notes from the SUPERVISOR’S OFFICE

I would like to take this opportunity to welcome all of Guilderland’s residents and all the other readers of

Our Towne Guilderland to 2012. I really appreciate the opportunity that publisher Lowell Knapp continues to provide the Supervisor’s Offi ce in making this column available for me to use as a way of staying in touch with Guilderland’s residents. I believe that it is important for Town residents to be aware of what is happening in their community, and this column represents one way to achieve that goal.

Th is is also a good time for me to remind residents that Guilderland also off ers current information and live meeting broadcasts and replays on Channel 17 on your local cable system, and that the Guilderland Town website, www.townofguilderland.org, off ers a wide range of continuously updated information on community events. Residents can also use the website to sign up for e-mails containing agendas and minutes of meetings of the Town Board and other boards and committees.

Th e diffi cult economic times of 2011 are carrying over into 2012 on a national, state, and regional level. Th ese conditions continue to present Town government with signifi cant challenges as we work to continue to provide the municipal services that maintain the quality of life in our community without increasing the fi nancial burdens imposed on our residents.

Th e 2012 budget adopted by the Town Board contains no increase in the Town’s general tax rate. A limited number of fees for diff erent services provided by the Town saw modest increases for the fi rst time in three years. At the same time, Town employees were again provided no salary increases for 2012, several positions in the Town workforce were eliminated, a number of full-year positions were converted to seasonal status, and modifi cations to health insurance programs were put into place to curtail the growth of this signifi cant expense category. I am pleased to report that these cost savings have been implemented with the active cooperation of the Town work force.

We will continue to closely monitor Town revenue and expenditures during 2012. While we are, of course, always hopeful of an economic upturn that will benefi t our Town and its residents, we will not manage Guilderland’s fi nances on the basis of that hope. On January 1, 2012, two new members of the Town Board took their oaths of offi ce. I am pleased to welcome Brian Forte and Alan Maikels to the Board, and am pleased at their commitment to work with

me and with current Town Board members Patricia Slavick and Paul Pastore to address the challenges facing Guilderland in a collaborative manner and with a common focus on positively impacting the quality of life of our community and its residents.

As winter takes hold in Guilderland, many of our residents will be looking for aff ordable recreational opportunities close to home, and, as usual, our Town parks have a variety of options available. Sledding on the big hill at the Winter Recreation Area is always a popular family activity. Snowshoeing is an increasingly popular winter activity, and the 5 miles of trails in Tawasentha Park and the Winter Recreation Area are available for your use. Please remember that snowshoeing is not permitted at Western Turnpike Golf Course. A limited number of snowshoe rentals are available at the Parks and Recreation Offi ce on Route 146. Cross- country skiers can try their hand on the ungroomed trails at Tawasentha and the Winter Recreation Area, or, when the weather permits, on groomed trails at Western Turnpike Golf Course. A limited number of ski rentals are available for a fee of $7. Please check the Town website or call the Parks and Recreation Offi ce at 456-3150 for up-to-date information about available activities.

January is a god time for regular golfers to be thinking about taking out or renewing memberships at Guilderland’s Western Turnpike Golf Course. A membership off ers the opportunity for unlimited play at a reduced cost, with an additional discount off ered for Guilderland residents, plus a special early-bird discount available for new or renewed memberships that are paid by February 1. Another attractive feature of Western Turnpike memberships is that the 2012 seasonal fees will not increase in price over 2012. Call the Parks and Recreation Offi ce at 456-3150 with any questions you may have about memberships.

Happy New Year! Like you, we at the chamber are being optimistic about 2012; there have been some improvements to small business taxes, lower

health insurance rates and people seem to be spending a little more! Locally, we have some activity along Western Ave, in Altamont and at the Mall that suggests our local economy is improving. Altamont has a new wine bar; Mio Vino. It opened the week before Christmas, and I know the chamber looks forward to having some business networking events there. Th ere is a Kosher NYC style deli in the works at the old Wendy’s on Western ave, which will be a great addition to our choices of places to eat! At Crossgates Mall, Carrhart clothing line is moving in, and I hear through the grapevine that other great things are happening!

At the chamber, we are diving into the new year with numerous business events and educational seminars. For our First Friday Business breakfasts, we have the January “State of the Town” and on Feb 3, we have an inspirational “start up to success” FFBB with Steve Gonick from Adirondack Small Cap. Th is company went from a start up investment fi rm of 3 friends to being named the Number 1 Small Cap company in the U.S. last year; winning the Lipper Award. Check out all the events for January:

In the December issue of Our Towne, we talked about preparing for the New Year: - Buy a journal - Set specifi c, realis c yet challenging goals - Set both long term and short term goals -Believe in yourself - it is the most powerful predictor of success and change.Even the longest journey must begin where you stand, that fi rst step is a big one and o en the hardest step to take. January is the month to put your plans into ac on. Move past your fears. Conquer that fi rst step.Have a plan in place every day: know your workout, your meals, your snacks, and your plan for the day...everyday. It should be in your journal and will keep you on track. Be prepared in advance and s ck to your plan. Enlist the help of a trainer or die cian if you need guidance. Good trainers have not just mastered exercise science, they understand how to help their clients achieve more from every aspect of their lifestyle. Use your Journal: how it best fi ts you but be honest… if you can’t be honest with yourself you will never succeed. Use your journal to track your progress, record your food intake and workouts, as a reminder to drink enough water, to record your weight, body measurements, your mood and energy level, or to write down your feelings. It seems like everyone today has questions about the current state of the Guilderland real estate market. How are values? Are homes selling? How long will it take to sell my home? Th ese are questions that I hear almost every day. When I started in the business over 20 years ago, a real estate agent’s primary evaluation tool was a CMA or Comparative Market Analysis. Using this method an agent would evaluate prior closed, pending, and active listings in an area to derive an estimated value for a property. Th is method is still used by many agents today. However, to really know what is going on in a real estate market in general, a more detailed statistical analysis is required.

Based on recent data of real estate agent listed homes, here is what is happening in Guilderland as of year end 2011. Th ere are roughly 138 existing single family homes listed for sale with prices ranging from $99,900 to $1,600,000. Th e average single family home list price in Guilderland is currently $347,000. In 2011, 243 existing single family homes were sold with an average price of $253,000 and an average of 84 days on the market. In 2010, 254 existing single family homes were sold in Guilderland for an average sale price of $256,958 and an average reported marketing time of about 66 days. Properly priced homes are selling for roughly 96% of list price on average. Based on recent data for the past several years, it appears the volume of existing single family homes sales has stabilized at about 250 per year. Th is contrasts sharply with the market peak in 2007 of 327 single family home sales. While home values have seen a decline since the market heights of 2007, recent data is trending towards price stabilization.

A closer look indicates that roughly 46% of homes listed for sale in 2011 expired unsold. Based on the current absorption rate, Guilderland has about a 7 month supply of homes on the market. As a general rule of thumb, a 6 month supply of homes is considered to be a balanced market. When the inventory of homes is greater then 6 months it is considered a buyer’s

market. A supply of less than 6 months will tend to indicate the market favors sellers. Each neighborhood and price range within the town will vary from the averages and each home should be evaluated individually to draw accurate valuation and marketing conclusions. Th e good news is our offi ce saw a signifi cant increase in buyer activity during the month of December. It appears that buyers are fi nally starting to move off the fence, partially driven by mortgage interest rates dipping under 4%. Hopefully this activity will continue into 2012.

The utilization of trusts and appropriate types of insurance should be considered. While a trust can protect assets, Long Term Care insurance can help cover the expenses for Long Term Care services. Policies vary, but in general they provide a set amount of coverage that can be used to pay the costs of nursing homes, assisted living facilities, or home health care.

Live Every Moment

Th ere has been so much talk about 2012 and the predictions for the end of an era; some even consider the end of the world. Countless times throughout history diff erent groups of people have predicted the end of our world, and countless times, anticipated dates have come and gone without an end. I will not use this space to promote my own opinions about the world and any end of an era, however, this most recent addition to the long historical line up of doom lists does provide us with an opportunity to live as if each moment were our last.

As dark as it may appear, it is sound advice for living a full life. As the year turns into 2012 live your life full of a passion for doing and a sense of community in doing things together with your family and friends.

Just before New Years I went skiing with my family. In recent years, I had been avoiding it due to the fear of getting hurt; something I cannot have happen and continue working the way I do. Imagining that each opportunity could be the last for any number of reasons, allowed me to overcome my fear and have the best day ever with my family. Th at and a little caution, I am 48 after all, and despite my 17 year old mind, I cannot physically act like it (something I have been slowly learning to accept). Overcoming fear is one of the best character traits you can develop to help you live a full life.

I am very fortunate to have careers that allow me to work closely with my family. One specifi c example is our Taekwondo school. Th roughout my family’s history it has been a focal point that binds us together in our character and our goals. It is very comforting to have this bond and wholesome in its manifestation. My family has many other interests as well - football, lacrosse, skiing and boarding and of course music - they all compliment each other along with our Taekwondo training.

I don’t know if Taekwondo is for you; you can try it and fi nd out. I do know that there is something out there for you and your family or friends. What matters is that you fi nd it, do it together with passion, and for goodness sake, do it and every thing like it is the last time. Not because it is, but because that will make it the best ever.

From January through May, the Alzheimer’s Association of Northeastern New York will present a series of coping classes for the families and caregivers of people who are suff ering from Alzheimer’s disease.
