjecttootherdutiesasdirectedbytheOCJAAFExecutiveCounciland/orCommissioner.

HEAD PLAYER AGENT - Shall be responsible for theadministrationofthefollowing:1)Inthepre-season,shallrecruit and train qualified candidates to perform the roleofOCJAAFPlayerAgentwho shall be responsible forasmanyas2-3Chapters throughout theseason. Onceappointed, thePlayerAgents shall be assigned,withoutprejudice,andshallNOTworkforachaptertowhichtheyarepersonallyconnected.AllassignedPlayerAgentsshallworkrespectivelytoobtaintheOCJAAFgoalsandobjectivesandreceivedirectionfromtheHeadPlayerAgent.PlayerAgentsshallbeappointedaseithera“RedAgent”(servingthe needs of the southern chapters inOrange/RiversideCounty) or as a “BlueAgent” (serving the needs of thenorthernchapters inLosAngelesCounty). Itshallbeatthediscretionof theHeadPlayerAgentastowhetherornothe/sheshall appointaHeadRedorBlueAgentandasapprovedby theCommissioner. Shallcollectandmaintainlegal chapter documents such as, but not necessarilylimitedto;RenewalofFranchise,currentcopyofChapterBy-Laws,andotherasrequestedtomaintaincurrentandaccurateChapterfiles.ShallcollectinformationandcompileacurrentChapterPresidentContactListandanOCJAAFCommissionerStaffList.Whenneeded,theSecretaryshallalsohelpandassisttheOCJAAFHeadPlayerAgentandprovidesupporttogamedayandotherOCJAAFhosteventsasscheduled.ShallreportdirectlytotheCommissionerandreportattheregularlyscheduledmonthlyExecutiveCouncil

Section 9. INSURANCE DIRECTOR - Shall be responsible for theadministrationandcommunicationoftheOCJAAFInsuranceProgram. Shall communicate and provide necessaryguidanceanddocumentationforChapterinsuranceneeds.Shallcorrespondwithbenefitsproviderinallmattersrelatedtoinsuranceandlitigationasrequired.Whenneeded,theInsuranceDirectorshallalsohelpandassisttheOCJAAFHeadPlayerAgentandprovidesupporttogamedayandotherOCJAAFhost events as scheduled. Shall reportdirectly to theCommissioner and report at the regularlyscheduledmonthlyExecutiveCouncilmeetings.TheaboveshallrepresenttheprimaryfocusoftheInsuranceDirector’sroleandmaybesubjecttootherdutiesasdirectedbytheOCJAAFExecutiveCounciland/orCommissioner.
Section 10. TREASURER - WillbeBondedCustodianofallpropertyoftheOCJAAF,andwillreceiveallmoniesthataccruetotheOCJAAFfromanysourceanddepositsameinabank,inthenameoftheOCJAAF.Willsubmitthefinancialrecordsof theOCJAAF to theExecutiveCouncil for auditwhendirected and at least once a year, on the thirdMondayinApril, tobe returned to theExecutiveCouncil no laterthanMay15th.Willseethatallbills,authorized,arepaidpromptlyandwillassurethatnounauthorizedobligationsareincurred.Amonthlyfinancialstatementwillbesubmittedinwriting,totheExecutiveCouncilmeeting.TheTreasurerwillberesponsibleforfillingoutStateandFederalExemptionCertificates for theOCJAAF.TheTreasurerwill adviseandassist theCommissioner andbe responsible to theCommissionerandExecutiveCouncil.
Section 11. SUPERVISOR OF OFFICIALS - Shallberesponsibleforworkingwiththeassigned/approvedOfficials’Associationin the following areas: help in negotiation of annualcontract, work as liaison between Commissioner andOfficialAssociation,provideanannualpre-seasonOfficials’training program to reviewOCJAAFRuleBook, reviewOfficials’performanceonthegamefield,receiveallchaptercomplaintsaboutOfficials’andreporttotheCommissioner/Officials’Association,monitor attendance ofOfficials’ atgamefieldsviatheOfficial’sSign-inSheet,receivesgamedayreportsof late&missingOfficials,assists intrackingmissingOfficials per gameday schedule, help to assistOfficialneeds forplay-off/post-seasongames,shallhavetheauthoritytorecruitastafftoassistintheconductandabilityofOfficialsongameday,shallreportdirectlytotheCommissionerandreportattheregularlyscheduledmonthlyExecutiveCouncilmeetings.Theaboveshallrepresentthe

primaryfocusoftheSupervisorofOfficials’roleandmaybesubjecttootherdutiesasdirectedbytheOCJAAFExecutiveCounciland/orCommissioner.
Section 12. PURCHASING AGENT - Coordinates purchasing ofOCJAAF requirements such as [but not limited to]: (a)printingforms,schedules,rulesandby-laws;(b)trophies,patches,etc.WillreporttotheExecutiveCouncilateachregularmonthlymeeting.
Section 13. CHEER DIRECTOR - Shall be responsible for theadministration, communication and coordination of theOCJAAFCheerProgram. Shall coordinate theactivitiesandmeetings of the annualOCJAAFCheer &DanceCompetitionandotherasprovidedbyJAMZ(regionalandnational competition). Section 14. COACHES’ REPRESENTATIVE - Shall be responsiblefor coordinatingaCoach’sAdvisoryBoard comprisedofChapter CoachesRepresentatives and initiate regularmeetings throughout the year. Shall be responsible forreceiving coach’s complaints and shall help tomaintaina “line of communication” betweenHeadCoaches andtheCommissioner, his Staff and theExecutiveCouncilregardinginformationandissuesdirectlyrelatedtocoaches’responsibilities, interests and concerns. Shall presentrecommendedrulechangesasdiscussed inmeetingsoftheCoach’sAdvisoryBoard.Shallhelptocoordinateanannualfootballcoach’sclinicandprovideongoingfootballeducational resources. When needed, the Coaches’Representative shall also help and assist theOCJAAFHeadPlayerAgentandprovidesupporttogamedayandotherOCJAAFhost events as scheduled. Shall reportdirectly to theCommissioner and report at the regularlyscheduledmonthly Executive Council meetings. Theaboveshall represent theprimary focusof theCoaches’Representative’sroleandmaybesubject tootherdutiesas directed by theOCJAAFExecutive Council and/orCommissioner.
Section 15. Section 4. Inthecaseofspecialmeetings,allmembersoftheExecutiveCouncilshallbenotifiednolessthanforty-eight(48)hoursinadvancebytelephoneorinwritingastodate,time,placeandpurpose.(48hourruleiswaivedif2/3ExecutiveCouncilrequestaspecialmeetingduringaregularmeeting.)

Section 4, AhearingwillbeheldnolaterthanThursdayfollowingreceiptoftheprotest.
Section 5. TheteambeingprotestedagainstwillbenotifiedimmediatelyoftheprotestandwillbepermittedtohavearepresentativealongwiththeprotestingChapter,atthehearing.
Section 6. AlldecisionsoftheProtestBoardarefinalandbindinganditsdecisionswillbeinwritingandmailedtothePresidentsoftheChaptersinvolvedwithin72hours.

ARTICLE XVI INTERNAL AFFAIRS COMMITTEESection 1. The InternalAffairsCommittee shall be chaired by the
OCJAAFExecutiveCouncilPresident.Section 2. TheInternalAffairsCommitteeshallbecomprisedoffive(5)
ChapterPresidents;2-northern(blue)and2-southern(red),andone(1)alternateasappointedbytheOCJAAFExecutiveCouncilPresident.Thealternateshallservethepurposeofbreakingtiesindiscussionorrecommendations.
Section 3. TheInternalAffairsCommitteeshallexpireonDecember31st.unlessthereiscarryoverbusinessresultingfromyearendeventsforconsiderationbytheCommittee.
Section 4. TheInternalAffairsCommitteeshallreceivedirectionfromtheCommissionerortheExecutiveCouncilbymajorityvote,wheresuch issuesshall requireadditionalorspecializedevaluationforfurtherrecommendation.
Section 5. The InternalAffairsCommittee canonly evaluate issuesperceived to be in violation ofOCJAAF rules or by-lawsasdeterminedbytheCommissioner.TheInternalAffairsCommitteecanonlyberequestedwhensuchdeterminationcannotbeinitiallyverifiedrequiringfurtherinvestigation.
Section 6. EVALUATIONMEETING.Oncedirected,theInternalAffairsCommitteeshallinitiateameetingtoreviewevidencewithina seven (7)dayperiod. Thiswill provide time to collectadditional evidence or documentation to complete thereview.TheChairshalldeterminelocation,dateandtimeofthescheduledevaluationmeeting.TheChairshallalsodeterminewhat specific evidenceand/or documentationwillberequiredandrequestsamefromaffectedchapters/individuals.BesidestheappointedCommitteemembers,theChairshallalsodetermineotherspecialguestsneededforthereview.
Section 7. REPORTOFFINDINGS&RECOMMENDATION.Followingthecompletionofthereview/evaluationmeetingandthereisnorequirementforanadditionalfollow-upmeeting,theChairmustfileaReportofFindings&RecommendationtotheCommissioner. The reportmust reflect theevidencereviewed, discussion results, and recommendations onlybasedonvalidOCJAAFrulesorby-lawviolations.ThislettermustbefiledwiththeCommissionernolaterthan48-hours

followingthecompletionofthereview/evaluationmeeting.UponreceiptofthereporttheCommissionershallmakeafinal determination and report to theChapterPresidentswithina48-hourtimeframe.
Section 8. SANCTIONREPORTOFFINDINGS.ItshallbeunderstoodbytheExecutiveCouncilthatmembersoftheInternalAffairsCommitteehavebeenappointedtoservethebestinterestoftheirfellowChapterPresidentsandtoupholdtherulesandby-lawsofOCJAAF.TherebytheReportofFindings&RecommendationasfiledbytheInternalAffairsCommitteeshall also represent the final phaseof investigationandtherebynodoubtastotheirfindingsandrecommendationstotheCommissionerandtotheOCJAAF.Althoughitisatthediscretionof theCommissioner tosanctionapenaltyforanyandall violationswithinour rulebook, it isup totheCommissionerwhether to accept the InternalAffairsrecommendationsortosanctionalesserorgreaterpenalty.SaidpenaltymustbepresentedtotheExecutiveCouncilfor ratification/approval. At no time can theReport ofFindingsbechallengedbytheExecutiveCouncil.Itshallbe acknowledged and recognized that the efforts of theCommitteemust be supported by theExecutiveCouncilotherwise thetimeandcommitmentdedicatedtoservingonthiscommitteewillbe“null&void.”
Section 9. INTHECASEOFCONFLICT.WherebyamemberoftheInternalAffairsCommitteehasbeenimplicatedinthematterforreview,theChairshallreplacesaidmemberwithaneutralcandidatespecifictothereplacement,i.e.;RedorBlue,tokeepthecompositionoftheCommitteethisby-law.Thisreplacementshallservethepurposeforthisparticularreviewonly.

TheCommissioner and staffwill evaluate theChapter’sstatusandpresenttherecommendationtotheExecutiveCouncilforvote.
Section 3. ObligationsofChaptersa. Assessmentsforteamfees,fines,andallothercharges

ARTICLE XXIII AMENDMENTS OF BY-LAWSSection 1. Thepowerandauthoritytoadopt,amendorrepealanyof

5. Noteamshallstoprecruitingordenyregistrationuntiltheyreachthemaximumrosterofthirty-three(33)cheerleaders.
6. Cheerleaders registrationmaystop,at thediscretionof thechapter,the2ndweekofAugustifuniformavailabilitybecomesafactortobeincompliancewithOCJAAFcheerrules.
SECTION C - TEAM OFFICIALS1. CoachingEthics-Acheercoachmustbe21yearsofageinordertobe
theheadcheercoach.Anassistantcheercoachmustbeeighteen(18)yearsofageorolder.Atrainermustbe14yearsofageorolder.Theyareconsideredinanofficialcapacityandmaybebarredfromfurtherparticipationintheconferencebyviolationofanyofthefollowing:a. Cheercoachesshallhavecompleteresponsibilityfortheconduct
andactivitiesoftheirteamandshallbeheldaccountablebytheirchapter and OCJAAF.
b. Cheer coaches shall refrain from smoking during games andpractice.
c. Cheercoacheswillnotcriticizecheerleadersinfrontofspectators,butreserveconstructivecriticismuntilinprivateorinthepresenceoftheteam.
d. Cheercoacheswillnotcriticizetheopposingteam,thecoaches,theofficialsorfansbywordofmouthorgesture.
e. Cheer coacheswill refrain fromusinganyabusiveandprofanelanguagebeforeanyoneconnectedwiththegame.
f. Cheercoacheswillsetanexampleinpersonalappearanceatalltimes.

6. AHeadcoachand/orAssistantcoachonthatsquad’scertifiedrostermustbepresentatallpracticesandonthefieldwithCheerleadersatallgameswiththeteamscontractbook.
7. AllCheer coaches,Coordinator andCo-Coordinator shall attend amandatoryCheercoachesclinic.ThedateandtimetobedeterminedbyOCJAAF.

b. Onapunt,kick,orinterception,oncepossessionisgained,if theball carrier losespossessionof theballandballhitstheground,theballisdeadandspottedatthepointoflostpossession.

The objective of Orange County Junior All American Football (herein known as OCJAAF) is to inspire youth, regardless of race, color, creed, or national origin, to practice the ideals of health, citizenship, and character; to bring our youth closer together through the means of a common interest in sportsmanship, fair play, and fellowship; to impart to the game elements of safety, sanity and intelligent supervision; and to keep the welfare of the player first, foremost and entirely free of adult lust for glory. (Orange County Junior All American Football Official Rules, Article 1, Statement of Principles.)
In order to keep the program free of adult lust for glory and other adult conduct which is detrimental to the ideals of youth sports, all team staff (those indicated on the official team roster) who participate in the OCJAAF Football or Cheerleader Program must adhere to the following standards of conduct as it pertains to any interaction with other coaches, football players, cheerleaders, OCJAAF and the Chapters within OCJAAF Board members staff, and other parents involved in the program:
1. Do not argue with or criticize the football players, cheerleaders, coaches, or OCJAAF officials in front of spectators by word of mouth or gesture, but reserve constructive criticism for private meetings with the person who is the object of the constructive criticism.
2. Do not argue with or criticize the game officials, the opposing Chapter, the opposing team, the opposing coaches or fans, by word of mouth or gesture.
3. Do not use abusive or profane language before any person connected with the football or cheerleading program during any football or cheerleading activities.
4. Do not physically or verbally abuse anyone in the OCJAAF program.5. Do not incite unsportsmanlike conduct.6. Do not seek to undermine the authority of OCJAAF, and any Chapter officials through word of mouth
or deed.7. Do accept decisions of OCJAAF staff, and any Chapter staff as being fair and made to the best of
OCJAAF and the Chapters ability given their volunteer status.8. Do set an example by your personal conduct at all times in front of all persons connected with the
OCJAAF football or cheerleading program.9. Do remember that winning at all costs is not a message we wish to impart to our youth. Instead, we
want them to have fun, to play safe, and to encourage sportsmanship.10. By not signing this Adult Code of Conduct contract you have elected not to participate as a
member of this team’s staff in the OCJAAF program.

In order to keep the program free of adult lust for glory and other adult conduct which is detrimental to the ideals of youth sports, parents and guardians of football players and cheerleaders as well as all adults connected with or who participate in the OCJAAF Football or Cheerleader Program must adhere to the following standards of conduct as it pertains to any interaction with coaches, football players, cheerleaders, OCJAAF and the Chapters within OCJAAF Board members/staff, and other parents involved in the program. 1. Do not argue with or criticize the football players, cheerleaders, coaches, or OCJAAFofficials in front of spectators by word of mouth or gesture, but reserve constructive criticism for private meetings with the person who is the object of the constructive criticism.
2. Do not argue with or criticize the game officials, the opposing Chapter, the opposing team, the opposing coaches or fans, by word of mouth or gesture.
3. Do not use abusive or profane language before any person connected with the football or cheerleading program during any football or cheerleading activities.
4. Do not physically or verbally abuse anyone in the OCJAAF program.
5. Do not incite unsportsmanlike conduct.
6. Do not seek to undermine the authority of OCJAAF, and any Chapter officials through word of mouth or deed.
7. Do accept decisions of OCJAAF staff, and any Chapter staff as being fair and made to the best of OCJAAF and the Chapters ability given their volunteer status.
8. Do set an example by your personal conduct at all times in front of all persons connected with the OCJAAF football or cheerleading program.
9. Do remember that winning at all costs is not a message we wish to impart to our youth.Instead, we want them to have fun, to play safe, and to encourage sportsmanship.
