Hello Chapter 49 Members, We are excited to share with you a recap of our recent Region 7 meeting at the Fall Forum in Boise, ID and let you know about some of our upcoming Chapter 49 events. Besides myself, Kathryn Schreckenghost, our Chapter was also represented by our International Director, Danika Simpson, Vice President, Sterling Lopez and Claire Mueller as our International Nominations & Elections Region 7 Chair. Chapter leadership met under the guidance of Jim Lingeman, Region 7 Chair, to report on progress, review initiatives at both the international and local levels, and discuss challenges facing the IRWA. A brief summary of each topic is available below and more information is available at the Region 7 website: https://IRWARegion7.org/ A major effort was undertaken at the international level to independently review how the IRWA is organized and managed. Eleven outcomes were recommended that are now being reviewed and integrated into the organization. More information is available on the region 7 website at (https://irwaregion7.org/2019-fall-forum-handouts/). As a result, policies and procedures manuals are being re- viewed, refined and integrated into a sole source document outlining IRWA governance. A search for a new CEO is also ongoing with a new hire expected before the end of 2019. Many chapters have begun to bundle courses within a given certification path into discounted packages. This allows participants to achieve their desired certification in a more efficient and timely manner. Our Chapter plans to review how bundling courses may ben- efit our members. We are holding a Relocation Week, in February to help members get some of the needed classes to get their Reloca- tion Certification. Leslie Finnigan, Trustee for the Right of Way International Education Foundation (RWIEF) announced the “20 for 20” scholarship program that will be starting in 2020. This program is to help members obtain their RWA (Right of Way Agent) Designation or their RWP (Right of Way Professional) Designation. Stay tuned for more information to come. Our very own Dan Beardsley, SR/WA and Past International President, has revamped his Project Management for the Right of Way Professional seminar. We held this seminar in 2018 in Anchorage, and after receiving overwhelmingly positive responses from those who attended, he plans to expand the course and offer it in other regions. If you are interested in Chapter 49 hosting and would attend a second seminar, please let either myself or another board member know. You can take a class free of charge by becoming a course coordinator for that class. Every course we put on needs a Course Coordina- tor. Course Coordinators help our Education Chair, Deanna Kilburn and the instructors put on the class. For more information, please contact Deanna. Her information can be found on page 5. Our next Lunch Presentation will be held at 12:00 pm at the Municipality of Anchorage on Elmore Road. In November, Ryan Quigley, ROW Engineering with the State of Alaska DOT&PF will be presenting on their on-line ROW Research Map. As always, all members are welcome to attend our board meeting which goes from 10:30 am until the Lunch Presentation. Course Description: With the use of lecture, questions and answers, exercise methods and graphic illustra-tions, participants in this course will learn how to use engineering tools and will gain basic skills in reading and in-terpreting information contained on engineering plans. Participants will also learn how to read, understand and plot simple descriptions using the most common methods of property descriptions. Topics include: understanding the basic principles of engineering drawings; understanding and interpreting information on plans; using an engineer’s scale to determine distances; identifying types of highway curves; determining the effects of a project on a property; understanding the background of property descriptions; become knowledgeable of the basic features of property descriptions; become familiar with the most common systems and methods of property descriptions; writing and plotting property descriptions using various methods. Course Tuition includes: Participant Manual and Engineering tools (engineering scale, protractor and straight edge) Who should take this course: This course is designed for the novice or new non-engineer employee but is also a valuable refresher course for experienced agents. Course Instructor: Steve Schmitt, PLS, SR/WA is the Municipal Surveyor for the Municipality of Anchorage. Steve began his surveying career in 1983 and earned his Professional Land Surveyors License in 1993; he has previously worked for a number of surveying and engineering firms as well as the U.S. Army Corps of Engineers and the Bureau of Land Management as a field surveyor, contract inspector, and reviewer. He has an Associate degree in Surveying, a Bachelor’s degree in Management, and a Masters degree in Business Administration; all from the University of Alaska. He currently serves as Board Member of Chapter 49 of the International Right of Way Association (IRWA), is a certified instructor for the IRWA, is the Membership Chair of the Alaska Society of Profes-sional Land Surveyors and serves on the University of Alaska Anchorage Geomatics Advisory Board.

October Issue of Chair Chat -

Wow summer flew by and we are heading into Fall.

In the theme of moving forward. As mentioned in my previous Chair Chat, IRWA is moving into the future by embracing our grass roots by serving our members and educating our members. The International Governing Council (IGC), that I have the honor to currently be a part of, is taking the next steps to reimplement and embrace our fundamental values and purpose.

The IGC has received Strategic Plans from each of the International Committee and COP chairs and leaders, and reviewed them ahead of the September IGC meeting and conference call with these chairs and leaders. The overall focus of these plans is member outreach and inclusion as well as training and volunteer opportunities coinciding with the mission of our association and our ed program.

We actively seeking a CEO candidate to partner with us as the leading authority in our profession for education/training and networking. This CEO search is being facilitated in partnership with Sterling Search and the International Executive Committee.

The CLIMB session at the recent International Conference in Portland was hugely successful. Along with this success and the Partnership for Infrastructure Professional Education (PIPE) Committee has released a recertification program for our instructors, more to come on that soon.

The Governance Task Force (GTF) established September 15, 2018 by the IGC as a result of the unanimous vote to “pause the Association’s Governance Project and postpone the Board of Directors vote in Portland 2019. The GTF was assembled and given the mandate to review the Governance Project process and execution, in consideration of the objectives the 2017-2018 IGC identified for the Governance Project; Create a mid-range strategic plan, Identify the long-range issues that would need to be addressed, and Identify the structure that would best support and sustain the Association. They have brought back 11 recommendations to the IGC based on their review and findings contained within the GTF Document Packet (located in the handouts link on the Region 7 events website page).

As mentioned previously, we are going to continue to hold quarterly Education calls with our Chapter Ed Chairs (Cyndi Whelpley, SR/WA, Region 7 Vice Chair) and I will be continuing the Chair Chat communication and will keep all ap-prised to the collective agreement of the elected officers of our Chapters on holding additional leadership calls between our scheduled Forums and Caucus to keep our Region and Chapter leadership apprised of all goings on.
