BACKGROUND : NATIONAL OPEN SOURCE POLICY
● January 2002: PIKOM's whitepaper to MECM– Recommends that Malaysia should officially embrace Open Source via policy
statement.● March 2002. 13th MSC ICM : MDC paper 'OSS for the MSC'.
– 'Prepare to take advantage of OSS'.– Create 'level playing field' for Open Source in procurement– Consider setting up an Open Source Development Institute
● September 2002. 6th MSC IAP : Dr John Gage of Sun presented om OSS.
– 'MSC should be a testbed for OSS'
● August 2003.
– MAMPU announces Open Source Master Plan for Public Sector to be formulated– MIMOS hosts Free & Open Source Software Conference (FOSSCON) 2003 – key

WHAT IS OPEN SOURCE?● OSS Philosophy
– Right to Copy– Right to Study– Right to Modify– Right to Redistribute
● Allow anyone access to software● Bug fixes and other improvements can be developed rapidly.● Has led to deveopment of high quality, stable software.● Adhere to Open Standards – possible for open and proprietary
software to interoperate and exchange data.

BENEFITS OF OPEN SOURCE● Prevents vendor lockin.● Monopoly impossible with Open Source.● Easier to customise software to local language, culture
requirements.
● Easier to be developers of software, not just users.● Customization / enhancement can be done locally.● Support of Open Source tends to be locallybased.
● Less dependency of foreign software, technology and skills.● Audit is possible – ensures no unwanted information flow to
foreign nations, no unexpected functions.● Lower incidence of viruses, worms etc.
● Affordable software for individuals, public and private sector.● No need to pay for software upgrades just to stay compatible.● Foreign exchange savings.

WHY TAKEUP IS SLOW IN MALAYSIA?● Lack of awareness
– Unaware of alternatives to proprietary software– Unaware of various open source business models– Unaware of long term risks created by current vendordriven
proprieatry model● Lack of impetus
– Government sending mixed messages– Easy access to pirated software
● Lack of capacity– Education system currently favours proprietary software– Strong commercial ecosystem to provide support is lacking– Difficult to get Pcs preloaded with open source
● Where and how to start?– Existing 'de facto' data standards are proprietary– Migration requires support and assistance

APPROACH AND FOCUS● APPROACH : To formulate a National Open Source Policy and
Implementation Plan to concurrently increase the use of Open Source in the following sectors:
– Public Sector– Private Sector– Education and Community Sector
● FOCUS : Policy and Implementation Plan should deliver the following benefits and advantages of open source to all sectors:
– Choice and Empowerment– Local Industry Development– Security and Sovereignty– Financial Benefits

DELIVERABLES● A National Open Source Policy
– A national level policy document that will state the national policies on open source and how these policies will help Malaysia to realise the benefits of open source in all sectors.
● A National Open Source Implementation Plan– A national level document that will give the overview and
anticipated timeline on what activities need to be undertaken by all sectors to migrate to open source.
● A National Open Standards Framework– A national level document (that will be periodically updated) to
guide all sctors on the use of vendorneutral open standards to maximize choice and interoperability.
