It is the location of many pristine beaches, diving sites and a large portion of Mt. Hamiguitan which is the haven of Almaciga trees and the Philippine Eagle.

Sixty kilometers from the town center is the Cape San

Agustin where three bodies of water meet namely, the Pacific Ocean, Celebes Sea and the Davao Gulf.

powered, set up by the Department of Transportation and Communication is functional.

A three-century-old tree called Mamacao located at Barangay Magdug can be seen along the way to the cape.

Mayor Vicente Orenza of Governor Generoso said the town has a lot to offer like the mountains of Hamiguitan where the famous bonsais grow.

He said several infrastructure projects are already in the pipeline to

improve its tourism destinations like the national road leading to the Cape San Agustin and its view deck.

“People as far as Davao City spend their weekend here enjoying the view and the peace, since this is also an insurgency-free area,” Orencia said. He said the interior barangays also offer good sources of fresh drinking water. Orencia said the forest within his area of jurisdiction teems the most number of Almaciga trees at 191 grown trees in all of Davao Region.

He said the sap of the Almaciga trees has served as a livelihood for the indigenous peoples in his town.

The Almaciga sap serves as a binder for paints and thinners.He said the care for the Almaciga trees encompasses all the town’s programs for poverty reduction, cultural preservation, environmental protection and climate change

adaptation.

“The indigenous peoples serve as our bantay-gubat, since they benefit from the Almaciga trees at the same time protecting them. They are able to earn from their livelihood,” Orencia said.

He said that in July 27 an Almaciga Tappers’ Congress was held in his town in honor of the indigenous peoples. Orencia said the IPs shift from cutting trees to earn a living by tapping the sap of the Almaciga trees.

Government committed to ensuring quality health care for Filipinos, says Malacañang

MANILA -- The government remains committed to ensuring sustainable and quality health care for all Filipinos by enhancing the health programs of the Department of Health (DOH), the Palace said on Tuesday.

In a statement, Communication Secretary Herminio Coloma, Jr. responded to claims made by Vice President Jejomar Binay’s in his “True State of the Nation Address” on Monday that the administration neglected a number of health care issues, among them the Philippine Health Insurance Corp. (PhilHealth) coverage, maternal and infant health, and health center services.

In response, Secretary Coloma

said that based on DOH records, the package and benefits provided by PhilHealth have been increased and expanded to cater to the growing needs of the country’s citizens.

These services include the Point of Care (POC) Enrolment Program, No Balance Billing Policy, All Case Rates, Primary Care Benefit, PhilHealth Outpatient Anti-Tuberculosis Directly Observed Treatment Short Course, and Animal Bite Package.

PhilHealth also provides Maternity Care Package, Z-benefit and expanded Z-benefit for catastrophic diseases and a benefit package for Peritoneal Dialysis or PD First to cover renal diseases.

It also extends the Z-morph benefit package for the initial fitting of the lower limb prosthesis, and the Z benefit for selected orthopedic implants covering patients with disabilities aged 66 years old and above.

The DOH also increased the number of health professionals deployed in the field, especially in Geographically Isolated and Displaced Areas, he said, disputing the Vice President’s statement that health professionals have not been sent to remote areas.

Coloma said that since 2010, nearly 90,000 health professionals have been deployed to various towns and barrios across the country.

This year, he said, a total of 214 dentists and 787 public health associates are being deployed to augment the existing workforce. Next year, the government will deploy an additional 21,118 health workers.

On the issue of maternal deaths, the department reported that in 2013, the total cases of maternal deaths were lower than the recorded estimates of the World Bank and the World Health Organization at 120 per 100,000 or 3,240 maternal deaths, contrary to the 5,000 deaths cited by the Vice President.

In addition, child mortality in the country has significantly decreased and the country is expected to meet its Millennium Development Goal 4 of reducing infant mortality, according to Coloma.

Based on the National Demographic Health Survey, the number of infant deaths has

decreased from 34 per 1,000 live births in 2008 to 30 per 1,000 live births in 2013.

At the same time, the government is constantly improving the capacity of public health facilities nationwide through the Health Facilities Enhancement Program to serve more people, Coloma said.

Apart from barangay health stations, Rural Health Units and

other primary care health centers have been established to meet the health needs of the barangays.

Coloma said that a total of 19,489 barangay health stations (BHS) and 3,074 rural stations are serving the needs of the public.

Next year, an additional 6,400 BHS would be established in schools to serve the health needs of both school and community, he added. (PCOO/PND (as)

Budget allocation for SUCs more than doubled under Aquino’s term -- Palace

MANILA - Malacananang reiterated on Tuesday that the total budget allocation for state colleges and universities (SUCs) has more than doubled under the term of President Aquino, contrary to the claim of Vice President Binay. Communications Secretary Sonny Coloma in a statement citing the Department of Budget and Management’s data said that

the total budget allotment for the country’s tertiary education institutions has increased from P23.8 billion in 2010 to P47.7

billion this year, including a net increase of P5.2 billion from P38 billion in 2014, to P43.3 billion in 2015.

All of the SUCs mentioned by VP Binay in his speech at the Cavite State University (CSU) on Tuesday, reflected increases in their respective budgets.

The budget of the University of the Philippines has increased by 90% to P13.1 billion this year from P6.9 billion in 2010. Meanwhile, the funds allocated to CSU have increased by almost 93% to P353 million in 2015 from

about P183.5 million in 2010.

On the other hand, the budgets earmarked for Isabela State University (ISU) and Mindanao State University (MSU) has jumped by 56% and 81.2% respectively in the five-year period from 2010 to 2015.

ISU’s budget has risen from P367.7 million in 2010 to P572.7 million while MSU’s budget has grown from P1.2 billion in 2010 to almost P2.2 billion in 2015. (PIA)

PHP59.4-M equipment for 118 farmers orgs in North Mindanao

CAGAYAN de ORO - A total of 118 agrarian reform beneficiaries organizations (ARBOs) composed of 18,845 CARP beneficiaries and 10,217 non-CARP beneficiaries in Northern Mindanao will receive PHP59.4 million worth of farm equipment from the Department of Agrarian Reform (DAR).

Procured under the Agrarian Reform Communities Connectivity and Economic Support Services (ARCCESS), the equipment include 37 floating tillers, 27 rice threshers, 18 corn shellers, two units 120-horsepower tractors, 14 90-horsepower tractors, and one hand tractor.

The above-mentioned common service facilities were already delivered to the DAR–10 Regional Office at Macanhan, Carmen, this city for inspection. Test runs were also subsequently done to determine the functional operating condition of the delivered units.

ARBOs’ representatives are required to attend the training on operation and maintenance to be conducted by the equipment suppliers before they can avail themselves of the said farm implements. The formal turnover of these equipment will be done as soon as the Trust Agreement with the ARBOs have been made.

The ARCCESS project aims to strengthen the communities of the ARBOs by building them into support hubs, hopeful that it will contribute in increasing ARBO household incomes. (PNA)

30 rebel returnees receive assistance from government’s CLIP programTAGUM CITY, Davao del Norte - Thirty rebel returnees recently received monetary assistance through the Comprehensive Local Integration Program (CLIP) of the government.

The former members of the New People’s Army (NPA) were given a total of PHP65,000 cash assistance to build their livelihood as they start a new life.

In his message, Governor

Rodolfo del Rosario expressed his joy the former rebels decided to return to the fold of the law.

“The province is always ready to help so that you can come back to your normal life, back into the folds of the law,”

the governor said. Two of the beneficiaries gave their grateful response, conveying their appreciation to the government for giving them the opportunity to lead a normal life after spending years in the revolutionary movement.

CLIP is a program under the Office of the Presidential Adviser on Peace Process which aims to give customized package and livelihood assistance to facilitate mainstreaming of former rebels as productive citizens. (PNA)

517 Central Mindanao aspirants seek entry to PMA

COTABATO CITY, Aug 5 – Aspiring cades of the Philippine Military Academy (PMA) from Central Mindanao took the entrance ex-amination or PMA Cadet Qualification Test (PMACQT) on August 2 at the 6th Infrantry Division in Camp Siongco, Datu Odin Sinsuat, Maguindanao.

Capt. Joan Petinglay, 6th ID spokesperson, said this year, a total of 517 applicants took the PMACQT, by far the biggest number of ex-aminees from Central Mindanao.

Out of 517 applicants, 378 were males and 139 were females, Petinglay added.

Capt. Petinglay noted that the massive in-formation drive that were conducted prior to the exams in different schools in the area served as a big boost in the recruitment pro-cess.

The examination, one of the requirements for admission in the country’s premier mili-tary school, was hosted by the 6th Infantry Division.

The team of examiners who arrived from Baguio headed by Major Aliyah Robles, facili-tated the one day exam at the 6ID Gymna-sium.

The results are expected to be out after a month through the national papers and

NorthCot LGU strengthens support to PWDs

KIDAPAWAN CITY, North Cotabato, Aug. 5--- North Cotabato’s provincial government, in line with its ‘Serbisyong Totoo’ pro-gram, intensifies support to the less fortunate constituents of the province, particularly the persons with disability (PWDs).

The exam covers Algebra and Geometry, Grammar and Com-position, Reading and Compre-

hension, Verbal and Numerical Reasoning, and Pattern Analysis.

Applicants who will pass the examination will undergo physi-cal examination at PMA Baguio City, and will be admitted in the academy granted with full schol-arship and will receive salary and allowances while studying for four years.

“The provincial government looks into every opportunity to assist the PWD sector especially in empowering them as mem-bers of the community,” Gover-nor Emmylou Mendoza noted.

Among the support given to differently- abled persons are the distribution of wheelchairs, crutches and walking aids to help PWDs in their daily routine.

For January to June this year, the provincial government has distributed 139 wheelchairs, 9crutches and 8 walking aids to PWDs in th area.

Aside from the distribution which is an ongoing activity, Gov-ernor Mendoza’s administration sees to it that these individuals are empowered through their participation in different semi-nars initiated by the provincial government.

Meanwhile, during the culmi-nation program of the 37th Na-tional Disability Prevention and Rehabilitation Week in the prov-ince, over 700 PWDs gathered and celebrated not only for their cause but also for the support given to them.

North Cotabato Federation of Persons with Disability (NCFP-WD) president Teresita O. Poria, informed that with the help of the Provincial Social Welfare and

Development Office, the Nation-al Council on Disability Affairs (NCDA) and the Department of Health (DOH), services and pro-grams to for the PWDs are deliv-ered.

“We have a dynamic and truth-ful leader who governs and cares for all her constituents as well as gives fair treatment and at-tention to physically-challenged persons making them productive individuals,” Poria said referring to Gov. Mendoza’s support to their ranks.

She also said that the mem-bers of respective municipal PWD associations feel empowered and are willing to share their skills, talents and dedication to help in the development of the province.

On the other hand, board members Shirlyn Macasarte-Villanueva, an advocate for the rights and privileges of PWDs and Maybell T. Valdevieso, chairper-son of SP Committee on Gender and Development, Family Affairs and Social Welfare expressed their commitment to continue formulating ordinances that will uplift the lives of PWDs. BUTUAN CITY - The Philippine Statistical Authority (PSA) Regional Statistical Services Office (RSSO) Caraga launched the 2015 Consensus of Population (POPCEN 2015) held last August 3 at the Robinsons Place, this city.

POPCEN entails the listing of each individual as of a specified time and within a specified territory and recording of his/her characteristics, it was learned. PSA-RSSO Caraga interim regional director Rosalinda Celeste-Apura said the aim of POPCEN

2015 is to generate statistics on the socio-economic and demographic characteristics of the population and important housing characteristics. Apura said the data will be used as basis in the formulation of development plans and in the allocation of resources at various geographic levels of the government. “Let us be part of this important undertaking not only for us to be counted but also to show our love for our country and patriotism,” said National Economic and Development Authority (NEDA) - Caraga regional director Mylah Faye Aurora Cariño.

The reference date of POPCEN 2015 is on August 1, 2015, 12:01 AM. “All living persons as of 12:01 AM of August 1, 2015 will be enumerated. These are the persons comprising the households, or household population and the persons residing in Institutional Living Quarters (ILQs)/collective living quarters, or institutional population,” Apura explained. However, according to the PSA briefer, the listing and enumeration proper is from August 10-September 6. The census will last for about 25 days including Saturdays and holidays.

‘No Bio No Boto’ COMELEC campaign gets final push in SurSur

TANDAG CITY, Surigao del Sur – The Office of the Provincial Election Supervisor (PES) of the Commission on Elections (COMELEC) in Surigao del Sur has already made “the final push” on Monday, August 3, for the “No Bio No Boto” via conducting a synchronized province-wide campaign.

Atty. Ernie Palanan, provincial election supervisor (PES) here, issued a memorandum dated August 1, 2015 to all election officers (EOs) and their respective assistant election officers (AEOs), pointing out that the course of action is in consonance with the efforts of COMELEC to maximize the drive.

He told all concerned local COMELEC officials “to coordinate with our Election partners to make this activity a success,” including “notifying” those without biometrics for them to be duly informed of their voting status so to become aware. Meanwhile, in the second quarter statistical data of 2015,

which Atty. Palanan also labeled “with/without biometrics and voters who applied for validation,” the COMELEC here indicated that only “five percent” or equivalent to 15,673 registered voters are left to undergo biometrics capture through the validation procedure. The statistical data also showed 3,477 number of voters who applied for validation this quarter. Surigao del Sur has a total of 346,279 registered voters;

330,606 of which or equivalent to 95 percent has already the required biometrics information, the COMELEC provincial chief revealed. Voter registration is only until October 31, 2015, Palanan reminded. Failure to do so would cause for the deactivation of the registration records of the concerned voter, which in effect is going to bar the same to exercise the right to vote in May 2016, it was learned.

The figure represents 87.6 percent of the elementary population of the region, it was learned. According to Department of Health (DOH) Caraga regional director Dr. Jose Llacuna, the deworming campaign was a success and there were only few cases of minor side effects and that no reported cases of hospitalization due to the said activity. The regional launching was held at Butuan Central Elementary School, this city where partner agencies like the Phil. Dental Association - Agusan

del Norte and private sectors like Jollibee Foods Corporation and Shell Gas Station helped and sponsored the deworming campaign. The National School Deworming Day themed “Oplan Goodbye Bulate para maging malusog at masigla ang inyong mga anak,” was a nationwide joint force project of the DOH, Department of Education and the Department of the Interior and Local Government.

LA LIBERTAD, Zamboanga del Norte (PIA) – A total of 488 schoolchildren have benefited from the feeding program conducted by National Food Authority (NFA) in collaboration with the Municipal Social Welfare and Development Office (MSWDO) during the information caravan held here last week.

Of this number, 310 were grade 1 to grade 6 pupils of La Libertad Central School and 78 were preschoolers from the different day-care centers in the municipality. The teaching staff of La Libertad Central School expressed their gratitude to the NFA for providing the rice and ingredients used in preparing the porridge for the children. In a related development, the Philippine Coconut Authority (PCA) also distributed 736 bags of fertilizers to coconut farmers while the Department of Agriculture (DA)-9 gave out vegetable seedlings to infocar participants. The Municipal Health Office in partnership with the

101st Infantry Brigade has also served 67 patients who came to avail themselves of free consultation and tooth extraction. Nine boys have also benefited from free circumcision conducted by a medical team from 101st Brigade. For his part, Mayor Romeo Mejias thanked the Philippine Information Agency (PIA) for facilitating the conduct of said activity in his municipality, saying “through this infocar, our people have realized that we have a government that cares for them.” The infocar was a collaborative effort of the different government agencies in the region such as the

Department of Education, Department of Agrarian Reform, TESDA, Department of Labor and Employment, Department of Public Works and Highways, Department of Agriculture, Department of Environment and Natural Resources, National Nutrition Council, Bureau of Fisheries and Aquatic Resources, Philippine Coconut Authority,

and Commission on Higher Education. A similar activity was also conducted in Talusan, Zamboanga Sibugay last July 21.

The program also targets to create impact and learning experiences to the conflict affected communities in Lanao del Norte. The PAMANA program aims to contribute to lasting peace by first reducing poverty and vulnerability in conflict-affected areas, improve governance, and empower communities and strengthen their capacities to address issues of conflict through activities that promote social cohesion. The Lanao Core Group is composed of Department of Interior and Local Government (DILG), Commission on Higher Education (CHED), Department of Agriculture (DA), Philippine

National Police (PNP), Arm Forces of the Philippines (AFP), Civil Society Organization (CSO) and Department of Social Welfare and Development (DSWD). To date, Kalahi CIDSS PAMANA under the DSWD here has generated a total cost of P51 Million with household beneficiaries of 33,004 and has attained 92.2% physical accomplishment of 2014. The activity was presided by Musa Sanguila of Pakigdait Inc., a non government organization (NGO)-based in Lanao del Norte. Assistant Secretary Howard Cafuguan of Office of the Presidential Adviser on the Peace Process (OPAPP) was also present in the event.

MLGP which started in November 2013 have since provided trainings and lecture to municipal mayors and their municipal health officers to determine health issues and seek solutions to these issues in their areas. Further, it aims to develop local health leaders to be health advocates. Mayor Romeo Tiongco of Damulog Bukidnon, one of the recipients of this program said during the event that health is one of his priorities and that he really hopes for zero maternal deaths in his town. He said that he has observed that Filipinos have poor health seeking behaviour. One is that people don’t go to doctors or hospitals; some against their culture and still some don’t have money. He said that one of his steps after the going through the program is to move health boards to barangay level by creating barangay health board. He also pushes to maintain and promote well-being and learned how to plan. Meanwhile, Mayor Nelieta Q. Noval of Tubod, Lanao del Norte said that now she is really encouraging birthing at health centers and not in the house. In 2014, they had one

maternal death but in 2015, so far there is zero maternal death. Although they are advocating for this, some residents who live in remotest barangay still rely on birthing at home. But now she says that a week before birth, pregnant women are advised to head to the health center and the LGU will provide free food for the duration. The colloquium had two parts with a panel discussion. This involved eight towns with their mayors and health officers particularly Damulog, Bukidnon, Tubod, Lanao del Norte, Plaridel Misamis Occidental, Tudela, Misamis Occidental, Linamon Lanao del Norte, Malitbog Bukidnon, Jimenez Misamis Occidental, and Kibawe Bukidnon. The panel discussion was headed by Dixon Q. Yasay, PhD, Director, XU-GLI, with Arlene Gella, Vice-President, Zuellig Family Foundation and Dr. Nemesio T. Gako, Undersecretary of Health, DOH. According to Dr. Aristides Tan, past DOH regional director that this is an opportune time where leaders will show what they have done, programs initiated or projects expanded to showcase to other municipalities. Meanwhile current DOH regional director Nimfa Torrizo said that this is co-ownership, not just limited with provider, DOH with LGU. As her first time in region 10, she looks forward for strong collaboration between DOH and LGUs.

Disaster and emergency authorities in the Autonomous Region in Muslim Mindanao (ARMM) recently led the multi-hazard simulation drill, in Brgy. Kusiong, Datu Odin Sinsuat,

Maguindanao to test the regional and local government’s preparedness in responding to emergency situations.

The drill scenario is part of the observance of the National Disaster Consciousness Month that carries the theme “Pamilya at Pamayanang Handa, Katuwang sa Pag-unlad ng Bansa.”

Rasol Mitmug Jr., ARMM’s chief of staff. The drill aims at increasing and ensuring the safety of the people during and after the earthquake; evacuation of the affected constituents, with focus on women, children, elderly and persons with disabilities and in providing medical assistance and relief; train participants on the proper action and response during an earthquake; and assess various elements of the response plan designed by the government’s disaster management committee.

“Drills and exercises are part of the government’s continuing efforts in enhancing preparedness and awareness,” said ARMM’s Humanitarian Emergency and Action Response Team (ARMM-HEART) Director Ramil Masukat. ARMM-HEART has been actively promoting public awareness on earthquakes. It also installed an Earthquake Intensity Meter (EIM) to monitor 24/7 earthquakes occurring in Cotabato City, Maguindanao, and nearby towns. The same equipment was also installed in the province of Tawi-Tawi. The EIM measures and displays the seismic scale when an earthquake occurs. It also records and stores various data that are associated with the earthquake. “I think it will be good and beneficial for all of us to be trained as to how to respond to a situation like an earthquake,” said Masukat. Dr. John Magno, the region’s Department of Education (DepEd) secretary, said P191 million was also earmarked for water, sanitation, and hygiene facilities in ARMM’s schools.The support of the Australian government through its Basic Education Assistance for Muslim Mindanao (BEAM-ARMM) program, he said, helps a lot to deliver quality education in the region. The BEAM-ARMM is a comprehensive education and youth development program designed to contribute to the alleviation of poverty and to promote peace in the region. It delivers accessible and healthy learning facilities, quality teachers, learning materials, and a protective environment for children in need, through effective, transparent, and accountable management systems. To date, 123 classrooms were

already rehabilitated and 50 new classrooms were constructed by BEAM-ARMM across the region benefitting more than 8,000 student-beneficiaries each school year. A series of supplemental training to over 9,000 teachers on Enhanced Basic Education Curriculum under the K to 12 program were also conducted. This initiative also provides skills training to out-of-school youth and senior high school students. “My son is one of the lucky students who will occupy the newly rehabilitated classrooms at Portholland Elementary School,” said Hja. Thandzmahal Idan, 35 years old and mother of Al Jake Idan, Grade 3 student in the town of Maluso in Basilan. Maluso is one of the recipients of projects under DepEd-ARMM and BEAM-ARMM program.

Health chief underscores importance of breastfeedingMARAWI CITY, Lanao del Sur - The chief of the Integrated Provincial Health Office underscored the importance of breastfeeding as the sole source of nutrients for babies up to six months.

Dr. Alinader Minalang said breastfeeding alone provides complete nutrition and health protection for babies for the first six months of life. Breastmilk is rich in nutrients such as vitamins, proteins, minerals and antibodies that help protect babies from infections, diarrhea and common illnesses, he said. According to Minalang, mothers should exclusively breastfeed their babies for the first six months of life to achieve optimal growth and development. After six months, babies can be given complementary foods while continuing breastfeeding up to two years. Minalang also reiterated that even working mothers can continue to breastfeed their babies. He said the government has

laid down policies to enable nursing mothers to combine family obligations with work duties. Offices are obliged to provide lactation rooms for employees who are nursing mothers and allow them appropriate periods to express milk, he added. (APB/PIA-10)
