Not known to many, the first Filipino Muslim woman civil engineer has been

in government service for four decades, holding the highest regional post for a woman in Mindanao at the Department of Public Works and Highways (DPWH), and making her the first woman regional director of the said agency in the country.

Cover StoryDPWH-XI Dir. Sinaolan T. Macarambon: The first Filipino Muslim woman civil engineer

Engineer Sinaolan Tanggol Macarambon earned a degree on Bachelor of Science in Civil Engineering (BSCE) from Mindanao State University in Marawi City in 1968. She passed the board examination soon after graduation, making her family, relatives and the whole Maranao tribe the happiest and proudest that time. Prophecy From a tale of prophecy during her senior high school days that she would become an engineer someday,

Macarambon took the prediction in stride, though initially she

wanted to be a pharmacist, and despite

the prodding of some MSU professors to shift to BS Chemistry or BS in Mathematics where she was seen to have potentials to succeed. In fact, she shifted shortly to Accountancy but decided to pursue Civil Engineering in MSU where she was among the pioneering students. “It never crossed my mind (to become an engineer). I never expected to become who I am now,” Macarambon said. Taking the path of the engineering course, traditionally a domain of men, wasn’t much of a struggle for Macarambon being a woman and a Muslim for that matter. For one, she had the blessing and support of her Maranao parents, especially of her father who was an

educator and a level-headed person. Macarambon is the eldest daughter of the late School’s Division Superintendent Mangontra Tanggol and Hadja Subaida Tanggol of Marawi. She said she never experienced discrimination or harassment in the Engineering department dominated by men. “In fact, I was well respected, highly regarded and protected,” Macarambon told the Philippine Information Agency. The proper treatment accorded to her could have also been rooted from the fact that she comes from a royal family. Macarambon said she has been given the royal title Bai a Dimasangkay sa Ganassi. Comfortable climb to success Climbing up the ladder of her career path was not also hard for Macarambon, saying that promotions just came in naturally and timely. “It was a comfortable climb,” she said. Macarambon was among the many government officials who rose from the ranks. She took pride that she started working at DPWH as a casual employee until she became regular as civil engineering aide that honed her skills and competence through field works. Her first big leap came in 1989 when she

was promoted as district engineer of Lanao del Norte District Engineering

Office. In 1994, she was t rans fer red

assignment to Cotabato 2nd District Engineering Office. Six years later, she became the assistant regional director of DPWH Regional Office X in Cagayan de Oro City in 2000. Then, after five years, Macarambon became a full-fledged regional director, also while working at the DPWH-X in 2005. This bestowed on her the accolade of being the first woman regional director of the agency not only in Mindanao, but in the entire country. Macarambon has since headed the DPWH Regional Office XI in Davao City since September of 2010, after her stint in Region XII for eight months since January 2009. Even before becoming a full-fledged regional director, she already obtained her Career Executive Service Officer rank in 1998.

Challenges, leadership From her various places of assignment, she would not forget her most challenging time in Lanao del Norte, where a powerful politician often gave her headaches over pressures and demands on projects for the province. Unperturbed by the harassments and cases lodged by the politician, who she declined to name, Macarambon continued her work with clear conscience and integrity. “This made me a stronger person and a dedicated public servant,” the regional director stated. She said she is more relaxed and at ease working in Davao Region where there are less hassles and problems to address to. Though her work load now is more on management, Macarambon said she still does field works such as inspection of projects which she has been enjoying since her younger years. When asked about her management style, she said she is employing a participatory and consultative approach where she could solicit good ideas and suggestions from her personnel. “This is also one way of recognizing their contributions,” she said referring to her staff who she said are cooperative and supportive of her.

Engr. Agnes Audan, acting public relations officer of DPWH-XI,

described Macarambon as hardworking and with a

motherly treatment to her personnel. Family With her big responsibilities and accountabilities and busy schedules at work, not to mention the several times of place assignment transfers, Macarambon said she could not say that she has neglected her family. She said she tried hard to make time with her husband Hadji Abdul Naffi Bantog Macarambon, a business man, and their five children. “Whenever I could, I took time to cook for them,” she said sharing that the family’s favorite recipe is the Malaysian Beef Randang and kare-kare. Admitting the lack of time and care for the family, being always away from them because of work, Macarambon beamed with pride sharing that all her children have been raised well and now pursuing different path of profession. She said she has a child who has taken the same path in Engineering, one is a business

management graduate, another is a registered interior designer, one is medical intern and the youngest has taken Law but has stopped after recently giving birth. Macarambon is now a proud Lola or grandmother to eight grandchildren. An inspiration to emulate Recognizing Macarambon’s achievement being the first woman civil engineer did not just end in celebration. Macarambon became, and continues to become an inspiration and good model to many women, especially from the Maranao tribe. She said many young Muslim women now take civil engineering course. Many mothers from the Maranao tribe in Tanggol’s community in Marawi have named their babies “Baby”, after Macarambon’s

nickname. With her achievements and outstanding performance as public servant, Macarambon received several citations and awards, among others, such as Regional Director of the Year for DPWH in 2011; Outstanding Lady Engineer of the Year in 1996; Presidential Citation for outstanding performance relative to infrastructure development given by former President Ferdinand Marcos. Macarambon was also recognized as the first woman Muslim environment planner after having earned a Master’s Degree in Environmental Planning from the University of the Philippines Diliman in 1975. She has involvement with several

professional and social affiliations such as Philippine Institute for Civil Engineers (PICE), Road Engineering Association of the Philippines (REAP), and the Society of Philippine Accredited Consultants (SPAC).

Allah, hard work, dedication, sincerity Macarambon attributes her success and achievements to hard work, perseverance, patience, sincerity and dedication at work. “I just work hard. Maybe Allah has seen my hard work and perseverance,” she stated, thanking Allah whom she believes has provided her the kind of life that she and her family have been living all these years. This is why, after her retirement in time for her 65th birthday on June 22 this year, Macarambon plans to return to Saudi Arabia to praise and express gratitude to God for all the blessings, and for reaching the retirement age healthy and happy. “Allah just gave it all to me,” she said. She also recognized her parents who always

reminded her and her other eight siblings, to be honest, to work hard, to avoid trouble and hurting others, not to retaliate, and not to forget God.

ACROSS THE NATION

The Chief Executive issued the declaration in Proclamation No. 193 signed by Executive Secretary Paquito N. Ochoa, Jr. on June 27, to “amplify and reinforce the consciousness

of the public on electrical safety.”

The President said that many lives and properties are lost due to fires and electrocution.

“The main reason for

the occurrence of fires and electrocution from electrical causes is not faulty wiring but ignorance in the use of electrical appliances and gadgets such as overloading of electrical outlets and the

Aquino inaugurates Doppler radar station, hydro-power plants in Catanduanes

President Benigno S. Aquino III inaugurated Wednesday the Solong and Hitoma 1 Hydroelectric Power Plants and the Philippine Atmospheric, Geophysical and Astronomical Services Administration’s (Pagasa) new radar tower station here.

use of counterfeit electrical products

such as circuit breakers, power strips, extension cords, batteries and holiday lights that can cause fires, explosions, shocks, and electrocutions,” he said.

He pointed out that the economic losses brought about by fires contribute to reduced productivity and therefore affect the country’s economy.

He further said that the Bureau of Product Standards (BPS) which is under the Department of Trade and Industry (DTI) serves as

the National Standards Body of the Philippines, with the mandate to develop, promulgate, implement and coordinate standardization activities regarding electrical products.

According to the President, the Institute of Integrated Electrical Engineers of the Philippines, Inc. (IIEE) has entered into an agreement with the Singapore-based International Copper Association-Southeast Asia (ICA-SEA), a non-profit organization, to conduct

electrical safety awareness campaign in the country.

“The agreement also aims to provide the opportunity to share best practices and help establish good standard in electrical system in the Philippines,” he added.

The President, likewise, directed the IIEE and BPS to conduct programs and activities on electrical safety throughout the year subject to the approval of the National Disaster Risk Reduction and Management Council (NDRRMC). (JS)

Upon his arrival, the President

unveiled the marker of the new radar station and had a briefing on the two projects put up in the province.

“By harnessing the nurturing power of nature and by dealing with nature’s fury, we can be sure that better days await the people of Catanduanes,” the President said in his message following the inauguration rites.

“We are allowing them once again to be very optimistic about their futures… the renewed optimism is here, not just in Catanduanes, not just within the country but around the world,” he said.

The Solong and Hitoma 1 mini-hydro plants are the first ever to be developed by a private entity—Sunwest Water and Electricity Inc. in the small island grids covered by the special power utilities groups (SPUG) of the National Power Corp.

If developed further for additional hydropower capacity, Catanduanes will be the first island grid in the country to source most of its power needs from a

renewable source.The hydro-electric

plants use run-of-river method that doesn’t cause any inundation that affects nearby communities. The system only requires diversion of weir.

Once operational, the Solong and Hitoma 1 plants will relieve consumers outside Catanduanes of at least P100 million in subsidies for bunker and diesel-based power generation.

Meanwhile, the Virac (Bato) radar station, the first of three Doppler radar stations being put up in Luzon using Japanese techno logy, aims to e f f e c t i v e l y mitigate the devastat ion caused by t r o p i c a l cyclones and other severe w e a t h e r phenomena.

It will also enhance the c a p a b i l i t y of PAGASA-DOST to m o n i t o r t r o p i c a l c y c l o n e s , e s p e c i a l l y

those coming from the Pacific Ocean, thereby protecting lives and properties.

The new radar system will also enable PAGASA to conduct more extensive monitoring of severe weather conditions and its associated hazards such as intense rainfall, destructive winds and transmit information real-time for a more efficient processing and analysis.

Heavy rainfall, which triggers flooding and landslides, could easily be detected by PAGASA using the new weather tool. (JCL/AS)

Piagapo holds 1st Biking Challenge to promote peace by Apipa P. Bagumbaran

In order to show that Piagapo is a

safe and peaceful town, a 35-kilometer biking challenge dubbed “Biking for a Peaceful Piagapo” was held last April 29 here, spearheaded by the municipal government in partnership with the 64th Infantry Batallion, Philippine Army.

Fifty-five bikers coming from the cities of Cagayan de Oro, Iligan, and Marawi, as well as from the municipality of Balo-i in Lanao del Norte province took part in the first-ever biking challenge held here.

The bikers were given a unique opportunity to race through

concrete roads starting from the 64IB headquarters in Saguiaran town towards some rough trails in Piagapo, going out of the town via Mindanao State University in Marawi City, and heading back again to the Piagapo

(ABC) President, said the biking race was conducted to promote peace and development, not only of the town but also of the entire province. “We want to change the bad image of Piagapo. We are accused as the haven of criminals and other bad elements. Through this activity, we want to show that most of the accuses are not true and the bikers can attest to that,” he added. James Rey Dimlo, winner for the yellow category (for ages 30 years and below), expressed agreement to the statement of the ABC President. “The road is peaceful and the residents showed their support in this,” said the 29-year old biker who finished the race within one hour, 33 minutes, and 18 seconds. Other top winners were Steve Cadis for the blue category (age 31 to 40 years) with a total time of

one hour, 40 minutes, and 56 seconds; and Alberto Alfeche for the red category (age 41 years and above) with one hour, 45 minutes, and 59 seconds. The top three winners belong to the Iligan Mountain Bikers Club. “This challenge is unusual to those that I have participated in before since the terrain here is more challenging. We will join again in future biking challenge in this area,” Alfeche said. Macatanong promised that the next race will involve longer and challenging race tracks to make it more memorable and enjoyable to those who will be joining.

ing into sports tourism. “From what we are spending in the summer festival, we will be raking in revenues from sports tourism.” says Neilwin Bravo, one of the organizers of the Davao’s Summerfest said. is a more comprehensive vehicle for sports tourism.First held in 2011, The Davao Summerfest is a festival with numerous activities which delves on sports, arts and culture. The 2012 Summerfest opened last April 27 at the Peoples Park. According to Bravo the sporting events would try to meet different aims among these include; identifying

Bravo said that despite the lack of modern sports facilities like stadiums and sports complex, there are other sports disciplines which don’t need expensive facilities, among these extreme sports like mountain-biking and wakeboarding are among the games to be held during the festival. He also said that the modern sports facilities of neighboring cities such as Panabo and Digos would also benefit the City. Events held in those cities would eventually trickle down to Davao City being the gateway of the region. Orly Escarilla of the Davao Summerfest said that the summer marketing campaign of the Department of Tourism-XI dubbed

as One Summer Fun, which covers all summer festivals in the region, could benefit Davao City as nearly all visitors and participants in those activities would pass through Davao City. He said in 2010 based City Tourism figures there were about 60,000 visitors in Davao in May of that year (based on hotel occupancy) and in 2011 of the same month, there were about 64,000 visitors recorded. Escarilla said that part of the increase would be attributed to those attending the summer fest activities. He hopes that the 2012 Summer Fest would bring in more visitors to the City. N. Cotabato strengthens disaster response, rescue capabilitiesBy Dani Doguiles

KORONADAL CITY, South Cotabato, -- The provincial government of North Cotabato is beefing up its capabilities in disaster preparedness and response, according to a report from the office of Gov. Emmylou “Lala” Taliño-Mendoza sent to PIA 12 Tuesday.

Among the major measures under imple-mentation by the pro-vincial government in-clude the installation of a radio communications network that would link all barangays in each of the 18 local govern-ment units together as well as establishment of an automatic weath-er station in Amas, Kidapawan City.

Several infrastruc-ture projects are also underway to strengthen some areas that may be affected by flooding.

Recently, the provin-cial government bought P16 million worth of rescue equipment. The first batch of equipment have been delivered to the provincial govern-ment, and had person-ally been inspected by Gov. Mendoza.

These comprised of flood water rescue equipment and person-al protective equipment (PPE), fire fighting sup-plies, basic rescue hand tool set and PPE Kit, in-dividual rescuer PPE and rescuer deployment set (RDS), vehicular extrac-tion equipment, high

angle rescue equip-ment, earthquake/col-lapse equipment, emer-gency medical supplies, and emergency medical supplies equipment.

With the latest rescue equipment, Gov. Men-doza said, she is confi-dent that rescue agen-cies and personnel in the province will be able to satisfactorily respond to the challenges of any disaster or calamity and minimize casualties dur-ing any emergency.

She added, follow-ing the procurement of these life-saving gears and paraphernalia, the provincial government will conduct appropri-ate trainings on proper handling of these equip-ment for response teams will be able to effectively perform res-cue operations in case floods, landslides, earth-quakes or vehicular ac-cidents occur.

“But the ability of our community to combat calamities does not rest solely on the presence of the latest rescue tools,” the governor said. “ A vital part of strengthen-ing our rescue and di-

saster capabilities is to arm our citizens with knowledge in the face of possible crisis.”

Other than these, the provincial government in partnership with the Mines and Geo-sciences Bureau of the Depart-ment of Environment and Natural Resources has already distributed a geo-hazard maps to municipalities in the province.

She said, these geo-hazard maps should be able to forewarn the local officials and the public of the disas-ter prone areas in their localities and prepare them against disas-ters.

Large areas of Mlang, Tulunan, Kabacan, Pigc-awayan, Midsayap and Aleosan have been clas-sified as low-lying and flood-prone towns and are likely to be sub-merged when water levels of Liguasan Marsh and its tributaries rise.

Meanwhile, mountain towns of Arakan, Alama-da, Magpet and some portions of Matalam, as well as Kidapawan City

are identified as land-slide-prone areas on the geo-hazard maps.

North Cotabato’s res-cue and response capa-

bilities is being financed under the P45-million disaster risk reduction and management fund appropriated through

the Provincial Develop-ment Council Resolution No. 10 – series of 2011 legislated on Septem-ber 26 last year.

Charmaine Dawn Ladot-Sonsona, labor communications officer of DOLE 12, said as of 6:30 yesterday afternoon they have already monitored at least 555 HOTS from among an initial tally of 1,148 qualified applicants.

The number of qualified applicants was initial, Sonsona reasoned, because the number of qualified applicants in Cotabato Cotabato City have yet to be determined.

Sonsona explained further that those qualified applicants not included among the HOTS still have chances of being hired since they are now undergoing further interviews or examinations required by the employers.

She said, DOLE 12 Regional Director Chona Mantilla “was happy with the result,” considering that the initial figures indicate that they have achieved their target of 15 percent HOTS among qualified applicants.

Job fairs in Soccsksargen Region were held at Gaisano

Grand Mall in Koronadal City on Monday, and at KCC Convention Center in General Santos City, at the Kidapawan City gymnasium in North Cotabato, and at South Seas Mall in Cotabato City.

During the Wage Clinique in Koronadal City yesterday afternoon, Mantilla said job mismatch still remain a concern in their job facilitation activities.

and sectors, including educational institutions, to guide to choose appropriate career paths that would fit with the requirements of the job market.
