    Dear Ms. Spurgeon:

    Short Elliott Hendrickson Inc. (SEH) is pleased to submit this feasibility report for the Otero Avenue Paving project. This project is being proposed by petition of the residents adjacent to the project area.

    The improvement that was analyzed consists of bituminous paving of Otero Avenue from Highway 316 to 6,350 west. In addition to the bituminous paving, culverts will be added to the intersection at Highway 316 to improve drainage.

    This report reviews existing conditions, identifies proposed improvements and includes estimates of total project cost and cost recovery methods to evaluate the feasibility of these proposed improvements. Preliminary assessment rolls and corresponding maps are included.

    The proposed improvements have been petitioned by 81percent of the property owners adjacent to the project limits. In summary, we find the project feasible and cost effective from an engineering standpoint.

    The estimated total project cost is $241,100, which includes a 10% contingency, 20% for legal, fiscal, administrative, and engineering costs. The project cost is proposed to be paid 100% by assessments to adjacent and benefitting properties. The estimated assessment based on a per lot assessment of $8,310 per lot.

    We recommend that the Township Council, Township Attorney, Township Appraiser, and Township Staff review this report.

    Feasibility Report

    Otero Avenue Paving

    Prepared for Ravenna Township, Minnesota

    1.0 Introduction

    A Feasibility Study was authorized for the Otero Avenue Paving Project by the Ravenna Township Board at the October 11, 2012 Board meeting.

    A petition to pave Otero Avenue was received by the Ravenna Township Board in the Fall of 2012. Out of 29 property owners, 81% said yes to pave Otero Avenue and 19% said no. Otero Ave is public right-of-way that requires a 75 percent petition in favor of the project by adjacent property owners for the board to consider the project.

    The type of improvement studied in this report is bituminous paving of the existing gravel road. Factors determining the type of improvement are outlined in this study. The assessable lots were determined based on benefitting properties fronting the project area.

    2.0 Existing Conditions Otero Avenue is a rural section roadway with a gravel surface from Highway 316 to a point approximately 6,350 feet west. The existing roadway has a gravel surface width of 22 feet which widens to 26 feet at the intersection of Highway 316. The roadway section has ditches on both sides to convey stormwater runoff. Guardrail exists on both sides of Otero Avenue at the intersection of Highway 316. Existing slopes on both sides of the pavement edge vary.

    Two inches of class 5 aggregate base was added to the section of roadway in 2012. The existing gravel and base section are in good condition and appear to have good stability and strength. Highway 316 is a bituminous roadway and Otero Avenue is a bituminous surface at a point 6,350 feet west of Highway 316. Existing driveway surfaces along Otero Avenue are gravel and bituminous with variable grades to the roadway edge.

    All of the proposed streets to be improved have existing public and private utility systems within their rights-of-way. Private utilities include gas, telephone, electricity and cable television/internet. The owners of these private utilities will be notified of the proposed improvements. Given the fact that these private utilities are most often buried in the grass area between the outside edge of the street and the right-of-way line, it is anticipated that their utilities will not be disturbed by this project. This section of roadway does not have exiting sanitary sewer or water main. Existing storm sewer utilities include ditches and culverts to convey storm water runoff.

    3.0 Proposed Improvements Appendix A, Figure 1 indicates the proposed street improvement location and Figure 2 shows the proposed typical section for the Otero Avenue Paving Project.

    Bituminous paving of the gravel road section of Otero Avenue is the petitioned improvement for this project. The paving will match existing bituminous pavement at Highway 316 and end at the existing bituminous pavement 6,350 feet west of Highway 316. The proposed paving consists of a rural roadway section with a width of 22 feet, matching the existing gravel width. The bituminous pavement will be 26 feet at the intersection of Highway 316 to match the existing roadway width between the guardrails along Otero Avenue.

    Prior to bituminous paving, the gravel surface will be graded to smooth the existing surface and to provide an adequate crown along the roadway centerline. The existing gravel surface will be compacted to achieve a stable base for the pavement. The proposed pavement is a 2.5 inch thick wearing course. A 2.5 percent cross slope is the typical pavement grade used to improve drainage from the paved roadway surface.

    The pavement structure and strength are restored by adding the bituminous pavement surface. This type of improvement will improve drainage, increase rideability, and reduce frequency of maintenance required on the roadway section. Appendix A, Figure 2 indicates the proposed typical section. A 2 foot gravel shoulder will be added to the proposed bituminous edge. The shoulder will support the pavement edge and help extend the life of the pavement.

    Existing driveways along the project are mostly gravel surfaces with three driveways being bituminous surfaces. Existing bituminous driveway elevations will be matched with the proposed roadway pavement. A three foot pavement extension will be added at driveways and mailboxes to reduce gravel tracking onto the new pavement surface, and to provide support for mail delivery vehicles at mailbox locations. All gravel driveways will need some amount of aggregate surfacing applied to create a uniform transition to the new pavement.

    Storm water runoff is currently conveyed through a series of ditches and culverts. The ditches and culverts will remain. Culverts will be added under the two driveways west of Highway 316 to improve drainage in the area.

    No additional right-of-way or easements are anticipated for these improvements.

    4.0 Cost Summary and Recovery The proposed improvements and costs in this report were based on field observations and analysis done in November 2012. Minor changes in the existing conditions are not anticipated over the winter months, but if any changes occur, they could affect the estimated project costs outlined in this report.

    Estimated project costs have been projected for the Otero Avenue Paving studied in this report. Detailed estimated construction costs were prepared and are included in Appendix B. Total project costs include estimated construction costs, a 10 percent contingency, and 20% for legal, fiscal, administration and engineering.

    The total estimated project cost for these improvements is $241,100. The project cost is to be paid 100% by assessments to the benefitting adjacent properties. It is anticipated that the bidding environment will be favorable to the Township in 2013. Preliminary assessment roles with the corresponding maps are included in Appendix C.

    Proposed assessments are calculated on a per unit basis. This method of assessment is very appropriate when all lots are of similar use, size and vintage. The total number of units on the project is 29 units resulting in an estimated assessment for each unit of $8,310.

    Assessments may be paid in full at the time the assessments are approved by the Town Board or within 30 days after the assessments are approved. Remaining assessment balances after 30 days are then certified to Dakota County to be collected with property taxes based on equal principal installments. All assessment balances would also include an interest charge from the date of adoption of the assessment rolls at a minimum interest rate of 8% or as established by the Township Board.

    6.0 Conclusions and Recommendations From the results of our study and investigations, it is concluded that:

    1. The existing roadway base and gravel section are in good condition.

    2. A bituminous paving of the existing gravel roadway is an appropriate improvement for this roadway.

    3. Bituminous paving will improve roadway drainage, rideability, and reduce maintenance frequency on the roadway section.

    4. The improvements have been petitioned by 81% of the property owners in favor of the project which meets the Townships minimum of 75% petitioning.

    5. The project is feasible from an engineering standpoint, as the existing gravel roadway is in good condition.

    6. The project is cost effective, as the improvements will utilize the existing gravel roadway sections. Any necessary storm sewer improvements will be made with minimal excavation and disruption.

    7. The total estimated cost for all of these street improvements is $241,100 with the total cost assessed to the benefiting properties.

    In considering the foregoing conclusions, it is recommended that:

    1. The Township Board and staff review this feasibility report for the Otero Avenue Paving. A public hearing should be held as soon as practical if the Board deems feasible to improve.

    2. The improvements as proposed should be constructed as outlined in this report.

    3. The costs of the improvements be recovered from 100% assessment of benefited properties. The ability to assess the amounts proposed should be verified.

    4. The Township Board, Township attorney, Township staff, Township financial consultant, and the Township appraiser review this report.
