1. CALL TO ORDER AND ROLL CALLChairperson Al Guyant called the meeting of the Transit Commission to order at 5:03 pm. Commission members present: Chairperson Al Guyant, Alder Tina Bohling, Chris Clinton (arrived at 5:22 pm), Janine Punzel, Melody Riedel, Other present: Paul WoodwardStaff present: Philip Gritzmacher, Jr.

2. APPROVAL OF THE MINUTES Approval of the 5/20/21 minutes of the transit commission: Riedel (1st), Punzel (2nd), passed

unanimously.

3. CITIZEN APPEARANCES/PUBLIC COMMENTS None

4. CHAIRPERSON’S REPORT Guyant thanked Gritzmacher for his time with the City.

5. UNFINISHED BUSINESSA. UPDATE ON FISCAL REPORT: Gritzmacher provided an update of the fiscal report.

Approval of the fiscal report: Punzel (1st), Riedel (2nd), passed unanimously.

B. UPDATE ON RIDERSHIP STATISTICS: Gritzmacher provided an update of the shared-ride taxi ridership.

C. UPDATE ON EXPRESS BUS RIDERSHIP: Gritzmacher provided an update of the bus ridership.

D. LOCAL BUS SURVEY UPDATES: Gritzmacher said that he requested that the MPO help with the local bus survey. The MPO agreed to do so. He said he may also be assisting in his new capacity with the Madison DOT.

E. METRO LOCAL SERVICE REDESIGN STUDY AND LOCAL BUS SERVICE UPDATE: Gritzmacher said that the Madison DOT would present the draft local bus route at the August 19th Transit Commission Meeting

F. EXPANSION OF THE SHARED-RIDE TAXI SERVICE AREA: Gritzmacher solicited additional feedback from the Commission regarding their desire to expand the service area. Commissioners expressed

concern that doing so would open the service not only to students, but the general public, and potentially negatively impact service for Sun Prairie residents.

Sun Prairie Local Bus Survey

Hello,

The City of Sun Prairie implemented its first express commuter bus route to Madison in 2019. Since then, the city has received numerous inquiries about the expansion of this service to include local service with routes and destinations within Sun Prairie.

Soon, Bus Rapid Transit (BRT) will replace the existing Route 23 service between Sun Prairie and Madison. The purpose of this survey is to aid in the design of one or more potential local routes to serve trips within Sun Prairie, and to connect to the BRT route to Madison. Your feedback will directly influence how transit serves Sun Prairie.

The BRT connector route will provide express trips between the Sun Prairie Park and destinations across Madison every half hour from 6 AM to 8 PM weekdays, with hourly service early mornings, late evenings, and weekends.

The proposed Sun Prairie local bus service will consist of a fixed bus route connecting destinations within Sun Prairie, and providing access to the park and ride and the BRT system.

Your participation in this study is voluntary but will be greatly appreciated. We expect it will take you no more than 10 minutes to complete the survey. Your participation will not expose you to any risk beyond the normal level of stress that is encountered in your daily routine.

Your responses will be treated in a confidential manner. Your name will not be associated with any of your responses to questions. Only the combined, aggregated and anonymous results will be used in our analysis.

Summary

The Council objective to "Create a Complete Transportation Network," Priority 3 ‐ Implement Key Multimodal Transportation Recommendations  

outlined in the Comprehensive Plan is directly addressed by this request.  Priority 3 highlights the need for an active transportation plan that  

contains a Complete Streets program. This initiative would fulfill the goal of creating a complete transportation network by establishing a plan to 

be used for future project planning, grant applications, and development.

Initiative Request Form

Although the city recently created a new Transportation Coordinator position to support its transportation program, including bike and 

pedestrian infrastructure planning, this position is taking on many duties. In addition, large scale projects such as establishing local transit service 

and coordinating with the Madison BRT initiative will be substantial tasks. It is not yet known what background and skill set the individual filling 

this role will possess. To ensure this project will meet our needs and be completed in a timely fashion, the bike/pedestrian plan should be 

supported by new funding to help provide guidance for future new street design and reconstruction projects, helping to improve mobility 

options, access, and safety for those traveling by foot, bike, or other mobility device. The plan development process would be led by consultants 

experienced in developing such plans.

The City's 2019 Comprehensive Plan and the Mayor and Council's Three Year Work Plan identify the creation and implementation of a 

bike/pedestrian plan (aka 'Active Transportation Plan') as a high‐priority need for the community.  Additionally, the Transit Commission and Bike 

Subcommittee of the Transit Commission have viewed such a plan to be the cornerstone of building a comprehensive, unified pedestrian and 

bicycle network within the community.  Further, as the pandemic shifts transportation preferences, cycling has the potential to become an ever 

more important component of a complete transportation system.

A Bike/Pedestrian Plan would help to identify and prioritize gaps in the bicycle and pedestrian transportation networks, provide guidance on 

wayfinding signage, and identify key support infrastructure for these transportation modes.  The plan would also help to idenitfy best practices 

for facility design, develop a routing system, create a complete streets policy,  idenfity key ordinance change needs, establish performance 

measures to justify investment decisions, and identify potential funding sources to aid in implementation. As part of this project, key issues such 

as identifying a plan to route bicycles through downtown can be addressed. The planning process would include a robust public engagement 

process and is anticipated to last approximately 18 months. This plan, and it's guidelines, would benefit residents and visitors of Sun Prairie as it 

would support a vibrant downtown, healthy neighborhoods, and help grow and sustain the local economy by expanding our mobility options in 

an inclusive manner.
