    The formation of the OIC happened shortly afterthe 1967 Arab-Israeli War. Leaders of Muslimnations met in Rabat to establish the OIC on

    September 25, 1969. ( 12t h Rajab 1389 H ijra )

    The forty-year-old Organization of the IslamicConference (OIC) is the second largest

    international body after the UN.

    It mee ts once a year to examine a progress report on the implementat ion of its decisions taken within the framework of the policy defined by theIslamic Summit .

    Greatest challenge is the Sep 11 att acks since 2001 .OICcondemned the a tt acks on US but Iran, Iraq and Syria havealso condemned the US.

    T he richer and more influen t ial members lack the polit ical willtobein the driver s seat t o guide the direct ion of the OIC .

    T his lack of polit ical strength is further reduced by seriousdisunity amongO IC countries, especially inWest Asia.

    It is now an open secret t hat t he world does no t place muchimportance to OIC in resolving conflict s affect ing Muslimcountries.

    Any suggest ion that OIC countries converge towards analliance with military implicat ion would be polit icallysuicidal.

    Prevailingcircumstances will not allow OIC to develop anyform of common security policy or arrangemen ts.

    Moreover , the even t of September 11, 2001 has madeIslam, and the Muslim world suspect s.

    T herefore, an y att emp t on the par t of OIC to promo te amilitary coopera t ion would be seen as threatening to therest of the world.

    OIC created the C airo D eclarat ion of HumanRights in Islam. Which States that

    he issue that propelled the Muslimcountries tocampaign for greater co operat ion, the desecrat ionof the Al Aqsa Mosque ( Jerusalem ) , is nowovershadowed by other interests.

    Af ter 38 years of existence, OIC remains on themargin of world affairs, even whenthey concernMuslims and Muslim states.What is then wrong with OIC? Why does such anorganizat ion with large membership andgeographical diversity has litt le role in internat ionalaffairs?

    T he OIC has been crit icized for divert ing itsact ivit ies solely on Muslim minorit ies within

    majority non-Muslim countries but putt ing ataboo on the plight , the treatmen t of ethnicminorit ies within Muslim-majority c ountries,such as the oppression of the Kurds in Syria,the Ahwaz in Iran, the Hazars in Afghanistan,the Baluchis in Pakistan, the 'Al-Akhdam' inYemen, or the Berbers in Algeria.

    R e asons for OI C s failur e

    One of the mos t visible failures of OIC is the non-resolut ionof the Palest inian problem.

    It remains an issue of content ion anddissat isfact ion for the Muslim world.

    T he recent Israel-Lebanon conflict againdemons trated this paralysis and themarginalizat ionofOIC in internat ional affairs.

    T he geopolit ical diversity and polit ical differences of its members redu ced its cohesion and ability t oinfluenceininternat ional affairs.

    A former Prime Minister of Malaysia, D r MahathirMohammad remarked that t he disparity of supportbetween the economically powerful and polit icallyinfluent ial Muslimcountries and the less fortunate

    ones is somewha t glaring.Keen supporters of OIC , such as Pakistan, are poor ,polit ically weak and lacking in economic resources.

    Muslimcountries such as Saudi Arabia andtheGulf states are oil andcapital rich

    But their billions of dollars worth are carted away for investment and safekeeping in Europe andthe United States .

    T his high degree of economic and financialdependen cy of these countries make themvulnerable to European and American domes t ic and foreign policies

    Technical and economic assistance provided inthe form of foreign aid to poor countries bybett er off Muslim countries has failed to makesignificant impact .T his is due to the inability of recipient countriesto fruitfully ut ilize such coopera t ion.

    Such is the case of the Malaysian TechnicalC oopera t ion Programme to several Africancountries leaving the donor country with a senseof frustrat ion.

    Conclusion

    With all those constraints and more, the OICthus remains very much an observer ininternat ional relat ions.

    OIC has been unable to act as a polit ical forceand to presen t a united front in the face of

    risingchallenges of globalizat ion.D ue to this, the gap be tween western andIslamic civilizat ions is widening.

    T he weakness of O IC is also surprising when we seethat a number of its members are mili tarily strong.

    Iran , Pakistan , Egypt , Turkey and Indonesia havelarge armies , with Iran and Pakistan having nuclearambit ion.

    A number of Muslimcountries; Malaysia , Pakistan ,Bangladesh and Turkey have par t icipated in many of the UN Peacekeeping missions, demons trat ing theirability t o contribute towards internat ional peace andsecurity .

    Without t his, OIC s existence as an imaginedcommunity .

    Its role as a passive act or in interna t ionalrelat ions will be ensured.

    Its relevance and ability t o adequa telyrespond to the challenges of the 21st centurywill be a quest ion.
