2 Amosun: Mission to rebuild

overnor Ibikunle Amosun is currently in the second year of his second tenure as governor of Ogun State, which he won in 2015 on the platform of the All Progressives Congress (APC). In essence, he has done six years as the governor of the state fondly referred to as the Gateway State. His high popularity rating, occasioned by credible performance in office during his first term, earned Amosun a second

term in the Government House in Ibara, Abeokuta. The governor assumed office on a populist agenda, which he implemented to the letter in his first term. In line with the saying that 'you don't change a winning strategy – but you can only improve', the implementation of the agenda has continued (in the second term) for the sixth year running. On his assumption of office in 2011, his 'Mission to Rebuild' agenda was anchored on five-cardinal programmes:

*Affordable and Qualitative Education

*Efficient Health Care Delivery

*Agricultural Production and Industrialisation

*Affordable Housing and Urban Renewal

*Rural and Infrastructural Development/ Employment Generation.

The programmes are aimed at ensuring the welfare, prosperity and security of the citizenry. The Amosun administration has since recorded significant achievements in critical sectors such as education, stimulation of the investment environment, agriculture, women empowerment, security, massive infrastructural development and urban renewal.

Further proof of this drive towards accelerated development is evident in governor Amosun's 2018 budget proposal, estimated at 345.42 billion Naira. In the proposed budget, aptly titled 'Budget of Accelerated Development,' a total of 223.72 billion Naira is earmarked for capital expenditure, which represents 64.77 percent of the estimates and a commitment of almost a quarter of a Trillion Naira to Capital projects, while 121.69 billion Naira would be for recurrent expenditure, representing 35.23 percent. This increase in funds available for capital expenditure, and a significant reduction of the budget deficit shows an impressive improvement in fiscal management.

Several observers of the state's financial management structures note that "the 2018 Budget is more far reaching than any previous budgets of any other past administrations, not just in size or in scope or in ambition but also in its potential to impact the people as well as the array of top quality Partnerships like The World Bank, Samsung Heavy Industries, the Deutsche Gesellschaft International Zusammenarbeit (GIZ) - the German national agency for international cooperation, the Central Bank of Nigeria (CBN) and so many others that have committed to support its implementation".

For the first time in the state's history, the government is attracting many international funding organisations with lower interest rates of between 1 and 2 percent with long term tenures coupled with attractive moratoriums.

The Government will sustain its budget performance rate of about 72%, which translates into effective investment of between 150 billion Naira and 175 billion Naira into Capital stock in 2018 alone, reflecting in the rehabilitation of over 200 kilometres of Urban Roads, various FlyOvers and Bridges, over 250kilometres of Rural and Semi Urban Roads, Schools, Hospitals, Markets and Shopping Malls Sporting Arena and many more.

overnor Amosun's administration continues to see human capital as the state's greatest asset. In this regard, investment in education is accorded the highest priority.

§ Proof of the government's unwavering commitment to education development is evident in its 2018 budget proposal, in which Education received the lion share of 22.9 per cent.

§ The state government has sustained its efforts to meet the target of having a Model School in every local government area. According to the governor, the administration has "continued our investment in this crucial initiative, notwithstanding that the current economic challenges and their impact on state revenues have made progress to date slower than we would have liked. We expect our Model Schools to provide a solid foundation for secondary school education both now and for the next generation. Therefore, we are making every effort to ensure that both the physical structures and the operation of the schools are delivered to the highest standards”.

§ The administration's investment has been yielding results as Ogun teachers and pupils continue to win national awards and laurels with one of them being the 'President's Teachers and Schools Excellence Awards' in Abuja.

§ The state government has also sustained the participation of Ogun students in primary and secondary school examinations. It paid bursary to 14,550 students of Ogun State origin in tertiary institutions across the country

while conducting the Unified Examinations for 2014/2015 academic session in public primary schools.

§ The Amosun administration conducted the Unified Examination for public secondary schools, Government Science & Technical Colleges (GSTCS) and Government Vocational Training Centre (GVTC) in the state for 2014/2015 academic session and paid West African Examination Council fees for Forty Thousand, One Hundred and Seventy-five (40,175) secondary school III students in public secondary schools presented for the West African Senior Secondary School Certificate Examination.

§ The conduct of the 2015 Basic Education Certificated Examination (BECE), which the government paid for, is not left out of the string of successes it recorded in the education sector while equally ensuring the payment of National Technical Certificate/National Business Certificate Examination fees for One Thousand and Seventy-One (1,071) final year students of the Seven (7) Government Science and Technical Colleges in the State.

§ Successful endeavours in the education sector in Ogun under the state administration have not been confined to primary and secondary schools. In October 2016, the Institute for Governance, Research, Leadership and Technology adjudged the state owned Olabisi Onabanjo University as the Best State University in Nigeria based on its achievements in infrastructural development and management, encouragement of academic staff, among others.

he Amosun administration has implemented its Efficient Healthcare Delivery programme over the past six years in Ogun driven by the conviction that health is wealth. To reposition the health sector, the state government, on assumption of office, adopted a two-pronged

approach that takes into account the needs of the people and seeks to enhance the capacity to provide the services they need.§ It introduced the 'Araya' health insurance program,

which gives healthcare cover to the poorest of the population and focusing on pregnant women and children under five years.

§ Since July 11, 2016 when 'Araya' was re-launched, over 4,000 pregnant women and children under five years have been enrolled. The state government pays monthly capitation to the hospitals providing a basic package of care to beneficiaries. The programme has been adopted by the National Health Insurance Scheme as a model for sub-national level engagement.

§ In October, 2016, the Federal Ministry of Health, in collaboration with the Centres for Disease Control, USA, conducted a performance review of HIV/AIDS management in Nigeria and Ogun State emerged the Best in HIV/AIDS service quality improvement in Nigeria. The state

administration, through the Ministry of Health, and with support from partners, distributed 59 solar powered refrigerators to Primary Healthcare Centres across Ogun to improve vaccine storage.

§ It also distributed infant incubators, automated delivery beds, anaesthetic machines, blood banks and other equipment to hospitals across the three senatorial districts of the state.

§ Under the state malaria control programme, in 2016 alone, 69,293 insecticide treated nets were distributed to Ogun residents and 179,997 doses of high quality anti-malaria medicines provided. This is in addition to the over forty four thousand women attending antenatal care who benefited from malaria prevention treatment.

§ Training to improve service quality has continued under the Amosun administration at the primary and secondary healthcare levels in the state while resident doctors in the state-owned teaching hospital continue to sit their post-graduate examinations with funding support from government.

§ Further accreditation for the training of medical doctors at Olabisi Onabanjo University Teaching Hospital by the Medical and Dental Council of Nigeria was secured in 2015.

he Amosun administration is not unaware of the importance of food security. For this reason, Agricultural Production/Industrialisation takes the pride of place under the government. Consequently, the administration has continued to strive towards providing raw materials for

large scale agro-industry and the establishment of value chains to generate employment and ensure food security. § To meet this goal, the Owowo Model Farm Estate was commissioned during the celebration of the 40th anniversary of the creation of Ogun State. The Farm Estate was established to promote youth involvement in agriculture. The programme provides entrepreneurship training in poultry, fisheries and arable farming. The Estate has been positioned as one of the farms to supply eggs and fish for the Home Grown School Feeding P r o g r a m m e t h a t h a s s i n c e commenced in the state.§ The government also raised 15,000 day-old-chicks to the point-of-cage at Ajegunle Farm Settlement, Ilaro and Ijebu Igbo Stations. Thousands of the point-of-cage-birds have been sold to poultry farmers across the state at highly

subsidised rates, to promote egg production. § The 50ha Cashew Plantation at Afon in Imeko-Afon Local Government Area; the 50ha of Oil Palm at Ipokia and 50 Ha Cocoa Plantations at Alagbagba in Odeda Local Government Areas of the State have also received adequate attention under the Amosun government in the last six years.

The plantations were established by the administration as a legacy project and to resuscitate the cash crop sub-sector in Ogun. § The government, working with Africa Agricultural Technological Foundation (AATF), organised farmers from the state to benefit from the mechanisation of cassava production which has led to lower cost of production and improved yield, just as it also signed on over 1000 ha of land for the project to date.§ The Amosun government also facilitated the establishment of two (2) new fish farm estates at Igbogila and Ilaro which has provided jobs for more

than 200 fish farmers in the area; collaborated with the Federal Government to establish school agriculture projects in three sites across the three senatorial districts of Ogun viz, Adeola Odutola College, Ijebu-Ode, African Church Grammar School, Ita-Eko, Abeokuta and Comprehensive

High School, Ayetoro, and constructed a hatchery at Emuren for the production of chicks and the establishment of a feed quality control laboratory to regulate livestock feed.

§ The Amosun administration has also obtained 15 steel fabricated smoking kilns for distribution to fish processing farmers to simplify and improve the smoking of fish for a fast

growing industry.

§ The implementation of t h e g o v e r n m e n t ' s

Industrialisation segment of the Agricultural Production/Industrialisation programme is p r o g r e s s i n g according to plan w i t h t h e a d m i n i s t r a t i o n p r o v i d i n g a c o n d u c i v e

e n v i r o n m e n t f o r industries to thrive. This

has led to the creation of jobs for unemployed youths

and trading opportunities for women across Ogun in excess of

f o u r hundred and Seventy thousand.

§ No fewer than one hundred and sixteen new industries have been commisioned in the state between 2011 and 2016 in pursuit of the industrialisation objective. The new Industries that were commissioned include AACE Food Processing and Distribution Factory at Ijoko-Ota, Coleman Technical Industries, Arepo II; Standard Metallurgical Company Limited, CDK in Shagamu; Coca-Cola Bottling Company (NBC) and SAB Miller in Obafemi-Owode; Rites Foods Limited in Ososa; Innoplas Company in Ogijo; Coronation Power & Gas Limited in Sango; Food, Agro & Allied Industries Limited in Sango; OLAM Nigeria Limited in Obafemi-Owode; Celplas in Sagamu; and Drury Industries Limited, a Multi – Purpose Warehouse Project in Agbara.

§ In order to enhance the living standards o f the people, the state government partnered the Bank of Industry to disburse loans to One Hundred and Eight (108) Cooperative Societies and 7 private Enterprises engaged in business activities such as Adire production, food processing, block making, polythene production and many more. § The administration has continued to engage with the organised private sector through quarterly meetings with manufacturers, trade associations and the Annual Breakfast Meeting with captains of

industry with a view to protecting their investments in O g u n w h i l s t attracting new ones.

§ In 2016, as the Amosun g o v e r n m e n t cont inued to p r o v i d e a n e n a b l i n g environment for the public and private sectors to thrive, it successful ly hosted the National Council of Finance and Economic Development

(NACOFED); the 8th meeting of the National Council on Industry, Trade and Investment (NCITI); the Joint Tax

Board (JTB) and the Securities and Exchange Commission (SEC).

§ It is also working on improving the state's ranking from number 4 to number 1 in the World Bank's Ease of Doing Business sub-national report. The administration hopes to pursue this by bringing together all key ministries and agencies of the state to improve its responsiveness in the 4 key stages

in the life of a business as identified by the World Bank, in consultation with the private

sector in order to create a more conducive environment for current and future investors.

ffordable Housing and Urban Renewal is dear to the heart of the Amosun administration just like every other item on its list of five cardinal programmes.

Site and Services construction work on President Muhammadu Buhari Estate has been completed and the state government has started selling plots to potential residents. It has also commenced the construction of prototype houses in the estate while expecting this activity to further stimulate land sales.

§ The administration has commenced the sand filling of the MITROS City project in Isheri as well as the realignment of Ogun River. The MITROS City project is a significant step in the efforts to positively affect the demographic in the state and attract residents across all segments of the socio-economic spectrum.

§ The New Makun City continues its progress with the first phase of infrastructure completed and 60 hectares of residential and commercial plots fully subscribed. The

Amosun regime plans to build additional 300 houses for sale and complete the construction of infrastructure linking commercial and residential areas as well as a 9- hole-golf course for residents.

§ At MTR Gardens, Isheri, the state government has 150 structures nearing completion. It expects to add another 48 units to this number and sell them while expanding infrastructure within MTR, including the construction of 10km of internal roads. The administration will also construct 2.5 kilometres of internal road network around Riverview Estate, Isheri.

§ The OPIC Agbara project continues to progress. New Dawn Estate, which will provide 55 terraced bungalows and 50 detached bungalows, is almost ready for commissioning. The state government also successfully completed 12 kilometres of quality road network at OPIC Estate, Agbara / Igbesa while commencing the development of more affordable housing for lower income earners in Alamala and Siun.

he Amosun administration's resolve to develop rural communities across Ogun remains unwavering. In the light of this, it signed up for the World Bank's Rural Access and Mobility Project (RAMP), which will provide Ogun State with access to a USD $60 million development

fund to cover 500km of roads. The state government has surveyed and drawn up designs for the immediate implementation of the first 100 roads covering over 300km for the first phase of the RAMP implementation.

§ In addition, the government is working with the Nigerian Energy Support Programme (NESP) and GIZ to establish guidelines for the Public Private Partnership (PPP) framework for rural electrification including the siting of a pilot project at Gbamu-Gbamu, in Ijebu East LGA. It has also commenced training and capacity-building to roll this out in many other LGA/LCDAs across the state. This is towards building a solid foundation for sustainable rural electrification through a mini-grid in Ogun.

§ The proposed Light Railway for the state has moved closer to becoming a reality as the Amosun administration has signed a Memorandum of Understanding (MoU) with the construction giant, Messrs CRCC/CCECC, that will handle the project. The Feasibility and Environmental Impact Assessment reports have been completed. This will no doubt be a significant step in the government's urban renewal drive and further boost commercial activities in Ogun.

§ The Rural Water and Sanitation Agency (RUWATSAN), an agency under the Ministry of Rural Development, has expanded its 'Open Defecation Free' (ODF) project in Odeda LGA while the state administration has obtained ODF certification for eighty communities with one hundred and forty five new communities awaiting certification. This has been achieved through concerted advocacy, training, building of toilets and sanitation stations across the communities.

he Amosun administration is a step closer to realising its aspiration of turning the waste generated in Ogun into energy. Funding to the tune of three hundred thousand Euros has been secured from the EU for a feasibility study to prepare this project to attract investment into the

state while the administration has refined the implementation of the Municipal Waste Management for a significant improvement in Industrial Pollution Control.

The evidence of the successes recorded by the Amosun government abound in the state. In the last six years, the narrative has been one of steady growth and development, based on careful analysis of the specific needs of the people to ensure true improvement in all sectors across the state. For the residents of Ogun State, there is no doubt that the changes witnessed so far are a far cry from what obtained in the past, and Ogun State is truly on a 'Mission to Rebuild'.
