BY TOM DALTON - STAFF WRITERTHE SALEM NEWS - SEPT. 20, 2012The first large public hearing on FootprintPower’s plan to build a natural gas-firedpower plant on the Salem waterfront gener-ated a lot of questions and concerns, but lit-tle heat.If there is strong, broad-based communityopposition to the idea of replacing 61-year-old Salem Harbor Station, a coal and oil-fired facility, with another power plant, itdidn’t emerge last night from the more than100 people who attended a MassachusettsEnergy Facilities Siting Board hearing atSalem High.The project got a warm reception, as expect-ed, from elected officials, business leadersand a union representative from the plant,but it also was endorsed by a Salem-basedenvironmental group and several neigh-bors.“I see natural gas as the future...” said PeterHackmeister, who lives near the waterfront.State Rep. John Keenan of Salem said heheard strong support while campaigningrecently in Salem Willows, a neighborhoodin the shadow of the plant.“The neighbors are excited to see the stackscome down and to see the coal pile disap-pear,” he said.Representatives from Salem Alliance for theEnvironment, a local group, said they over-came reservations about the fossil fuel’simpact on the environment to support aproject that will be good for the city’s finan-cial health.“The economics are there so we’re for this,”said Jeffrey Barz-Snell, co-chairman ofSAFE.The group said it also was impressed by theability of the 630-megawatt, “quick-start”plant to start up in just 10 minutes, makingit a dependable backup for attractive, butless reliable renewable energy sources.

Salem Harbor Power plant public hearingattracts crowd in Salem - Salem News Article

The most impassioned opposition came fromPat Pollard, a Marblehead resident who livesacross from the plant. She said area residentshave suffered serious health problems over theyears and that it “matters little” what fossil fuelis burned.“Today we know that power plants should notbe sited in densely populated areas,” she said.“It is unconscionable to site a new power plantin Salem.”Sue Kirby, a Salem resident who identified her-self as a member of Occupy Boston, also arguedstrongly against natural gas.“Like replacing heroin with methadone, thispermit does nothing to reduce our addiction tofossil fuel,” she said.Jane Bright, one of the leaders of HealthLink, aNorth Shore environmental group that fought toclose the coal plant, said there is no justificationfor building a new generational facility. WhenISO New England, which manages the regionalpower grid, granted a request by the past ownerto shut down by 2014, the agency “determinedenergy from this area is no longer needed.”A representative from Conservation LawFoundation, which has successfully sued thepower plant in the past, said Footprint’s applica-tion to the state agency “falls seriously short.”Footprint supporters made a strong case for theother side.Keenan, chairman of the Legislature’s JointCommittee on Telecommunications, Utilitiesand Energy, said all of the information he hasseen supports a new plant.“There is going to be a need to build a newplant,” he said. “This is the place to build it.”James “Red” Simpson, business manager forIBEW Local 326, which represents plant work-ers, thanked Footprint Power for taking achance when others wouldn’t.“There is no doubt in my mind DominionPower (the past owner) would have put a pad-lock on the door in 2014 and walked away.”Footprint has promised to demolish existingbuildings and clean up the site once it shutsdown in May 2014. It expects to have a newplant built and operating by 2016.Several people argued that gas is much cleanerthan coal or oil, with half the pollutants.The North Shore Chamber of Commerce’sboard endorsed the proposal this week.“It will be good for Salem and good for theNorth Shore,” said North Shore ChamberPresident Robert Bradford.The Energy Facilities Siting Board is one ofmany approvals Footprint needs before it canbuild the new plant. Last night’s hearing wasthe start of its lengthy review.
