ESTCP Project Objectives
• $5.7 Million – maximum grant award– $6.5 Million current cost
• Partnership with Raytheon, 249th Engineering Batallion• Requirements
– Sustain up to 1.5 MW independent power for 120 hours• High % wind power• Utility-sized battery storage system• Minimum diesel generator backup
– Create cyber-secure connection to ISO for ancillary services• Frequency Regulation• Demand Management• ISO Emergency Response
Otis ANGB Microgrid• 1.6 MW Battery• 1.5 MW Wind1 Turbine• 1.5 MW Diesel Generator• Intelligent controller• No load shedding required• Otis ANGB indefinitely sustainable

Challenging USAF Policy
• Cyber-security authorization process at ANG / AF• AO authority, review & approval processes at USAF are not well-defined• Engaged SAF/IE Office of Energy Assurance to blaze trail
• AF authorization to modify generator to power grid• Current USAF policy prohibits critical generator paralleling• Engaging USAF agencies to change policy and gain operational approval• Upon approval, will generate revenue through Demand Response by Q1 FY18,
prior to microgrid completion
• Ongoing O&M requirements• Systems such as this require manpower, expertise, contracts, and funds to
maintain electrical performance and cyber-security integrity• Publishing white paper on O&M requirements for HAF/A42, ESTCP, NGB
